## **ALL SAINTS CHURCH, SAPCOTE, LEICESTERSHIRE ANNUAL REPORT for 2022** 

## **Background** 

The Parochial Church Council of All Saints, Sapcote has the responsibility of co-operating with the Incumbent, in promoting in the ecclesiastical parish of Sapcote, the whole mission of the Church of England, pastoral, evangelistic, social and ecumenical.  The church building is located in Church Street, Sapcote.  The Rectory is situated at 4 Sharnford Road, Sapcote and the PCC Secretary at The Bath House, 19 Stanton Road, Sapcote. 

## **Membership** 

Members of the Parochial Church Council are either ex-officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules.  Elected members now serve a term of 3 years.

## **Meetings** 

The PCC met 9 times later in 2022 with an average attendance of 72%. 

There is a Standing Committee as required by law with power to transact the business of the PCC between meetings subject to any directions given by the Council. 

## **Church Attendance** 

At the Annual Meeting in May 2022 the Electoral Roll stood at 51.  There were no changes during the year so the Roll still stands at 51.

**Review of the Year 2022** 

_All Saints Church, Sapcote belongs to the world-wide Christian family. In response to God's love for us, we will: Love God Love others as ourselves Make Jesus known to others_ 

During the Spring, members of the PCC were involved in producing the parish profile as we were given permission to advertise for a new Rector (half time post as previously). This involved additional meetings working together with St Helen’s and St Mary’s PCC as a benefice. 

Two mid-week bible study groups ran during the year. One was held over zoom in the evening and the other was an afternoon hybrid group meeting in person in the church hall and with some participants joining over zoom. Topics included Living in Love and Faith, Be still and Know that I am God, the book of James and the Prayer course. 

Our links with Sapcote Methodist Church continued throughout the year with joint events such as meetings as a planning team, joint services 4 times a year, co-ordination of joint publicity for Christmas and Easter events, joint children’s events including the Easter Eggstravaganza and the Light Parade. The joint morning service in August was followed by a picnic and time of fellowship together in the Methodist garden. A logo for ‘Sapcote Churches Together’ was produced for use on any joint publicity. 

Each month of the year prayer walks took place around the village over one of four routes so that the whole village was covered 3 times during the year. 

The Hope@ Easter project with involvement from the churches at Sharnford and Sapcote continued to provide hampers for families in need and gifts of daffodils for individuals and staff at the schools. The Hope in the Summer project provided food for one day each week during the summer holidays. These were provided in two deliveries (beginning and middle of the holiday) rather than weekly following evaluation of the project the previous year. 

As part of the celebrations for the Queen’s Jubilee on the 4[th] June, we joined in with the village celebrations on the park – this included moving the annual Fun Run to this venue/occasion and running a Sapcote Churches Together joint prayer/children’s activity tent on the park on an extremely cold and windy day! The music group provided some live music on the day as one of the groups performing.  We ran a colouring competition for pre-school and primary aged children. This was publicised to the whole village in advance via the Parish Council’s publicity. A quarter peal of Plain Bob Minor was rung at All Saints on the 3[rd] June to celebrate the Platinum Jubilee of HM Queen Elizabeth. 

Links with All Saints School continued throughout the year and we were able to host two Easter Assemblies led by Year 5 children with their parents in attendance as well as the rest of the school. This was a welcome return as such events had stopped during Covid lockdown. In July we hosted the Year 6 leavers assembly for Year 6, their families and staff. This was an evening event and was followed by refreshments in the church hall. We have an ‘Open the Book’ team together with members of Sapcote Methodist Church who regularly go into school to lead collective worship, acting out stories from the Bible in an engaging and interactive way. 

Little Saints continued to grow in numbers during the year. Members of the group took part in the ‘Big Toddle’ in June to raise money for the Barnardo’s charity. The Big Toddle involved a sponsored walk from the Church Hall to the park which for some of the youngest members was a very long walk! 

On 31[st] August we welcomed our new Rector, Rev’d Joanna Hover at a licensing service led by Bishop Martyn which was well-attended by members of the community and visitors from further afield. 

Nine days later, Her Majesty Queen Elizabeth II died and the country entered a period of mourning. Our flag was lowered to half-mast and the bells were muffled. The church was opened for people to come and sign a book of condolence or to light a candle and many people from the village appreciated this. We used special liturgy produced by the Church of England for our services during the ten day period of mourning.

The bells were rung unmuffled to mark the accession to the throne of King Charles III at the time of the proclamation. 

At the beginning of October, we had the concert in church involving the LE8 Five Brass Quintet with the a cappella quartet Fourplay. This event as usual provided an opportunity to bring the community into the church building. 

We had a large number of baptism enquiries from across the benefice and Rev’d Jo proposed a new system allowing families to choose between having a baptism during a normal Sunday service of Morning Worship or Messy Church, or as a standalone service. This was discussed and passed at PCC and families have been grateful to have these options. Several baptisms have been booked for 2023. 

A new rota of regular services was also proposed and passed by the PCC so that from January 2023, there will be a service of Holy Communion either in Sapcote or Sharnford every week. We will also join together as a benefice for a united service every time there is a fifth Sunday in the month, and the first of these took place in Sapcote when our friends from Sharnford joined us at the end of October to celebrate All Saints Day. On Tuesday 1[st] November, the 300[th] peal on our bells was rung, also for All Saints Day. 

In response to the cost of living crisis and the rise in fuel poverty due to rocketing gas and electric bills, we joined with Sapcote Methodist Church and the local library to offer Warm Spaces where people could drop in and spend time in a warm environment with hot drinks, gentle activities and company. The two sessions a week that we ran in the church hall were not attended by anyone in particular need of a warm space, and along with the other venues in the village, we eventually decided to withdraw the offer. 

In November we held a special evening of worship and fellowship to say goodbye to the Chamberlain family, as Ralph has now started training for ordained ministry. We began with a fish and chips supper provided by Rachel and Ralph before we moved into the church for worship. The music group played a range of worship songs and there were prayers and words for Ralph, Rachel and Josh. We are very grateful for all that they contributed to the life of the parish, and they are already much missed! 

The Sapcote Churches Together service of Remembrance at the War Memorial was very well attended by representatives of the churches and uniformed organisations as well as villagers. Many people came to have refreshments in the hall afterwards and several stayed for a significant time too. 

Throughout the Autumn, Messy Church continued to be well attended. In December we held our Messy Baptism for two young members of the regular Messy Church congregation. 

For Advent, the PCC purchased an Advent Wreath which we used at the beginning of each service in the period leading up to Christmas. Feedback from the congregation showed that this was a helpful visual aid to the passage of the season. Rev’d Jo also used some seasonal liturgy to supplement the existing service cards and there is a plan to produce new seasonal booklets for Holy Communion throughout the coming year. 

To avoid a clash with the Methodist Church carol service and the football World Cup Final, our carol service was held on the evening of Wednesday 14[th] December. Attendance was reasonable although we will review the timing of the service next year in the hope that more people may be able to attend. 

As Covid rates have continued to drop and restrictions have been completely removed, the PCC had a discussion and decided to return to using the common cup for holy communion, with the option of receiving the bread only if that was preferable to anyone. We did this for the first time during the service on 18[th] December. 

All Saints Primary School packed the church to the rafters for their end of term Christmas service and we had nearly as many people again for Christingle on Christmas Eve. 

The Hope@Christmas project was well supported and we were able to provide hampers and Christmas presents to 23 local families in Sapcote and the surrounding area, and families in Sharnford also benefitted. 

Our final service of the year was the midnight Holy Communion service to welcome Christmas and then we joined our church family in St. Helen’s, Sharnford on Christmas Day. 

It has been a year of big changes but most of them have been positive, and we look to the future with hope and expectation!

## Safeguarding Position 

We remain fully committed to ensuring that all members of our congregation and users of our church feel safe and confident using our services. As Rachel Chamberlain stepped down from being our Safeguarding Co-ordinator, Jill Matthews has taken up the reins. Di Harrold remains in a supporting role, as well as taking on the role of lead recruiter for DBS checks. Rev’d Jo is now the assistant DBS recruiter. 

As a result of external scrutiny and much-needed improvement of practice throughout the Church of England, the safeguarding training requirements have been tightened up and made more robust, particularly for church ministers and church leaders. PCC members and licensed ministers have worked hard to get themselves up-to-date. This year there will be an emphasis on monitoring and maintaining our competencies through ongoing training and regular reporting to the PCC together with action plans. The PCC expresses its immense gratitude to Rachel, Jill and Di for their hard work in this area.

**All Saints Church, Sapcote Treasurer's Report Year Ending 31 December 2022** 

## **Overview** 

The accounts have been prepared on a Receipts and Payments basis. At the end of 2022, the total financial assets of our church were down from £61,608 to £53,402 - a drop of £8,206. The main reasons for this were £12,978 spent on much needed repairs to the hall roof and a broken window plus £2,480 on a new hall boiler. Offsetting this, we did get a £4,000 grant toward the hall roof from the Blaby District Council. It also should be noted that the church had received a significant legacy from the estate of Philip Wilford in 2021 of £19,000 with an additional £2,411 in 2022. 

The diocese is going through a very difficult period financially, with a budget deficit of £2.3 million for 2023, therefore it is important that we do what we can as a parish to help. The church made a contribution of £18,375 to the Diocese of Leicester in 2022. This amount has remained level since 2020 and therefore “in real terms” has reduced. Bearing in mind the financial situation of the diocese, the PCC has decided to increase this to £20,000 in 2023. 

Regular Giving to the church by church members – which is made up of standing orders, regular “envelope” giving and cash collections from church services, plus a significant return of “Gift Aid” tax – has remained almost constant at £25,844 in 2022 compared with £25,871 in 2021. This is remarkable because there has been quite a lot of change of people and circumstances. It is also a testimony to the generosity of our congregations. I had predicted there would be a significant drop. 

The generosity and amount of charitable work carried out by our benefice congregations has been exemplary. A lot of this, especially Hope, has been done in partnership with St Helen’s and also the two village Methodist Churches. Combining what the church has tithed to national and local charities, plus special money raising events for other charities and food parcels for Hope, the church has managed to raise or donate £6,450. This is a magnificent achievement. 

## **Charity Commission Guidance** 

All Saints Church, Sapcote, is a registered charity and members of the Parochial Church Council (PCC) are the trustees of the charity. The tabulated part of the financial report is structured to conform to Charity Commission Guidance. In the tables following this written report each fund is split into the different types required by Charity Commission Guidance. The categories are: 

- Unrestricted (General) Funds – these funds can be used for purposes the PCC decides as set out in the Governing document 

- Designated Funds – these funds are earmarked by the PCC for particular purposes, they can be reassigned as General Funds at the PCC’s discretion 

- Restricted Funds – the funds can only be used in line with the donor’s wishes 

- Endowment – these funds are permanently held and only the income from investing them can be used. (Note this is not the same as a legacy that can be spent in its entirety if needed). As with Restricted Funds above, the designation is determined by the donor 

It is also a requirement that the bank accounts where the Funds are held should be shown. 

## **General Fund.** 

This fund is used for most church activity. The end of year balance for the General Fund was down by £7,776 after transferring money into the Hall Fund (£11,110), the Fabric Fund (£160) and also an agreed donation to the Hope Fund of £50. Note that it is our policy to bring funds with negative balances back to zero at the end of the year by transferring money from the general fund. 

Our largest annual expenditure is the contribution to the diocese (£18,375 in 2022). Insurance of the two buildings comes in second at £4,252. Fuel bills for the church building came to just over £2047, more than double the amount in 2021 and this will definitely go up in 2023.

## **Hall Fund.** 

The hall has its own investment account – the Hall CBF Investment Account - therefore in “Assets and Liabilities” the end of year total for the hall includes the value of this account. The money in the account is made up of £400 which was originally left “In Perpetuity” and is now called an “Endowment Fund”, a longstanding loan of £500, plus a remainder this year of £461 from changes in market value, which in fact went down by £181 in 2022. Dividend income from the account is put into the Hall Fund and is offset against expenditure. 

Income from hall bookings was up by £1,542 to £1,762 which is very welcome. By far the most significant costs were the repair of the hall roof (£12,480), a new boiler (£2,480) and repair of a broken window (£498). A grant of £4,000 from the Blaby District council went toward repairs of the hall roof plus an insurance settlement of £248 was received towards the cost of repairing the window. Some of you will have noticed that parts of the hall benefitted from being repainted. The costs of this were met by Mick Angrave with no cost to the church. Thank you Mick! 

General hall expenditure has increased by £714 to £1,812. Most of this is due to gas and electricity bills which have gone up by £508 to £1,071 and will go up again in 2023. 

A transfer of £11,110 was made from the general fund to the hall fund to bring the value back to the value of the Hall CBF Investment Account. 

## **Messy Church.** 

Messy Church continues to be very successful and important. Expenditure for Messy Church is predominantly food and materials for activities with a total expenditure of £336. Again, a significant donation boosted the fund which ended the year with £72 carried forward to 2023. 

## **Bellringers’ Fund.** 

The main expenditure was purchase of bell ropes for £1,089. This is a restricted fund and the purchase is a valid expenditure and is beneficial to the church. Some of you will remember a significant legacy was left to the Bellringers’ Fund by Michael and Kathleen Brown. 

## **Fabric Fund** 

The fabric fund has been relatively inactive with an expenditure of £145 for the lightning conductor test and £35 expenses for carrying out interviews for appointing the quinquennial inspector. 

## **Children’s Work** 

This fund has been used to pay for expenses from Little Saints and children oriented events (e.g. the Easter Bonnet Parade and the Light Parade) and to buy books for children. Little Saints also took part in the “Big Toddle” which raised money for the Barnabus Fund, but that can be seen as money in and then straight out. The fund ended the year at £574. 

## **Hope** 

We have continued the superb Hope@... initiative, which is now in its third year. This has been carried out in partnership with St Helen’s in Sharnford, both Methodists churches in Sapcote and Sharnford and also the primary schools. This year £1,983 went toward food and gifts, including donations to the Hinckley Area Foodbank who provide most of the food. We received financial contributions from both parish councils, churches in the villages and individuals, plus a grant of £1,166 was obtained from ASDA and the fund ended 2022 with a balance of £1,124 

## **Organ Fund** 

The organ fund did not change in 2022 and stands at £4,634. This fund is restricted to use for organ repairs. The PCC have agreed that costs of repairing and renovating the organ will come from direct donations (this fund) and grants which are yet to be applied for. 

## **General** 

We have again been able to pay all of our bills, contribute to the diocese and to support a lot of charities in many ways. In my opinion we are very blessed and this is something we should be very thankful for. Looking forward, we do need to find ways to raise our income in order to pay our increasing bills, to enable growth and to support the diocese. This is a challenge for us.

As I have done every year since becoming church treasurer, I would particularly like to thank Christine Dixon, our church cashier, for the work and continuous support she gives. Christine handles all payments by cash and cheque, and takes all such monies received to the bank. I would find doing the treasurer work impossible without that support. I would also like thank Christine Glover who handles all of the hall bookings – which as I mentioned before is such a valuable resource for the church. Thanks also to Richard Dixon for making the successful application for a grant from the Blaby District council, and also Rosemarie Simpson (Sharnford) for the grant from ASDA. And thanks to Mick Angrave for organising and overseeing the hall repairs plus getting the painting done. 

I would also like to thank our Independent Examiner, Louvain Coxall. 

Over the year there have been several one off donations, including part of a large legacy. The church as a whole is very grateful for these. All donations are treated in the strictest confidence by myself and by our cashier, Christine Dixon. 

It is also very important to note that our work here would be impossible without the ongoing extremely generous regular contributions of our church members. This allows us to fulfil all of our financial commitments and further our Christian ministry – thank you!

## **Accounting Policies, All Saints Church, Sapcote** 

The financial statements of the Parochial Church Council (PCC) of Sapcote have been prepared in accordance with the Church Accounting Regulation 2006, the Charity Commission’s Statement of Recommended Practice issued in March 2005 (SORP 2005) and the Charities Act 2011, on the Receipts and Payments basis. 

The Accounts present Receipts and Payments for various church funds, of which the Bellringer’s Fund is restricted. 

## **Statement of Assets and Liabilities** 

The following assets are recognised but not valued in the Statement of Assets and Liabilities: 

- Moveable church furnishings.  These are listed in the Inventory and held and maintained by the churchwardens on special trust for the Parochial Church Council and require a faculty for disposal. 

- The PCC are of the opinion that the cost of obtaining a valuation for the freehold land and buildings does not justify the value of that information 

- The electric piano and the sound system purchased by the PCC 

- The laptop computer and the electronic projector. 

The following assets are recognised  and valued in the Statement of Assets and Liabilities: 

- Investments held beneficially by the Parochial Church Council 

- Closing bank balances 

The following liabilities are recognised in the Statement of Assets and Liabilities: 

- Any loans or overdrafts advanced to the Parochial Church Council

## **Independent Examiner’s Report to the PCC of All Saints, Sapcote** 

The report on the financial statements of the PCC for the year ended 31 December 2022 is in respect of an examination carried out in accordance with the Church Accounting Regulations 2006 (“the regulations”) and section 133 of the Charities Act 2011 (“the Act”). 

## **Respective responsibilities of the PCC and the examiner** 

As members of the PCC you are responsible for the preparation of the financial statements.  You consider that the audit requirements of the Regulations and section 144 (2) of the 2011 Act do not apply.  You consider the provisions of section 145.1 (a) do apply.  It is my responsibility to issue this report on those financial statements in accordance with the terms of the Regulations. 

## **Basis of this report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission under section 145 (5)(b) of the Act plus those found in the _Church Guidance, 2006 edition_ , issued by the Finance Division of the Archbishops’ Council.  That examination incudes a review of the accounting records kept by the PCC and a comparison of the accounts with those records.  It also includes considering any unusual items or disclosures in the financial statements and seeking explanation from you as trustees concerning such matters.  The procedures undertaken do not provide all that evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.  I followed the applicable Directions given by the Charity Commissioners under section 145 (5) b of the Act. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1 Which gives me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with section 41 of the Act; and 

   - to prepare financial statements, which accord with the accounting records and comply with the requirements of the Charities Accounts and Reports Act Regulations (2008). 

Have not been met; or 

- 2 To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
