## **Structure, governance & management of the Trust** 

The Trust is an unincorporated association governed by its constitution as amended in 2020. 

Trustees are elected by the membership for terms of three years. The management committee comprises the Trustees and Secretary, who is advisory and non-voting. The Trustees may co-opt further members to the management committee who shall attend in an advisory and non-voting capacity. Meetings of Trustees are normally held four times in each year and frequent communication by email and phone takes place between committee meetings. All matters requiring a formal vote are decided by the committee in session. 

Officers are elected annually by the membership. 

Trustees are recruited by identifying individuals who have the particular skill sets required and by informal approach followed by a more formal discussion with the Chair and others, before formal adoption by all the Trustees and the members at the Annual Meeting. 

## **Objectives and activities of the Trust** 

The Trust is established in the administrative area of the former Settle Rural District Council to: 

1. Encourage high standards of planning and architecture, and, 

2. Stimulate public interest in and care for the beauty, history and character of the area, and,

3. Encourage the preservation, protection, development and improvement of features of historic or public interest. 

The main activities of the Trust in pursuance of its objectives are lectures, walks, publication of the annual _Journal_ and other literature; supporting surveys and research; scrutinising planning applications; and raising funds & providing grants towards restoration of historic places of worship. 

In furtherance of these objectives the Trustees have borne in mind and sought to follow the Charities Commission’s guidance on public benefit. When considering planning applications the Trustees seek to ensure that the Trust’s concerns to conserve and protect seek to guide rather than to prevent appropriate change and development. Policies regarding planning are posted publicly on our website (see 

https://www.northcravenheritage.org/about-5) and public feedback encouraged. 

The North Craven Heritage Trust provides grants for three purposes. The first is to support historic churches and other historic buildings in North Craven, that are not in private ownership, to fund essential restoration. The second is to provide grants towards projects of historical and / or archaeological research in North Craven.  These grants are intended for individual researchers or informal groups of individual researchers working collaboratively. The third is to support MA (or PhD) students in a research project of relevance to the historic heritage of North Craven. Policies regarding grants are available on the website. 

Activities are spread across the whole of the area rather than just concentrating on the larger centres of population. Subscriptions are maintained as low as possible with reduced rates for joint and junior members. Entry fees for non-members to attend talks are kept low. Corporate membership is encouraged. 

## **Chair’s Report on achievements and performance** 

During the year the Trust awarded grants to the Folly, Settle (£1,500) and the Church of the Epiphany, Austwick (£1,000). Discussions with Lancaster and Bradford Universities were held to encourage new applications for bursaries for postgraduate students working on research relevant to North Craven. 

Along with other local organisations and many members of the public the Trust successfully opposed Craven District Council’s plans to re-develop the Ashfield toilet block, while supporting Settle Town Council in pressing for their re-instatement 

Talks and events have been well attended and with a varied programme catering for a wide range of interests. The highly-regarded annual _Journal_ contained articles by members and others on local topics including natural history, medieval taxes, family history, tourism, migration and date stones. 

The website was re-designed, reviewed and updated. 

## **Financial review** 

The Treasurer’s Report and Accounts and the Examiner’s Report for Year Ending 31 August 2023 follow on pages 4 - 6 of this report. The Trust has no debts and holds no funds as a custodian trustee. 

The Trust ended the year in a healthy financial position, due to the generosity of the late Miss Joan Crompton who left the Trust a substantial legacy in her Will. Joan was a longtime member of the Trust and cared greatly for North Craven – an area which she knew from being a health visitor here for many years – where she was well respected by the local community. By the year end the Trust had received £50,000, with a further £4,197 received

after the year-end when the estate was finally wound up. This will enable more generous support for grant applications in the coming years. 

The Trust’s reserve policy was agreed in October 2019 as maintaining a minimum balance of £4,000, sufficient to wind down the charity over an 18-month period, plus any pledged grants or bursaries. This figure has been reviewed and raised to £4,800 to account for inflation. Notwithstanding this, the trustees meet quarterly, so consideration can be given as needed throughout the year if any changes occur that might impact the rationale behind the reserves policy.

I can confirm that, in my examination of the Charivs
accounts and accounting records, I believe that..
the receipts and payments account and the statement of assets and
liabilities are properly prepared in accordance with the Charities Act 2011
the accounts give a true and fair view of the state of affairs at the year
end and the incoming resources and application of the resources during the
year.
the accounts and the statement adequately distinguish any material
special trust or other restritted fund of the charity.

## North Craven Heritage Trust AGM Treasurer’s Report 

## Year Ending 31 August 2023 

## Ongoing income and expense 

Subscriptions and donations have held up well. Publication income is down but book sales are vigorously pursued, as is advertising income in The Journal, for which printing costs were reduced. 

Grants made during the year were to: 

- The Folly (£1,500) to enable NCBPT to obtain matched funding from The Arts Council towards the conservation of the Folly's tower arch and south range roof. 

- The Church of the Epiphany, Austwick (£1,000) for the conservation of the rose window. 

## Legacy 

A major factor in the year was the receipt of a legacy from the estate of the late Joan Crompton. You will hear about this elsewhere, but this generous legacy has transformed our ability to support the heritage of North Craven over the coming years. 

It is important to invest it wisely for future use. Inflation has been increasing but we believe that it has peaked and will drop to historically normal levels. It is also important to be able to respond to applications in 2023/24 as they arise. 

- So we have so far placed £5,000 in our Skipton Building Society Clubs & Charities account for ready access. 

- We have opened an account with the Charity Bank which, although not the highest payer for term accounts, is covered by the Financial Services Compensation Scheme and has good ratings (for a bank!). Charity Bank funds borrowing by charities, so our money will be ‘doing good’ while it is paying us a competitive fixed rate of interest. We have deposited £30,000 in our account for maturity dates (see the notes to the accounts) ranging from 1 year to 3 years. 

In these ways we will try to safeguard the value of the legacy while it is used. 



## Restricted funds 

In addition to our unrestricted General Fund (GF) we have operated a Historic Buildings Fund (HBF) and a Historical and Archaeological Research Fund (HARF), both of which are restricted to use solely for their respective objectives. The HBF has been funded by specific fund raising and restricted legacies. The HARF is funded by a legacy and donations. 

Our grants this year cleaned out the HBF with the bulk of grants paid from the GF. Until we receive further restricted funds the HBF will be hibernated. The same will happen to the HARF when, as we anticipate shortly, it is exhausted. Grants for both purposes will continue to be made from the GF, in the same way that bursaries are funded. 

## Outlook for 2023-24 

We are actively pursuing other university history departments in addition to Lancaster with the aim of deepening our understanding of North Craven’s past. We will continue to publicise our other grant giving streams. 

The only unusual item of expenditure envisaged is the purchase of a more modern laptop to replace our ageing machines. 

## Independent Examiner of the Accounts 

The accounts which follow are draft as they are unexamined. Ian Evans, a retired HM Inspector of Taxes, offered to examine our accounts last year and was appointed at the last AGM. He has agreed to continue this year, for which we are very grateful. He is examining our accounts at the time of writing, which we hope to have settled by the AGM ready for approval by Members.
