Objectives (as outlined in the amendment to the Trust Deed 22[nd] November 1989):
“To support and set up, provide for and maintain such charitable work in educational establishments in Israel and Arab countries as the Trustees from time to time think fit so that young people and adults may receive training on the basis of Christian principles and may receive instruction in the Christian faith and its practical outworking, including where necessary the relief of poverty, hunger, sickness among such young people and adults and the provision of proper accommodation for them.”
Activities:
Hope Christian Trust (the Trust) has researched areas of need, both for education and for welfare, in the lands of the Bible and as a result, it has established many ongoing links with missionary organisations, relief and development societies and educational bodies.
To endeavour to meet the needs of these groups the Trust raises monies, mainly in the UK, through appeals, talks given by the trustees and online newsletters. The Trust has developed a regular core of donors for its work overseas which in the year under review encompassed support for:

a) Lighthouse School, Gaza: Established in 2004 through a partnership of Christian organizations, the Lighthouse School is committed to educating the children of the Gaza Strip and providing needy families with an educational alternative. Over 200 children are currently enrolled, in kindergarten through to elementary school, where all are benefiting from the Lighthouse School programme. The Trust has raised monies to enhance the educational opportunities of the needy families in Gaza and equip the teachers through training and development. In the year under review the Trust has assisted the school in securing significant grant monies. This should help the school to achieve its aims over the next few years by supporting not only the educational needs of the children but also the welfare of some of the poorer families of students whilst also providing better training for the staff.

b) Zababdeh Community (aka Zababdeh Family Community Centre) : The Trust is working alongside a Dutch Christian charity (Tabitha Ministries) to assist with the ongoing development of a community centre on the outskirts of the village where a kindergarten and community hall are based. The centre also provides a meeting place for mothers and children to meet and currently a further development is underway to provide eleven guest rooms above the centre. The purpose is to attract visitors to the area where Joseph and Mary are thought to have travelled. All activities are overseen by a Christian pastor and food and financial help is provided to the local families in need. Together with Tabitha Ministries, the Trust has raised monies to keep the centre moving forward in its work and it supports the expenses of the pastor.

c) Hebron Evangelical School : This is an established faith-based school with approximately 300 students, most of whom are from very poor homes affected by health issues and bereavement associated with the ongoing conflict in the area.

d) The school has a hearing impairment unit for which the Trust has been responsible in providing some limited financial assistance.

e) Programme for Theological Education: Towards the end of the year under review the Trust established a connection with a British Christian trust that agreed to provide grant aid for educational work in Jordan (where the Christian faith is followed by only 8% of the population). Through its Programme for Theological Education by Extension (“PTEE”) training is offered at a location near the student's home, eliminating the need to spend months or years in preparation at a Bible school. One of the main visions of the TEE model is "to encourage and enable local leaders to develop their gifts and ministries without leaving their homes, jobs, communities, and local congregations".
In previous years the Trust has also been involved in fundraising activities for the Bethlehem Bible College based in Bethlehem however, in March 2022, the college formed its own UK charity (Bethlehem Development Trust [“BDT”]) whose purpose is to undertake the administration for the college’s fundraising on a similar basis to its operations in other countries. The volume of work involved hitherto for the Trust had been significant and impacted upon its ability to widen its outlook to support other existing ministries and to research new areas where the Trust might provide help. Nevertheless, the trustees have spent time during the year under review helping the trustees of BDT to fulfil its obligations within the UK charity legislation.
The work of the Trust in the year under review has been curtailed by the Covid pandemic, preventing the trustees from undertaking visits to ascertain that monies released have been correctly applied. However, oversight has been afforded by local correspondents of the Trust. The pandemic has also inhibited the couriering of some smaller donations for other one-off projects. The Trust is fortunate in having a network of established correspondents in the areas where support is needed so that new projects are usually introduced by known sources and feedback is provided by respected persons.
Financial Review:
The accounts for the Trust appear on the pages that follow this Report and have been prepared on the Receipts and Payments basis in accordance with the Charities Act 2011 and the requirements of the Charities Commission guidance paper FRS 102 for smaller charities.
The accounts show the reduction of Restricted income resulting from the transfer of the administration of the Bethlehem Bible College which was mitigated by the receipts of grant monies for the Lighthouse School and the Programme for Theological Education. It will be seen that the Trust continues to receive some regular payments in respect of both the Bethlehem Bible College and the Shepherd Society which are held in their respective Restricted Funds until drawdown is requested by BDT.
Unrestricted Fund income reduced from £13,448 (y/e 31.3.22) to £12,399 (y/e 31.3.23) which reflected the Trustees’ inability to attend as many fundraising talks as before. However, this restriction also caused expenditure to reduce from £9,829 (y/e 31.3.22) to £4,988 (y/e 31.3.23).

The Trust has a policy whereby it is required to hold sufficient resources to meet at least three months of its annual expenditure; in y/e 31.3.23 this would have required £1,247 to be held in Unrestricted reserves whereas £65,336.94 (aggregate) was held as Unrestricted funds. The trustees are pleased to confirm that in their opinion the Trust is sufficiently liquid to meet its anticipated future liabilities. In this regard it is relevant to record that the Trust has no obligations whatsoever, other than to distribute the Restricted Funds in accordance with the donor’s wishes.
Governance Policies:

a) Risk: The trustees have considered the major risks to which the Trust might become exposed, particularly in view of its work in politically unstable areas. Procedures are in place to endeavour to mitigate perceived risks to both the Trust and personnel working on its behalf.

The trustees updated the Risk & Safeguarding policy in the preceding financial year to follow the guidance given by the Charity Commission relating to charities that work in areas in which proscribed groups are known to operate. The Office of Financial Sanctions Implementation at HM Treasury, under the Counter Terrorism ( International Sanctions) (EU Exit) Regulations 2019 has confirmed that, in relation to the Trust’s ministry in Palestine, it is satisfied that the Trust complies with their requirements. Nevertheless, the trustees plan to review the policy again during the ensuing financial year. The management of the Trust is in the hands of a small band of trustees but it is considered that in the event of the departure of any one of them the Trust would be able to fulfil its obligations to distribute the Restricted funds held, as the donors have indicated, pending the appointment of a suitable replacement member.

It will be seen that the income of the Trust has changed from mainly smaller donations received on a regular basis to larger grant monies where the Trust has approached appropriate bodies to support the furtherance of developing the Christian faith. Two such bodies have come forward to provide this support and both have been reviewed by the trustees to ensure as far as they are able, that money laundering is not a factor in these operations.

b) Safeguarding: The Trust has a safeguarding policy that is regularly reviewed. None of the trustees have contact with vulnerable persons in the day-to-day routine of their tasks, albeit that the chairperson of the Trust, who is also a Church of England minister, might visit one of the ministries where such people might be encountered. These visits would be in the company of a responsible person from the respective ministry.

c) Financial: There is an established policy in place based upon Charity Commission guidance for control and the procedures. The trustees propose to consider any changes required by the recently updated Charities Act during the ensuing months. The only assets of the trust are monies held in UK financial institutions and oversight is maintained to ensure that balances held are maintained within the government’s FSCS guarantee scheme.

d) Diversity: The purpose of the Trust is to promote the Christian Faith and to function ethically with Christian values at its core, thereby ensuring a diverse approach in its workings.
Structure, Governance and Management:
The Trust is governed by a Deed dated 22[nd] November 1989 that was amended on 21[st] July 1992.
The Trust is an unincorporated association registered with the Charity Commission.

Appointment of a new trustee must be approved by a majority decision of the full board of trustees.
The trustees are the only appointed managers within the Trust. It is acknowledged that the board of trustees comprises husband and wife partnerships, a problem not uncommon in small organisations such as the Trust.
Whilst the Trust occasionally works alongside other charitable organisations, it has no legal obligation or contractual liability with any other party.
