Background

The Parochial Church Council of All Saints, Sapcote has the responsibility of co-operating with the Incumbent, in promoting in the ecclesiastical parish of Sapcote, the whole mission of the Church of England, pastoral, evangelistic, social and ecumenical. The church building is located in Church Street, Sapcote. The Rectory is situated at 4 Sharnford Road, Sapcote and the PCC Secretary at The Bath House, 19 Stanton Road, Sapcote.

Members of the Parochial Church Council are either ex-officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules. Elected members now serve a term of 3 years.

Meetings

The PCC met 4 times later in 2021 with an average attendance of 92%. Earlier in the year the PCC transacted a number of business items by correspondence because of COVID restrictions

There is a Standing Committee as required by law with power to transact the business of the PCC between meetings subject to any directions given by the Council.

Church Attendance

At the Annual Meeting in May 2021 the Electoral Roll stood at 52. During the year 1 member left the parish, thus reducing the Roll to 51.

At the start of 2021, public worship was suspended due to the Coronavirus pandemic. However, weekly services All Saints and St Helen’s Sharnford, were held over zoom at 11 am each Sunday from the beginning of January through to 11 April. Although details of attendance for each service is not available, it was noted that members of both All Saints and St Helens were able to access the services.

All Saints church opened for private prayer on Good Friday at 11 am for an hour and this was attended by 10 adults.

The church then reopened for public worship on 18 April with an 11am Communion service attended by 24 adults and 1 under 16 in person and 6 adults on zoom. During the year from April to December the average attendance for the regular/ordinary Communion service was 24 adults and 1 under 16. On two occasions during ‘vacancy’ baptisms were held during the Communion service and attendance totals were 37 adults/2 under16 and 66 adults/24 under 16. There was an increased attendance at the LMT Commissioning Communion service on 24 October (31 adults/3 under 16). On this occasion the communion service was moved from the third Sunday when no visiting ministers were available, to the 4th Sunday when Archdeacon Claire Wood was in attendance.

The first Morning Worship held in person in the church building was on 25 April and this was also offered on zoom. During the year to December attendance in the church building varied between 21 adults and 31 adults with 1 under 16. Attendance on zoom averages at 3 per service.

During the first quarter of the year, a joint zoom service was held with the Methodist Church on 31 January. Another joint service with Sapcote Methodist Church, was held on 9 May with 25 adults in attendance in the church building and 15 adults on attending via zoom. In November, the joint Light Parade ended up at All Saints Church with an attendance of 24 adults and 26 under 16s.

Prior to Rev Mick’s retirement in July, 4 mid-week baptisms occurred during June.

Messy Church was held over zoom during February and March. As Easter was at the beginning of April, Messy Church was combined with Sapcote Methodist Church’s Easter ‘Eggstravaganza’. All Saints Church posted a QR code trail around the village based on the Easter story.

Messy Church re-opened in the church building in May with an attendance of 15 adults and 12 under 16s. Families were required to book places as Messy Church needed to run in a covid secure way. (June = 17 adults/12 under 16s) In July, the Messy Church involved a farewell celebration for Rev Mick and Denise and was attended by 21 adults and 14 under 16s. As usual there was no Messy Church during August. However Messy Church resumed in September with 13 adults and 13 under 16s. (October 15 adults/13 under 16s, November 18 adults/20 under 16s, December 15 adults/11 under 16s). Although Messy Church has continued to run in spite of Covid, there have been limitations on places available because of the restrictions of working around the fixtures eg pews.

Mick’s final service on 11 July took the form of an open-air service followed by lunch and this was attended by members of Mick and Denise’s families as well as members of the local community, school staff and church family. A total of 76 adults and 2 under 16s were recorded as being present.

Christmas services included the 6 Lessons and Carols service at 6 pm and this was attended by 34 adults and 2 under 16s as well as being live streamed via zoom. The Christingle held at 4 pm on Christmas Eve required pre-booking to ensure that families could be safely accommodated (Covid secure arrangements in place) and this resulted in 52 adults and 47 under 16s attending as well as last minute cancellations by 3 families with Covid symptoms who kindly stayed away. The Christmas Day Communion attendance was 29 adults and 2 under 16s.

Review of the Year 2021

At the start of 2021, the church building was closed to public worship and so services for the Benefice resumed online. These services were often led by either Rev Mick or by Ralph Chamberlain with less frequent contributions from other members of LMT. The church building reopened in April with Covid secure strategies in place eg 1m+social distancing, wearing of face masks, use of sanitiser etc. Throughout the remainder of the year, the church has responded to Church of England guidelines regarding the use of masks, singing etc as each update has been released.

Just as there have been phases in the National Covid roadmap out of lockdown, so there have been a variety of stages in what has been permitted in the way worship is conducted. The opportunity to meet in the church building from 18 April was wonderful having been apart for several months. The next step was to listen to selected singers ministering worship songs to the congregation whilst everyone else could only mouth, mutter or think the words – this took some getting used to. It was a great joy when congregational singing (wearing masks) was eventually permitted. The situation with masks has varied from being a legal requirement to being encouraged and everyone has shown great sensitivity to the feelings of others in this regard. Over the year, the style of communion service changed from ‘bread only’ communion to communion involving ‘bread dipped in wine’.

Since returning to the church building in April, there have been several new worshippers at either the 11 am service or at Messy Church meetings. This is greatly encouraging, and those newer members have gradually become more involved in church activities.

The regular use of the church re-started after lockdown, and this was followed by regular use of the church hall. In terms of the buildings, the church and hall boilers, fire extinguishers, and the lightning conductor were serviced, and found to be in good working order. Risk Assessments for the use of both the church and hall have been adapted as required in response to new information from the Church of England. Hall lettings, including organising heating and consumables, has been well managed by Chris and Malcolm Glover who oversee and facilitate all hall bookings.

In April, Rev Mick Norman announced that he would be retiring and that his last service at All Saints would be on 11 July. Many people were involved in the organisation of the event to celebrate his ministry in the Benefice. Open-air worship followed by lunch and a presentation was an opportunity to show our gratitude and love for both Mick and Denise.

Following the retirement of Rev Mick Norman in July, the parish has entered into a situation of being in vacancy (previously known as interregnum). In terms of worship, LMT members have willingly covered services both at All Saints and at St Helen’s/Wigston Parva. Ministers from the local area (St. Johns Church Hinckley, The Beacon, and Holy Trinity, and a retired minister with PTO) have provided coverage for the Holy Communion services and baptisms. Gwynne Jones has continued to undertake funerals across the Benefice, which has been very helpful. The Local Ministry Team (LMT) held meetings on-line during lockdown and these have continued in this way throughout the year.

With regard to PCC, Richard Dixon has stepped into the role of Chair of PCC as he was previously ViceChair.

Admin support to PCC and to the Churchwardens has continued through the work and dedication of Pauline Hazlewood, who undertakes this significant role in a voluntary capacity. Her knowledge, experience and efficiency have been invaluable to the Churchwardens and PCC Secretary in this time of vacancy.

The Church Wardens and Standing Committees in the Benefice met with Archdeacon, Claire Wood and Area Dean, Mark Poskitt to learn more about how the parishes needed to respond during a vacancy ie what our responsibilities are. The renting out of the Rectory was handled swiftly by the Diocese and this relieved us of one of the responsibilities.

During the year, the Bellringers resumed ringing and their Bellringers service was moved back to the Sunday closest to 12 December which is when they first celebrated Bellringers Sunday. It was great to have Sally Brown (President of the Leicester Guild of Bell Ringers) present as well as having hand bellringers performing during the service.

Again this year, churches from Sapcote and Sharnford (Methodist and All Saints/St Helens) and both schools have joined together to respond to an area of need within the communities through the Hope@Easter, Hope@Summer and Hope@Christmas initiatives. Hinckley Area Food Bank and local businesses (Co-op and Garden Centre) have also been involved.

Safeguarding has continued to be a priority during 2021 especially in the area of renewing/undertaking training. Members of LMT, PCC, Messy Saints Leaders/helpers, Little Saints Leaders/helpers and Bellringer Leaders have all been contacted to renew DBS certificates where necessary and to refresh/undertake Safeguarding training as this is a requirement of the role. Significant work and encouragement on a regular and frequent basis by Rachel Chamberlain, our Parish Safeguarding Officer and Di Harrold, Adult Safeguarding Lead, has enabled the parish to move forward in this area.

In response to enquiries from villagers who had previously attended Little Saints, it was decided to reopen Little Saints on Wednesday mornings and this restarted during October with a rota including 4 existing helpers and 3 new ones. Since then, Little Saints had been attended by people living in Sapcote, Croft, Stoney Stanton, Elmesthorpe, Dunton Bassett and Hinckley. Two of the families who have had their child baptised at All Saints have attended Little Saints.

Messy Church ran over zoom whilst the building was closed, however, this was not ideal as the children were also receiving online schooling at this time too. Since the church opened again, members of the Messy Church team have adapted to working in a more Covid secure way whilst maintaining the Messy Church values of being Christ-centred, for all ages, based on creativity, hospitality and celebration. Each month, a Messy Church news sheet and a session guide containing the bible story, activities and take-home suggestions for the intervening weeks, is produced. During 2021, the addition of new faces and the return of regular attendees has been encouraging. There has also been some links between Little Saints and Messy Church as some Little Saints families are now also attending Messy Church. One family who had their child baptised has since attended Messy Church. It should also be noted that contacts are being developed with some families who live on The Limes and other new estates.

Two bible study groups have run a variety of courses including LYFE courses and the Unanswered Prayer course over zoom during the year. Since the Autumn, the Friday afternoon group have met in person in the church hall and in addition, their meetings are zoomed too.

Open the Book, another joint venture between members of the Anglican and Methodist churches of Sapcote and Sharnford, had to adapt their approach during 2021 as they mostly presented stories recorded via zoom. The team, who present Bible stories to Sapcote and Sharnford C of E schools every two weeks during school terms, restarted visiting the schools in December 2021, to give live performances.

Links with All Saints School continued throughout the year due to the involvement of Janet Gaten, Chair of Governors. This included participation in the Ofsted inspection in the autumn term.

Community events during the year were limited due to pandemic restrictions – for example, there was no Summer fayre/fun run. In early autumn, the PCC gave permission for members of Sapcote Big Dig to explore some areas adjacent to the church hall for their explorations. In October, Dave Harrold organised the concert with LE8 Five and Four play. This was thoughtfully organised in a Covid secure way, very well attended and much enjoyed by those present.

Throughout 2021, regular publicity about church events has continued through online opportunities using the ‘A church near you’ website, www.achurchnearyou.com/church/5474 , and the use of the following Facebook pages: All Saints Sapcote, Messy Church and Little Saints pages. Other publicity, in addition to the weekly news sheet, has included the posters outside the church buildings and around the village including an Easter trail designed for families to follow. In December, it was All Saints Church’s turn to produce the Christmas publicity for the village of Sapcote and this provided another opportunity to link with the Methodist Church for help with the delivery of the leaflets.

The end of year statistical return for the diocese required information on the attendance in person and online for services held in October as well as Easter, Advent and Christmas. Overall, there was an increase in the worshipping community during 2021. This included members of both the 11am congregation and the 4pm Messy Church congregation. All Saints Church, Sapcote Treasurer's Report Year Ending 31 December 2021

2021 has been another eventful year. The most significant event for the church has been Rev Mick Norman’s retirement, but also COVID-19 has affected the way the church goes about its business and this has affected finances.

The church has continued the superb Hope@... initiative in partnership with St Helen’s Church, both Methodists churches in Sapcote and Sharnford and also the two primary schools, which is demonstrated by a very active “Hope” fund, nevertheless the initiative has been self-funding due to the generosity of many groups and people.

During 2021 we were also left an unusually large legacy of £19,000 from the estate Philip Wilford, without any conditions placed on how the church uses the money. The PCC is still considering the best way to use this money but is concerned to make sure that this act of generosity is noted. From the finance perspective, this means that the end of year total assets are up by more than £19,000.

The legacy from Philip Wilford is extraordinary and, of course, very welcome, however it must also be noted that many members of our church give regular amounts per month, which if added up over the years would accumulate to even larger amounts. We do have very generous church members for which the church here is very grateful.

Charity Commission Guidance

All Saints Church, Sapcote, is a registered charity with members of the Parochial Church Council (PCC) being the trustees of the charity. The tabulated part of the financial report is now structured to conform to Charity Commission Guidance. In the tables following this written report each fund is split into the different types required by Charity Commission Guidance. The four categories are-

Unrestricted (General) Funds – these funds can be used for purposes the PCC decides as set out in the Governing document

Designated Funds – these funds are earmarked by the PCC for particular purposes, they can be reassigned as General Funds at the PCC’s discretion

Restricted Funds – the funds can only be used in line with the donor’s wishes Endowment – these funds are permanently held and only the income from investing them can be used. (Note this is not the same as a legacy that can be spent in its entirety if needed). As with Restricted Funds above, the designation is determined by the donor.

It is also a requirement that the bank accounts where the Funds are held should be shown.

General Fund.

The end of year 2021 balance for the General Fund was up by £20,193 after transferring money into the Hall Fund (£839), the Fabric Fund (£115) and Messy Church (£212) and also an agreed donation to the Hope fund of £200. Note that it is our policy to bring funds with negative balances back to zero at the end of the year by transferring money from the general fund. If the legacy from Philip Wilford of £19,000 is removed from this, it leaves an increase of £1,193.

Regular giving, cash collections and reclaimed Gift Aid income tax have reduced by £3,814 in 2021, and this is on top of a previous reduction of £3,156 in 2020. Regular giving income is also likely to decrease further in 2022 which is a cause of concern. It has to be said that many members of the church have continued to give very generously and total regular giving to the church for 2021 was still just over £30,000. The single largest expenditure is our contribution to the diocese of £18,375, which was the same as for 2020, and insurance of the two buildings comes in second at £4004. Fuel bills for the church building came to just over £900 however this will definitely go up in 2022.

Hall Fund.

The hall is unusual in that it has its own investment fund – the Hall CBF Investment Account. This fund is considered to be an asset of the hall, therefore in “Assets and Liabilities” the end of year total in this fund is recorded against the hall. The fund is made up of £400 which was originally left “In Perpetuity” and is now called an “Endowment Fund”, a longstanding loan of £500, plus a remainder this year of £643 from changes in market value of the Hall CBF Investment Account. Other dividend income from the fund is offset against expenditure. It should be noted the value of the Investments in the Hall CBF Investment Account can go down as well as up.

Mainly due to loss of bookings, hall income was down by £823. Expenditure has also reduced by £674 due to generally lower bills. A transfer of £839 was made from the general fund into the hall fund to bring the fund back to the market value of the Hall CBF Investment fund.

Messy Church.

Messy Church is one of the most important recent developments for us – and has celebrated 8 years as a congregation within our church. Messy church “took off” again during 2021 resulting in an expenditure which increased by £192. Expenditure for Messy Church is predominantly food and materials for activities. Again, a significant donation boosted the fund and at the end of the year a transfer of £212 was made into the fund to bring the year end fund to zero.

Bellringers’ Fund.

This restricted fund has increased by £50 to due to a donation in and to guild subscriptions out.

Fabric Fund

Having completed work from the last Quinquennial inspection in 2020, the fabric fund has been relatively inactive during 2021 with just an expenditure of £115 for a lightning conductor test. The next Quinquennial inspection is due in 2022 and will no doubt result in expenditure in the future!

Children’s Work

This fund was created in 2020 with a legacy of £1,000. There has not been any financial activity for this fund, however the “Little Saints” group has been running successfully during 2021 and has been selffunding so far.

Hope

The church has continued the superb Hope@... initiative, and we have had “Hope@Easter”, “Hope-in-thesummer” and for the second time “Hope@Christmas”. This has been carried out in partnership with St Helen’s in Sharnford, both Methodists churches in Sapcote and Sharnford and also the two primary schools. Amazingly, including our own church’s donation of £200, the fund has received £1740 in donations from individuals, local churches and parish councils, with an expenditure of £1738!

Organ Fund

The organ fund now stands at £4,634, having been boosted by £467 of receipts from the autumn concert and a donation. This fund is restricted to use for organ repairs. The PCC have agreed that costs of repairing and renovating the organ will come from direct donations (this fund) and grants which are yet to be applied for. When applications for grants are made, it is significantly more probable that they will be granted if money has already been raised by the church.

General

In 2021 we kept our parish contribution to the diocese at £18,375 which was paid in full. The PCC also agreed again to make a tithe on income which was payable to various charities, (details in PCC minutes). We have been able to pay all of our bills, contribute to the diocese and to support a lot of charities in many ways. In my opinion we are very blessed and this is something we should be very thankful for. Looking forward, it is clear that our regular income has, and will, based on existing information, continue to decrease. This is a challenge that we, as a church, should try to address.

As I have done every year since becoming church treasurer, I would particularly like to thank Christine Dixon, our church cashier, for the work and continuous support she gives. Christine handles all payments by cash and cheque, and takes all such monies received to the bank. I would find doing the treasurer work impossible without that support. I would also like thank Christine Glover who handles all of the hall bookings – which as I mentioned before is such a valuable resource for the church. Richard Dixon’s continued words of advice and encouragement are always welcome.

I would also like to thank our Independent Examiner, Louvain Coxall.

Over the year there have been several one off donations, including a large legacy. The church as a whole is very grateful for these which are often (but not always) dedicated to specific items. Any donations made are treated in the strictest confidence by myself and by our cashier, Christine Dixon.

It is also very important to note that our work here would be impossible without the ongoing extremely generous regular contributions of our church members. This allows us to fulfil all of our financial commitments and further our Christian ministry – thank you! Dave Harrold

The financial statements of the Parochial Church Council (PCC) of Sapcote have been prepared in accordance with the Church Accounting Regulation 2006, the Charity Commission’s Statement of Recommended Practice issued in March 2005 (SORP 2005) and the Charities Act 2011, on the Receipts and Payments basis.

The Accounts present Receipts and Payments for various church funds, of which the Bellringer’s Fund is restricted.
