Chairs Report 2025

At the end of my second year as Chair of North Fells District Trustees we have seen consolidation of the new assurance model in Scouting and it becoming better understood. The intent of the Trustee board in District and for each Scout Group is to provide oversight and assurance that scouting is being provided as it should be. It has been a challenging process, and it will take time for us all to get used to it. I encourage everyone to continue to try to understand what the purpose of the changes are and to continue to embed and take value from these processes.

As I reflect I think that POR could be more accessible to leaders. A lot of it is only really relevant in extremis but there is also much very relevant day to day information. I am conscious that volunteers don’t really have time to look over 414 pages when they need to know something so I hope this year to see if we can produce some simple bite size aid memoirs of the key issues that you need to be aware of for day-to-day scout activities. I would be glad to hear of any topics that you particularly would like help with.

As with last year I continue to be amazed by the work you do for scouting. The commitment I see is outstanding, and we continue to provide amazing and diverse opportunities and adventures for numerous young people. It is a testament to our ethos that, as they grow, we are encouraging young people to be independent to make their own decisions and equip them for the challenges they will face as they become adults. I thank all of you who make this happen.

Our district has faced challenges this year, but I think we now have a well-functioning district team and the oversight that is necessary is becoming better understood. I am not complacent. We can all always learn!

In our trustee board we have a group of experienced people from Scouting and the wider community and I am glad that we have been able to fill some of the roles in the District that were vacant last year. I welcome Harry who looks after Volunteer Development for us. We will at today’s AGM say goodbye to Alistair who has been a stalwart and someone whose counsel I have valued. Thank you for your service – and we hope you will find a different way to keep your connections with Scouting. At Christmas our DLV steps down and we are seeking a person to fulfil this role. Fiona has done this job for over two years, at time of massive transition in Scouting. It has been hard at times, but I also know that the benefits she sees in scouts far outweighs the e more difficult challenges. But it is now time for a rest and so I thank he for her work and all the effort she has made. She is also someone on whom I have leaned while I learn more about Scouting. We are seeking a replacement DLV and I would ask anyone who feels able to do this important job to get in touch with Eddie. As a Trustee Board we also need a secretary. Jacob stood down last year and I have managed it as best I can since then, but it would be better if we had a dedicated person for this job. Please speak to me if you feel you can contribute in this way.

I am particularly pleased that we are meeting again at Branthwaite and that you can see the changes that are being made to the site. The amount of work done by Allan and his team is enormous and it’s wonderful to see the site being prepared for the next decades of its life. We have seen an increase in bookings and I am delighted to say that the feedback is

overwhelmingly positive. However, there is much still to do and if anyone can lend a hand you will be very welcome. Branthwaite is a District resource which needs to be run for the primary benefit of District Scouts. I continue to encourage all groups to get involved to help to shape the future of the site. Your ideas and vision will always be crucial as we go forward to develop this site so that it remains a site that is a genuine asset to all groups in the district.
