Pre-Meeting presentation by Courtney Palmer-Jones** Courtney presented all her achievements pf the past years to gain her King Scout Award. This includes at least 24 nights away, 6 items from ICV list and a Duke of Edinburgh Gold Award. ## **2. Meeting opened with Health & Safety Arrangements, Introductions and Welcome by Meeting Chair David Palmer** ## **Opening remarks including** . Thanks to the venue for the use of their facilities. Welcoming members of the District Scout Council and guests (Phoebe Woolard (CYLV)). One Minute Silence for Tony Finch and following address by Helen Ives offering reflections of Tony (and Caroline’s) time as former Crawley DC. ## **3. Apologies for absence** There were 71 attendees. Apologies received in advance from Theresa Ayres, Bev Hills (PT), Karen Wilkes, Victoria Nutton, Lesley Lowe, Carol Stevenson, Anne Pushman, Clair Pushman, Shona Graves, Nikki Woodcock (9no). 57 other apologies were recorded on the night. Further apologies are noted separately within the attendance and apologies register. ## **4. Governance topics** ## **4a. Proposal by Chair for the approval of the minutes of the Annual General Meeting held on 25/4/24** “The District Trustee Board have reviewed the minutes of the previous AGM. These can be found in the annual report booklet published before the meeting. I put forward these minutes are taken as read and ask the District Scout Council to agree they’re a true record of that meeting” Proposal seconded by Pauline Maddocks, approved by show of hands Page 4 **4b. Proposal by Chair for the adoption of the model constitution from Policy, Organisation and Rules (POR)** “In line with the recommendation from Scout Headquarters, the District Trustee Board proposes we adopt the model constitution from Chapter 5 of Policy, Organisation and Rules. A copy of this was available for review and inspection prior to this meeting in the annual report booklet. Proposal seconded by Christine Hobbs, approved by show of hands. ## **4c. Proposal by Chair for approval of appointed and community members of the District Scout Council** **“…** District Scout Council can admit other people to membership. These could be admitted as members of the District Scout Council as well as the ex officio list in POR Rule 5.5.4. It was noted that there are no nominations in addition to the ex-officio list”. ## **4d. Proposal by the Chair for agreement of the number of members that may be appointed to the Trustee Board** “Recommendations from the Charity Governance Code and POR states Trustee Boards should have a minimum of 5, and no more than 12, Trustees in total. This includes ex officio and co-opted Trustees. The District Scout Council must agree the number of people to be appointed to the Trustee Board. The outgoing Trustee Board recommends that **14** people are appointed. These additions reflect the County requirement for a H&S representative be appointed and current vacancy for Chair. I propose the District Scout Council approves that recommendation” Proposal seconded by Eddy Hills and approved by show of hands. ## **4e. Proposal by Chair for agreement of the size of quorum for future meetings of the District Scout Council (excluding this AGM)** “The District Scout Council must agree its quorum – the minimum number of District Scout Council members that must be present at District Scout Council meetings. The outgoing Trustee Board recommends the quorum should be left at 10 people. Does the District Scout Council approve that recommendation?” Proposal seconded by Robin Lawrence and approved by show of hands. Page 5 ## **5. Review of the previous year** ## **5a. The District Lead Volunteer’s review of Scouts in Crawley** District Lead Volunteer wished to extend his thanks and commendation for everyone’s hard work and particularly wished to congratulation everyone who has completed their training this year DLV Review has previously been issued as part of the found in the annual report booklet published before the meeting. No questions were raised in the meeting as DLV offered to take questions after the meeting. ## **5b. Receive and consider the Annual Report of the District Trustee Board including the annual Statement of Accounts** **Chair** noted that the District Trustee Board has approved the Annual Report and Statement of Accounts, and has received the report on the accounts from the Independent Examiner. **Chair** asked the District Treasurer to give their explanation of the Statement of Accounts. **Treasurer** remarked that the District finances were in a stable condition and made a small surplus at the end of the year which has allowed the District Trustee Board to maintain the Capitation Levy at last years’ level. There has been a redistribution within the new budget allowing an increase towards Stanford Campsite running costs. **Chair** invited questions from the floor however, no questions were raised in the meeting **Chair** thanked the Treasurer ## **6. Making appointments** **6a. Appoint the District Chair, following recommendations from the open selection process initiated by the District Trustee Board** **Chair** handed the chairmanship of this meeting over to the **District Lead Volunteer.** **District Lead Volunteer** explained the vacancy remains open despite advertising the position and selection process will continue. The rotation of Chair amongst Trustees will continue as approved in the previous year’s AGM. **District Lead Volunteer** handed the chairmanship of this meeting back to the Chair. **6b. Appoint the District Treasurer, following recommendations from the open selection process initiated by the District Trustee Board** Page 6 **Chair** explained there was no requirement for a selection process as there was no vacant post. The recommendation to the District Scout Council was that Simon Maddocks will remain in post as District Treasurer as within the 3 years terms of appointment. ## **6c. Appoint members of the District Trustee Board, following recommendations from the open selection process initiated by the District Trustee Board** **Chair** explained due to a maximum limit on numbers of Trustees, there were limited positions to fill. Trustee terms are now limited to 3 years, when posts are available the vacancy will be widely advertised. The recommendation to the District Scout Council was that in addition to the current Trustee Board members who all have 2 years left, Robin Lawrence should be appointed for 3 years. It was noted that Ollie Gidman as DLV and Jake Sawyer as DYL are ex-officio members. The recommendation was approved by a show of hands. ## **6d. Appoint the Independent Examiner** **Treasurer** proposes Mike Yearwood FCCA. **Chair** confirmed that Mike Yearwood FCCA has been proposed, seconded and is qualified for the role, and asks for a show of hands to approve Mike Yearwood FCCA’s nomination. The proposal was approved by a show of hands. ## **6e. Nominate representatives of the District Scout Council to represent the District on the County Scout Council** ## **Chair:** “It is proposed that as we have a significant number of County Scout Council ex-officio members in the District and on the District Trustee Board that we continue not to have any additional nominations. Please can I have a show of your hands as approval”. The proposal was approved by a show of hands. ## **7. Closing remarks and presentations** **Chair** closed the formal part of the AGM and thanked everyone for attending. **Chair** invites Phoebe Woolard (CYLV) to speak. **County lead Volunteer** wished to pass on Tom Dalton (CLV) apologies and commend the District for a 12.5% growth and noted that Crawley was 1 of 2 Districts that grew in the County in the past year. Offered County thanks to the Leadership and Volunteers for all that they do in providing Scouting opportunities in Crawley. Page 8 ## **CRAWLEY DISTRICT SCOUTS** ## **REVIEW OF THE 2025 YEAR** ## **DISTRICT LEAD VOLUNTEER’S REPORT** When I spoke to you at last year’s AGM, one of my goals was for Crawley Scouts to be available to more young people than ever before. It was an ambitious challenge, driven by a recognition that young people need scouting more than ever and an overwhelming ambition to do our best as a District to make a difference in the lives of even more young people. And wow, did we deliver. Through growth in our new groups, building capacity within groups and through extending Squirrels across Crawley, we managed to top 1000 youth members; and increase of over 9% on the previous year; which also saw considerable growth. At our St George’s Day celebration in April, I referred to the new UK Scouts strategy, "Place to Belong: Our Strategy to 2035", and how it centres on fostering a welcoming community, youth-shaped leadership, and skills development for an unpredictable future. It focuses on inclusivity, growth, and providing young people with skills, with a focus on adapting to a changing world. The four pillars of that strategy are - Place to Belong: Creating an inclusive, safe environment that welcomes everyone and fosters a strong sense of community. - Youth-Shaped: Empowering young people to lead and shape their own adventures and choices. - Skills for Life: Equipping young people with skills for the future, including navigation of AI, changing technology, and unpredictable environments. - Volunteer Support: Modernizing volunteering to be more flexible, reducing administrative burdens, and providing better training and support. In Crawley, we’re no strangers to these pillars; they not only reflect what we have done for many years but, through our strong understanding of Scouting and what is happening in the world around us, we are already some ways along the path set out in the new strategy. As a District, we have been welcoming, flexible and adaptive to our changing and diverse communities. We promote and encourage our young people not only to lead and shape, but also to stay on within Scouting and to share their skills with new members and across leader teams to combine the perfect blend of tradition, life and technology skills. There is no recruitment more effective than helping our young people to understand how much they are valued, and just how much they have to offer if we continue to invest in them as the next leaders, just as we did when they were Scouts in the District. They are our future and the future of Scouting. The Skills for Life pillar beautifully articulates what many of us have said for some years. We’ve often talked about preparing them for jobs and roles in society that don’t yet exist and building a unique skill set which helps them to be innovative, adaptive and resilient in their future lives. Towards 2035, and in what we offer through Scouting, the strategy will further help to mould and shape the next leaders forward thinkers, innovators, problem solvers, strategists and survival specialists. Not just in Scouting, but also in our communities. Page 9 What you have done again this year is nothing short of magnificent, and what you collectively offer, is something incredibly special. In your various sections, as groups, across groups and as a District, you have created the most amazing and exciting programmes of activities, camps and other opportunities for our young people as the Programme Lead reports below show. Things they can’t do anywhere else, nor in any other youth organisation. Through you, they get to go places they didn’t know existed, master skills they never thought they’d learn, enjoy opportunities that makes them the envy of their peers and grow in confidence through what they are able to explore, learn and what they achieve. No wonder Scouting in Crawley keeps growing. It’s because of all of you. I’ve been truly blessed these last three years to work alongside such a talented, creative and innovative bunch of people. Although you will have seen the news that I have decided to step down from my role as District Lead Volunteer, it’s not a choice I have made lightly. I am incredibly proud to have been a very small part of such an amazing movement and I look forward to supporting and seeing Crawley continue to thrive under my successor. So, thank you, each and every one of you. To those who turn up each week, regardless of the weather or whatever else is going on in your busy lives. To those who keep us safe. The ones who look after our campsite and keep it in good repair for all to enjoy. To those who maintain our other buildings and grounds. The people who organise camps, cook the meals, book the activities, manage the never-ending orders for badges, look after finances, fundraise, make tea, provide first aid, the trustees…and those who are only able to give that “one hour a week” but do so without fail. All of you who volunteer make Scouting what it is in Crawley and I’m incredibly proud of what we have shared and achieved together as a team. Yours in Scouting, Ollie Gidman, District Lead Volunteer Page 10 ## **CRAWLEY DISTRICT SCOUTS TRUSTEE BOARD** The Trustee Board met three times during 2025, in April, July and October. The Board has continued to operate a rotating Chair as the role remained vacant throughout the year. As in previous years, its main business during 2025 has been to ensure the continued good governance in its overview of District Scouting, achieved through regular oral and written reports, with a specific focus on - District Finances - Promoting Safety and Safeguarding - Strengthening our Health and Safety oversight with the appointment of an advisor from within the District - Training Compliance - The maintenance and upkeep of Stanford as an excellent local Scouting facility - Supporting groups without a Group Lead Volunteer / Manager or Trustee Board members - Lark Rise Management - Growth and Recruitment David Brades Secretary ## **SQUIRRELS & BEAVERS LEAD** The Squirrels and Beavers have had another busy year, with the Squirrels opening even more dreys across the district, which are all at full capacity. ## _Easter Fun day (April’25_ ) Over 100 Squirrels and Beavers with their Families enjoyed our glorious district campsite. Everyone took part in a variety of activities like the Carrot toss, Crafts, An assault course and Archery. We even had a surprise visit from the Easter Bunny! ## _Chief Scout Bronze Award_ We celebrated all the Beavers who achieved their Bronze Chief Scout Award and presented them with their certificates at our two Awards ceremonies held in June and November. We also presented our first ever Acorn award, the top award a Squirrel can achieve. We are very excited to see lots more Squirrels achieve this award over the coming 12 months. ## _GO Beavers ‘25_ June saw lots of the Beavers travel to Blacklands Farm for this annual event, where they got to enjoy all 4 zones (Craft and Go, Adventure, Explore and Fun) and join in with some singing and dancing before going home with a goody bag. Page 11 ## _Squirrels Teddy Bear Picnic_ In September, the Squirrels and their teddy bears all got together for the afternoon along with a very mischievous large Squirrel. They all enjoyed some fun and games together up at Stanford on a very sunny day. This was the first time the Squirrels had an event just for themselves and I’m sure it will not be the last. ## _Christmas Craft Day_ After a successful Christmas event last year we stuck to the same format. We used the same online sign-up sheet; we split the day into 3 timings with one being a quieter more relaxed session aimed at those with an additional need for more accessibility. This event was attended by over 130 Squirrels and Beavers and Santa Claus himself. We are already planning so many exciting and fun events for 2026 and will be continuing to support all the groups so we can continue grow and make scouting accessible to all. We want to thank all the members of the Squirrel and Beaver teams within the district for all their hard work, dedication and support without whom none of these events would be possible. Emma Ellison Programme Team Leader ## **CUBS** Crawley Cubs have had a very busy year this year. Cubs across the district have thrived, all the packs have been running varied programmes, and all cubs have had the opportunity to camp this year; the first time for a while. They have also been securing Silver awards across virtually all the packs. As a district we have run two district hikes, on different sides if the town. One of the hikes attracted over 150 people as we snaked through Tilgate woods. We attracted a record number of cubs for the Conker competition and we had a very successful craft day before Christmas. For the first time, we also ran a Top Trumps competition, which was a triumph and enjoyed by everyone that took part. Cubs also loved our exclusive event at Clip and Climb as the cubs chambered up the multiple walls. We have moved into our 110[th] year with enthusiasm and excitement with lots of new plans going forward. Dominic Smith Cub Programme Lead Page 12 ## **CRAWLEY DISTRICT EXPLORERS** The past year has been another strong and progressive one for Crawley Explorers, marked by continued growth, achievement, and a wide-ranging programme that reflects the ambition and energy of our young people and adult volunteers. ## **Membership and Growth** Crawley Explorers has continued its upward trajectory, with membership increasing from 90 to 103 Explorers over the reporting period. This sustained growth reflects both the appeal of the programme being delivered and the hard work of leaders in welcoming new members, retaining existing Explorers, and supporting transitions from Scouts into the Explorer section. ## **Awards and Achievement** Achievement has been a standout theme throughout 2025. Explorer Scouts have once again demonstrated commitment, resilience, and leadership through a wide range of award pathways: - 10 Chief Scout Platinum Awards achieved - 4 Chief Scout Diamond Awards achieved - 3 Young Leader Belt Buckles awarded - Over 60 Explorers actively participating in Duke of Edinburgh’s Award at Bronze, Silver, and Gold levels These achievements reflect not only the dedication of the Explorers themselves, but also the consistent support and mentoring provided by leaders and unit teams throughout the district. ## **Programme and Activities** The programme delivered during 2025 has been varied, challenging, and ambitious, offering opportunities for adventure, skills development, and personal growth: - **West Sussex International Jamboree (WSIJ):** Three Explorer units took part in a full week at WSIJ, providing a truly memorable international Scouting experience on home soil. - **Mountain camps in North Wales:** These camps offered real adventure, developing navigation, teamwork, and resilience in more demanding environments. - **Hike competitions:** Explorers continued to represent Crawley with enthusiasm, developing expedition skills and confidence. Alongside these highlights, preparations were launched for three international trips planned for 2026, with destinations announced as Belgium, the Netherlands, and Switzerland. These early launches have generated significant excitement and engagement among Explorers. Page 13 ## **Young Leaders and Training** The Young Leader Scheme continues to be a major strength. Under the leadership of Helen Dean, Crawley’s Young Leader programme has gone from strength to strength. Importantly, there is now strong alignment between Crawley and East Grinstead training, jointly supporting over 100 Young Leaders across both districts. This collaborative approach has improved consistency, quality, and access to support for Young Leaders, benefitting sections across the wider area. ## **Thanks and Looking Ahead** A heartfelt thank you to all Explorer leaders, assistants, skills instructors, assistants, and supporters who give their time, energy, and expertise to deliver such a high-quality programme. None of this success would be possible without your continued commitment. As we look ahead, there remains a strong focus on encouraging and supporting adults to undertake training opportunities and activity permit qualifications. Building permit capacity across the district is key to sustaining and expanding our adventurous programme and ensuring we continue to offer safe, exciting opportunities for all Explorers. Crawley Explorers finish 2025 in a position of strength, growth, and ambition, well placed for an exciting and internationally focused 2026. Sean Edwards ## **CRAWLEY SCOUT NETWORK UNIT** During 2025, Crawley District Network met 23 times either at programmed unit events or district events. Some of the activities included were air rifle shooting, crossbows, tomahawks, line dancing, quiz nights, tennis, rounders, golf driving range, virtual clay pigeon shooting, camping, ice skating and a New Years eve party! At the end of the year there were 30+ active Network members (requirement of 2 or more attendances within the year, due to some being away at university). Over half of these are leaders with younger sections. As well as some members completing DofE sections, our members attended camps during the year. Intercamp in Germany, Network Gathering, Network festival and Gilwell Reunion. We had two members attend the World Scout Moot 2025 in Portugal. During the year the following completed the Kings Scout Award: Rebecca Hull, Lauren Parisi, Alex Foxcroft, Courtney Palmer-Jones, Megan Whitfield and Amelia Head. Looking forward, in 2026 we have members staying at Kandersteg International Scout Centre. 1 member of the unit is attending Intercamp 2026 in Czech Republic as IST. Allen Heath 14-24 Team Leader (Network) Page 14 ## **STANFORD CAMPSITE REPORT** Stanford Scout Campsite bookings are busy during June and July with slightly fewer bookings in the earlier and later summer months. There are several outside of Crawley Scout Groups who return each year. Many of our Crawley District Groups have meetings at Stanford during the summer evenings.
