64[TH] BIRMINGHAM SCOUT GROUP CHARITY STATEMENTS
The Purpose of 64[th] Birmingham Scout Group
The 64[th] Birmingham Scout Group provides a weekly Scouting provision across all Scouting Sections with volunteers actively engage & support young people in their personal development, empowering them to make a positive contribution to society through giving the young people we work with Skills For Life.

Public benefit statements
The 64[th] Birmingham Scout Group meets the Charity Commission's public benefit criteria under both the advancement of education & the advancement of citizenship or community development headings.
The Group has in place systems of risk & internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments & a comprehensive insurance policy to ensure that insurable risks are covered.
Structure, governance & management
The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts & making returns to the Charity Commission as appropriate.
The Committee consists of independent representatives, Chair, Treasurer & Secretary together with elected, nominated & co-opted representation & meets regularly through the year. The Group Executive exists to support the Group Scout Leader in meeting the responsibilities of the appointments & is responsible for:

The maintenance of Group property

The raising of funds & the administration of District finance

The insurance of persons, property & equipment

Group public occasions
-
Assisting the recruitment of leaders & other adult support

Appointing any sub committees that may be required

Appointing District administrators / advisors other than those who are elected
The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of The Association & The Policy, Organisation & Rules of The Scout Association. The Scout Group is a trust established under its rules, which are common to all Scouts.
Reserves Policy
The Group’s policy on reserves is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short. The Group Executive Committee considers that the Group should hold a sum equivalent to 18 months running costs for the building and an £15k emergency building work fund, circa £35k.
The Group held reserves of approx £82k of General Funds against this at year-end. This is above the level required for operating expenses. However, this can be explained by on going building development projects, planned equipment purchases within the Group over the next 12 months and the Covid recovery plan.
MINUTES OF THE ANNUAL GENERAL MEETING 22[nd] NOVEMBER 2021
Present
37 members & friends attended the AGM which was held on zoom.
Welcome
The Chair welcomed everyone to the meeting and recognised the apologies. It was recognised that we did not have an AGM in 2020 due to the pandemic. Our previous AGM was therefore in 2019.
The GSL explained how zoom and how the polls would work. The GSL ensured that the AGM was quorate. The Scout Council unanimously approved to keep the Quorum numbers of at least 12 for a Council Meeting, 5 for an Executive Meeting and 3 for a Sub-Committee Meeting. The Scout Council unanimously approved that the Group keep the standard Scout Group Constitution as laid out in POR 3.24.
Consideration of Trustees’ Annual Report & Accounts for year ending 31/03/22
Copies of the minutes of the AGM in 2019 were distributed & were duly approved. The Trustees’ Annual Accounts relating to the year ending 31[st] March 2021 and the Reserves Policy were presented by the Group Scout Leader on behalf of the Group Treasurer (Celvon Binns). The Accounts and Reserves Policy were duly adopted. There were no questions relating to the Trustees’ Annual Report.
Nominations & Elections of Officers
Group Scout Leaders Nomination of Group Chair
The GSL re-nominated the Group Chair, Keith Hemmings. Keith was duly appointed.
Election of Group Executive
The Council unanimously agreed to increase the number of Elected Trustees from 4 to 5 to reflect our new Squirrel section. As only one nomination per seat on the Executive had been received the following elected and nominated members were approved by mass by show of hands:

Appointment of Auditor
Jeff Swann agreed to continue in the role of Group Auditor & was duly re-appointed.
Group Scout Leader’s Report
Paul shared that our Group membership had fluctuated since our last AGM in 2019 from; 58 young people in January 2020 (prior to lockdown), to 32 young people in January 2021 (after 9 months of no face to face Scouting), to 72 young people in October 2021 (after just a few months of face to face Scouting). The Group is currently at 222% of our membership compared to the end of the lock downs and amazingly at 122% of our pre-lockdown membership.
This amazing growth shows just how much Scouting is now needed and how well our volunteers, families and young people responded both during the lockdown, with awesome online provisions, and since being back face to face, with adventurous and engaging programmes.
It was shared that Squirrels is now a permanent Scouting provision within UK Scouting and the Group is thrilled that our Drey is flourishing.
Special mention was given to 3 Group members who passed over the last year. Michael Richardson, a long standing Group Chair for 30 years, Jane Phiilips, part of our Cub team for 44 years, and Kip Freshwater, one of our Hedgehogs.
Kip was recognised for his bravery with The Chief Scout’s Medal for Meritorious Conduct just prior to his passing. In Kip’s memory the Group has created The Kip Cup, awarded annually to a young person who has shown strength through adversity. Michael’s window, Maureen, donated £500 to award each Kip Cup recipient a £50 gift.
The GSL thanked everyone for all that they did within the Group.

The Chair, Keith Hemmings, thanked everyone for their efforts over the last two years and paid special tribute to the three members of the Group who had passed over the last year.
