The trustees. who art 35 dirertor5 for the purposes of tompJny law, present their report
and financial statements for the year ended 30 September 2023.
The financial statements have been prepared tn accordance with the accounting policies set
out in note I to the financi31 statements and comply with the charity's governin8
document. the Companies Act 2￿6 and "Accountbng and Reporting by Charities.. Statement
of Recommended Practice-Accounting and Reporting by Charitie5 ISORP IFR51021, second
edition issued in January 20191".
OBJEcfivES AND AcnviTIES
Princlpal Activities
The objects of the ¢harrty, as defined in the Memorandum and Articles of Association are..
l. To further anywhere in the world. but especially in the United Kingdom. the educational
purposes of museums which are open on a regular basis to the public at large and which
are not established as or part of comrnercial enterprises by promotin8 or a5515tin8 in the
promotion of improvements in the organisation of and the services provided by museums
and generally in the quality of museums and by fostering the use and enjoyment of
museums by the public so as to promote the greater knowledge of an understanding
among peoples-
2. To organise cooperation and mutual assistance between museums and between the
members of the museum profession in different countries-
3. To emphasise the importance of the role played by museums and the museum profession
within each community and in the promotion of a greater knowledge and understanding
among people.
Public Benefit
The following assessmeni of the public benefit delivered by ICOM UK is provided in
accordance wtth the requirements of the SORP reporting and the conditions set by the
Charity Comrnission.
The Trustees confi'rm that they have complied with the duty ift 5ertion 17151 of the 2011

cultural heritage communities, ICOM UK supports the professional development
aims of the world body of museums.
y promoting intercultural dialogue and understanding, ICOM UK supports the
general interests of the public by providing a channel and means for improved
international political relations.
3. By supporting the broader work of ICOM, ICOM UK is able to support work in the
public interest such as the protertion of cultur31 heritage at risk through disaster or
conflict and the prevention or deterrence of illicit trade in cultural property.
4. By providing a conduit for the exchange of professional expert15e. ICOM UK
supports improvement in the cafe and management of cultural heritage and
collections. ensuring that they are accessible to and can be enjoyed by current and
future generations.

S. By tsrganising professional development opportunities for UK myseums to share,
network and learn about international work here and abroad. ICOM UK contributes
to an essential programme of international exchange.
ACHIEVEMENTS AND PERFORMA14CE
Membership
The newly redeveloped website. launched in summer 2022, now also Contains a
membership hub. designed by WeDigMedia. This way. the mÈmbÈrshrp page is integrated
into the website. The 2022123 membership intake was the h.rst to be protwed via the new
membefship hub. The ICOM UK webstte is the hub for all ICOM UK infom)ation and
membefship Processing. The 2023 membership target had been set at a IO% increase over
the 2022 h.nal figures. Membership numbers ￿a(hed a combined total of 2,684 across all
membership categorie5 lsummarised in table bdow,. for comparison. 2022 numbers are
also included).. this constituted 3 17% Trncfease over pre-Covid120191 numbers. The
membership income tsrget for 2023 had been £256.127.. the attual membership income
achieved was £238.047.

2023 ICOM UK Conference
The 2023 ICOM UK Conference t¢)ok place in person for the first time since the Covid
lockdowns. The venue was Glasgow Royal Cr)n¢ert Hall Dn 17 and 18 April 2023. Once again,
the conference was organised in partnership with the National Mv5eum Director5. Council
INMOCI and support from the British Council and Barker Langharn. In addition. Museums
Galleries Scotland and Glasgow Life assisted wth organisation,. MGS supported the
conference with a grant of £1.5(KI. ICOM UK and its conference partners formed a Working
Group to develop and deliver the tonference. The theme of rhe conference was 'Addressing

During the ongoing war in Ukraine. and in partnership with ICOM Ukraine. University of the
West of England IUWEI and Kyiv-Pechersk Lavra UNESCO World Heritage Site. ICOM UK had
applied for grant funding from the ICOM Strategic Allocation Rewew Committee ISARECI for
a special project to purchase scanning and computer processing equipment. software. and
storage media for safekeeping of the Kyiv-Pecher5k Lavra Archives. Thi5 funding lÉ11,9441
was approved by SAREC. Additional funding was prO￿ded by UWE1É8.701.67 in
equipment). and in-kind support was estimated as é2.852. ICOM UK acted as the grant
administrator and project manager.
Some equipment Was sent to Ukraine from the UK,. other equipment was purchased in
Ukraine. Payment for the latter required transfer of fvnding from the UK to Ukraine which.
due to the war. proved difficult but was resolved with the assistance of ICOM Ukraine. As of
late 2023. a new database set up as part of the project contained 238 copies of paper
docvments and 2,859 documents of photographic documentation of the Preserve's objects.
Digit153tion was ongoing and wès expected to take some time to tomplete due to
challenging working conditions involving frequent power cuts and missile alerts. A separate
report about this project is available.
S￿dent Placements
ICOM UK continued with rts strategic objective to 5UPPOrt the future generation of museum
professionals and offered several student placements. As ICOM UK does not have a fixed
offite, the opportunity to host remote platemÈnts is valued, and ICOM UK continued to
host students frorn the Vniversity of Manchester and UCL, London.

ICOM UK commissioned a new website which launched in M3y 2022 and a membership site
which launched in November 2022.
Incorporating the membership site into the website ueated a single place for members and
non-members to find information about ICOM UK, the UK and international museums
sector. and join ICOM UK or renew their membership.
While there are no comparison figures yet. for the period until September 2023 our new
site saw 37.870 sessions and 32,006 users. Most visiting countries were the United
Kin8doiii. Ilie Unlted Sratès and the Netheflands and the top three paBe visits on the
website were My Account. Where con l use my ICOM cord in the UK? and Join Us.

Through 202212023. ICOM UK continued to ¢vrate a weekly news email sent direttly each
week to all members. Trello is now v5ed for planning and scheduling posts to the website
and social media. The websste now a150 Includes a sertion covering global Conflicts affecting
heritage.
ICOM UK continued to grow its social media presence and engagement through Twitter
@UK_ICOM. which has 9.757 followers1Septernber 20231 up from 9,600 Iseptember 20221.

ICOM UK continued to build its following and engagement on the ICOM UK Facebook page,
which has 502 followers and 410 people have liked the page1September 20231. which 15 UP
from 406 followers and 353 people who liked the page Iseptember 20221.

The Board discussed the relationship between ICOM UK and its members in the regions
called the UK'S overseas teirrtories with a Mew to reinvigorate conversations and improve
membership offers specifically fof members in the overseas territories going forward.

STRUCTURE, GOVERNANCE AND MANAGEMENT
The Intern31ional Council of Museums (United Kingdom) is a charitable company limited by
guarantee and established under its Memorandum and Article5 of A5$0ciation las amended
by Special Resolution on l May 19961. In the event of the company being wound up every
member of the charity undertakes to contribute such amount as may be required (not
"exceeding £11.
ICOM UK progressed the work on converting io a CIO (Charitable Incorporated Organisation
IAssociation Model). A formal conversion application to the Charity Commission was
submitted but rejected by the Charity Commission on the basis that the new wording was
interpreted as 3 change to ICOM UK'S charitable objectives. A new application is yet to be
submitted.

that aligns with the AGM at which ICOM UK members will be required to vote for new

Followng an unsuccessful recruitment drive to fill the position of Wales ￿presentatIve,
Professor Jane Henderson was appointed as an observer to the ICOM UK Board on behalf of
the Federation of Welsh Museums and Art Galleries until a new Wales representstive can
be appointed.
ICOM UK continued or renewed contracts for two part-time freelaftcer5 to help deliver its
work alongside the volunteer committee..

No Conflicts of interest were declared in accordance with the operating procedures Set
d¢)wn by the Governing Document.
The AGM and 8oar(I meettngs take place in accordance with the operatin8 procedures set
out in the Governing Document Imemorandum and Articles of Association). Board
meeting5 are minuted and the minutes are reviewed at each subsequent meeting.
The Board of Trustees meet on a Quarterly basis in October 2022. February 2023. April 2023
and July 2023. With tTUStees located all across the UK. online board meetings are efficient
in terms of time and cost, but the trustees recognise the benefits of meeting in person at
least once a year. Board meetings were held online with the exception of the April meeting
which was hosted by Nick Marchand at the V&A.
The Board held In Away Day on 7 ottober 2022 in ￿verpO￿ to focus on development of a
new draft Strategy. Discussions were led by two facilitators from Barker Langham. The
result was a comprehensive draft document which outlines ICOM UK'S priorities and is
aligned with the new ICOM Straiegv.

Responsibility for the review and management of risks to ICOM UK rests with the Trustees
and is dealt with in the normal course of business.
The charity is associated with the UK Committee of the International Council of Museums
IICOMI. and undertake5 artivities which further the profile and engagement with ICOM by
thè UK museum profession.
PLANS FOR FUTURE PERIODS
Major artivities planned for 2023-24 are..
Plan and carry out a funded partnership project jointly with ICOM Ukraine,
Ukrainian Institute. Museums Association and 8ritish Council to develop a
decolononialily guide for Ukraine.
Continue working to tncrea5e mernber5hip numbers, and diversify the membership.
Oevelop and deliver the 2024 ICOM UK Conference with partners in Northern
Ireland.
Commence plannin8 for the 2025 ICOM UK Conference. with partners in England.
Continue to consult ICOM UK members and feed into the ICOM consultations on
the rewsion of the ICOM Code of Ethics. and any other consultations arising.
Apply to the University of Manchester to host two students for online placements.
Continue administration of the ICOM UK Bursary Scheme.
