REFERENCE AND ADMINISTRATIVE INFORMATION
Palmers Green High School was founded in 1905 and was privately owned until its incorporation in 1954 as
company limited by guarantee and not having a share capital (Registered No. 537727). The school is a
registered educational charity No. 312629. The school's governors, executive officers, professional advisers and
address are given on page l.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
The school is governed by its Memorandum and Artlcles of Assoclation last amended In September 2007.
Recruitment and Training of Governors
New Governors are inducted into the workings of the Company as a registered Charity includlng Board Policy
and Procedures and also of the school, at a meeting specially organised for them by the Head and Bursar. All
Governors have a￿ss, as appropriate to their indlvldual skills and experieno, to trustee trainlng workshop5 as
organi*d by the Association of Governlng Bodies of Independent Schools {AGBIS), the Independent Schools
Inspectorate (ISI) and the Independent Schools Bursars Association (ISBA).
A Governors, Strategy Day was held on Saturday 17th September 2022. During the academlc year 2023-2024, It
is our intention to have more governor presence in school with governors attending lessons, meeting staff and
pupils from various year groups.
The Gtsvernors are appointed annually by the School Council. In accordance with the Artlcles of Association one
fifth or, if their number is not five or a multlple of five, the nearest to one fifth retire by rotation in the year at
the Annual General Meeting. At the AGM in November 2022, Mr Jason McKinlay resigned as Governor with
effect from IS￿ November 2022. Mr Gary Tidmarsh was elected as Governor from 15 November 2022. The
Reverend julie Coleman was derted as Govemor from 22nd March 2023. Mr jeremy Piggotl resigned as Chair
of The Finance & General Purposes Committee with effect from 221id March 2023. Mr Anthony Frankal was
elected a5 Chair of the Finan￿ & General PLJfposes Committee from 22nd March 2023.

Organisational Management
The Governors meet as a Board at least three times a year to determine the general policy of the company and
to review its overall management and control, for which they are legally responsible. The Flnance and General
Purposes Committee, chaired by Mr Frankal, meets three to four weeks before each meeting of the full Schc>DI
Council to monitor and review bL￿gets, accounts and reports for approval by the School Councll. The Education
Commlttee, chalred by Mrs Tidmarsh, meets termly durlng the year to review academic matters. The Bulldings
Committee, chalred by Mr Atkinson, meets termly and èdditr'onally on the instructions of the School Council to
plan and manage building projects. Tre Risk Mitigation Committee, chalred by Miss Averklou, meets termly.
There is a named governor for child protection and safeguardlng and a named governor for health and safety
(inclLJding school trips). The Pensions Commlttee and Remuneration Comrmittee are sub-committees of the
School Council, which meet at least annually. The Executive Committee meets as required and comprises the
Chair of Govemors, the VI￿ Chair of Governors and the Chair of the Finance & General Purposes Commlttee.

The day-to-day runnlng of the school Is delegated to the Head and Bursar, supported by the Deputy Head and
staff. The Head arKi the Bursar attend meetings of all the above governors, committees, with the Deputy Head
attending Education Committee meetlngs (the BLJrsar d￿S not attend Education commlttee meeting5). The key
management personnel are the Head, the Bursar and the Deputy Head and thelr remuneration 15 determined by
the Governors annually, taking account of their roles, experien￿ and rate5 of pay in slmilar local independent
schools. Mrs Leonie Barnard was apwlnted Bursar, Clerk to Governors and Company Secretary September
2022. The school's prevlous Bursar, Mrs Angela Monty, stepped back to take on the role of Asslstant Bursar.
Mrs Wendy Kempster, Headmistress, retlred in De￿mber 2022 and Ms Sarah Proudlove lolned the school in
January 2023 as the new Head.
Volunteers
Governors do not receive any remuneratlon for their servlces. The b￿adth of professional expertise wlthln the
governing body provides appropriate scrutlny and support for the school In the areas of education, finance, law,
public relation5 and construclion. Parent5 volunteer on an ad hoc ba515 to accompany educadonal visits, where
they are always under the supervislon of a member of PGHS staff. Parental supt)ort for offsite visits ensures
that appropriate adult'.pupil ratios are maintained In order to facilitate the safety of pupils, as well as providing
an adult perspective on plaTrs, objects and events. During the year, several parents have been into School to
talk io pupils about, for example.. Argentina, Ramadan and Eid, and Chinese New Year. A parent visited the
Nur*ry to talk about how doctors help people, another visited to talk about Australia and another taught the
Nursery pupi15 about Chinese New Year. For Black Hlstory Month a parent visited the Nursery to talk about
Ghanaian kente cloth.
Relatlonships
Palmers Green High School is an accredited member of the Independent Schools Council (ISC) and the Glds,
Schools Assouation {GSAI. The school supports networklng wlth other schools, and stsff both host and attend
seminars and cluster group meetings, which provlde opportunltles for staff developmenL
Former puplls retsin a close relats'onship with the school through the alumni neiwork and the Parents and
Friends A550ciation prowdes opportunities for members of the wlder school community to interact with the
School through a regular programme of events. Three members of the governing body are former pupils of the
school.
The School supports many l(Kal and national charities Including, in 2U22-2023, Jeans for Genes, Chlldren in
Need, Sève the Children, Noah's Ark, the Malala Fund, DEC Turkey-syrla Appeal, The Prin￿,5 Trust and Evellna
London Children's Charity. Over the year, £2,837 has been raised in total for charity donation. We have also
done two food produ￿ collections and also collected seeds and gardenlng equlpment for Cooking Champions.
Risk Management
The Governors are respcinsible for the management of the risks faced by the school. Detabled considerations of
risk are delegated to the Risk Mitlgation Committee. The maln areas of the charlty's operations and the major
risks faced in each of these areas have been identified, assessed ènd sultable controls established. A formal
review of these risk management processes Is undertaken on an annual basis.
In the oplnlon of the Governors, the major rlsks to which the school Is exposed (as Identified by them), Include
the high rate of Inflation and rising energy costs, affordabillty and assoclated pupll numbers, Potential non-
compllance with regulatory requirements and the threat of changes In the political environment and the
consequentlal effects on the independent school sector. These risks have been reviewed and systems
establlshed whlch, under normal conditlons, should allow these dsks to be mltlgated to an acceptable level in its
day-to-day operations. Ma￿r risks to the school going forward lin partlcular 2024-25) are Fees Subject to VAT,
loss of Business Rates Relief and increase in employers, contributions to the Teachers Penslon Scheme. 5 Year
financial plan5 have been rllodelled to Show impart of these risks. The Governors have established a workin9
party led by Mrs Bronwen Gouldlng to look into the ramifications of the increases In eMI￿O¥erS, contributlons lo
the Teache￿ Pensions Scheme and to make recommermlatlons as to what actlon should be taken io protect the
finan￿5 of the School golng forwards.

Palmers Green Hlgh School Limited Is an educational charity providing sSngle-sex education for girls aged
between 3 and 16 years. In 2022-2023 the School educated a total of 260 pupils in Nursery, Pre￿ratOry, Junior
and Senior Departments with waiting Ilsts for some year groLJP5 providing confidence that the school will
contlnue to develop and thrlve.
Aims
Palmers Green High School alms to maintain an Impre55ive record of success, tx)th academically and in the
broader spectrum. By encouraglng pupils to take advantage of the expertise of the teaching staff and lo access
the wide range of activitie5 avallable, pupils should be able to achieve their potentr'al. Pupils are encouraged to
gain an awareness of the needs of others and as part of this strategy they a￿ involved in fundraising actlvlties
that contrbbute regularly to different charl￿e5.
Objectives for the Year
In 2022-2023, the main objective of the school was to continue to provlde è first-dass education to puplls,
facilitated through a dynamlc teaching environment, thereby enabling the school to continue lo achieve
excellence, as recognised by ISI (Independent Schools Inspectorate) In the Focused Compliance and
Educational Quallty Inspection in January 2022. The main rKin-academlc focus wès to continue lo improve
facilities throughout the sclK)ol slte and to ensure the school remèined compliant in all areas of health and
safety.

The courses have included whole staff (update) training on KCSIE and Safeguarding (Sept 2022), Health and
Safety (Sept 2022), Developlng Independent Learners (Sept 2022), Microsoft Teams (Jan 20231, Defibrillator
and AAI Training (lan 2023), ICT and Cyber Security (Jan 2023), Using Evolve for Educational Visits (lune
20231 and Oracy (June 20231. Other whole school INSET sessions have Sncluded our Vislon and Values (lune
2023) and a collaborative exploration of our School Development Plan (June 2023).
staff have also undertaken Indlv5dual continuing professional development trainlng in a wide range of topics
which include.. Chlld Protectlon and Safeguarding, Emergency First Aid, Paediatrlc First Aid and First Aid at
Work, Use of Reasonable Force in Schools, ADHD Awareness, Health and Safety, Flre Safety and Fire
Marshalling, Early Years, GDPR, Access Arrangements and Autism Spectrum Dlsorder. Courses have been
ac￿SSed face to fa￿ and onlSne through Educare, AGBIS, ASCL, Examination Boards, GSA, ISBA and ISI to
ensure that staff knowledge is kept up to date at all times.

Public Benefit
The Directors confirmed they have complied with the duty in section 17 of the Charities Act 2011 to have due
regard to the public beneflt guidance published by the Charity Commbssion. As part of our public benefit
provision we continued to award scholarshlps, subject awards and means-tested byrsarles.
The school has contlnued to rebuild (after the disruption of Comdl its strong Partnershlp links with several
local, maintalned prlmary schools, pupils from whlch are invited to a variety of partnership events at PGHS
throughout the year. In 2022-2023, pupils participated in successful language outreach events. The first was in
November an(i the second in February where the Head of Languages took a group of Year 11 pupils to leach
Frenchlspanish to Year 5 pupils in two different local malntained primary schools. A group of Year 5 puplls from
one of these schools also allended the Onatti Theatre production at PGHS in June. The partnershlp pupils were
invited to a workshop run by PGHS Year 9 pupils to equip them wlth the ￿e￿ssary language skills and
vocabulary prior to them loinlng PGHS puplls to watch the production.
In June 2023, the school hosted a Design & Technology STEAM Day dellvered by EDT (Englneering
Development Trust) for pupils in Years 4-6 from PGHS and two other local state malntained prlmary schools.
PGHS has formed a range of links that benefit the local communlty and beyond. Year 9 and 10 pupils have been
able to volunieer locally in charity shops and care home5 as part of their Duke of Edinburgh Award. When
possible, the school holds events in the lffal chLJrch, provlding Income for the church community. We donate
fwd and toiletries to the local community in the Autumn term eèch year as Part of our Harvest Festival. Thls
year, parents and puplls also made donations to Foodbank Aid in Sprlng term.
In 2022-2023 we formed a new partnership wlth a local charity, Enfield Cooking Champions. Pupil ambassadors
volunteered at the launch of their Eco Kitchen Garden in May 2023 and the School also collected donakn.ons of
seeds and gardeniro equlpment for Enfield Cooking Champions in the summer term. We aim to grow our
partnership with Enfield Cooklng Champlons in 2023-2024,
The school ralses money thmugh many fundraising acbvltles and this Is donated to charities, many of which are
prowding setvices in the1ocal area. Our international links include the support glven over a number of years to
the HART {Humanltarian Ald Relief) tharity. Annually Senior pupils enter the HART Prize for Human Rights
competition with great success. This year in the Spring term, Year 9 organlsed a cake sale and rai*d over £300
for the DEC Turkey-SyrSa Appeal.
Financial Asslstance for Fees
Scholarships, bursaries and awards are available to candldates whose abllity enables them to benefit from the
academic rigour of the school. Fee redurtions for bursaries and hardship awards were determined on the basls
ol family income by the Bursar in consultation with the Head and Chair of the Board of Governor5. The
Governo>rs are commltted to widening access to the school and intend to continue to provide means-tested
awards.

Staff are regularly reminded by email and during INSET of the need to be aware of opening suspect emails and

Helpdesk consultancy for review. Staff received in-house training on Cyber Seajrlty Awareness In September
2023 and all puplls (Reception to Year 11) receive age-appropriate training in cyber safety. The school has
Cyber insurance cover in pla￿ and there is tho-factor authentication In place for staff remote access to the
school's systems. In March 2023 the school completed the Moore Klngston Smith Cyber Securlty Rlsk
questlonnaire and no material risk5 were identified.
REVIEW OF ACHIEVEMENTS AND PERFORMANCE FOR THE YEAR
For academic year 2022-2023, external examinations returned to thelr pre-covid levels. The results achieved by
the puplls were excellent. 22 pupi15 were awarded 9rades in GCSE, IGCSE and FSMQ (Free Standlng Maths
QuallficatSon} qualifications wbth 99010 of GCSEIIGC5E grades being A*19 to C/4. The School's overall per￿ntage
of II>GCSEs at A*1918 grades was 41 % and at A*19 to A17 690h.
In November 2022 the school wès agaln confirmed to be ranked Number l in the Parent Power League Tables
prodU￿d by The Sunday Times in the small sch(Kils with no sixth form category and we await the results of thls
for the academic year 2022-2023.
The school carries Out annual and on-golng reviews include benchmarking against natlonal standards, using raw
and value-added data e.g. MldYIS and GL Assessments, which enables the school to maintain the highest
possible standards. In 2016, the School disconllnued partlcipation In the KSI and K52 national tests due to the
uncertainty and controversy surrounding the efflcacy of these tests and the negative impllcations for delivering
a rounded education In the primary phase.
In 2022-2023, puplls were able to take part Sn a range of actliAties to extend their knowledge, enrlch their
understanding of the curriculum and broaden their wlder cultural experlence5.
School vlsits have included.. study skills sessions provlded for Seniors by Elevate,. age-appmpriate workshops led
by notable authors and poets such as Christian Foley for national poetry day in October 2022., pcet Karen
Mccarthy Woo)If in October 2022 (the workshop a result of a pupll winning the GSA creative wrlting
competition), and in March 2023 visits from author Holly Rivers and Anthony Glen from "Shaking Up
Shakespeare" Pupils in Years 9-11 heard about the experiences of Yisreal Abelesz a holocaust survlvor, from
his granddaughter. Years 7-11 attended a CPR course in April 2023. RSE WOr￿hOp$ by It Happens were
delivered to Year 9. During Saence week, we welcomed guaest speaker Muna Aghamelu who spoke on the
theme of scientific conneclions. In November 2022 we were visited by alumna and music prodU￿r Raphaella
Mazaheri-Asadi who shared insights Into her career. During 2022-2023, Nursery have been vislted by Artz Kidz,
Freshwater Theatre and crew from Edmonton Fire Stats'on. The Preps have been visited by Zoolab. As detailed
elsewhere in thls report, several parents have been into school and nursery to talk to pupi15 aty)ut events such
as Ramadan and Eld, and Chinese New Year.
School residentials began to return to pre-covid nom)s in 2022-2023. In September 2022 Year 7 went to Gilwell
Park for a 3-dhy resldential. In October half term, pupils in Year ID and 11 spent a week in Geneva including a
day at CERN, April 2023 saw pupils In Years 6-9 skn"Sng in the French Alps. Year 5 enjoyed a 3-day residential
trlp to Flattord Mill in May 2023. Year 9 and 10 puplls spent two days in Parls In June 2023. Year 9 and 10
completed their Duke of Edinburgh pract1￿ and assessment expedltions in June.
The scho)I calendar was also enriched by a wide variety of educatlonal trips. In September and October 2022,
there were GCSE Biology fieldwork trips in Epping Forest and Year 11 Geographers went on a fleldwork trip to
the Olymplc Park in Stratford. June 2023 Saw the second Geography fleldwork trip to Walton-on-the-Naze. Year
9 enjoyed a Spanish cultural evening In a local restaurant. Theatre trips induded Guys and Dolls, To Kill a
Mockingbird, The Crucible, The Woman in Black and Chickenshed. There were KS3 visits to the Tate Modern,
and Science Llve. Year 4 and 5 went to the British Museum, Year l and 2 went to the Tower of London. The
Prep Department enjoyed visits to Woodcroft Outdoor spa￿ and Whipsnade Zoo. Nursery ￿sited a local farm
and Paradise Wlldllfe Park. All year groups, including the Nursery, enjoyed end of year educational and activity
day trips including Year 10 to Cambridge, Year 9 lo Brighton and the Juniors to Woburn 5afarl Parf<.
Muslc and Drama thrived during 2022-2023 with notable performan￿5 at the Qrol Service, Spring and Summer
concerts, Founders Day and performing arts assemblies. In January 2023 over 80 puplls partlcipated In Your¥J

FOR THE YEAR ENDED 31 JULY 2023
Voice5 at the 02 arena, a highlight of the calendar. In March 2023, the Junlor and Senlor departments cafne
together for a triumphant performance of Matilda Jr. Each Junior year group performed class assemblies for
parents and the Drama and Muslc produttions1performan￿S for Year 3 and 4 and Year 5 and 6 Prize Giving
events in July 2023 were a delight.
In 2022123 the school introduced a number of new initiative5 to ￿MproVe administrative management, including
moving the finance management software system to the cloud, Introducing elertronlc payslips, installing an
electronlc visitor and staff signing in system that provide5 Staff with ID cards and branded lanyards, the
purchase and implementation of a site management software system and an electronic system for managing
trips.
new VOIP telephone system was installed, along with 5 new interactive screens in classrooms and the
pijrchase of 55 new PCS to enable the school to install Windows 11 software.
several bulldings improvement Inltiatives were carried out over the course of 2022123, Inc1￿ing the purchase
of 106 Hoppers Road which Is currently let as a domestic residen￿ but, subject to obtainlng the necessary
planning permisslon, will be used to expand teaching & learning Spa￿5.
The main school buSlding fascla was refurbishe(i with the painting of all exterlor fenclng plus timber panels and
concrete plinth and we are awaiting delivery and installation of a laser cut, timber logo to the north Side timber
panelling.
The Science labs, Saence prep room, PE changing roorn and Gecwraphy r(K>ms were redecorated and the Art
Room was refurblshed with new sinks, water heaters, storage units and redecoratlon. The Re￿ptIOn classroom
was reflirbished to include bb-fold doors and new windows, allowing greater visibillty for the teacher supervising
children in the outdoor, free-flow play area
which was also refurbished with a new "wet pour" surface and is
awalting an electronlc awnlng. The Elizèbeth Smlth Hall was prepared for the installation of an acoustic,
movable wall (to be Installed in ott 20231 whlch will allow the Spa￿ to be divided into separate teaching
space5/meeling areas.
A flat roof inspection was carried out ènd reme(Ilal works, Including replaclng the entire roof to the main office,
were carried out. Following a water tank leak the dining hall celllng collapsed and was made go(xJ and the
entire room was redecorated.
The Nursery building was redecorated intemally and externally, Including external gates.
The Parent5 and Frlends Ass(Élab'on IPFA) have continued to support the School, brlnging together the
community and ralslng funds for the school. The highlight of the year was the Christmas Fayre whlch raised
over £8000. The PFA also ran Valentine's breakfasts, Preps and Junior DIsc05, an informal summer picnic and a
senior movie night. Their pre-loved uniform sales also continue to ralse funds for the School.
FINANCIAL REVIEW AND RESULTS FOR THE YEAR
The total income for the year ending 31 July 2022 amounted lo £3,847,988 (2022.. £3,929,166) a decrease of
£81,178 on the prevlous year. Expenditure increased by £352,152 to £3,737,57512022.' £3,385,423). The net
income before investrnent galns and losses for the year was £110,413 {2022'. E543,743). Cash and deposit at
the bank has decrea￿ by 38D/o bringing the cash in hand to £1,827,046 (2022 £2,984,287).
Reserves Policy
The school's total funds Stood at £7,357,680 as at 31 July 2023. £2,098,330 related to the net tKiok value of
the flxed assets and £2,487,696 was tied up with Investment properties, leaving £2,771,654 as general
reserves. The Governors consider that the school should aim to hold free reserves of É2,611,343 which equate
to a minimum of two full temis of expenditure. This is considered to be prudent and prattlcable to cover the
sks and uncertainties of operatiro as an independent eduotional establishment.
The school has worked very hard to build reserves to ensure there remalns a sufficient fund to cover futtj
projects and developments tt) ftjlfil the needs of the buslnes5 or comply wlth government legislation, start-up
costs of new educational actbvities, and day-to-day working capital needs. The policy is therefore lo continue to
malntain ￿serveS out of annual operating surpluses to contlnue to equlp the school with the up-to-date
facilities needed to malntain the standard of educational servi￿5 currently provlded.

Investment Policy
Any net incoming resour￿5 at the end or the financlal year are Invested in an interest-earniro ￿nk account,
when considerations of working capital needs are taken Into consideration. It Is the pollcy of the Governors to
review the rates on investment accounts on an on-golng basis. The Governors shall consult with charlty
Investment experts to er)sure that the best rates are obtained to enable funds to grow at the rnost
advantageous rate whilst taking into conslderatlon the need to safeguard the charlvs assets against undue
risk.

Continue to review school faolilies to maintain a pleasant environment wlthin the school bulldlrws.
