## Foreword 

This may be the first time you have attended our Annual General Meeting, and you may be wondering how the group works and is coordinated: 

There are three bodies that operate within the Group. The Group council is effectively all adults associated with the group, who normally meet once a year at the AGM. The Executive Committee is the Body that administers and funds the Group’s activities. The Group Scouters Meeting is the body that organises and administers the Scouting activities for the youngsters in the Group. 

## **You are part of the Group Scout Council!** 

If you are reading this, then you may well be a member of the Group Scout Council. It is the electoral body, which supports Scouting in 2nd Penrith Scout Group. It is the body to which the Group Executive Committee is accountable. 

Membership of the Group Scout Council is open to and includes: All adult volunteer helpers in the group, patrol leaders, all parents of Beaver Scouts, Cub Scouts and Scouts and any other supporters, including former Scouts and their parents. 

Being on the Group Scout Council is an important role. Your job is to meet once per year, at the Annual General Meeting, elect and approve members of the council who will join the executive committee (who handles the day-to-day running of the group), and to receive and approve the annual report of the group.

## **The Group Executive Committee** 

The Group Chairman and the Group Executive Committee, who are all volunteers, support the Group Scout Leader and ensure the effective administration of the Scout Group. The Group Scout Leader nominates the Group Chairman and the relationship is one of partnership and mutual support. 

The Group Executive Committee aims to make sure that the Scout Group has the facilities and resources needed to deliver excellent Scouting in the Group. 

## **The Group Scouters Meeting** 

The volunteer leaders in the Group work with their team of adults (who perform a variety of roles) to deliver an exciting and attractive programme of activities for young people in the Group. Their work is co-ordinated through the Group Scouters' meeting (chaired by the Group Scout Leader), which includes the Section Leaders and Assistants.

## Chairs Report 2020-21 

It is marvellous, after nearly 2 years of lockdown and its privations, to have the Second Penrith Scouts, Cubs and Beavers back in face-to-face contact. Great efforts were made to maintain scouting relationships during the pandemic with the added benefit of many of those involved in Scouting to be engaged in personal journeys of technological advancement. However, there is no substitution as valuable as returning to the meetings and activities that had been sorely missing. 

One benefit to come out of this awful crisis was that we were lucky enough to be given access to government funding which has enabled us to remove and replace asbestos insulation within the scout hut. Whilst not, as yet, a health hazard, it was undesirable in such a setting. This was entirely the result of a great deal of hard work by the Scout Leaders and they must be commended for this effort. 

There has been a delightful recent addition to Scouting with the advent of a ‘Squirrels’ group of children of pre-school age. Watch this space for the first ‘Squirrels’ group in Eden. We have also engaged with other local Scout groups in the ‘Eden Together’ initiative which is designed to provide various joint Scouting initiatives and improve links within the area. It is good to see that such developments are taking place so quickly in the aftermath of Co-vid. 

Never having been a Scout myself, I cannot help but marvel at the dedication and enthusiasm of those who make Scouting in Eden possible. It is certainly humbling to be involved in such an organisation which is engaged in making our children and young people so resilient and caring. The unfailing high-calibre of those who give up their time to this purpose is remarkable. 

Lastly, a word to those parents who have made this journey possible. There is also a place within Penrith scouts for you. If you have an interest in getting involved, please do let us know. Also, if you, as individuals, have any special skills, such as experience in fundraising or project planning, we would welcome any assistance.

## Group Scout Leaders Report 2020-21 

The 2020/21 Scout year began in much the same vein as the unsettling year we previously had. Covid restrictions were lifting gradually but we were still in the depths of the pandemic and scouting activities were still very restricted. Then in early 2021 the vaccine rollout began and the road to normality started! 

Through the spring term we were back online Zooming each other as the country faced another lockdown after Christmas. Once again the Leaders stepped up and kept their sections going through their computer screens and by Easter things were definitely looking more positive and we knew we would be shortly meeting in person again. Interestingly, although Zoom wasn’t for everyone it was great to see how many of our Scouts managed to complete some badges online and at home. 

Although the summer term brought some much-needed outdoor activities, we still didn’t manage to get to camp through to the end of the summer term unfortunately and the proposed sailing trip and family camp were shelved for another time. As a volunteer group we have weathered the pandemic very well having managed to keep financially afloat, retain our Leaders and helpers and continue to have strong demand from local youngsters keen to join our sections. Most importantly, our youngsters and their parents and carers have stuck with us through the difficult last 18 months which has been much appreciated. It has very much been a success story and we look forward to activities for the remainder of this year and in to 2022. 

As an end-of-year update I would like to mention the work we did to the Scout Hut over the summer holidays. Thanks to grants we received during the pandemic, the Group Executive made the decision in the spring to remove and replace all the internal asbestos ceilings from the Scout Hut. This proved to be a substantial job with one or two hiccups on the way but I am pleased to report that everything was concluded prior to start of the autumn term. Special thanks to John Wilkinson who gave up much time during the summer holidays to ensure the re-fit work stayed on track in time for the new term. 

## HELLO AND WELCOME: 

This year we have welcomed Ian and Liisa onto our Thursday Cub Leaders team and Lauren moved up from her Admin role to join Anna with Monday Beavers. Alex has made a move across to help with Monday Beaver Leaders and Cath has made a great impression as a Leader with Tuesday Scouts! 

It is also worth mentioning that all our Sections now have Young Leaders to assist with delivery of scouting activities. This is a great achievement and we should continue to work with Young Leaders to make sure they are getting everything out of volunteering for Scouts that they require. 

Thank you to Libby Lehninger who is standing down from the Group Executive this year. We still look forward to her assistance in the mess tent at future big events! 

## **Treasurer’s Report 2020-2021**

We started the financial year in April 2020 in very uncertain times. We were in lockdown and concerned about how we were going to survive financially as a Group. 

Thankfully, we had great support from parents who continued to pay their Subscriptions to cover our overheads, and with meetings remaining largely on Zoom for much of the year, the cost of activities was very much reduced. 

Despite our Annual Membership fees to Scout Association HQ increasing, we were grateful that Annual Subscriptions were kept affordable by subsidies on both the County and District levies. 

In addition, we were eligible for and received ARG Grants totalling over £19.5k from Eden District Council. As a result of this we ended the financial year in April 2021 in a very bouyant financial position. 

It was agreed by the Group Executive that the funds would be used to give the parents a 2 months Subs payment holiday in May and June in gratitude of their support, and to invest the remaining surplus funds in essential works on the Scout Hut (removal of asbestos and replacement of ceiling) to be completed over the Summer Holidays 2021.

## Section Reports 


## **EAMONT BEAVERS** 

Through a truly team effort from the leaders and young leaders from both our Beaver sections we kept the young people engaged through joint zoom meetings. We provided a mixed programme when lockdown prevented face to face meetings. The Beavers (with their parents help) managed to work through an impressive amount of badgework, well done! 

With the relaxation in Covid social distancing we were able to resume face to face meetings at the hut (although with smaller colony numbers) and enjoyed getting outside in the good weather. In some cases, this was the first time some of the Beavers had actually met and it was brilliant to see how quickly they settled in and friendships were made. 

Eamont (and Lowther) are so very lucky that Alex Heape finally agreed to become a leader, she brings so much experience with her from her childminding days and through her work on the group exec, we’re lucky to have her on board. 

We also have a new Young Leader, Tom Rawle joining us who, along with Anya, are a huge help in the running of the Colony and make mine and Alex’s job as leaders easier, thank you. 

Eamont and Lowther leaders have continued to work together in developing our programmes and on quite a few occasions have had joined forces for meetings outside which was great as we were able to see friendships that began during zoom meetings continue. We have also helped out at each other’s meeting nights if short of leaders which was a lot of fun. 

For the first time 2nd Penrith Scout Group now has three Beaver colonies. I hope that the leaders of Thacka colony have as much fun as we do and of course welcome! 

## **LOWTHER BEAVERS** 

I arrived in September 2020 to Beavers during lockdown where face to face meetings had just resumed. We had some fab walks (some of them extremely wet) and ticked off loads of badges. Then lockdown two hit. We were forced to return to Zoom; the zoom meetings worked really well with the majority of the beavers attending and engaging every week! Again, we were able to tick off loads of badges!! 

We encouraged the beavers to send us photos of fab activities they had done with their parents which ticked off yet more badges!! The gold award numbers sky rocketed!! 

We kept the programme lively and varied and even introduced new beavers virtually to the colonies in January. We welcomed Lauren to the leadership team and, honestly, we wouldn’t be able to do it without her. She’s a star!!

All in all for a very turbulent year the beavers have done wonderfully and the leadership team are stronger than ever.

## **BLENCATHRA CUBS** 

2020/21 was a fantastic return to our new ‘normal’ with lots of new Cubs joining us. All have settled in really well and made new friends. With the ability to meet again outdoors everyone enjoyed all the Cub’s suggestions of fires, walks, science projects, cooking and finally getting to Eden Rock. We had an absolutely amazing Day Camp at Redhills in July for both packs – so much fun was had on a beautiful summer day by the river. Bring on the future...!

## **BEACON CUBS** 

In the past year Beacon Cubs have welcomed Liisa and Ian as new additions to the team as Assistant Cubs Leaders. We have also said goodbye to Annie as a regular Leader on a Thursday, we wish Annie well with her new job and college course and look forward to her coming along as an occasional helper. 

With the complexities of Covid restrictions we managed a mixture of face to face meetings during Autumn 2020, followed by Eden Virtual Cubs meetings on zoom in November 2020 and JanuaryMarch 2021 during the national lockdowns. 

The summer term relaxing of restrictions meant we could meet as a pack again with lots of outdoor activities in a variety of weathers! Including a town trail, hike up Penrith Beacon, bike ride at Lowther, Archery, litter pick and end of term swimming at Askham outdoor pool. 

Beacon Cubs had a fantastic time at Day Camp in July organised by Blencathra Cub Leaders. It was a fun filled day of fire lighting, water fun, nature walk, cooking and keep fit! 

This term so far we have enjoyed being back at the hut completing the Cumbria Back Together badge challenges, and our hobbies badge as well a visit from Penrith Mountain Rescue team and a night hike up Penrith Beacon. We are excited to be going to Ratlingate for a winter indoor camp in November.

Scout Report 2020-21 


## WHINLATTER SCOUTS 

The Autumn term saw our Scouts start to meet in person again. We were unable to go camping as usual in November but we had an excellent activity day at a very wet Patterdale in October. After Christmas we were back to meeting on Zoom which included a very interesting link up with Scouts in Nepal which is something we are keen to repeat. Generally the zoom meetings went well and nobody missed meeting outdoors on cold, wet evenings. 

After Easter we started meeting again and had a very successful Expedition Challenge in June which took place over two days and involved walking from Appleby to Orton. In August we were invited to join Grizedale troop in a day camp at Watermillock village hall which was great fun. We also took part in a peat conservation day in August on the fells above Brough! 

For autumn term 2021 we are looking forward to camping again. 

## GRIZEDALE SCOUTS 

September & October were outdoor meetings with 2 patrols at a time, dark & sometimes wet, on the Beacon, Helton Fell & a What 3 words town trail. Scouts enjoyed a great day of activities at Patterdale Hall in October. Amara completed her Gold Award in December, the first for the troop & with several others moved to Explorers. 

November to Easter were Zoom meetings joined by Appleby Scouts from February, Global Issues badge, Kahoot Quizzes, several creative projects, a Scout led cooking session & a drumming workshop by Inspire Works were among the activities. A group had a Zoom link up with Scouts in Khanikhola, Nepal & completed the International badge 

It was great when the whole troop moved to face to face outdoor meetings after Easter, first aid & map skills prepared some for a successful Expedition Challenge from Appleby to Orton in June. Traditional Scout skills were emphasised with meetings using axes, saws & knives, cooking on fires & pioneering, along with sports, a wide game & the Cumbria Challenge. Scouts had a great time at Askham Pool on the end of term including a mass investiture & barbecue. 

All who want to have been hiking monthly since July, with Scouts taking the lead on the day & for route choice & planning. A day camp with a patrol from Whinlatter troop at Watermillock village hall was good fun in August. Patrols cooked a 2 course lunch, did branding, rope skills & paracord with a game of rounders to finish the day. Noah, who had been a great SPL since January w.as presented with his Gold Award & has moved to Explorers

## Summary Report 

Trustees Annual Report for: 17[th] April 2020 – 16[th] April 2021 

## Constitution 

The 2[nd] Penrith Scout Group is a registered charity (No 503217). The Scout Group governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The Scout Group is a trust established under rules, which are common to all Scout Groups, and the 2[nd] Penrith Scout Group Constitution. 

## Objectives 

The objectives of the Group are as a unit of The Scout Association. The aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership. 

## Activities 

A summary of the main activities of the Group for the year is included in the accompanying Annual Report.  We are very appreciative of the considerable amount of voluntary help that is given to all aspects of Scouting throughout the Group. 

## Reserves 

The Group’s policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Group Executive Committee considers that the group should hold a sum equivalent to 12 months running costs, circa £5000. 

## Risk 

All sectional activities are carried out under the guidelines issued by The Scout Association. The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure insurable risks are covered.

The Group is a trust established under its rules, which are common to all Groups.  Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association.

## **Responsibilities and basis of report** 

As the charity trustees of the 2[nd] Penrith Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the [Insert Scout Group/District name] accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
