TRUSTEES' REPORT FOR THE YEAR ENDED 31 MARCH 2023

The Trustees present their annual report and financial statements for English Schools’ Cricket Association (the charity) for the year ended 31 March 2023. As the charity’s annual income is less than the threshold for which an audit of the financial statements is required, the Trustees have prepared a receipts and payments account together with a statement of assets and liabilities which have been subject to an independent examination.

The charity also carries out activities under the name ESCA.

STRUCTURE, GOVERNANCE AND MANAGEMENT

CONSTITUTION

English Schools' Cricket Association is an unincorporated association registered as a charity, number 306002. The Association is governed by its Officers and a Council in accordance with its constitution which has been approved by the Charity Commissioners.

The Council consists of two members per affiliated Association, being properly constituted Schools' County Cricket Associations or County Cricket Boards where no County Association exists. The day to day management of the Association is vested in an Executive Committee.

METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES

All the Trustees are re-elected annually. The Vice-Chair is also elected annually. New Trustees will be introduced to their Roles and Responsibilities by the General Secretary, the Treasurer and the Chairman of Finance. The following documents will be provided for the Trustee:

RISK MANAGEMENT

The Trustees have continued to review the major risks that the Charity faces and are considering various ways to mitigate these. Certain steps and procedures are being undertaken to reduce these risks. These procedures include actively seeking donations and sponsorship and attempting to increase the number of new volunteers.

ESCA has continued to actively seek new sponsors. It has not been easy but, by registering for Gift Aid, ESCA has found other channels of income. The ECB policy of appointing young umpires to ESCA National Finals continues to be a very successful way forward with ESCA acting in a supportive and pastoral role.

These policies should ensure the continued existence of the Charity in normal circumstances.

AIMS AND OBJECTIVES FOR THE PUBLIC BENEFIT

Objectives are set to reflect the educational aims for the development of pupils and the ethos of the Association. In setting out the objectives and planning specific activities of the Charity, the Trustees have given careful consideration to the Charity Commission's guidance on public benefit.

The main Aims of the Association are the mental, moral and physical development of pupils through the medium of cricket, and the improvement of the standard of all pupils involved in cricket throughout the country.

The Association is committed to safeguarding and promoting the moral and physical welfare of pupils and expects all its volunteers, who are principally, but not wholly, qualified or retired teachers in both the state and the private sectors, to share this commitment. The Association welcomes pupils from all backgrounds, the main criteria for selection being an interest in cricket and potential which can be developed.

ACTIVITIES FOR ACHIEVING THE AIMS

ESCA’s strategy includes the promotion and organisation of National Schools Competitions at Under 11, Under 12, Under 13, Under 14 and Under 15 age groups. Although Covid 19 prevented the Association from running these competitions in 2020, ESCA was able to run all these competitions successfully in 2021 and again in 2022 as part of its strategy to underpin and support the ECB Performance Plan.

The Trustees intend that this should always be part of our Aims. Our flexible monetary policy has ensured this.

ACHIEVEMENTS AND PERFORMANCE

The agreed services are:

A) To continue to provide the organisation, expertise and personnel to deliver Inter Schools competitions at Town, District, County, Regional and National levels.

B) To endeavour to provide the organisation, expertise and personnel to deliver the National Under 15 Twenty/20 Competition working with the ECB, sponsors and other relevant agencies.

The agreed performance indicators are:

1) The successful delivery, on time, of every competition or final organised by ESCA on behalf of or in conjunction with the ECB.

2) The services provided are delivered within agreed budgets.

3) The aforementioned competitions maintain their current levels of entry, with agreed strategies in place to increase participation.

4) That all competitions continue to be fit for purpose and follow the principles within the ECB competition framework.

The agreed services were all successfully achieved and the agreed performance indicators were successfully met in 2022.

RESERVES POLICY

As no schools’ cricket was played during 2020, the Reserves Policy was put on hold; however, as ESCA was able to run a programme of cricket competitions during 2021, the Trustees have now re-introduced the policy. They have recognised, during their risk review that sufficient reserves, as detailed in Notes 3 and 4, need to be monitored in order for the Association to maintain its financial stability and be able to conduct its day-to-day affairs and cricket programmes successfully.

It is incumbent on the Association that every endeavour is made to retain the current level of sponsorship and increase it where possible.

FUTURE DEVELOPMENTS

After the difficulties caused by the Covid pandemic in 2020, ESCA ran a full programme of cricket competitions in 2022 and successfully completed all the National Finals that were planned.

ESCA’s plans for the future include the planning and delivery of a full programme for 2023. This will include a National T20 Under 15 Cup with the ECB, the Under 15 National Cup competitions sponsored by Inspiresport, the David English Under 12 Cup and Under 13 National Cup competitions, and the Under 11 Hardball Competition for the Hugh Cherry Cup.

It is hoped that the Girls’ T10 U13 Competition will continue to be run within the counties.

As the restrictions caused by Covid 19 have ceased, it is hoped that the programme for 2023 will be delivered with an increasing number of schools taking part.

FINANCIAL REVIEW

After the difficulties in 2020 and 2021 caused by the pandemic, the charity received a grant from the ECB to enable it to run the U15 T20 County Competition in 2022 and further sponsorship from Inspiresport to run the Under 15 National Cup competition in 2022; however, it did not receive any other grants or sponsorship in the year so the U11 hardball competition and the David English U13 National Cup competition were both funded out of restricted funds of the charity which were received in earlier years and this contributed to a reduction in the restricted funds amounting to £11,342 during the year.

The charity also paid out governance, administration and other support costs totalling £19,544 in the year and charged affiliation fees to the counties which, together with donations received and a small amount of bank interest, helped reduce the deficit on the unrestricted funds for the year to £510.

For many years, the Trustees have implemented a policy of funding existing programmes, especially where no external sponsorship or funding is available, and set up various Designated Funds to support these activities financially. As a result, governance and support costs totalling £8,423 were funded out of these designated funds as shown in note 4 on page 11 of these accounts.

The total funds of the charity at 31 March 2023 were £216,966, of which funds that were restricted amounted to £30,354 as shown in note 5 on page 12 of these accounts.

In the continuing difficult economic climate, the Trustees will continue to review all the reserves of the charity and to monitor administration and support costs on an annual basis. The Trustees believe that the available assets of the Association are adequate to fulfil the programme planned for 2023.

Funding was received from the ECB for the T-20 competition, and the Under 15 National Cup competition for 2022 was sponsored by Inspiresport. At the same time, however, the Trustees have recognised during their risk review that sufficient reserves need to be maintained in order for the Association to guard against any further fall of funding in the future, particularly in the present difficult economic climate, and they will continue to seek further sponsorship to fund other cricket activities in the future.

The Trustees are extremely grateful to the many supporters and indebted to them for their continuing support. The accounts do not reflect the valuable indirect support from the MCC and Gray-Nicolls.

The Trustees recognise, and greatly value, the outstanding commitment and work of Ken Lake, the General Secretary, to the interests of ESCA. They are equally appreciative of the careful financial control exercised by Brian Johns, the Treasurer, Richard Young, the Assistant Treasurer until he resigned at the AGM in October 2022, and Phil Evans, the new Assistant Treasurer.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF ENGLISH SCHOOLS' CRICKET ASSOCIATION

I report to the Trustees on my examination of the accounts of English Schools’ Cricket Association for the year ended 31 March 2023 which are set out on pages 7 to 12.

Responsibilities and basis of report

As the charity Trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the Act).

I report in respect of my examination of the Association’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. the accounting records were not kept in respect of the Association as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
