NATIONAL SCHOOL WITH MARY TOUCHET’S CHARITY 307185
Annual Report 2023
Summary
An Educational Charity for the benefit of residents of the parishes of West Meon and Warnford in Hampshire, governed by a Scheme of 1961 set up by the Minister of Education, amended in 1997. Working within the scheme the trustees continued to support the work of West Meon C of E Primary School. Individual grants to support those undertaking courses and training were made, these were largely to applicants in further and higher education.
Four trustees are by appointment of Church of England, Hampshire County Council, West Meon Parish Council and Warnford Parish Meeting. The remainder are co-opted with an emphasis on local knowledge and commitment representing an appropriate skill mix. Induction of new trustees is undertaken by the administrator.
The trustees meet twice per year with decisions otherwise being made by e-mail. It was with sadness that the trustees accepted the resignation of Lorraine Harriott who was not only born in the village and attended school her, but also taught there for many years. She has now moved away from the area. At the end of the year an appointment was made to the position of Priest covering the parishes of West Meon and Warnford. As the year ended his available time to accept a role as a trustee was to be clarified. The administrator works with the Head Teacher of West Meon C of E Primary School to identify ways in which the charity can support the work of the School. During 2023 the School received funding including for replenishing the Library and to support Music within the School. The Mother and Toddler Group, meeting in West Meon Village Hall continues to flourish with the charity meeting the costs of hiring the venue. Individual grants were awarded to those in post-16 education and also to support such activities as sport and drama. The administrator works with at least one other trustee to establish eligibility for individual grants, no means test is applied and annual grant limits are set. One trustee has responsibility for reviewing investments, all held in specialist Charity Funds, while another trustee oversees the one remaining property which is let. The trustees aim is to grant the annual income while remaining mindful of maintenance requirements of the property.
Policies are reviewed regularly.
