Annual Report of the Trustees of The Gibbon and Buckland Charity for 2025

Objectives and activities

The objectives of the charity are to support education within the parish of Benenden by way of grants to the local primary schoal and to students living in the Parish under the age of 25 in further education or training.

Achievements and performance

The charity has adopted policies aimed at fulfilling its objectives; these policies were successful during the year. In planning the charity’s activities, we kept in mind the Charity Commission's guidance on public benefit.

The trustees met three times during the year.

Presentation Bibles with the charity bookplate inscribed with their name were given to each Benenden Primary School year six pupil.

37 grants were made to individual students totaling £21,075. £2000 was donated to the Primary School to assist in developing their outside learning area.

The long-standing lease with KCC for the Gibbon Schoal House ended on 30" June, with KCC unable to deliver up vacant possession of the entire property to the Trustees. Negotiations took place, and compensatory payments by KCC were agreed, to mitigate the consequences to the charity of the lack of vacant possession. Following extensive discussion at a Special meeting, the decision was taken that it was in the best long-term interests of the charity to sell the building. Two Estate Agent valuations were obtained, with a range of £700,000- £750,000. An offer of £750,000 from the existing tenant was received and accepted, and exchange of contracts took place in December. A report was obtained from Lambert & Foster, Chartered Surveyors, confirming that price was the best reasonably obtainable, in accordance with the Charities Act.

Financial Review

The Charity’s financial situation has been adversely affected by the termination of the lease and resulting loss of KCC rental income. The loss in income has been somewhat mitigated by £9108 received in previously owed KCC invoices. Expenditure on professional fees was increased because of the property sale, but £5118 of costs incurred in 2025 are to be reimbursed by KCC as part of the compensation agreed, as well as £11,700 to reflect last rental income (and a further £4042 of costs incurred by the charity in 2026).

The charity’s reserves comprise the funds used to establish the charity and retained income. It is the policy of the charity to maintain unrestricted income funds, which are free reserves ofthe[charity.] In addition to a cash balance of £27,679 we maintain a Voluntary Sinking Fund at a level which provided contingency for major costs involved in repairs ta the Gibbon building or the ending of the lease. This stands at £62,123 at year end. To the extent that the fund is not needed, it will be used as carried forward income to be used for the charity’s purposes on a basis to be agreed at the next trustees’ meeting.

Fixed Assets.

A small sliver of land adjoining the property to the west of the Gibbon School House was valued at £1500 by Lambert & Foster, Chartered Surveyors, and sold to the owners of the neighboring property

who had been utilizing the strip for some years. This delivered a net capital receipt of £1440 in December following deduction of indemnity insurance costs.

Income was derived from rent paid by the tenant {KCC}, outstanding invoices owed by the tenant and interest on reserves.

Structure, Governance and Management

The charity is controlled by its governing document, the 1985 scheme of the charity commission (as amended by Trustees’ resolution dated 17 November 2010), and constitutes an unincorporated charity,

Trustees are recruited and appointed from members of the local community who wish to assist the charity and in accordance with the Scheme. Care is taken to ensure an appropriate range of skills is represented.

The trustees meet twice a year to agree the broad strategy including grant making, investment, reserves and risk management. Further trustees’ meetings may be called at other times during the year as the need arises, as took place in July to decide the future of the Gibbon Schoo! House. The day-to-day administration of the trust is undertaken by the Clerk who invaices the Charity annually for work carried out.

New trustees are either nominees of public bodies or coopted. New trustees undergo a short induction programme and training is made available dependent on the needs of the trustee.
