Structure. governance and management
The District'8 govemiThJ documerrts are those of The Scout Assoaation. They consist of a
Royal Chartèr, which in tum gives authorily to the Bye Laws of the Association and The
Policy. Organisation and Rules of The Scout Asscoatson.
The District is a trust estsblished under its rules which are common to all Scouts.
Th8 Trusteeg are appointed in awordance with ￿ Policy. Organisation Rules of The
S¢oul Assoaation.
The ￿"StriCt is manag6d by the District Executive Commlttee, the meM￿[S of which are the
'Charity Trustees, of the Distnd Scout Counal which is an educational chanty As charity
trustees they are responsib￿ for comKlying with legislat￿n applicabl6 to Ghartbes. This
includ8s the registration. keeping proper accounts a￿1 makirKJ retums to the Chartty
Commission as appropriate.

Risk and Intemal Contr
The Distnct Executive Committee ha8 identffied the major risks to which they believe the
District is exwsed. Thes8 have b8en reviewed and systems have been established to
mitigate against them. Tr main areas of con¢em that have been identtfied are.-
Scout House
There are risks inherent in any major building proJect. The Distnct has taken legal advicè to
protect rtself as best as possibte and folloMng pract￿1 completion has entered into
collateral warrarrt￿S wtth the developer and rts professional team.

The reputational risks are mit￿ated by the use of the Swut Asswth'on media team

reciprocal arrangements exisl wrth these organisations. The Distnct has surriaenl lyjildings
and contents insurance in ￿ace to Mrt￿3ate against pemianent loss.

There ar8 onerous legal requirements upon trustees to ensure that the finances are done
property. Th DistrK* is heavily depen￿ upon volunteers to ensure this all done
¢orrectly.
There is always an exposure to a financial loss arising from events which is mrtigated by

The District is totalty reliant upon volunteers to run and administer athvities. Support and
training are provtded to reduce the nsk of leaders leaving the Distrid.

On 12 October 2015, followjng granting of plannirvJ pernitssion the Trustees entered Into a
Development Agre8ment wrth Sherwo¢xl Property Trading ￿mited The agreement provided
for the developer to redevelop the freehokl of Scout Hou88, tr¢e ground arml first floor5 of
which will provide for the Trustees a New Scout Hall which wll be held on a long lease and
flats which will bo retained by the develorer On 13 April 2017 a Deed of Variation to th6
ag￿ement wa6 made On 15 May 2017 the Development Agreement was assigned lo
Bermondsey Residential kn"mrted and a parentsl guarantee from Mizen Prope￿aS Limrted
vM$ obtained.
On 18 July 2017 the District signed a 999 year lea8e iyrth Bemiondsey Residential Limrted
for The New Scout Hall SE16 48D. The lease is tenant repainng (for 8 £1 premium and a
peppercom rent) and wrth a service charge The property can only be used as a place for
Scouting Activities and a ¢ommLrnrty centre wrth class D1 of the use of classes ordèr.
Th8 Trustees have Compl￿ th8 Charity Commission requirements on the disposal of
land. The valuation provided in August 2015 of the market value of the leasehold interest of
the Scouts accomM￿lat￿l was of order of £1.5 million.
The Distnct receivèd net proceeds of £282,865, part of which was to cover rental of
accommodation until Ihe new premises are ready, a contribution towards rfit cos1$ and
surv6yors monitoring costs and ser￿￿ charge payments for future years,
The remainder of the fuTrJs from the sale are for investment to permrt scouts.ng to continue
on a strong footing in s￿wark for the foreseeable fLrture.
The demoif(ion of the buikjing commenced in May 2018. cl￿nt site meets'ngs ¢ommenGed
in September 2018. Scout House was fomally handed back to us on 8 September 2020.
Due to the global pandemrc the fit oul of Scout Hots$e was delayed unthl Sprirg 2021 and on
19 Septemter 2021 Scout House was officially opened and the AGM held.

potential. The Distnct has been able to daim OmKron Grants from Southwark Council.
An Investment subcommfftee will ￿ set up to remew options as to the appropriate
investment of the surplus proceeds to generate an income to assist tthvards securing
Scouting in Southwark District for the next 50 years.
The District continues to be thankfvl for the work of Paul Wootton b*ho undertakes much of
the day to day work of running Scout House.

Waylands Campshe, Westerham
The 2021 camping season suffered as a result of the coronavirus pandemic so there was
limrted camping at the srte After camping events became possible again from July 2021 we
started to see more bookings taknng place and bookings We￿ d05e to nornal by end of
March 2022.
As a result of the I0(*d￿￿n the Distn'ct has been able to daim Local Restncbjns Support
Grants and Omicron Grants from Bromley Council.
The Distnct continues to be thankfvl for the Work our Warden assisted by Brian Lodge for
tasks that requi￿ more than one set of hands Our thank6 also go lo all the Committee. Llz
Fricker and hef husband and the County Comrnissioner for thelr ¢ontinued support and y￿rk
at the campsite and to Brian Lewis.
Publi¢ ￿n•fit Statement
The Distrid meets the Charrty Commis$ion's public benefft uiteria under b)th the
advancement of education and the advancement of crtizenship or community development
headings.
Achievements and Perfonnance
Flnancial Support to Group•
As part of the function of supporting Scouling in Southwark the District financially supports
Scout Groups where needed. In th18 financial year we agreed a loan arrangement to one
group, to cover a polenlial Gash ftow issue. The loan was not taken up, bul provided
securty to the group at a crtical time
The District Ihanks the Distnct Treasurer for h8r work in supporting Treasur8rs of each
Scout Group to Submit suitable accounts, and In drawing their attention to financial support
available from the Scout A8so¢iation and other Sources.
Scout Acllve Support
There is currently no centrally organised fundffiing Sclxrt A(*ve Support Unit, though
SUPF)Ort is available to groups on an adhoc bas￿. We are k)oking to grow the Artive Support
Unrt to provKle a rn￿e effectNe contribution to the distncL

The distnct would like to thank Kay Francis fc* her continued efft>rt3 to ensure all mandatory
training is completed. As a resutt of this numbers of memters overdue on training has been

Face lo face Scout weekly meetings, Distnct Events arvj County Events were abk to restart
in Awil 2021 until De￿rnber 2021 and then start again in February 2022
While fa¢e to face meetings were not available our Scout Groups and Explorer Units moved
to the digrtal world for meetings Most groups held Zoom meetings covenng a range of
activities including crafts and cooking. A¢Xivty packs were sent out and young people
camped at home. Our le*r5 kept in touckn wrth the young p￿pIe and gave them Scouting
in new ways.
In the periods when lothdown was lffted there was a welcome return lo In person Scouting
but planning was complicated by uncertainty around possible future mle changes which
made for a slt)wer comeback for camps and events. However, around 70 Scouts took part
in a Night Hike in Odobw 2021, arKI 11 Nights Away evants were held in the spnng of
2022.
The census in January 2022 showed a welcome 25% growth In youth membership nuMt￿9
relatNe to January 2021 as members retumed to In-￿rson scouting.
We thank all th8 leaders in thè district for adapts'ng to the situation and continuing to
5UPPOrt our young people in very djfficult srtuaticfis.
Our Explorer Scouts are encouraged to enrol for the Duke of Edinburgh Awards arKI
Queens Scout Award and Iraining for expedrtions conts'nued.
Young Leaders have continued lo participate in the District Young Leader training with
training day In May 2021 followed by more events in Decemb8r 2021 and January 2022
As at 31 January 2022 ttwe were 33 Young Leadars oFwating in 8 of the 14 groups in the
District.

Scout Notwork
Thè Scout Network was rather dom)ant during the pandemic and immed￿te aftemath but
we expect to see much more actr¥ity in 2021-22.

Internalion81 trips gNe the young people the opwrtunty to represent our district at a major
event, meet Scouts from all over the world leam al)out 8 dsfferent cullure. The distnct
supports these Soxts and Explorer8 wilh various fvrKlrai$ing 6¥8nts to help them cover the
cost of the trip.
Due to the global pandemic al international trw p0stym)r￿d unlil 2022.
11 of our Scouts aThJ Explorers have been selected to attend the 2V Workl Scout Jamboree
in Kor8a in 2023.
There is a County trip planned to Croab'a in 2023 arhj 28 of our ExrAorers and Scouts have

Reserves pollcy
The Distn'cys policy on reserves is to hohj suffiuerrt unrestrirAed resources to continue the
charitable acaivities of Distnct shoubj income and fundratsing activiti8s fall short. The
need for substanb.al reseryes was Illustrat￿ during th8 COVID pand￿1¢. A ￿rIOd not
exceeding 36 months is considered appropnate
The District ExecutNe Commth88 consKlers the Distnct should hold adequate r8serves for
Scout House running wsts as there is no steady income stream
Scout House and Waylands as a resu￿ of incxeasing utilty costs
The distnct receives the mandatory tharrty relief on lyoth rts buildings and the discretionary
relief on one and needs to allow reserves in case there Is any reduction in t￿ discretionary
or worse still the mandatory business reliel for charrtEs
The campsrte needs an appropriate reserve for major replac￿ment items and IM￿0VeMents
which will not be insignificant amounts of funds.

Charities are required to set out their investment objectNes in an investment i)olicy which
they should keep under regular review" the Investrnènt policy should be the starting point for
any trustee board discussion on investrnents. At present the District has adopted a risk
averse strategy and current a$8et$ are hekl at call or short nots.ce using only mainstream
banks or buildiro Soc￿lIes, no other Investments exrst
