North Region Air Training Corps Is a constituent unlt of the Alr Tralnlng Corp8 operated in accordance
with the Regulations made under the Royal Warrant dated 5 February 1941 las subsequently revised
and amended) for the establishment and organisation of the said Corps. The embedded Sports and
Welfare Fund Is operated in accordance with the requir&ments contained within Cadet Publications
Issued. from time to time, by Headquarters AJr Cadets.
Appointment of Trustees
Trustees are appointed in accordanG8 With the guidanc8 provided within Air Cadet Publication 11
(Administration of Civilian Committees in the Air Training Corps}. It was ag￿ed {at the meeting on 23
January 2016) that the chair of each of the (now) six constttuent Wings lof North Regionl would be
Trustees- along with others. The Fund's chair is appointed in accordance with the guidance contained
within the referenced publication. Both a secretary and a treasurer are either appointed from amongsl
the existing Trustees or others are invited to be appointed to undertake these roles land at the
discretion of the Trustees - may be invited to be appointed trustees).

Flnanclal Revl•w of th• Y•ar
With the appointment of - essentially- a new Trustee body in January 2016. it has taken some time for
Trustees lo fully assimilate the funding level necessary to support (either directly or Indi￿ctly) the cadet
experlence. Thls Is an on-going process, not aided by the COVID-19 lockdown. In the interim, the
Trustees have continued lo target their financial support along similar lines lo Ihat Sn previous years.
Essentially. this entails supporting Idir8clly or indirectly) events and aclivilies organised for cadets
within thg Region for 9xamplg inler-wing sports,. purchase of equipment., and for the training of adult
volunteers.
The details of the receipts and payments for the year under review are recorded later In thls report.

In summary, there are three prlnGlpal Sources of Income used to make payment8 to SUp￿rt the cadet
8xperi8nce for members wlthln North R8glon Air Training Corps..
Monies received from the annual levy ra18ed on cadet numbers h￿thIn the Region.
Fees paid - adult volunteers or cadets- for participation in Iralnlng courses and events.
Donations or grants-in-aid rèceived for specbfic purposes.
Annual Cadot Levy. The key source of unrestrlcted income, in the past, has been by means of a levy
raised on each cadetwithin North Region. This levy remained at 30p percadel perannum fora number
of deGades. As part of the on-going review of the Charity's finances the Trustees agreed lo increase
thls levy 10 £1.20 per Gadet per annum. The Trustees beli8V8d that ihe income generated would be at
an approprialo level lo meet annual exp8ndllure. This first increase In levy was collected based on the
cadet census taken on 31 March 2020. After a pause durlng the period of lockdown, it was collected
again in spnn9 2022 {and then annually thereafter}.
Ffres Pald by Adult Voluntaars or Cadets. A number of courses (prirKipalty for adutt volunteers)
have been organis8d during the year. Any surpluses are applled to support future courses or events
{or applied for th8 purchasa of new or replacement equlpm8nt)-
Donatlons or Grants-In-Ald. The third source of receipts Ir8corded as restrbcted funds} Is by means
of donations or granls-in-aid provided for specffic purposes-
We received during the year the sum of £2,118.00 from the Yorkshire Cadet Trust lo fund the
purchase of Inflatable paddle boards.
We acknowledge the continued support in memory of the late Group Captain Mike Cross RAF
(Rel'dl with regu18r donations to support the Scholarship Fund in his name. We are registered
with HMRC to reclaim Gift Aid on these donations.

We have recerved grant fundlng from Headquarters Air Cadets and the Air Training Corps
General Purpose Fund (each for specific purposes). The current balances for those grants
received from the latter source are recorded in Note 3 Ipage 91.
An analysis of receipts and paym8nts for thes8 thr88 funding streams is set out in Note 4 (page 101.
Publlc Boneflt
The Trustees have had due regard to the Charity Commission's guidance In relation to public benefit.
The Air Training Corps is open to all young peop18 b8tsveen the ages of 12 and 20 years. In providlng
fund5 to support the cadet experience. the Trustees are enhancing opportunities for today's young
people to develop personal quallt18s and a sense of community and citizenship- thus creating a positive
contrlbutlon for thelr future lives and careers.
Reserves Pollcy
At yoar end th6 charity had total funds of £91,784.06, which was made up of unrestricted funds of
£52,217.81 and r88trict8d funds of £39,566.25. Details of th8 restricted funds - monie8 received for
designated purposes - are Set￿Ut in Not8 3 (pag8 91. Of these, the Dale Trophy Fund. amounting to
£10,220.37 Is used to make granls-in-aid d1￿cl1Y to cadets. The fund orlglnales from a bequest made
by a fomier member of the professional staff of Reglonal Headquarters.
In undertaking a review of the funding of the charty, the Trustees contlnue to d8velop a comprehensive
reseThes policy. Al the present time the Tru8t88s believ8 that it is appropriate to relain reserves at least
equal to one year's projected expenditure. Additionally, it would bg prudent to make provision for a
loss of propety as - like the Ministry of Defence - we have historically s8lf-insured.
Inv•8tm•nt Pollcy
The Trustees have adopted a low-risk strategy to the investment of its funds. All funds are held in cash
using only mainstream banks or by depositing fund8 Inol immediately requiredj in National Savings
Income Bonds.
Indopondont Examlnatlon of Accounts
It was agreed (by Tru$tee$ at their meellng held on 7 September 2023) lo arrange for A I Chery,
Chartered Accountant8 (of Preston) to undertake the required independent 8xamination.

I report in respect of my examination of the charity's financial statements carried out under section 145

North Region Headquarters holds a stock of Regional Representative SweatshSrt8 {91 at year end
purchased at £12.00 each and offered to eligible cadets at £12.50 each).
Assets:
The Trustees have continued, in conjunctlon with the adult volunteer staff. lo determine the value of
the property purchased previously by the North Reglon ATC Sports and Welfare Fund or purchased
and issued to North Region by Headquarters Alr Cadets leilher by means of funds provided by the
Ministry of Defence or the Air Training Corps General Purpose Fund). We believe that the realistlc
figure for this property to be in the region of £125,000 (including the value of the stock referred to
above).
Record Keeplng:
The Truslees are satisfied that the record keeping has enabled reports to be prepared that fully reflect
the extent of the charily's operation from year-to-year - all as required by Part 8 of the Charities Act
2011.
