I?. PENSION COSTS
T•achers penslon scheme
The School participateg in the Teachers, Pension Scheme I'the TPS'I lor ils leaching slaff. The pension
charge fcy the yeor includes contributions payable lo the TPS of £621.86012020.. £618,447).
The TPS is an unluncled mulli-employer defined benefi15 pension scheme govemed by The Teachers,
Pensions Regulolion5 2010 las amendedl oncl The Teachers. Pension Scheme Regulations 201410$
omendedl. Mernbefs contribute on o "pay as you go" bosis with contributions from members ond the
employer being credited lo the Exchequer. Retirement ond oth&r pgnsion benerrts ore poid by public
funds provided by Porlioment.
The employer conlribvtion rate ￿ sel by the Secretory of Slate following scheme valvations undertaken by
the Government Actuory's Department. The most recent actuarial voluotion ol the TPS was prepared 0$
0131 March 2016 and the Volualion Report, which was published in Morch 2019, confirmed Ihol the
employer contribution rale for the TPS wovld increose from 16.4% 10 23.6% from I September 2019.
Employers ore 0150 required lo pay o scheme odminislralion levy ol 0.08% giving a lolal employer
contribution rote of 23.é8%.
The 31 March 2016 Valvolion Report was prepored in occordonce with the benefits set out in the scheme
regulations and under the opprooch specified in the Directions, a5 they applied ot 5 Morch 2019.
However. the assumption5 were considered ond sel t)y the Deportment lor Eclvcotion prior lo the ruling in
the 'McCloudlSargeont case. This case hos required the courts lo consider coses regarding the
mplemenlolion ol the 2015 reforms lo Public Service Pensions including the Teachers. Pensions.
On 27 June 2019 the Supreme Court denied the government permisslon to appeol the Court ol Appeol's
judgment thot transitional provisions inlroduced to the reformed pension schemes in 2015 gove rise to
unl(wlul oge discrimination. The gov&mment is respecting the Court'5 decision and hos said it will engoge
fully with the Employment Tribunal 0$ well a5 employer and member represenlalives lo ogree how the
discriminations will be remedied. Th& goveTrmenl announced on 4 February 2021 thot it intends lo
proceed with a deferred choice underpin under which membe15 will be oble to choose either legacy or
reformed scheme benefits in respect ol their service during the period between l April 2015 and 31 March
2022 at the point they become poyoble.
The TPS is subject to O C05t cap mechanism which w05 put in ploce lo prolect toxpayers again51
unforeseen chonges in scheme costs. The Chief Secretary lo the Treosury, hoving in 2018 announced that
there WOLJld be o review of Ihis cost cop mechonism. in Januory 2019 onnounced o pouse lo the cost
cap mechanism following the Court ol Appeol's ruling in the Mccloudlsorgeanl case and until there is
certoinly oboul the value ol pensions lo &mployee5 from April 2015 onwords. The pause was lifted in July
2020 ond o consultation was lounchecl on 24 June on proposed chonges lo the cosl conlrol mechonism
following o review by the Govemmerit Actuary. The consultation c105ed lo response on 19 August 2021
ond the Govemmenl is Current￿ onolysing the responses.
In view ol the above rulings and decisions the ossumptions used in the 31 Morch 2016 Actuariol Valuation
may become inoppropriote. In this scenario. o voluotion prepared in occordonce with revised benefits
and suilobly revised ossumplions would yield differenl resulls than Ihose contoined in the Acluariol
Voluolion.
Until the consullalion and the cost cop mechanism review ore completed il is not possible to conclude on
any fiT)anciol impocl or lulure changes lo the conlribution rates ol the TPS. Accordingly, no provision lor
any addilionol post benefit pension costs is included in these financial glotem&nts.
The School olso administers o defined contribution scheme for support staff. The cost lor the year of the
school'5 contributions wos £124,73512020.' £124.005l. The School has olso conlritxjled £NIL12019'. NIL) to
