Foreword
This may be the first time you have attended our Annual General Meeting, and you may be wondering how the group works and is coordinated:
There are three bodies that operate within the Group. The Group council is effectively all adults associated with the group, who normally meet once a year at the AGM. The Trustees are the Body that administers and funds the Group’s activities. The Group Scouters Meeting is the body that organises and administers the Scouting activities for the youngsters in the Group.
You are part of the Group Scout Council!
If you are reading this, then you may well be a member of the Group Scout Council. It is the electoral body, which supports Scouting in 2nd Penrith Scout Group. It is the body to which the Trustees are accountable.
Membership of the Group Scout Council is open to and includes: All adult volunteer helpers in the group, patrol leaders, all parents of Beaver Scouts, Cub Scouts and Scouts and any other supporters, including former Scouts and their parents.
Being on the Group Scout Council is an important role. Your job is to meet once per year, at the Annual General Meeting, elect and approve members of the council who will join the Trustees (who handle the day-to-day running of the group), and to receive and approve the annual report of the group.
The Trustees
The Group Chairman and the Group Trustees who are all volunteers, support the Group Scout Leader and ensure the effective administration of the Scout Group. The Group Scout Leader nominates the Group Chairman and the relationship is one of partnership and mutual support.
The Trustees aim to make sure that the Scout Group has the facilities and resources needed to deliver excellent Scouting in the Group.
The Group Scouters Meeting
The volunteer leaders in the Group work with their team of adults (who perform a variety of roles) to deliver an exciting and attractive programme of activities for young people in the Group. Their work is co-ordinated through the Group Scouters' meeting (chaired by the Group Scout Leader), which includes the Section Leaders and Assistants.

2[nd] Penrith Scouts AGM – Chairs Report, April 2023 to March 2024
Another superb year of Scouting has flashed by for the 2[nd] Penrith Scouts Group.
During this period the National Scouting organisation to which we are part, has made it far clearer over the future of the management of scouting. ‘Executive Committees’ have become ‘Trustee Boards’ (they always were, but now have a clearer remit), and the role and purpose of those trustees has been clarified. Our Group has transitioned to this trustee board slowly and this current AGM will include the formalities of that change.
In short, the trustees are responsible for overseeing the governance of the organisation for both National Scouting and the Charity Commission. Operational aspects should be dealt with by other working groups and reported to the trustees.
During this fantastic year we have installed the new kitchen facility in the hut, swapped the office over and spruced the place up. Significant time and effort have been put into raising the funds for these projects and undertaking some of the work inhouse to offset the expenditure. It was a joy to see the new facility formally opened by our Town Mayor Doug and the High Sheriff of Cumbria, Sam Scott at our Christmas fundraiser in December.
The kitchen opening fundraiser was an important event to raise the funds for the oil tank replacement project which was completed more recently.
Over this next period, we are keen to engage some fresh support from the group adults. If voted in again, this next year will be my last as Chair of the Trustees.
It is fair to say that many of the trustees (and the wider leaders) have now offered considerable service to the group and proactive succession planning is an important objective for the trustees, so that scouting in Penrith is secure for many years to come. I do urge you all to consider what support you can offer, either tonight at the AGM or throughout the year ahead. There are so many vital roles that are both personally rewarding and developmental.

A significant highlight of the year for me was the opportunity to attend the Ocean Youth Trust Scotland weeklong voyage on Alba Explorer alongside a worthy group of Scouts and regular leader Laura Sanders. The Scouts excelled themselves and much fun and development was had by all. The power and potential of sail training for the development of character is remarkable and I hope that we will find the opportunity to offer this to more Scouts in the future.

Lead Volunteer’s Report 2023-24
The 2023/24 Scout year began with the coronation of King Charles III on 6[th] May 2023 and we dedicated a board in the Scout Hut to memories of Queen Elizabeth II and our Whinlatter Scouts held a coronation party.
Looking back through the programme and events history for the year makes great reading. 2[nd] Penrith Scouts were instrumental in the success of the District Cub Activity Day in August and by early autumn most of our sections had been away on camps or sleepovers which is a great achievement.
This year the Scout Group has continued to operate successfully with two sections each of Beavers, Cubs and Scouts and more emphasis has been placed on ensuring that all Leaders have covered their basic learning requirements for getting started and safety, safeguarding and data protection. Working closely with the District Training co-ordinator we ensured that all Penrith Leaders met the training requirements in addition to covering off Wood Badges for a number of leaders. Well done to everyone who helped achieve this success. Scout training, in particular First Aid, safety and safeguarding is useful to us all in our everyday lives and Scouts provide this free of charge to all Leaders!
Around the Scout Hut, summer 2023 saw the completion of our ‘new’ kitchen and conversion of the ‘old’ kitchen into our office area. This was a major undertaking for the Scout Group and will ensure we have great cooking and food preparation facilities in the future both for the Scout activitiy programme and for event catering. We marked the completion of the kitchen with an excellent Christmas fundraising fayre in December.
The success of 2[nd] Penrith Scout Group is very much down to the teamwork that goes in to ensuring we function properly from term to term. We have had a strong executive committee through the year which will be re-configured at this AGM into a Trustee Group essentially performing a similar role but with more emphasis on ensuring the good governance of the Group. The continued success of the Scout Group will rely on new people taking an interest and picking up these roles in future as many of the current Trustees now have children who have moved up and onwards from 2[nd] Penrith Scouts.

Treasurer’s Report 6[th] April 2023- 5[th] April 2024
Treasurers Report Accounts 6 April 2023 to 5 April 2024:
Income from subscriptions has remained consistent between the two years, however has been greatly enhanced by the addition of Gift Aid which has allowed the group to claim an additional 25% for those parents who have registered. The amount claimed for this year included amounts from previous years which we were allowed to back-date but will be a good source of income for future years.
It is good to see the group fundraising again after the COVID years prevented activities such as the very successful Christmas Fair. We will need more focus upon these types of activity to return to the levels of income seen historically.
Venue maintenance shows a large increase, however the majority of this cost is related to replacement of the kitchen which has created a good facility for use in many years to come. Next year’s accounts will include another large capital outlay for replacement of the oil tank but this expenditure has largely been offset by generous grants from local organisations.
Over the last few years, income has been assisted by the renting of car parking spaces at the scout hut during the day. Unfortunately, this arrangement has now ended and reduces group income by £1200 per year.
We have received notice of at least a 10% increase in capitation next year and will need to closely monitor income to ensure that we remain financially secure.

Section Highlights 2023/24
EAMONT AND LOWTHER BEAVERS Beaver Highlights 2023/24
Both Beaver colonies have had an exciting year and have done exciting activities to match the older Sections. As well as taking part in sleepovers at the Hut, our Beavers took part in the Remembrance Day Service, picked litter for the ‘Big Help Out’ and have had various visits from the Emergency Services including Police and Mountain Rescue (thankfully not to rescue or arrest anyone!).
One of the highlights for Lowther Beavers was their Castles and Trains sleepover which saw them taking the train to Carlisle before exploring the Castle and Bitts Park followed by a pizza and return to Penrith on the train in the dark!
BLENCATHRA AND BEACON CUBS Cub Highlights 2023/24
The highlights of 2023/24 for Blencathra and Beacon Cubs included the successful District Activity Day in August 2023 and a superb weekend camp to Ullswater Park in September. Through the year we have also enjoyed bike rides, orienteering and brushing-up on Emergency First Aid – all great skills for life.

Scout Highlights 2023-24
WHINLATTER SCOUTS (TO DO)
Highlight of the Whinlatter Scout year was our awesome camp to London We travelled down on the Friday night and on Saturday we got the tube out to the O2, travelled over the Thames on cable cars while investing our newest Scouts. We then caught the boat up the river to Westminster. All the Scouts had a great time exploring central London, especially spending their pocket money in the Lego and M&M shop!

GRIZEDALE SCOUTS (DONE)
Scouts enjoyed water sports on Monday evenings and at a joint camp at Scarness in the summer term. Some completed Expedition Challenge in Wensleydale, including trying the cheese! The term ended with a visit to the circus and swimming at Askham.
There was a climbing session in each term. A great meeting in September at Brougham Castle thanks to Alex and Gary. Older Scouts camped at Waddecar in December when it was minus 6 at night but very little snow unlike the Lake District.
A wide range of topics were covered in meetings including considering life in the developing world.
A very competent group of year 9s organised meetings increasingly through the year. Most of them gained their Chief Scouts Gold Award and have moved to Explorers. Spring term saw a sleepover at the hut with a train ride to Carlisle to see the castle and swim. Term ended with ten pin bowling.
3 Scouts had a great time on the tall ship trip, 2 had learned to sail at Scarness as had the father of one when he was a Scout.

Constitution
The 2[nd] Penrith Scout Group is a registered charity (No 503217). The Scout Group governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The Scout Group is a trust established under rules, which are common to all Scout Groups, and the 2[nd] Penrith Scout Group Constitution.
Objectives
The objectives of the Group are as a unit of The Scout Association. The aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership.
Activities
A summary of the main activities of the Group for the year is included in the accompanying Annual Report. We are very appreciative of the considerable amount of voluntary help that is given to all aspects of Scouting throughout the Group.
Reserves
The Group’s policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Trustees consider that the group should hold a sum equivalent to 12 months running costs, circa £5000.
Risk
All sectional activities are carried out under the guidelines issued by The Scout Association. The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure insurable risks are covered.
Trustees
The Group is a trust established under its rules, which are common to all Groups. Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association.
Financial Accounts
The accounts have been drawn up on the receipts and payment basis, which is consistent with the previous year.

Responsibilities and basis of report
As the charity trustees of the 2[nd] Penrith Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
