The Parliamentary Human Rights Trust (the Trust), Registered Number 327478, is administered and managed by a number of UK Parliamentarians, who represent a wide range of political parties, in their capacity as Officers of the Trust and of the All-Party Parliamentary Human Rights Group (PHRG), and is based in the UK Houses of Parliament. The governing document of the Trust is the Declaration of Trust dated 23 January 1987, as amended 26 July 2012 to enable the independent examination of its accounts. None of the Officers are Trustees.

During this reporting period, the Trustees of the Trust were as follows: Baroness D’Souza; Baroness Anelay; Baroness Smith of Newnham, and Lord Boateng.

The Trust’s public contact is Nicole Piché, the PHRT/PHRG Co-ordinator/Legal Advisor, whose office address is House of Commons, London, SW1A OAA.

The Trust’s objects are to undertake, promote and commission research into the maintenance and observance of human rights (in countries of the world); and to disseminate the results of such research to governments, Parliamentarians, intergovernmental organisations and the general public in the United Kingdom. As a means of supporting these objects, the Trust works closely with the PHRG, which employs a Co-ordinator/Advisor. The restricted grant from the Barrow Cadbury Trust received by the Trust is transferred to the PHRG towards the payment of the Co-ordinator/Advisor’s salary. From January 2024, the Trust has also been assisted on an informal basis by a part-time intern, paid directly out of PHRG funds, for hours worked at the London Living Wage.

The Trust’s costs and outgoings are kept to a minimum as the Parliamentarians, both Officers and Trustees, undertake their work on a voluntary basis.

The Officers are responsible for the promotion of the objects of the Trust and, to this end, work with other Parliamentarians, intergovernmental organisations, NGOs and representatives from the UK and other governments, to decide upon topics to be researched, to collate information and to disseminate research findings. They also respond to enquiries from members of the public in the UK and abroad relating to international human rights issues. They are assisted in this regard by the above-mentioned Co-ordinator/Advisor.

The Officers and Trustees ensure the work undertaken to further the Trust’s objects is carried out on the basis of political neutrality.

The Trustees have complied with their duty to have due regard to the Commission’s guidance on public benefit in exercising their powers and duties, and with the Commission’s guidance on campaigning and political activity. The Trustees have reviewed the relationship between the Trust and the PHRG, a non-charity, and are satisfied any possible risks are being appropriately managed. appropriately managed. managed. The Trustees review internal financial controls and the accounts annually, and other guidance as appropriate, including that issued by the Commission, such as on risk management, safeguarding and social media use, to ensure compliance with their obligations, and have a Safeguarding Policy and appointed a Designated Safeguarding Lead, Trustee Baroness Anelay.

The Trust keeps monies in reserve to enable it to comply with its legal obligations, including those arising under employment law (e.g., redundancy payments), and to wind down in an orderly fashion (i.e., providing for 6 months operating costs), if the Trust was forced to cease operating.

During the above financial year, the Trust, in association with the PHRG, has undertaken the following:

On-going research on the following human rights situations and issues: Albania; Armenia; Bahrain; Belarus; Chittagong Hill Tracts (Bangladesh); Colombia; Egypt; India; Indigenous Peoples; Indonesia; Pakistan; Sahel; Saudi Arabia; Tunisia; US, Western Sahara; Corporate Due Diligence to Prevent Environmental and Human Rights Harms; FCDO Human Rights Programming; Overseas Justice and Security Assistance Guidance; Rights of Older Persons; Transnational Repression; Surveillance;

Research in connection with the organisation of Parliamentary meetings and events On: Colombia; Guatemala; Nepal; Autonomous Weapons Systems; Environmental Defenders; International Human Rights Day; International Women’s Day; LGBTQIF rights;

Monitoring the UK Government's actions and activities in the international human rights field, and meeting and corresponding with UK Ministers, Ambassadors and officials on issues ofconcern;

Regular meetings with representatives from human rights NGOs on issues of mutual concern;

Correspondence with human rights NGOs, inter-governmental organisations and members of the public further to their queries about human rights matters.
