Cwmavon Community Association is based at Cwmavon Village Hall, Cwmavon Road, Cwmavon, Pontypool, Torfaen, NP4 8XH.
Cwmavon is a small village situated between Pontypool and Blaenavon and the Community Association was originally formed in 1974 when a former church hall was given to the village for that purpose. The hall was rebuilt in 2008 with the help of National Lottery funding.
Structure and Management .
The management structure of the association was prescribed in the original Constitution of 1974. The General committee of Trustees deal with governance and future planning whilst overseeing the work of the Executive committee who deal with the day to day management of the Association at their monthly meetings. All members of both committees are volunteers. The objects of the Association are ‘to promote the benefit of the inhabitants of Cwmavon and regular hall users from neighbouring areas…to advance education and to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the objective of improving the conditions of life for the inhabitants’. The recruitment of trustees and volunteers therefore takes place locally. All current trustees and volunteers are either residents of Cwmavon or regular users of the hall from neighbouring areas.
Activities and Objectives
The main objective of the Association is to effectively and efficiently manage the village hall in order to allow a safe and warm environment for clubs and groups to hire the hall and hold their activities. In addition, the association organises social activities for the benefit of local residents and hall users.
Between July2024 and July 2025 the following regular activities took place at the hall; 47 yoga sessions, 12 textile art sessions, 8 mindful stitching sessions, 17 Men’s Space (men’s health) sessions, 6 suicide awareness first aid sessions, 37 Taekwondo sessions, 37 craft club sessions, 5 craft workshops, 33 watercolour art sessions and a MacMillan fund raising coffee morning, 44 Tai Chi sessions, 12 book club meetings, 6 Women’s positive coaching sessions, hall hire by TCBC for training, 15 band practice sessions, 15 private parties and a weekend walking event. In addition, the community association arranged 19 social events including an Annual Produce show, 2 live theatre shows, 2 Christmas wreath making events, a community carol singing event, Quiz’n’Chips evenings, Cheese’n’Choons evenings, and a VE Day celebration event.
Achievements and Performance
In an effort to improve performance in 2024 we started to monitor the number of people using the hall, and started to measure the number of events taking place. At the beginning of 2024 we were averaging about 20 events per month and about 150 people using the hall per month. By the end of 2024 this figure increased to about 25 events and 250 people per month, establishing a growth pattern which improved further in 2025.
We were able to take advantage of a funding opportunity to apply for a grant from the UK Government administered by Torfaen County Borough Council under the Torfaen Community Resilience fund. We were awarded £18,342 to deliver on 7 projects intended to improve the facilities offered for the benefit of our local Cwmavon residents and hall users from neighbouring areas, to make the hall a safer, more welcoming and creative environment. The projects included the provision of martial arts exercise mats, purchase of projector, cctv upgrade, replacement doors and fire exits, replacement hand dryers in the toilets, installation of Wi-Fi enabled central heating controller, and materials for a community self-build bar project. The projects were all completed on time and on budget, and have inspired and motivated hall users and volunteers.
Finance
This is the first time we have been asked to provide a Trustees Annual report for the Charity Commission as up until now, our annual income has always been below £10,000. Our total income for the year 2024 was £31,596 of which £19,582 was made up of uk government and local authority grants, and £1300 was donated from a residents committee which has been dissolved. Without the grants and donation, our income would have been £10,714, a considerable improvement on previous years. Our total expenditure was £27,932. £18,342 of this was spent on the 7 improvement projects mentioned above. This leaves our remaining expenditure as £9,590. This means that in 2024 we made a small surplus of £1,124 for further reinvestment to our facilities. Please see the attached audit of hall accounts for 2024 completed by Mandy Harris. The trustees are aware of the fact that we currently have no Reserves policy and will be developing one in the near future.
