Report of the Trustees For The Year Ended 31 December 2023
The trustees present their report with the financial statements of the charity for the year ended 3! December 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
Throughout this report and financial statements the League of Friends of the Alfred Bean Hospital Driffield will be referred to as "the League of Friends" and the Alfred Bean Hospital at Driffield will be referred to as "the Hospital”.
OBJECTIVES AND ACTIVITIES
Objectives and aims
The Object of the League of Friends shall be to support the charitable work of the Hospital, and to give assistance to the Hospital in obtaining any necessary amenity which may be desirous in carrying out patient care and comfort within the various departments of the Hospital, and also to support the Community Nursing Staff (excluding Midwifery Services) and their patients who are under the control of the Alfred Bean Hospital Locality Manager, to enable them to perform their duties in a professional and caring manner.
Public benefit
The Charity provides equipment to the Hospital to support any department at the Alfred Bean Hospital, and therefore assist any member of the public who attends the Hospital. The Trustees have complied with the duty in Section 17(5) of the Charities Act 2011 to have regard to the Charity Commission guidance on public benefit in the provision of its activities.
Volunteers
All the work of the League of Friends is carried out by Volunteers. We would like to thank everyone who works so hard to help our charity and the Hospital.
ACHIEVEMENT AND PERFORMANCE
Charitable activities
Since the announcement of Mr Dobson's generous legacy in August 2022, the League of Friends have been working hard with the NHS to look at how best the Dobson Family Trust 2021 can be utilised for the benefit of the Hospital and everyone who uses it. Our aim is to bring new services and facilities to the Hospital to ensure the Hospital is a valued facility for the residents of Driffield and surrounding villages.
The League of Friends and the Dobson Family Trust 2021 have entered into a Memorandum of Understanding to set out how we will work together for the mutual benefit of the Hospital.
During the year the League of Friends were delighted to be approached by the Rapid Diagnostic Team from Hull University Teaching Hospitals NHS Trust to fund an upgrade to the X-Ray equipment provided at the Alfred Bean Hospital. It was important that not only did we help buy the equipment but also a 5 year maintenance plan to ensure the equipment remains in top condition at a total cost of £69,000. We are grateful that the Trustees of the Dobson Family Charitable Trust 2021 have worked with the league of friends to bring this to fruition.
The League of Friends has facilitated strategy meetings with various departments of the NHS and other service providers who use the Hospital so that we can look at further services and equipment that can be provided for the benefit the Hospital. During the year we worked hard to achieve agreement to provide a pilot scheme for an Acute Respiratory Infection (ARI) Hub at the Hospital which came into operation early in 2024. We note that the initial feedback from the ARI Hub has been very positive.
We are pleased that we have been able to bring about some significant improvements to the Hospital and look forward to working with the Dobson Family Trust 2021 in the coming year to continue this work.
The League of Friends have always worked hard and closely with the NHS and will continue to do so to improve the facilities at the Alfred Bean Hospital in the best way possible.

ACHIEVEMENT AND PERFORMANCE
Fundraising activities
During the year, the League of Friends held an Afternoon Tea party, which over the last few years has been our main fundraising event of the year. The event was very well supported by the people of Driffield and the surrounding villages.
FINANCIAL REVIEW
Financial position
The incoming resources exceeded the outgoing resources during the year by £620. In 2023 the League of Friends has purchased equipment for the Hospital, using the funds held in the Dobson Family Charitable Trust 2021 of £69,565 (2022 - £nil). The Charity has net assets of £37,444 (2022 £36,824). Cash at bank and in hand amounted to £47,143 at 31 December 2023 (2022 - £46,561).
Reserves policy
The League of Friends does not seek to accrue funds in excess of the requirements for support at the Hospital. The League of Friends aims to maintain a working level of free reserves of £35,000 to enable it to be in a position to provide for funding requests from the Hospital as required, without the need to commence any specific fund raising appeal. At 31 December 2023 the free reserves were £37,444.
FUTURE PLANS
The League of Friends is working closly with the NHS managers to bring further services to the Hospital in conjunction with the funding provided by the Dobson Family Charitable Trust 2021.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
Charity constitution
The League of Friends is an unincorporated charity, registered with the Charity Commission. The constitution was adopted on 15 September 1970 and amended on 13 March 1991, 24 January 2018 and 24 April 2022.

Independent examiner's report to the trustees of The League of Friends of the Alfred Bean Hospital, Driffield I report to the charity trustees on my examination of[the][accounts][of][The][League][of][ Friends][of][the][Alfred][Bean] Hospital, Driffield (the Trust) for the year ended 31 December 2023.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of[the][Trust's][accounts][carried][out][under][Section][145][of][the][Act][and][in][carrying][out] my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

Lk accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or De the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part ofan independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

This report is made solely to the charity's trustees, as a body, in accordance with Section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity's trustees those matters | am required to state to them in an independent examiner's report and for no other purpose. - ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.

Dobson Family Charitable Trust 2021 (‘the Trust Fund")
The Trust Fund was created by the Will of Reginald Thomas Dobson who died on 15 December 2021.In accordance with his Will the Trustees of the Trust Fund are required to hold the Trust Fund for such charitable purposes which shall benefit wholly or mainly the League of Friends as the Trustees may select.
The terms of the Will state that it was Mr Dobson's wish that the Trust Fund shall be applied so far as may be practicable for the general charitable purposes of the League of Friends for the assistance to the Hospital in obtaining any necessary amenity which may be desirous in carrying out patient care and comfort within the Hospital and also to support the community nursing staff to enable them to perform their duties in a professional and caring manner that before exercising their powers in relation to this Trust that the Trustees shall consult with the Trustees or representatives of the League of Friends.
The assets of the the Trust Fund are approximately £2.4million. These assets are under the control of the Trustees of the Trust Fund who are responsible for their investment and management. As these assets are not under the control of the Trustees of the League of Friends, they have not been reflected as assets of the Charity.
The League of Friends and the the Trustees of the Trust Fund must work closely together and have entered into a Memorandum of Understanding setting out the mechanism for the relationship between the two charities.
In summary the League of Friends will meet regularly with the NHS officials responsible for the management and policy decisions in relation to the Hospital to obtain an understanding of the strategy and support that the Hospital requires to enhance the services provided for the benefit of its patients and staff. The League of Friends will submit funding requests for projects in line with its constitution, which are to be approved at the discretion of the trustees of the Trust Fund, although that approval is not to be unreasonably withheld.
When a project has been recommended by the League of Friends and approved by the trustees of the Trust Fund, the income from the Trust Fund is reflected as a restricted fund income and the costs of that project are recorded as restricted grant expenditure.
There are no funds relating to the Trust Fund held by the League of Friends at the year end.

11. RELATED PARTY DISCLOSURES
There were no related party transactions for the year ended 31 December 2023.
12, POST BALANCE SHEET EVENTS
Following the year end the League of Friends, in conjunction with the Dobson Family Charitable Trust 2021, assisted in the implementation of a Acute Respiratory Infection Hub by agreeing to part fund the project with the NHS ata cost of £250,000. This is an exciting project which has provided significant benefits to the residents of Driffield and the surrounding villages to enhance the services and facilities provided at the Hospital.
