Cole Valley South District Council 18[th] ANNUAL GENERAL MEETING

(For the period January – December 2023)

12.30 Saturday 13[th] July 2024

1 Welcome District Chairman.

Dave Allen welcomed adult volunteers from across the district to Cole Valley South’s District AGM.

2 Apologies and Attendance.

Copies of the attendance sheet and apologies submitted in advance and at the meeting are provided at the end of these meeting notes.

3 Governance.

3.1 Quorate. The Chairman confirmed that with over 20 persons present the AGM was quorate as per the guidelines set by Birmingham County Scouts and adopted by the District in 2022.

3.2 Minutes of the Last Meeting.Copies of the Meeting Notes from the 16th
AGM of Cole Valley South Scout Council held on Saturday 28thJune
2023 were circulated at the beginning of the meeting and approved by
those present pending the alteration of Abi Gregory’s then role as
AGREED
District_Network_Commissioner.
3.3 District Constitution. In line with and Birmingham County Scouts the
meeting was asked to adopt the model constitution as set out in AGREED
Chapter 5 of The Scouts Policy Organisation and Rules (POR),
3.4 Financial Year. The District’s financial year begins on 1stJanuary and
ends on 31stDecember.

3.5 Elected Members(This resolution is required by POR 5.4.5.8b).
This Council resolves that the number of elected members of the AGREED
District Trustee Board shall not exceed seven.
3.6 District Trustee Board QuorumThis Council resolves that the members
present and voting at any duly announced meeting of the District Scout
Council shall constitute a quorum provided that they include at least
three ex-officio members of the District Trustee Board including the
AGREED
District Lead Volunteer or his/her representative. The quorum must be
present throughout the meeting.
3.7 Sub Committees. The Council resolves to allow the Trustee Board to
set up separate sub committees and hybrid meetings as required to AGREED
meet specific requirements within the district.

4 2023 District Review.

4.1 Adam Brinkworth, District Lead Volunteer.

District membership was up 5% over the last 12 months, continuing the post Covid trend. Squirrel dreys continue to increase, with 4 currently operating within the district and 3 more planned to start during the next year.

The districts success is also visible at the County Chief Scout Award Events, at which over 224 young people from Beavers, Cubs, Scouts Explorers and Network and 18 Squirrels from Cole Valley South have recognised for their achievements during 2023.

There are strong group and district led programmes across the sections and a successful district camp held at Blackwell Court for 425 people.

Following the rebooting of the district’s Young Leader programme in 2022 there are now 73 registered Network members.

He also thanked the adult volunteers across the district for their hard work over the last 12 months, many of whom have been recognised in long service and other higher awards.

After thanking the district team for their hard work, he concluded by saying that there are still a great many changes ahead of us in the way that the Scouts is organised via transition and a determination to keep the Scouts safe at national, county and district level.

4.2 District Trustee Board’s Annual Report Including Annual Statement of Accounts.

Copies of the District Accounts for 2023 were circulated at the beginning of the meeting and key elements, were outlined by the Chairman in the absence of the Treasurer.

Due to changes in POR, and centralisation of Explorer Unit accounts the districts overall financial holdings are now above £50k so the Trustee Board now needs to appoint an Independent Examiner to review the accounts.

The Chairman outlined that to comply with POR requirements Trustees can now
only stand for a maximum of three terms of three years and that requests for
potential postholders had been circulated to all adult volunteers prior to the AGM.
Chair.This appointment is now made by the Trustee Board who are
recommending David Allen.

stand.
