## **ALL SAINTS CHURCH, SAPCOTE, LEICESTERSHIRE ANNUAL REPORT for 2023** 

## **Background** 

The Parochial Church Council of All Saints, Sapcote has the responsibility of co-operating with the Incumbent, in promoting in the ecclesiastical parish of Sapcote, the whole mission of the Church of England, pastoral, evangelistic, social and ecumenical.  The church building is located in Church Street, Sapcote.  The Rectory is situated at 4 Sharnford Road, Sapcote and the PCC Secretary at The Bath House, 19 Stanton Road, Sapcote. 

## **Membership** 

Members of the Parochial Church Council are either ex-officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules.  Elected members now serve a term of 3 years.

## **Meetings** 

The PCC met 6 times in 2023 with an average attendance of 78%.  There is a Standing Committee as required by law with power to transact the business of the PCC between meetings subject to any directions given by the Council. 

## **Church Attendance** 

At the Annual Meeting in May 2023 the Electoral Roll stood at 55.  There was 1 death during the year so the Roll now stands at 54.

**Rector’s Report 2023** 

_All Saints Church, Sapcote belongs to the world-wide Christian family. In response to God's love for us, we will: Love God Love others as ourselves Make Jesus known to others_ 

January 2023 began with a new pattern of services, with Messy Church on the first Sunday, Holy Communion on the second and fourth Sundays and Morning Worship on the third Sunday each month.  With Sharnford now having a service every week as well, that has meant that there is a Communion service every week in the Benefice, and it has been lovely to see congregation members from All Saints regularly joining us at St. Helen’s at the beginning of each month. 

2023 was my first full year as your Rector and I must say I thoroughly enjoyed it!  A highlight for me has been producing the booklets to reflect the changing seasons of the church year, and we now have a full set of services for Holy Communion in a range of colours to match the liturgical seasons.  I have had many positive comments about the beautiful language that we have available to use in our liturgy and how helpful it is in shaping the year and pointing to the different focus of each season. 

At the end of January I visited Langdale House Care Home at the request of the Activities Co-ordinator and initiated a monthly short service there with a group of around 6-8 residents each month.  If you would like to come along and join us please let me know, I am sure the residents would love to have more visitors! 

In February we hosted a Civic Service for Councillors from Leicestershire County Council and Blaby District Council which was well attended by member of the local community including our friends from Sapcote Methodist Church. 

During Holy Week we had a service of Holy Communion with Foot Washing on Maundy Thursday and although the congregation was very small, those attending found it to be a very moving occasion. 

On Easter Day each of the three churches in the benefice had a service of Holy Communion including the lighting of the new Paschal Candles. 

These candles were also used for each baptism, of which we hosted many at All Saints!  It has been a delight to see families bringing their children to baptism and becoming part of our church family by attending Little Saints and Messy Church. 

As Sapcote Churches Together with the Methodist Church we held several successful events including the Easter Bonnet Parade in April and the Light Parade which this year was held at the end of October.  We also met together for joint services in January, May and August.  Following the August service there was an attempt at a picnic, but the few people who were able to stay had to eat indoors as the weather had other ideas! 

Another event we ran as Sapcote Churches Together was craft activities in the park at the village celebration of the coronation of King Charles III on the first weekend of May.  Families were given the opportunity to decorate crowns and make windmills.  Over the coronation weekend we also heard the church bells pealing – the same six bells which were rung for the coronation of Queen Elizabeth II in 1953. 

Postman Pat with his red van and Jess the cat spent a weekend in our porch as part of the All Saints PTFA Scarecrow Hunt which was greatly enjoyed by many in the village! 

We have been able to support All Saints Primary School by hosting their Easter and Christmas services as well as a very enjoyable evening service for the Year 6 leavers in July.  This was followed by refreshments in the Church Hall where we got through a great deal of cake! 

Dave Harrold organised a Fun Run and a small but enthusiastic group braved the heat to make their way around the course, raising funds for Cancer Research UK and Parkinsons UK.

Also in July we had a special lunch to celebrate Richard Dixon’s Ministry as he stepped down from his position as Licensed Evangelist in the parish.  Richard remains a valuable member of the Local Ministry Team. 

As well as several baptisms, we had five weddings at All Saints during 2023, including that of Christine and Richard’s granddaughter Leah in August. 

At the beginning of September we had an evening of fellowship and worship to celebrate my first year as Rector.  People from across the Benefice gathered in the hall to share a delicious spread before heading into the church for sung worship led by Dave Hazlewood and his team of wonderful musicians. 

Following a request from Smiles Day Nursery, the PCC agreed to a new quarterly service aimed primarily at pre-school children but open to everyone.  The first of these short Smiley Saints services was for Harvest, held on 27[th] September with attendees from the nursery and from Little Saints.  We used the ‘Bible Adventures with Teddy and Dolly’ resource which was enjoyed by adults and children alike! 

In October another new service was launched on a trial basis – Café Church which is held in the Church Hall on the third Sunday of the month in place of Morning Worship.  This is an informal service but it still contains all the elements of worship we expect on a Sunday.  Although not to everyone’s taste, the service has attracted some members of our Messy Church congregation as well as other people on the fringes of our regular congregations and initial feedback shows that people enjoy the element of fellowship and the opportunity to talk with others about the topic of the month. 

The annual Remembrance Sunday Service was led by Sheila Grice from Sapcote Methodist Church this year.  Due to heavy rain, the decision was made to hold the service inside All Saints church and Sheila did a great job of adapting to the change of circumstance.  Some people from the village came into the church building for the first time. 

On Friday 17[th] November we hosted an enjoyable concert by the community choir ‘Let’s Get Loud’ to raise much needed funds for Hinckley Foodbank. 

A subcommittee of the PCC had examined the Quinquennial Report from November 2022 and identified various tasks which could be completed by members of the church, so on 18[th] November we held a working party where several people came along to help scraping moss from paths, clearing leaves and weeds, making tea for the workers and there was even a rare sighting of the Rector on the roof cleaning out the guttering! After a hard morning’s work we were rewarded with a fish and chips lunch which was very welcome! 

We marked Safeguarding Sunday during Café Church on 19[th] November, thinking about the way in which Safeguarding is everyone’s business and that we all have a part to play in keeping each other safe.  Together we wrote a special acrostic safeguarding prayer which can be found on the church website. 

On the afternoon of 10[th] December we opened the church to give people the opportunity to come and light a candle in memory of a loved one and to write a name on a star to hang on a memory tree.  There were some very moving encounters as people from the village came and shared their stories, and it was very special to see some of these people return to attend services over Christmas. 

Our Carol Service and Christingle were both very well attended and the final service at All Saints was Holy Communion on Christmas Day, with a united benefice service at St. Helen’s to end the year. 

Established activities which continued throughout 2023 included Little Saints, the Lyfe group, the fortnightly drop-in on Wednesday afternoons, the prayer link and regular bellringing including peals and quarter peals for special occasions and hosting visiting bands of ringers. 

In the addition to the regular donation of food items to Hinckley Area Foodbank, Hope @ Easter, Hope in the Summer and Hope @ Christmas were very successful in supporting many families in Sapcote and Sharnford with food and vouchers and I know the recipients were truly grateful. 

It’s been an amazing year and our total worshipping community has grown over the year from 99 to 125 people who regularly worship at some service in our church.  God is doing things in Sapcote!

As we look ahead into 2024 and beyond, the process of joining a Minster Community is on our minds, although that will not begin until late in the year.  In order to best be able to engage in the process, we need to get to know ourselves well as a church, to identify where we have gifts and skills we could share and the areas where we could use a bit of support.  It is my hope that we will do this together with a spirit of openness and honesty so that we can move forward with confidence into an exciting future! 

I’d like to thank my fabulous Churchwardens Jill and Christine, the PCC and Ministry Team, the musicians, bellringers, sidespeople, admin support, hall bookings organisers, projectionists, readers, pray-ers, helpers, flower arrangers, sweeper uppers and makers of tea – everyone who contributes to the life of All Saints in any way.  You are all making it possible for us to share the love of God with the people of the parish of All Saints Sapcote and that, after all, is what we’re here for.  Thank you! 

## Safeguarding 

Safeguarding is a standing item on all PCC agendas and action plans have been presented to update the PCC on the position of All Saints with regards to the DBS certificates and training status of those members for whom clearance is vital. 

During 2023, 8 DBS applications were made for members of the church who needed a DBS for a new role e.g. PCC member, or for those whose DBS was due to expire.  In some cases, this was due to the change in length of DBS certificate from 5 years to expiring after 3 years. 

Training undertaken by members of church during the year, included modules in Domestic Abuse Awareness, Foundation level, Leadership level and Safer Recruitment and People Management. With DBS and Safeguarding training, the people involved have roles with children and adults, PCC, bellringing, schools eg Open the Book, Hope project etc.

**All Saints Church, Sapcote Treasurer's Report Year Ending 31 December 2023** 

## **Overview** 

The accounts have been prepared on a Receipts and Payments basis. At the end of 2023, the total financial assets of our church were slightly down from £53,402 to £52,908 - a drop of £494. In financial terms, there were no single unusual items of expenditure or income in 2023 however increased energy costs have had an impact as they have for many organisations. 

As reported last year, the diocese is going through a very difficult period financially and it continues to be important that we do what we can as a parish to help. The church made a contribution of £20,000 to the Diocese of Leicester in 2023, an increase of £1,625 

Regular Giving to the church general fund by church members (i.e. not including giving to special appeals such as Hope, Messy Church or other one off events) – which is made up of standing orders, regular “envelope” giving, cash collections from church services, and now also contactless giving and giving via online link– has increased from £25,844 in 2022 to £27,815 in 2023 (an increase of 7.6%). On top of this, I have also been able to claim more Gift Aid back in 2023 than for 2022. I am always so encouraged and blessed by the generosity of our congregations. 

It is important to point out that our energy bills (church and hall combined) have increased massively from £3,119 in 2022 to £6,792 in 2023. Offsetting this slightly, we had a grant of £1,087 for energy from the Diocese at the end of December 2022 (not shown in this year’s accounts). 

The generosity and amount of charitable work carried out by our benefice congregations has been exemplary. A lot of this, especially Hope, has been done in partnership with our sister church St Helen’s and also the two village Methodist Churches. Combining what our church has tithed to national and local charities, plus special money raising events for other charities and food parcels for Hope, our church plus the combined “Hope” group have managed to give £6,934 in donations or gifts of food. This is a magnificent achievement. 

## **Charity Commission Guidance** 

All Saints Church, Sapcote, is a registered charity and members of the Parochial Church Council (PCC) are the trustees of the charity. The tabulated part of the financial report is structured to conform to Charity Commission Guidance. In the tables following this written report each fund is split into the different types required by Charity Commission Guidance. The categories are: 

- Unrestricted (General) Funds – these funds can be used for purposes the PCC decides as set out in the Governing document 

- Designated Funds – these funds are earmarked by the PCC for particular purposes, they can be reassigned as General Funds at the PCC’s discretion 

- Restricted Funds – the funds can only be used in line with the donor’s wishes 

- Endowment – these funds are permanently held and only the income from investing them can be used. (Note this is not the same as a legacy that can be spent in its entirety if needed). As with Restricted Funds above, the designation is determined by the donor 

It is also a requirement that the bank accounts where the Funds are held should be shown. 

## **General Fund.** 

This fund is used for most church activity. The end of year balance for the General Fund was up slightly to £43,412 in 2023 from £42,875 in 2022 after transferring money into the Hall Fund (£1,463), the Fabric Fund (£695) and Messy Church (£296). Note that it is our policy to bring other funds with negative balances back to zero at the end of the year by transferring money into them from the general fund. 

Our largest annual expenditure is the contribution to the diocese (£20,000 in 2023). Fuel bills for the church building came second at just over £4,479, more than double the amount in 2022 Hopefully this will go down in 2024. Insurance of the two buildings appeared to decrease to £1,845 however this is misleading as we switched to monthly payments. The actual annual cost is £4,427

## **Hall Fund.** 

The hall has its own investment account – the Hall CBF Investment Account - therefore in “Assets and Liabilities” the end of year total for the hall is set to at least the value of this account. The money in the account is made up of £400 which was originally left “In Perpetuity” and is now called an “Endowment Fund”, a longstanding loan of £500, plus a remainder this year of £592. This went up by £129 in 2023 due to changes in market value. Additionally, dividend income from the account is put into the Hall Fund and is offset against expenditure. 

Income from hall bookings was up from £1,762 to £2,225. This year, hall energy costs were up from £1,072 (2022) to £2,313 (2023). 

A transfer of £1,463 was made from the general fund to the hall fund to bring the value back up to the value of the Hall CBF Investment Account. 

## **Messy Church.** 

Messy Church continues to be very successful and important.  Expenditure for Messy Church is predominantly food and materials for activities with a total expenditure of £549 and a giving income of £180. £296 was transferred into the fund to bring the account back to zero for the year end. 

## **Bellringers’ Fund.** 

This is a restricted fund. There has been some expenditure on repairs to ropes and guild subscriptions and income from donations. This year we have also shown cash payments to bellringers for weddings, however this money does not go through the bank account. 

## **Fabric Fund** 

The only expenditure from the fabric fund was the cost of the Quinquennial Inspection report, which will inevitably lead to future expenditure. Since receiving the report a small group of people have been working on understanding and partitioning what work is required. One excellent outcome was the churchyard clean-up which was great fun and has resulted in a much tidier looking surround to the church. 

## **Children’s Work** 

This fund has been used to pay for expenses from Little Saints and children oriented events (e.g. the Easter Eggstravaganza and the Light Parade) and to buy books for children. Little Saints also took part in the “Big Toddle” which raised money for the Barnabus Fund. That can be seen as money in and then straight out of the fund. The fund ended the year at £371. 

## **Hope** 

We have continued the superb Hope@... initiative, which is now in its fourth year. This has been carried out in partnership with St Helen’s, both Methodists churches in Sapcote and Sharnford and also the primary schools. This year £3,357 went toward food and food vouchers. We received financial contributions from both parish councils, churches in the villages and individuals. The Hinckley Area Foodbank continues to be a tremendous supporter, contributing both food and Aldi food vouchers. At the end of 2023 a Community Grant for £1,000 was obtained from the Blaby District Council however that went into the bank in January 2024 and therefore does not appear in these accounts. The end of year balance was £1,253 with plans for Hope@Easter well underway. 

## **Organ Fund** 

This year extensive repairs to the organ were carried out. The PCC agreed that it would be good to carry out a complete service and necessary repairs to the organ costing £1,080. This was not a complete restoration but has put the organ back into a good working state. 

## **General** 

We have again been able to pay all of our bills, contribute to the diocese and to support a lot of charities in many ways. In my opinion we are very blessed and this is something we should be very thankful for. Our congregations have continued to be wonderfully energetic and generous.

Looking forward, energy costs have increased enormously and other costs have also increased often by more than inflation. We need to find ways to both reduce our costs and raise our income in order to pay our increasing bills, to enable growth and to support the diocese. This is a challenge for us. 

As I have done every year since becoming church treasurer, I would particularly like to thank Christine Dixon, our church cashier who retired from this role at the end of 2023, for the work and continuous support she has given me. Christine handled all payments by cash and cheque, and took all such monies received to the bank. I would also like thank Christine Glover who handles all of the hall bookings – which is such a valuable resource for the church. There is also a small group of people who handle many things such as taking energy readings from the church building, making sure the heating comes on when needed, ensuring the grass around the hall is cut and taking care of maintenance matters as they arise. These all indirectly contribute to the finances of the church, so I’d like to thank those people too for their support. 

I would also like to thank our Independent Examiner, Louvain Coxall. 

All donations and regular payments to the church are treated in the strictest confidence by myself and by our cashier. 

It is also very important to note that our work here would be impossible without the ongoing extremely generous regular contributions of our church members. This allows us to fulfil all of our financial commitments and further our Christian ministry – thank you!

## **Accounting Policies, All Saints Church, Sapcote** 

The financial statements of the Parochial Church Council (PCC) of Sapcote have been prepared in accordance with the Church Accounting Regulation 2006, the Charity Commission’s Statement of Recommended Practice issued in March 2005 (SORP 2005) and the Charities Act 2011, on the Receipts and Payments basis. 

The Accounts present Receipts and Payments for various church funds, of which the Bellringer’s Fund is restricted. 

## **Statement of Assets and Liabilities** 

The following assets are recognised but not valued in the Statement of Assets and Liabilities: 

- Moveable church furnishings.  These are listed in the Inventory and held and maintained by the churchwardens on special trust for the Parochial Church Council and require a faculty for disposal. 

- The PCC are of the opinion that the cost of obtaining a valuation for the freehold land and buildings does not justify the value of that information 

- The electric piano and the sound system purchased by the PCC 

- The laptop computer and the electronic projector. 

The following assets are recognised  and valued in the Statement of Assets and Liabilities: 

- Investments held beneficially by the Parochial Church Council 

- Closing bank balances 

The following liabilities are recognised in the Statement of Assets and Liabilities: 

- Any loans or overdrafts advanced to the Parochial Church Council

## **Independent Examiner’s Report to the PCC of All Saints, Sapcote** 

The report on the financial statements of the PCC for the year ended 31 December 2023 is in respect of an examination carried out in accordance with the Church Accounting Regulations 2006 (“the regulations”) and section 133 of the Charities Act 2011 (“the Act”). 

## **Respective responsibilities of the PCC and the examiner** 

As members of the PCC you are responsible for the preparation of the financial statements.  You consider that the audit requirements of the Regulations and section 144 (2) of the 2011 Act do not apply.  You consider the provisions of section 145.1 (a) do apply.  It is my responsibility to issue this report on those financial statements in accordance with the terms of the Regulations. 

## **Basis of this report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission under section 145 (5)(b) of the Act plus those found in the _Church Guidance, 2006 edition_ , issued by the Finance Division of the Archbishops’ Council.  That examination incudes a review of the accounting records kept by the PCC and a comparison of the accounts with those records.  It also includes considering any unusual items or disclosures in the financial statements and seeking explanation from you as trustees concerning such matters.  The procedures undertaken do not provide all that evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.  I followed the applicable Directions given by the Charity Commissioners under section 145 (5) b of the Act. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1 Which gives me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with section 41 of the Act; and 

   - to prepare financial statements, which accord with the accounting records and comply with the requirements of the Charities Accounts and Reports Act Regulations (2008). 

Have not been met; or 

- 2 To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
