Sarah Mullaney 13[th] Leigh Ellen Roberts, Lisa Woodger 9/15[th] Leigh Late apologies: Karen Salisbury – District supporter. ## **Governance Topics** ## **3a Approval of the Minutes of the Annual General Meeting held on Wednesday 21[st] June 2023** The District Chair proposed that these minutes, as previously circulated and reviewed by the District Trustee Board, are taken as read and for the District Scout Council to agree they are a true record of that meeting. Seconded by Andrew Foster. Show of hands please to approve. Approved. ## **3b to re-adopt the model constitution from Policy Organisation and Rules** The District Trust Board proposes that we continue with the recommendation to adopt the model constitution from Chapter 5 of POR Seconder Steven Lowe. Show of hands please to approve. Approved. ## **3c The District Chair asked the District Scout Council members to note our charity’s financial year, which is 1[st] April – 31[st] March** ## **3d Approval of community members of the District Scout Council** – None ## **3e Agree the number of members that may be appointed to the Trustee Board** The District Scout Council have agreed at their meeting on 21[st] February 2024 the number of people to be appointed to the Trustee Board. The Board recommends that 6 people are appointed + 4 ex officio (District Adult lead Volunteer, District Chair, District Treasurer and District Youth Lead.) I propose the District Scout Council approves that recommendation. Seconded by Siobhan Mullen. Show of hands please to approve. Approved. ## **3f Agree the quorum for future meetings of the District Scout Council excluding this AGM)** The District Trustee Board recommends the quorum should be set at 20 people Does the District Scout Council approve this recommendation? Seconded by Andrew Foster. Show of hands please to approve. Approved ## **4. Review of the previous year** ## **4a. The District Lead Volunteer’s review of Scouts in the Lilford District** Steve read out his report from the booklet circulated. Steve then presented the wood Badge to Cora Dunwell Roberts of 18[th] Leigh and15 years’ service badges to Jayne Thomson and Siobhan Mullen both of the 4[th] Tyldesley Group Steve presented Freddy Higson with The Chief Scout’s Commendation for Meritorious Conduct. Freddy was awarded this earlier this year for putting his Scouting learning Into action when his Grandad fell into difficulties during a countryside walk with him. He was invited to Windsor Castle to meet the Chief Scout at the annual St Georges Day Service in April. All congratulated Freddy on his special award. ## **4b Receive and consider the Annual Report of the District Trustee Board including annual statement of accounts** The District Chair noted that the District Trustee Board has approved the Annual Report and Statement of Accounts and the report of the accounts has been received from the Independent examiner David Hampson. The District Treasurer gave a brief explanation of the accounts as detailed in the booklet. Questions were invited from the floor regarding the Annual Report and accounts. None were raised. The District Chair thanked JP ## **5.Appointments** ## **5a Appointment of District Chair** The District Lead Volunteer explained the process and as agreed by the Trustee Board the recommendation to the District Scout Council is that David Copeland should be appointed District Chair. Show of hands please to approve. Approved. ## **5b Appointment of District Treasurer** The District Chair explained the process and as agreed by the Trustee Board. The recommendation to the District Scout Council is that JP Yates should be appointed as District Treasurer. Show of hands please to approve. Approved. ## **5c Appoint members of the District Trustee Board, following recommendations from the open selection process initiated by the Trustee Board.** The District Chair explained the process agreed by the District Trustee Board. The recommendation to the District Scout Council is that Jane Riley, Penny Rothwell Mason, Andrew Foster, Suzanne Walker, Siobhan Mullen, Steven Lowe, should be appointed as members of the District Trustee Board, along with the ex-officio members -District Lead Volunteer, District Chair, District Treasurer and District Youth Lead. Show of hands please to approve. Approved. The District Chair thanked the Trustees for their work during the year. ## **5d District President** The Chair noted that the District Scout Council recommends Malcolm Bell as President. Show of hands please to approve. Approved. ## **5e Appointment of Independent Examiner** The District Treasurer proposed David Hampson. The Chair confirms that David Hampson has been proposed, seconded and is qualified for the role. Show of hands please to approve the nomination of David Hampson. Approved. ## **5f Nominate representative of the District Scout Council to represent the District on the County Scout Council** The District Chair confirms that Sophie Rothwell Mason has been proposed and seconded. Show of hands please of your approval. Approved. ## **6. Closing remarks** At this point the District Lead Volunteer, Steve Ralph presented Pamela Copeland with a plant as his personal thanks for her time as District Secretary. In line with the recent changes of the Scout Association this appointment has now ceased and Pamela will take on the role of District Admin. Support. Jacob Bond acting County lead Volunteer thanked Steve and the District for continuing to achieve good results, top awards and for all the hard work during the last twelve months. The District Chair, David Copeland thanked all the Trustee Board Members, District Scout Council Members, Groups, supporters, friends and each and every member of Scouting in Lilford District for their continued support over the past year. This concluded the official business. The District Chair then closed the official part of the meeting at 7.50p.m There now followed a presentation by Evie Foster of the last World Jamboree which she attended in South Korea. Evie’s presentation was a great account of the challenges that the attendees experienced as well as the enjoyable time they had under difficult circumstances. The District Chair thanked Evie for her presentation and invited everyone to stay for refreshments. These minutes have been approved at the District Trustee Board meeting on 21[st] October 2024 ## **District Lead Volunteer Report 2024 – 25** ## **a) Overview** Young people are at the heart of what we do in Scouting, both locally and further afield. Our purpose is to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. Excellent Scouting has continued to be delivered throughout the year across our district, with groups camping regularly, undertaking adventurous activities and young people working towards the top awards in their sections. 17 Squirrels gained their Acorn award. 49 beavers gained their Bronze Chief Scout Award. 35 Cubs were awarded their Silver Chief Scout Award, with 10 Scouts earning the challenging Gold Chief Scout Award. 3 of our Explorers gained their Diamond Chief Scout Award. I know that other work towards Duke of Edinburgh awards is also ongoing. Our Young People have been challenging themselves and supporting the community with sponsored walks and sleepovers; some of which featured in the local press who reported the fundraising which has taken place to support homeless charities. January’s census reported we had 457 young people and 134 adults in the District. We now have four squirrel dreys across the nine groups, plus two explorer units. The overall number is similar to last year, but numbers of youngsters and adults can vary throughout the year. At the end of December, Steve Ralph came to the end of his 10 years’ service as District Commissioner, along with JP Yates and Shane Hopkins who served as Deputy District Commissioners. Thanks to them for their service and support to the District over this period. I was appointed as Steve’s successor taking the title of District Lead Volunteer with effect from 1[st] January 2025. The last few months of the year also coincided with various changes within Scouting, mainly affecting adults, who now have new role titles, a new membership system to log their details and enable training and scout processes. There have been some major changes to Policy Organisation and Rules (POR) so I urge leaders to make sure that they are up to date with POR. The ‘Welcome Journey’ has been restructured to make it more welcoming to new adults and easier to follow in the new membership system. ## b) **Training** As with any new system and changes, it can be challenging to get used to the new way of doing things. I handed over my ‘Local Training Manager’ role to Karen Salisbury, with the new title of ‘Volunteer Development Team Leader’. We are still trying to figure out the reporting from the system, but the new system does have automated reminders to adults about due dates for mandatory training, for example, the Safety training – deadline of 14[th] July. However, the system also provides reports highlighting where the mandatory training has not been completed; which has resulted in several suspensions, pending completion of learning. The system also identifies those leaders who are still ‘provisional’ after 5 months, so that their welcome journey can be progressed; this is being taken up with Group Lead Volunteers. (GLV’s). Permit applications were a bit of a challenge, hopefully, this means future ones will be a bit slicker! ‘Training Advisers’ have changed to ‘Learning Advisors’ who can support leaders eg validating learning. The new system does make it easier to identify who assessors are and who holds permits for various activities. First response training was delivered to 42 leaders last year with about 10 leaders completing ## **c) District Structure** I hope to post details of this on the District website soon. Some previous roles have changed slightly, so rather than ADC’s, we have a District Programme team, led by Steve Lowe, who will be looking into feedback from the Group Lead Volunteers about have more District events. Hopefully, this will include section specific activities as well as cross-section events. Apart from competitions, they are considering a District Camp next year so please feed in your ideas. The Volunteer Development Team, includes the Learning Advisor Team (ie previously the TA’s) and the ‘Welcome Team Leader’ is Sophie Rothwell Mason, as this is the new approach to the Adult Appointment Committee. Shane Hopkins is our ‘Support Team Lead’, which includes the teams for Administration, Shop Communications, and HQ maintenance. Peter Blundell stood down as District Explorer Scout Commissioner – thanks Peter. Michael Cooling and Josh Walters are the ‘14 – 25 leads’. Michael is steering the Explorer sections (they’ve had 3 camps so far this year!) and also encouraging the reformation of the Viper – Young Leader Unit, under Phoebe Aspinall and Nathan Hodkinson. Thanks to Kath and Lisa for the work they did previously with the Vipers! Josh is building Network locally (ie 18 – 25 yrs) and making closer links with Wigan Network, so that they can support our younger adult leaders on awards like the Explorer Belt and the King’s Scout Award. Watch this space! Rebekah Trott stepped down as Youth Lead, thanks Rebekah! She has been replaced by Daniel Thomond and Sam Owen Kenna. They have plans to reach out to groups and connect with the YP, and hope to work with the GLV’s and the Programme Team. Finally, the key part of my team is all of you, who are involved in delivering or supporting Scouting in the District. We know how stretched we can feel at times, especially if we are short of leaders, plus we have other demands on our time like family, friends, work etc. I would like us to feel more like a team. One of the best parts of this role is coming out to meet you all, and where possible, presenting awards and wood badges in recognition the contribution you make. I was honoured to award a 70 year long service award at St George’s day to Alex Waddington! I want to say a big thankyou to you all, on behalf of all our young people for the time and commitment you give to them, and hopefully each other in so many ways, so that we can deliver Scouting in a safe and fun way. Jane Riley District Lead Volunteer - Lilford ## Lilford District Scout Council ## Financial Report 2024-25 ## Overview 2024-25 again saw an active year within the District. Changes to the governance structure were adopted because of the Charities Commission regulations update and wider Scout Association developments. ## District Accounts Income was £6,349.477 lower than in 2024. Capitation was slightly up on 202 but the largest reduction was from the users of the HQ. HQ contributions were £3,813 lower than 2024. The District HQ has again seen significant expenditure in repairs and improvements. A new fire alarm system had to be installed at considerable cost of £7,950. As a result of this some essential re-wiring was also required at a cost of £1,636. New fencing at the front of the Shuttle Street HQ was installed (£1,500) although a grant has been received for this. However, due to timing, this was only received after the year end of 31[st] March 2025. Overall, the District had a deficit of £114,307.32 for 2024-25. ## Scout Shop The shop suffered a small loss in the year. Sales were £883 down from 2024. If the District wants a shop, it must support it and use the facilities. We cannot continue to provide the service if it’s not being used. Please continue to support the shop! ## International Fund This fund remains in account for the purposes of funding international activities. There were contributions made to Explorer belt activities amounting to £400 during the year. The activities on this account will begin to increase again, as the fund will be used to support any young people selected for the 2027 World Jamboree in Poland. ## The future The HQ renovations are now complete. However, like the Forth Bridge, the hard work in maintaining the building continues. After 10 years, Steve Ralph, Shane Hopkins and myself stepped down from the District leadership team and handed the reins over to Jane Riley. We wish Jane well for her tenure and look forward to everyone’s continued support. Thank you to you all for your effort this year.
