Structure and Governance
North Region Air Training Corps is a constituent unit of the Air Training Corps operated in accordance with the Regulations made under the Royal Warrant dated 5 February 1941 (as subsequently revised and amended) for the establishment and organisation of the said Corps. The embedded Sports and Welfare Fund is operated in accordance with the requirements contained within Air Cadet Publications issued, from time to time, by Headquarters Air Cadets.
Appointment of Trustees
Trustees are appointed in accordance with the guidance provided within Air Cadet Publication 11 (Administration of Civilian Committees in the Air Training Corps). It was agreed (at the meeting on 23 January 2016) that the chair of each of the (now) six constituent Wings [of North Region] would be Trustees - along with others. The Fund’s chair is appointed in accordance with the guidance contained within the referenced publication. Both a secretary and a treasurer are either appointed from amongst the existing Trustees or others are invited to be appointed to undertake these roles (and - at the discretion of the Trustees - may be invited to be appointed trustees).

As Trustees [of the Fund] they have no management or operational responsibilities within North Region ATC (or any subordinate unit).
Trustee Declaration
On appointment, each Trustee completes a declaration (in the format advised by the Charity Commission).
Financial Review of the Year
With the appointment of- essentially - a new Trustee body in January 2016, it has taken some time for Trustees to fully assimilate the funding level necessary to support (either directly or indirectly) the cadet experience. This is an on-going process, not aided by the COVID-19 lockdown. Trustees continue to target their financial support along similar lines to that in previous years. Essentially, this entails supporting (directly or indirectly) events and activities organised for cadets within the Region - for example inter-wing sports; purchase of equipment; and for the training of adult volunteers. The details of the receipts and payments for the year under review are recorded later in this report. With receipts of £32,792.56 and payments of £19,333.27 there was increase in total funds of £13,459.29.
In summary, there are three principal sources of income used to make payments to support the cadet experience for members within North Region Air Training Corps:

e Monies received from the annual levy raised on cadet numbers within the Region.

e Fees paid - adult volunteers or cadets - for participation in training courses and events.
-
e Donations or grants-in-aid received for specific purposes.
Annual Cadet Levy. The key source of unrestricted income, in the past, has been by means of a levy raised on each cadet within North Region. This levy remained at 30p per cadet per annum for a number of decades. As part of the on-going review of the Charity’s finances the Trustees agreed to increase this levy to £1.20 per cadet per annum. The Trustees believed that the income generated would be at an appropriate level to meet annual expenditure. This first increase in levy was collected based on the cadet census taken on 31 March 2020. After a pause during the period of lockdown, it was collected again in spring 2022 (and then annually thereafter). The level of the levy is kept under review by Trustees.
Fees Paid by Adult Volunteers or Cadets. Courses (principally for adult volunteers) have been organised during the year. Any surpluses are applied to support future courses or events (or applied for the purchase of new or replacement equipment).
Donations or Grants-in-Aid. The third source of receipts (recorded as restricted funds) is by means of donations or grants-in-aid provided for specific purposes:

e We received during the year the sum of £2,000.00 from the British Canoe Union to fund the purchase of inflatable paddle boards.

e We acknowledge the continued support in memory of the late Group Captain Mike Cross RAF (Ret’d) with regular donations to support the Scholarship Fund in his name. We are registered with HMRC to reclaim Gift Aid on these donations.

- e We have received grant funding, totalling £6,200.00, Air Training Corps General Purpose Fund (each sports related expenditure). The current balances for those grants received from the latter source are recorded in Note 3 (page 9).
An analysis of receipts and payments for these three funding streams is set out in Note 4 (page 10).
Public Benefit
The Trustees have had due regard to the Charity Commission’s guidance in relation to public benefit. The Air Training Corps is open to all young people between the ages of 12 and 20 years. In providing funds to support the cadet experience, the Trustees are enhancing opportunities for today’s young people to develop personal qualities and a sense of community and citizenship - thus creating a positive contribution for their future lives and careers.
Reserves Policy
At year end the charity had total funds of £105,243.35, which was made up of unrestricted funds of £57,691.03 and restricted funds of £47,552.32. Details of the restricted funds - monies received for designated purposes - are set-out in Note 3 (page 9). Of these, the Dale Trophy Fund, amounting to £10,282.07 is used to make grants-in-aid directly to cadets. The fund originates from a bequest made by a former member of the professional staff of Regional Headquarters.
In undertaking a review of the funding of the charity, the Trustees continue to develop a comprehensive reserves policy. At the present time the Trustees believe that it is appropriate to retain reserves at least equal to one year’s projected expenditure. Additionally, it would be prudent to make provision for a loss of property as - like the Ministry of Defence - we have historically self-insured.
Investment Policy

The Trustees have adopted a low-risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or by depositing funds [not immediately required] in National Savings Income Bonds.
Independent Examination of Accounts
It was agreed (by Trustees at their meeting held on 16 September 2024) to arrange for Bishops Chartered Accountants (of Blackpool) to undertake an independent examination of the accounting records. This is in accordance with Trustees’ earlier decision: that the Charity’s accounts be examined by a professional qualified person (which is not necessarily required in view of the level of receipts during the financial year).

- Trustees’ Remuneration and Expenses:
No remuneration - directly or indirectly - has been paid out of the funds [of the Charity] to any Trustee (or to any person or persons known to be connected with any of them).
7. Stock:
North Region Headquarters holds a stock of Regional Representative Sweatshirts (90 at year end - purchased at £12.00 each and offered to eligible cadets at £12.50 each).
8. Assets:
The Trustees have continued, in conjunction with the adult volunteer staff, to determine the value of the property purchased previously by the North Region ATC Sports and Welfare Fund or purchased and issued to North Region by Headquarters Air Cadets (either by means of funds provided by the Ministry of Defence or the Air Training Corps General Purpose Fund). We believe that the realistic figure for this property to be in the region of £125,000 (including the value of the stock referred to above).
- Record Keeping:
The Trustees are satisfied that the record keeping has enabled reports to be prepared that fully reflect the extent of the charity’s operation from year-to-year - all as required by Part 8 of the Charities Act 2011.
