Ihe Board of Tnjsices and managcd by the Charity's Executive Director. Supponed by the Universitv's
Global Development team, the Executive Director is responsible for the day-to-day manag¢m¢n( of the
Chariry.
Recrmilment and appointment oflrnstees
Trustees are appoinied by invitation from ihe existingF Trusi¢es and by majority vote of the Trustees of
the Charity.

The trustees and F.xecutive Director comprise ihe management of the charity who oversee dire¢tin
running and operaiing ihe c.harity on a day-l04ay basis. The pay of ih¢ Executive Director is reviewed
ann￿￿lY by ihe Trustees.
Organisalionttl struclure
Trusi¢¢s me¢¢ quarterly at which time the Executive Director, who is app()inted by them, reports on all
marrers of policy" and strategy. Trustees are infomied of strategies to raise ￿ndS for, and incre&se the
profil¢ of, Bar-llan University. These meetings also include the presenthtion of managcmeni accounis
and cash flow. Any changes in strategy are discussed. amended and when agreed, &dopt¢d as wriiien
policy by the trustees and impletnented by the Executive Director.
The British" Friends of Bar-llan University was established in 1957 by 5UPPOrters of the University 10
assist the development of teaching and resear¢h in all areas of study with full academic freedom whilst
incorporating an awareness and knowledge of Jewish identity and cultural heriiage.
The Britlsh Friends have worked in conjunction with the Anglo-Jewish Community, as well as other
organi5aiions wilh similar educational aims. to promote the University. Under a De¢d of Amerkdment
dated 14¢h O¢lober 2004, thc Trustccs replaced the original Trust Deed to conform with modern day
practices. In addition. to reflect and identify their activities. the name of the chariry was changed to The
British Friends of Bar-llan University at that lime.
Remuneralion
A s81ary is paid ¢0 the professional staff of (he charity. Professional f¢es are paid to outside professiona15
such as the accountants. None of the trustees receives any pa>'ment or r¢iTnbuis¢m¢ni of expenses and
they all serve in a voluntary capacity.

The trustees have examined (he major risks which the charity faces and confirms that Systems have been
established io mitigate ihek risks.
The major operational risk is the extent to which the University applies the funds raised in a¢cordance
with ihe und¢rlyÈn¥ fundraising campaign. "rhe trus¢¢es m2nagTe this risk by ensurinL, Ihrougyh regular
dialogue and Me￿ing with the Universiry pcrsonnel, that the funds are COTrectly applied.

The British Friends of Bar-llan University is one of a number of organLSa¢ions around rhe world, which
exist to promote the aims of this major Israeli institution- to support its research in all faculii¢s- to
estsblish and mainiain scholarships for th¢ ¢ducation of studenis at Bar-llan University and for that
purpose to build up SLholarship fund5; to provide funds for and towards the erection. equipmenl and
maintenance of le¢lure rooms, libraries. laboraiories and other buildings and facilities as may from time
io time be necessary for the purposes of rhe University and its Staft'and snjdents. any cosis or expenses
incurr¢d or to be incurred by ihe Universiry in opcrating and Jnaintaining th¢ Univ¢rsily in 8 proper and
¢ffici¢nt manner and the promoiion and advancement of religious and secular education and instructio
by and at the UnÉversity.
Publie benejll
The trusiees have complied with section 17{5) ol'th¢ 201 I Charities Act, having due regard for ihe
Charity Commission's guidance on public benefit when reviewing the tmst's aims and objectives, when
setting the grant making policy and in making grants.
AehievemeDts and Perfonnance
During the year under review. the charity coniinu¢d to raisc its profile in th¢ Uniied Kingdom, attracting
new community partners. supporters. and alurnni. A programme of events was delivered. including a
sold-out scre¢nitLg of Screams Before Silence ai JW3 in February 2025. held in pannership with Jewish
Women's Aid. The event feaiured coniribuiion5 from ProfessoT Ruth HaI￿rIn-KdddarI and journalist
Deborah Joseph. In Oclob¢r 2025, Professor Halperin-Kaddari also participated in a breakfast briefing
in London. providing updates on the Rackman Center 5 Dinah Projc¢t and ils ini¢rnarion81 impact.
The charity advanced academic collaboration between Elar-llan Universiiy and UK illsiilulions. An
online consultation was held wilh over 300 faculty members invited and 19 attending to share ideas and
opportunitie5 for collaboration.
The charity supported and promotcd webirkars featuring Bar-llan faculty and leadership, including
strategic briefing5 on Irarl, campus updates, and future-focused analysis. Bar-llan's Academic Arniour
initiative was highlighted, providing academic. financial, and emotional support to student reservists
and evacuees. The initiative wa5 recognised nationally with (he Israeli Minisier of Defence Award of
Recognition.
In response to the whr in Israel, the charity suprM)rted urgeni appeals for students serving in the IDF. An
emergency fund cstablished after Oc(ober 7 raised over S5 million to cover tuiiion fees, renL and living
¢osts for 1,542 students in service. including 952 activc duty. as w¢ll as their spotJs¢s and evacu¢¢s.
The Pesa¢h Appcal 2025 continued this support. fo¢LLging on alleviating financial burdens for serving
students.

Staffing change5 occurred during the year. Max Dunbar, Executivc Dircctor for thr¢¢ ycars, stepped
down in August 2025. Sharon Blackstone was appointed Interim Execuiive Director in September 2025
to provide leadership during the transiiional pcriod. Ben SalaTMon was appointcd Executive Director in
January 2026.
The Board was strengihened with the appointment of new trustees. Dr Toby Greene, Visiting Lecturer
in BIU'S Political Studies Department, joined the Board and Dame Louise Ellman DBE was also
appointed as a Irusiee, bringring extensive political and community leadership experience.
Overall, Ihe charity demonstrated resilience and adaptabiliry, combining community engagem¢nL
a¢ademic collaboration. governance renewal, staffing continuity, and humanitarian r¢spons¢. These
achievements reinforced its mission to connect UK supporters with Bar-llan University and to champion
education and impa¢1 duringT a chall¢nging year.
Financial Review
Incoming resources of the charity for the year tolalled £524,324 (2024= £986,750). T(A&l resource5
cxp¢nded for the year totalled £514,370 (2024: £1.016.142), including donattons transfe￿¢d to the
University of £398.34912024: £899,260).
Annual budgets are approv¢d and monitored by trustees with variances highlighted and discussed
Board meetings.
In the opinion of the Trustees. the Charity's assets are sufficient to fulfil the obligations of the Charity.
Reserves Pollcy Statement
The Charity's policy 15 that unrestricted funds which have not been designaied for specific use should
be maintained at a level eqllivaleni io Six THonths' expenditure. The Truslees consider reserves al this
level will ensure that, in the event of a significant drop in funding. they will be able to continue the
Charity's curreni aciivities whilsi consideration is given to raising additional funds.

The charity's Irusiees are responsible for preparingj the Trustees Annual Report and the financial
siai¢mcnts in accordance with applicable law and lJnited Kingdom A¢¢ouniing Standards (United
Kingdom Generall).. Accepied Accounting Practice).
The law applicable to chariiies in England and Wales requires the trustees lo prepare financial statements
for each financial y¢ar whi¢h giivc a true and fair view of the state of affairs of the charity and of the
incoming resources and application of resources of the chariry for that period. In preparing ihese
financial statements. the trustees are requir¢d 10:
select suitable accounting policies and then apply them consistently:
observe the rnethods and principles in the Charities SORP;
make judgements and estimates that ar¢ r¢asonable and prudent.
state whether applicable UK accounting standards have been followed, subject io any material
departures disclosed and explained in (he financial ststements:

that the charity will continue in operation.
The trustees are responsible for keeping proper accounting records that disclose with reasonable
accuracy at any lime ihe financial position of the charity and enable them to ensure that the financial
ststemcnts compl) with ihe Charities Act 2011, ¢h¢ applicable Chariiies (Accounts and Reports)
Regulations and ihe provisions of Ihe Trust Deed. The trustees are also responsible for safeguarditlg the
a55ets of the charity and hence for iaking reosonable slep5 for the prevention and det¢¢lion of fraud and
other irregularities.
The trustees are responsible for th¢ maint¢nance and integrity. of the charity and financial inforniation
included on the rharity's website. Legislation in the United Kingdom governing the preparation and
dissemination of financial statements may differ from legislation in other jurisdictions.

Basis of accounting
The financial Sta￿MentS have been prepared under the hisiorical cost convention with items
recognised at ¢ost or transaction value unless otherwis¢ siai¢d in the notes to the a¢¢ounts.
The finan¢ia] staiements have been prepared in accordance with the charity's trusi deed, the
c.harities Act 2011 and 'Accounting and Reporting by Charities.. Statement of Recommended
Practice applicable to charities preparin&F th¢ir accounts in accordance with the Financial Reporting
Siandard applicable to the UK and Republic of Ireland {FRS1021" The charity constitules a Public
Benefit Entity as defined by FRS 102.
Going ¢on¢ern
At the time of appro¥ing the accounts. the truste¢s have a reasonable expectation that the charity
has adequatc rcsources to continue in operational exisience for the foreseeable future. The trnste¢s
Iherefore continue to adopt the going concern basis of accounting in preparing the ac¢ounis.
Funds Structure
Restricted funds are funds which are to be used in accordance with specific restrictions imposed
by the donor. Unrestricted funds are fvnds which are used in accordance w'iih ihe ¢hariiabl¢ obje¢ts
at the discreiion of thc t￿￿1¢¢5.

Donation income is recognised in the pcriod in ivhich the charity is entitled to receipt and the
amount can be measured with reasonable certainty.
Expenditure r¢eognltlo
Liabilities are recognised a5 resources ¢xpend¢d as soon as rhere is a legal or constru¢iive
obligation commilling the charity lo the expenditure. All expenditure is accounted for on an
accruals basis and has been cla55ified under headings that aggregate all costs related to the
category.
Grants paid consist of amounts paid to Bar Ilan Universiry in line with ihe objects of the charity.
