Structure, Governance & Management
1. Constitution
The Charity was registered with the Charity Commission on 19th February 1973. It is governed by its Constitution. The League of Friends aims, objectives and activities are set out in this Trustees' Report. Its main aim is to support the charitable work of the Ellesmere Community Care Centre together with supporting other groups and people within Ellesmere.
2. Method of appointing Trustees
The method of appointing Trustees accords with the aims and objectives of the Charity. Trustees tend to serve for long periods, only resigning when leaving the area or when circumstances or increasing age prevent them from continuing with their responsibilities. This long service brings friendships within the League of Friends and the Ellesmere community.
The Chairman and the Committee are aware of the need for appointing new Trustees from time to time and always have in mind the importance of nominating members possessing qualities of reliability, sound judgement, integrity and commitment together with skills necessary for the overall effectiveness of the group. They are usually people who have shown the deduction and commitment by offering their services or expressing a wish to help in other ways. Ellesmere is a close knit community and it would be unusual for someone to be nominated who is not already well known in the committee.
The aim is to elect Trustees who show dedication to the League of Friends' principles and ethos whilst promoting and sustaining a committee comprising members of varying ages, skills and experience and willing to devote the necessary time and commitment to the league.
Objectives & Activities
1. Policies and objectives
The main aim of the League of Friends' charity is to support the services provided by the Ellesmere Community Care Centre, the day care patients and the adult learning disabilities group together with others in the community needing its facilities, buildings and equipment.
For the purpose of carrying out the above the League is committed to:
(a) Informing the public of the work of the Community Care Centre and to generate, encourage, foster and maintain the interest and support of the public.
(b) Raising funds and inviting and receiving contributions from any person or persons or organisation by way of subscription, donation or otherwise.
(c) Supplementing the services provided by the Ellesmere Community Care Centre for the health, welfare and comfort required for the treatment of day care patients and other patients in the community.
(d) Supporting the provision of facilities, helping to maintain the building and other equipment which may be required for treatment or for the efficient running of the Community Care Centre.
(e) Providing or assisting in the provision of amenities for the Community Care Centre patients and staff.

Financial Review
The Charity shop has, in common with all other non-essential retailers, had a year like no other. Closed from the beginning of this financial year due to the Coronavirus pandemic and government lockdown, we were able to re-open on 1st September 2020 , but required to close for a second lockdown on 5th January 2021, and remained closed. It is hoped we may be able to re-open mid-April.
Despite increased competition in this small town from three other national charity shops, professionally managed, the League of Friends is, as always, encouraged by the continuing all round support of its charity shop and the generosity of the community in Ellesmere.
The charity continues to have full regard for the Charity Commission's guidance on the importance of operating for public benefit but the impact of Covid-19 has meant that no donations have been made by us during this financial year.
Decisions still have to be finalised between the Community Care Centre Trust and the Ellesmere Medical Centre as to the use of the upper floor of the Community Care Centre, following the closure of the nursing home at the end of 2017. League of Friends' objectives include supporting maintenance and repair of the Care Centre but as most of this year the Centre has had to vitually close no financial help has been requested.
During this financial year the Ellesmere League of Friends Charity has received, following the lockdown, government grants from Shropshire County Council totalling £19,431 together with an annonymous donation of £1,090 received in March 2021.
At the close of this financial year the charity has a Natwest Current Account balance of £55,230, Natwest Reserve Account balance of £10,560 and a Santander Business Account balance of £309. The charity aims to hold 12 months annual expenditure in reserve to cover any unforeseen reduction in expenditure. The charity's free reserves at the end of the financial year stood at £66,099 (2020: £47,061).
League of Friends volunteers continue to give much time and effort every week to the work needed to run this successful charity shop and cultivate a warm and friendly atmosphere giving time to listen and talk and offer advice and assistence to their customers. We look forward to being permitted to re-open again soon.
The Charity like the country, has been hugely impacted by the Covid-19 pandemic, with the charity shop having closed in accordance with Government Regulations. The Trustees have assessed the potential impact on the future operations of the charity, taking into account its underlying financial resources and strength. They have taken proactive steps to manage the financial consequences to help ease the impact of the Coronavirus outbreak, including restricting the amount which will be paid out in grants until the position stabilises. The Trustees consider the charity to be well positioned to manage the current situation and secure operations into the future.

Independent Examiner's Report to the Trustees of Ellesmere Community Care Centre League of Friends
I report to the charity trustees on my examination of the accounts of the charity for the year ended 5 April 2021 which are set out on pages 6 to 7.
This report is made solely to the charity’s Trustees, as a body, in accordance with section 145 of the Charities Act 2011 and regulations made under section 154 of that Act. My work has been undertaken so that I might state to the charity’s Trustees those matters I am required to state to them in an Independent Examiner’s Report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s Trustees as a body, for my work in this report.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records.
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
