The Trustees present their report together with the financial statements of the charity for the year ended 31 December 2023. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

BAETS is an unincorporated charity which is governed by its constitution adopted on 7[th] July 1982. The charity registration number is 326152. 

## **Method of appointment or election of Trustees** 

Trustees with the required skillset are elected by vote by the members and confirmed at the Annual General Meeting for a term of three years. Any Trustee so appointed shall, at the end of their term in office, be eligible for re-election.

## **Policies adopted for the induction and training of Trustees** 

All new Trustees are asked to sign a statement of eligibility and are sent the following: 

- The minutes of the Trustees meetings for the previous year. 

- List of current Trustees and contact details. 

- Annual list of dates of Trustees meetings. 

- Guidance on expenses allowances. 

- The most recent Association accounts. 

- A copy of the Charity Commission publication ‘The Essential Trustee – What you need to know.’ 

## **Risks** 

Trustees regularly review the major risks to which the Association is exposed, and systems have been established to mitigate those risks. External risks to the Association have led to the development of a system of regular review of investments. Internal risks are minimised through the implementation of procedures for authorisation of all transactions and funding. These procedures are periodically reviewed to ensure that they still meet the needs of the Association. 

The Trustees consider that the risks to which BAETS is exposed are not of material significance. 

## **Charity objective** 

BAETS membership consists of consultant and trainee surgeons with a common interest in endocrine surgery. It was formed in 1981 for the purpose of providing education and training advice in the sphere of endocrine surgery. 

## **Activities** 

BAETS holds a national annual meeting where research papers for the purposes of education are presented. There is an educational forum in the form of a teaching symposium and guest speakers are invited to speak on educational topics. In the past two years BAETS has developed a series of online educational webinars to aid continuing professional development and education of its members and collaborated on educational webinars with the Endocrine section of the Association of Head and Neck Surgeons in the United States. 

BAETS plays an active and key role in the formation of national guidelines for endocrine surgery and in the structure of education and examination of junior surgeons. It has had an advisory role in the future of endocrine surgery provision with regards to NHS planning at Government level. It also runs a national database for all endocrine surgery operations and results from this database are used to establish UK practice and aim to improve surgical outcomes. 

BAETS supports research with direct grants, applied for in competition and before an interview panel. It also supports junior and newly appointed consultants with travel grants for educational purposes and has close links with other patient led charities such as Butterfly Thyroid Cancer Trust, AMEND and the British Thyroid Foundation. 

## **Achievements and performance** 

BAETS annual scientific conference continues to thrive and is a platform for the exchange of ideas and for the continuing professional development of its members. In 2023 the conference was held in Athens with our Hellenic colleagues. This was a very popular meeting with wide ranging discussions on Thyroid cancer and new management of both benign and malignant conditions. Members found it a great opportunity to network and learn from each other. The Thyroid and Parathyroid masterclass in March 2023 was once again held at the RCSEd Birmingham and was very successful. The World Congress on Thyroid Cancer (WCTC) was held in London in 2023 and to showcase UK Thyroid Surgery the BAETS hosted a reception welcoming visitors from around the world to the meeting.

There has been continued development of the UKRETS database with improved functionality and roll out of dashboards in parathyroid and adrenal surgery to complement the existing thyroid dashboard for use in members self-audit and appraisal. 

BAETS continues to collaborate with its European partners in the pan-European rare endocrine tumours database EUROCRINE. This aims to improve the welfare of patients with rare endocrine tumours by the learning that may follow inspection of a large cohort of patients from across Europe. Analysis of the BAETS database of endocrine operations (UKRETS) continues. 

Education and research continue to be a strong focus of BAETS which offers annual educational grants to surgeons in training and regular research “pump-priming” grants to members whose applications are peerreviewed by appropriate scientific referees. 

BAETS has also been in active discussions with patient representative groups to help develop and update patient information leaflets which are available to both patients and health care professionals free of charge from the BAETS website. 

## **Public Benefit Statement** 

The constitution of BAETS is ultimately designed to promote the welfare of patients with endocrine or thyroid diseases, whether this be through research, education, training, or other means. The Trustees and Executive of BAETS are fully cognisant of this responsibility, which informs all our decision making. 

As mentioned above, we publish results of surgical outcomes of BAETS members. Whilst BAETS has been commended for being at the forefront of this drive for openness amongst national surgical associations, the Trustees are aware that there are still improvements to be made and we are looking at ways in which this information can be cost effectively disseminated. 

We continue to give multiple opportunities through webinars, podcasts and our annual general meeting for thyroid, parathyroid and adrenal surgeons to ensure that they keep up to date with the latest professional developments. 

BAETS continues to collaborate with the Get It Right First Time (GIRFT) project which aims to drive up standards, equalise patient access to high quality care and share good practice across the country. 

The Trustees are pleased to provide funding for research into the causes, effects, or treatments of endocrine disorders. In 2023 All UK based trainees presenting their work at the World Congress on Thyroid Cancer in London had their attendance funded by BAETS to promote UK training and research for the next generation of surgeons 

The Trustees fully recognise the importance of patient charities and organisations and work closely with them, especially around the time of our annual scientific conference and are exploring ways of making the patient experience an integral part of the annual meeting. 

Provision of high-quality education and training for the next generation of endocrine and thyroid surgeons is one of BAETS key goals. To that end we support our trainees in being able to disseminate their research work thus enhancing their career development and their knowledge of endocrine disease. 

## **Reserves Policy** 

It is the policy of BAETS to maintain unrestricted funds, which are the free reserves of the Association, at a level to provide sufficient cash resources to meet future expenditure. At 31 December 2023 the unrestricted funds of BAETS are £199,944 (2022: £199,594). 

The Honorary Treasurer updates the Trustees on the level of reserves, and this is collectively reviewed annually. The Trustees consider that the reserves held at the year-end are sufficient to meet the future activities of the Association.

## **STATEMENT OF TRUSTEES' RESPONSIBILITIES** 

The Trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable Charity law requirements. Charity law requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Association and of the incoming resources and application of resources, including the income and expenditure for that period. 

In preparing these financial statements, the Trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charity SORP; 

- make judgements and estimates that are reasonable and prudent; 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the Association will continue in business. 

The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the Association. They are also responsible for safeguarding the assets of the Association and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **Independent Examiner's Report to the Trustees of the British Association of Endocrine and Thyroid Surgeons** 

I report to the Trustees on my examination of the accounts of the British Association of Endocrine and Thyroid Surgeons (The Trust) for the year ended 31 December 2023. 

## **Responsibilities and basis of report** 

As the Charity Trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- 1) Accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 2) The accounts do not accord with these records; or 

- 3) The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a “true and fair view” which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note to the accounts. The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) and the Charities Act 2011. 

The charity has taken advantage of the following disclosure exemptions in preparing these financial statements, as permitted by FRS102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’: 

 The requirement of Section 7 Statement of Cash Flows. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received, and the amount can be measured reliably. 

Investment income is included when receivable and consists solely of bank interest. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty. 

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings, they have been allocated to activities on a basis consistent with the use of resources. 

The charity has creditors which are measured at settlement amounts. 

## **Allocation and apportionment of costs** 

Support costs are allocated 100% towards charitable activities which includes governance costs. 

## **Taxation** 

The charity is recognised by HMRC as exempt from taxation on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the Trustees. 

## **Volunteers** 

In accordance with FRS 102 and the Charities SORP (FRS 102), the economic contribution of general volunteers is not recognised in the financial statements due to inaccurate measurement bases.

There were no Trustees' remuneration or other benefits for the year ended 31 December 2023 nor for the year ended 31 December 2022.
