Articles of Association. continued lo be the public advancement of education in dance and other
related arts. The Charrty me8ts its principal objective, arKI duly under s8ction 4 of th8 Charities
Act 2011, through a programme of open-access and publi¢-facing programmes that increase
inclusion 8nd participation in dan¢e by everyone," and by supp)rting, through infomiation and
knowledge exchange, the people and organisations that deliver local dance activities to ensure
their public provision is safe and of high quality.
R•sponsibllfti88 of the Board
Company law requires the members of the Board to prepare finanaal stat8m8nts for each
financial year that give a true and fair view of the stste of affairs of the Company. In preparing
thos8 financial statem8nts the Board is required lo select suitablè accounting policies and apply
them consistently, make judgments 8nd estimates that are reasonable and prudent, ensure that
applicable accounting st8ndards have b&en followed and prepare the financial statements on the
going concem basis unless it is appropriat8 to presume that the Company will not contlnuè in
op8ration. The Board is satisfied that it has adequate resourcès to continue in operation for the

Lègal Structur•: The Foundation for Communty Dance is a company limited by guarantee 8nd a
registered charity. There are currently eight Members who guarantee £10 each. The Directors and
Trustees. all of whom 8re members, can be found listed on page one.
Structurg, GovernanrA and Management
The Board holds quarterly meetings, together with development $ess￿nS and away-days as
appropriat8. The Finan￿ and Govemance Committee of the board has a specific brref to overse8
finanaal. personn818nd other operational matters. This Commttt88 meets at least four times each
year and reports directly lo the Board, including th8 re￿MMendatIon of approval of management
accounts and statutory accounts. Other time-limited working groups are established according to
need with a brief to support or advise on aspects of th8 organisation's programme and to which. in
addition to board memb6rs, people external to the Board may be invited to join. The Board. its
committees and working grou￿ are all subject to agreed Tems of Reference.
Primary responsibility for the company is vestsd in the Board. Day-to-day management functrons
are delegated to the Chief Execulive and Executrv6 Team. The Board agrees policy, development
stralegies and plans, overarching programmes and budgels. The Board devèlop these with the
Executive Team and reviews the implem8ntslion and effectiveness of these decisions.
The Board delegates day-to-day financial management and control to the Chief Executive (CEO)
and Execullve Team, and they implément systems together with reporting and planning
mechanisms set by the Board (se8 4. above). Management accounts are produced monthly. on
an actuallforecasl basis. and fom)ally reported to the Board quart8rfy following detailed s¢wtiny
by the Finan￿ & Goveman¢e Committee. Bank reconcAl￿tIonS are carried out Weekly. All
outgoing payments ar8 subject to a tWO-Stage approval process, and when cheques are issued
tsvo slgnaturès are required.
The Board leads th8 recruitrnent and seleotion of the CEO. supports the CEO in the recruitment
and selection of the Executive Team,. and agrees the establishment of ngw pemianent posts or of
material changes made to existing permanent posts. The Exacutive Team are responsible for
recruitment of all other 8xisling pemianent posts, and of fixed-temi proj8Ct staff where the cost is
included within approved project budgets. Th8 Board review remuneration a￿angeMentS annually
as part of tha annual, and longer-temi, budget settlng proce88.
The Board undertakes team and skills development. New m8mbers recelve 8n induction and
written guidance e.g. Terms of Reference for Board Members and Committees, and materials
from the Charity Commission and Companies House. Where spa¢tfi¢ needs are identified. training
support rs provided. The Board regularly undertakes a skills, knowledgg and experience audit.

Appolntments to tho Board: The Board reviews recruitmenl and retentlon annually. The Chair
and Wice Chairfs) are nominated and appointed by the Board from within their own nurnber.
Where vacancies arise or are anticipat8d, the Board appoints a task group to consider proposals
from existing Board members and the Executlve Team, and considers what external recruitment
should be undertaken. and the appropriate process for this. Appointments are mad8 for a temi of
up to six years.
R•servos Pollcy: The Board forecast that18vels of unrestricted reseNes held in the general fund
are sufficient in the short-temi but and that an available reserve of at least £90,000 is appropriate
at the current tirne. The company achieved this by September 2023 through annual business plan
targets and budgeting for an annual operating surplus in the g8n8ral fund. The Finance &
Govemance Committee review the ReseNes Policy from tim8 to tirne and make
recommendations to th8 Board.
At th8 2022123 period end. in addilion lo Restricted funds of £13,323 (2022.. £119,737), there was
surplus in total unrestricted funds of £98,298 (2022: £97,973). No funds are in deficit. The total
of funds held is £111.171.
Risk Managemont.. T1￿ Board reviewed and ass8$sed major fi'nanGial and operational risks.
including legislatlV8, StNctural, and ènvironmental changes to vthlch the charity might be
exposed, the ongoing disruption and risk potential remaining from the Covid-19 pandemic, and
the cost-of-living crisis. They are satisfied that systems and procedures are in place, both to limit
exposure to these risks and, where exposure ￿Uld exisl. be able lo manage this in a safe,
infom)ed. and responsible manner. An open and re(£ptiV8 approach to solving risk problems is
adopted by the Board and Executive Team. A rolling Development Plan is updated regularly and
sets out strategic obje¢tives. against which Ihe Board reviews progress and risk quarterfy.
Financlal Results: These accounts r8POrt on 12 months from 1 October 2022 to 30 September
2023. Comparative figures shown in these accounts are for Ihe 12-month period 1 October 2021-
30 September 2022. Our income for the period was £544,749 (2022: £568,584) and expenditure
of £650,838 (2022.. £547,734). The financial tumover of the organisation is subject to annu81
fluctuations and trar6fers lolfrom restricted resèrves. which reflect programmes, activities and
fundraising in any given year.
We 8nded the year 2023 with a small operating surplus of £2.648 on unrestricted funds. An
analysis of reserves is shown in Note 10 to the accounts. A breakdown of expendtture is given in
Note 5. Cash flow remained comfortable throughout the year, and there werè no exceptlonal
cir¢umstances that affected the final outtum for 2023.
Funds available: Th8 Board is optimistic about th8 financial security of the Company, considers
its financial position to be satisfactory and believes that present levels of funding are adequate to
support its principal charltable objects. National Portfolio Funding (NPOJ frorn Arts Council
England for the period April 2022 to March 2026 has been secured, with unrestricted funds
offered of £193.593 per annum for this period, a total of £580,779. A grant of £475,000 received
from the National Lottery Community Fund ¢ontinu8d to suppJrt the organisation's health and
wellbeing work, until March 2024.

The Foundation for Community Dance (trading as People Dancing) has a vlslon of a wodd
where dance makes a positive differen￿. Its mlssion is to make engagement with dance
important and rel8vant to individuals, communilies and society.
The organisation's work helps to provlde leadership for and within community and
participatory dance in England, the UK and beyond. Development activitiès undertaken and
services provided in thè year focused on driving up quallty through excellent and inclusive
dance practices, increasing dlversity through reaching new audiences and participants. and
striving for increased sustainability of the organisation. Work is underpinned by valuos

praGtitioners working in and with communitles. 1.665 people participated in our programme of
online and in-person events, courses. ne￿rkS and leaming opportunities. Our publishing.
films, website and blogs reached a further audience - including members and the general
public - of 181,000. Pion88ring online programmes contlnued lo enable peoplè to leam at
their own pace helped to improve accesslbillty and affordability through digital te¢hnologi8S.
Targeted publlcations continued to promote excellen￿ in community dance by culturally
diverse dance artists, promoting inclusion, diversity and quality in community dance.
Exlensive intemational o)nnections provided broader conlext and opportunities for critical
debatè.
We continued to provide membership sérvices to enable dance artists and practitioners to
work safely with the public, including a safeguarding and Disclosure and Barring Service in
England and safeguarding guidancé for practitioners. The organisation continued to offer
xibility around membership ren8wals, and 0￿rated generously with the provislon of
information. guidance. and signposts to sources of support.

Organisation. to offer qualffications for dance artists and leaders. Th8 Boards of PAQ and
Foundation for Community Dance agreed that these would be offered by Foundation for
Communlty Danc8 from 1 October 2023.

Nelworks- the Earfy Years Dance Nelwork (EYDN), supported and engaged artists and
practitioners working in dance with young diildren and their familieslcarers. The Inclusion in
Dance Nelwork continued lo provid8 8 national focus for artists and organisations committed
to Inclusive practic8 and better serving disabled people as p8rticipanls and audl8nce
members. The Liv8 W811 and Dance with Parkinson's Ne￿rk continues to develop, as did
the REACH! ne￿ork, almed at Global Malority dance artists. Newsletters were regularly
distributed across the networks.
Advocacy and represontatton- as an adive StratsgiG Alliance Member of the Culture,
Hèalth and Wellbeing Allianc8 and member of the UK Dance Network, profiling the work and
benefits of communily and partiapatory dance across our communications platfomis and
public8tions. Staff presented at several conferences in the UK and intemationally.
Continued leadershlp of Live Wo11 & Danco with Parkinson's - this National Lottery
Cornmunty Fund funded programme is built around six local delivery partnerships and
national strategiG patherships. with the aim of increasing provision, improving quality, and
identifying a dlversity of approachès to d&veloping this work and conditions of success
required to scal8 UP.
Partnèrs for changè - we worked collaboratively with a dNersity of organisations In dan￿,
the arts and education to eff￿t positive change and help 8¢hieve greater equality. equity and
inclusron. Examples include One Dan￿ UK, Sound Sense, Serendipity, Rubicon
DancelWales-Wid6 Training Programme, Protein Dance. Safe in Dance Intemational, Urban
Playground, Attenborough Arts, Mark Morris Dance GrouplDan¢e for PD, English Folk Danc8
and Song Society, Stopgap Dance Company. Candoco Danc6 Company. Corali Dance
Company, TIN Arts and the universltles of De Montfort, Central Lancashire, Roehampton,
Falmouth and Coventry.

The organisation remalned 8 National Portfolio Organisatlon (NPO) of Arts Council England,

The Board and the Finance and Govemance Committee met five times In the year. Dr Sue
Smlth was appointed as Chair of the Board at the AGM in November 2022. Carolyn McGrath ,
Paul Kaynes and Dylan Quinn were appoint8d as Wi¢e-Chairs and members of the Finance &
Governance Committee. We offered our thanks to Ruby Wolk, who stepped down from th8
board in November 2022.
Policies and procedures werè reviewed as needed by the Board In the yèar and updated
where required. Robust reporting to the Board atK)ul risk id8nlificalion and mitigation was
implemented In the year. Progress against the bu&ness plan was monitored with regular
updates provided for the Board. Flsk Register is mainlained and updated r8gularfy. Whilst
6hort-term risks and disruptron associated with Covid-19 and the cost-of-living crlsis
continued, no other material or longer-tem increases in risk were identified in the year.
A staffing restructure was undertaken in late 2022 and implemented from 1 April 2023 to
ensure the organisatlon's leadérship and delivery teams have approprlatè capaclty and can
meet future needs. The Executive Team is led by the Chief Executive and in 2022123
included the posts of Deputy CEOIH8ad of Health and Wellbeing, Head of Inclusion. Head of
Professional Development, and Head of Operations and Communications. Together they
provide effective artistic and organisational leadership, enabling the organisation to b8tter
meet amblllons for diversity within activiti'es and services. The caparyty and oversight
provided by the Executive Team has POSitiV8ly supported growth and development priorities.
Professional development and training Opportunities are offer8d to and taken up by all staff
within the organisation.
Continued self-evaluatron reassured us that progr8mmes remained of high qualtty, we
understand user needs, and that provision meels need. Data provided a range of intelligence
and statistical infornation to aid planning and to help ensure relevance. We remain
committed to reducing our carbon fcotprint and environmental Impa¢t in offi¢e-based and
programme activities.
The organisation's Equality Actlon Plan Is ￿VieWed regularly by Ihe Board to reflect current
contexts, organisalional ambitions, evaluation and data collection. The organisation's ethos
and work ar8 rooted in an understanding of equality based on diverse cultures and
communilies within a mcdem British context and their engagement with dance. Alongside this
the organisation works with knowledge of legislative frameworks as they relate lo equality
issues and protected characteristics.
Incom8 received by the organisation includ8d: £200,675 from eamed from membershlp,
Sernices and training pwrammes (2022: £194,889}. £193.592 from unrestricted grants
(2022: £191.184) and £99.177 from restricted grants (2022: £140,494).
Looking to the future, the organisation's refreshed developm8nt plans will guide the
organisation forward and renewed funding from Arts Council England for 2023 -2026 will
support organisational development and enabl8 progression of its charitsble objecliv8s of
public advancement in the art of dan￿.

rules in accordance with FRS 102, and the Companies Act 2006 and folbw the
recommendations in Accounting and Reporting by Charities

less the estimated residual value of tanglble fixed assets by equal instalmenls

Fund accounting
General funds are unrestricted funds which are available for use at the discretion of the
trustees in furtherance of the general objectiv8s of the charity and which have not been
designated for olher purposes.
Designated funds comprise unrestricted funds that have been set aside by the trustees
for particular purposes. The aim and use of each designated fund is set out in the notes
to the financtal statements. Restrictèd funds are funds which are to be used in
aGcordance with specific restridions imposed by donors or which have been raised by
th8 charlty for particular purposes. The cost of raising and adminlstering such funds are
charged against the specific fund. The aim and use of each restricted fund is set out in
the notes to the financial stslements.

All Incomlng resources are Included In the SOFA when the charity Ss legally entltled to the
income and the amount can be quantified with reasonable accuracy.
Gtfts In klnd donated for dlstrlbutlon ar8 Included at valu8tlon and recognlsed as Incom8
whan they are di5tribut8d to th8 projects. Gtfts donated for rèsale are included as incom8
when they are sold. Donated facilities are included al the value to the charity where this
can be quantrfied, and a third party is bearing the cost. No amounts are induded in the
financial statements for services donated by volunteers.
