Description of the charitys trusts
Type of goveming document
The Group's goveming documents are those of the The Scout Association
constitution. They (x)nsist of a Royal Charter, which in tum gives authority to the
Bye Laws of the Association and The Policy, Organisation and Rules of The
Scout Association.
How the charity is constituted
The Group is a trust established under its rules which are common to all Scouts.
Trustee selection methods
The Trustees are appointed in accordan(£ with the Policy, Organisab'on and
Rules of The Scout Association.

The Group is managed by the Group Executive Committee. the members of
which are the 'Charity Trustees, of the Scout Group which is an educational
charity. As charity trustees they are responsible for complying with legislation
2ppli(2ble to charities. This includes the registration, keeping proper accounts
and making retums to the Chanty Commission as appropriate.
The Committee structure (x)nsists of three independent representatives (Chair,
Treasurer and Secretary) together with the Group Lead Volunteer, individual
Section Lead Volunteers (if opted to take on the responsibility) and parent's
representation and meets every three months.
Members of the Executive Committee complete 'Essential Infonnation for
Executive Committee. training within the first 5 months of joining the cA)mmittee.
Group Executive Committee exists to support the Group Leader Volunteer in
meeting the responsibilities of the appointments and is responsible for:
The maintenance of Group property.
The raising of fvnds and the administration of Group finance
The Insuran￿ of persons. property and equipment.
Group public occasions.
Assisting in the recruitment of leade[5 and other adult support.
Appointing any sub committees that may be required
Appointing Group Administrators and Advisors other than those elected

The group has in place systems of intemal controls that are designed to provide
reasonable assurance against material mismanagement or loss. these include
two signatories for all payments and a comprehensNe insuran(* policy to ensure

Summary of activittes
There is a strong team of volunteer section leaders. supported by network of
Young Adults and Young Leaders, who delivered a balanced programme of
activities to engage. sUPPOrt and help the members in their personal
development. The sedion leaders have all re￿iVed mandatory training in the
basic areas of safeguarding, safety, GDPR and first aid. The programmes
incorporated our cx)re values of integrity. respect. care, belief and c(H)peration.
The Group meets the Charity Commission's public benefit criteria, under both
the advan￿ment of education and the advan￿ment of citizenship or Gommunity
development headings.

At the Board of Trustees AGM on 18 July 2024, the Board of Tnjstees r
appointed Stuart Litchfield as Chair. Graham Howard was appointed a5
Treasurer and Michael Jackson as Secretary. Dunng the financial year, Michael
Jackson stepped down as a Trustee and Secretary. Prveen (Parent Member)
was appointed as Secretary. The current mix of members is considered a good
balan￿ between leader and parent representation.

Five Adult leaders. plus neiwork of four Young Adults (campsloutings out
with university temis. and support from four young leaders
Programme highlights included:
First training.. time on the water. pioneering, mini golf, annual BBQ. Camp to
Rhyddcovert. safari park trtp, community Servi￿ at a church, three church
parades. litter picking, recycling. food bank colleclion: Remembrance Day,
outs.ng to Think Tank; Distrtct Football (1st & 3 )" County Bowling competition (1")
The sectron has been an Increase in children with SEN. Leaders have been
provided additional training videos and parent support at meetings.
Cub section
34 cubs. Pending 6 new joiners (inc 5 BeaveTS) to bring full complement (40).

The Group's policy on reserves is to ensure that sufficient reSoUr￿S are
available to support the charitable activities of the Group. in the event of a

The principal SoUr￿S of funding are sertion subscriptions and rental income.
Total Group funds stand at c£50k.
The Group Board of Trustees has undertaken a series of financial reviews. This
has induded forecasbng Group funds for the next 5 years", review of reserve and
surplLts funds are held to opb.mize retums; inflation4inked rent increase for the
commercial use of the premises.
Following reviews, the Board of Trustees agreed to increased subscriptions, with
effect for the 2025126 financial year. to £3.50. This was in recognition of:
The rising cost of providing activities
The length of time since last increase
Comparison with other groups
Avoiding the need frjr steeper increase in the future
Cash reserves & fixed term investments
Reserves are routinely reviewed to ensure Group requiretnents are met,
including any planned capital expenditure and rnanaging where funds are held,
to achieve competitive interest rates and liquiditylac£ess requirements.
The Reserve aC￿unt stands at (£14k.
£1 Ok invested in two 2-year fixed rate bonds. maturing in successive years,
to enhance returns whilst managing the accessibility to funds.
Other funding sources
Gift Aid - initiated 2023-24. Total refunds c£2k. The Board of Trustees
decided these funds will be allocated to the sections, in the 2025-26 financial
year, to support individual secbon activities.
100 Club - c55 members. Profit of c£1k.
Grant funding to be considered in 202>26.
Excess cash surplus such as interest payments re￿iVed to be made available
for (J)nsideration of extra activibes, new equipmenL and enhancing premises.
