Troon Church Trust Annual report to Charity Commissioners 2024
2024 Troon Church Trust (Reg No 306548) Charitable Organisation - Troon Church Trust is an independent non-exempt registered charity (No 306548) which operates in the district of Camborne in Cornwall, based in the village of Troon. The Managing Trustee is the Ecclesiastical Parish of Treslothan. i.e. acting through its duly elected PCC serving members. from time to time. The Truro Diocesan Board of Finance Limited is the Custodian Trustee. The Church connection is historical. The trustees seek to honour the gift of past generations through the terms of the Scheme which was set up in 1996. Troon is a large village in Camborne civil parish lying south of Camborne/Redruth conurbation an area of social and economic deprivation within this former metalmining area. Area of Deprivation statistics can be supplied. The charity`s objective is and has been to support and improve the life health and wellbeing of the inhabitants. and community. To that end at the time of setting up the scheme the hall facilities were improved and created with Lottery Funding assistance. Writing the report for the 2023 Annual General Meeting which was deferred, the Trust is recovering from the effects of Covid. The Hall has suffered from the effects of several storms,
The Old Mission Church continues to deteriorate through lack of funds and Church House which has been let over the past years also needs urgent repair work to comply with current legislation. Church House has previously supported the income of the Church Hall but there has been an ongoing problem with the tenants not paying their rent. It had previously been decided that the Trust needed to dispose of the Old Mission Church to relieve the trust of the responsibility of maintenance and insurance. There had been plans over the last three years to work with CCLT (Cornwall Community Land Trust) with the aim of offering affordable housing. Sadley CCLT withdrew from negotiations leaving the Trust with no option but to consult with Stratton and Creber with a view to selling by public auction. These funds could then be used to benefit the Hall and the House. In February 2023 the trust consulted with VWV (Veal Webber and Vosper) to act for the trust. There was a public meeting at the beginning of the year to consult with the village as to what they would like to see provided by the trust. As a result of this and other consultations, plans were made to apply for Grant Funding to improve the existing hall and build a meeting room and other facilities bringing the Hall into the 21st century and providing greater resources for the people of the village and the surrounding areas.
The Old Mission Church was sold in November 2023
The Tenants have been evicted from Church House leaving it empty and in need of considerable repair works. The Trustees agreed that proceeds from the sale of The Old Mission Church would be used to repair and refurbish Church House. And an application was made to the Charity Commission under section 282 .
This year 2024 has been an exciting year as we began the process of grant applications and refurbishment of the Village Hall.
The process of Grant Applications secured two grants which enabled initial surveys and plans to be drawn up. Further applications to the National Lottery, UK Government Shared Prosperity Fund, Acre (Jubilee Hall fund ) and Good growth Fund resulted in enough funds to completely refurbish the hall, add a new meeting Room and modernise the Kitchen and toilets.
Sadly the Hall needed to close down throughout the whole of the Summer of 2024 resulting in no income for six months while work was carried out.
In November we were able to celebrate and held a grand reopening party inviting all the Village, Grant Funders and all who had been involved in the restoration.
Troon Village Hall now has a new room for rent with its own second kitchen, accessible access by way of ramp, with new entrance. Renewed kitchen with new appliances, including washing machine. Renewable energy sources with PV Panels on the roof and an air source heating system, to reduce our carbon footprint and bills. The main hall has been insulated, secondary glazed, decorated and new floor laid, with underfloor heating. A new stage has been constructed and AV equipment installed.
We are looking forward to the next chapter in 2025 when we hope to engage a Hall manager to provide a daily contact point for Hall users, co-ordinate Hall bookings and administration, to develop the Hall premises as a vibrant and inclusive space.
Previous groups are already returning to the Hall and other enquires have been very encouraging that the trust will fulfil its aims and objectives for the people of Troon and surrounding areas.
