## **Structure Governance and management** 

The District's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. 

The District is a trust established under The Scout Association rules which are common to all Scouts. 

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. 

The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of 3 office holders, Chair, Treasurer and Secretary, the District Commissioner together with leaders and lay members nominated and elected at the AGM to serve for one year 

The District Executive Committee exists to support the District Commissioner in meeting the responsibilities of their appointment and is responsible for: 

The maintenance of District property; 

The raising of funds and the administration of District finance; The insurance of persons, property and equipment; District public occasions; 

Assisting in the recruitment of leaders and other adult support; Appointing any sub committees that may be required; 

Appointing District Administrators and Advisors other than those who are elected. 

## **Risk and Internal Control** 

The District Executive Committee has identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: 

Damage to the building, property and equipment. 

The District would request the use of buildings, property and equipment from neighbouring organisations such as the church, community centre and other Scout Groups. Similar reciprocal arrangements exist with these organisations. The District has sufficient buildings and contents insurance in place to mitigate against permanent loss. 

Injury to leaders, helpers, supporters and members. 

The District through the capitation fees contributes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities. 

Reduced income from fund raising. 

The District is primarily reliant upon income from subscriptions and fundraising. The District does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Committee could raise the value of 



subscriptions to increase the income to the District on an ongoing basis, either temporarily or permanently. 

Reduction or loss of leaders. 

The District is totally reliant upon volunteers to run and administer the activities of the District. If there was a reduction in the number of leaders to an unacceptable level in a particular section or in a group as a whole then there would have to be a contraction, consolidation, or closure of a section. In the worst case scenario the complete closure of the Group.

The District provides activities for all young people aged 6 to 18. If there was a reduction in membership in a particular section or the District as whole then there would have to be a contraction, consolidation or closure of a section. In the worst case scenario the complete closure of the Group. 

## Risk and Internal Control 

The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered. 

## **Objectives and activities** 

## The Purpose of Scouting 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## The Values of Scouting 

As Scouts we are guided by these values: 

Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes. Co-operation - We make a positive difference; we co-operate with others and make friends. 

## The Scout Method 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- enjoy what they are doing and have fun 

- take part in activities indoors and outdoors 

- learn by doing 

- share in spiritual reflection 

- take responsibility and make choices 

- undertake new and challenging activities 

- make and live by their Promise. 

Where appropriate the District makes financial contributions in support of activities which are open to all the young people in the District.  The District is run entirely by Volunteers. 



The District meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. 

-We are an inclusive organisation abiding by TSA guidelines with regard to: 

Religion - Scouting is open to members of all faiths or even no faith. 

Equal Opportunities - Scouting does not discriminate on grounds of Class, Ethnic Origin, Gender, Marital or civil partnership status, Sexual orientation or Disability. 

The trustees take seriously the care, protection and safety of our members by implementing at a local level the following TSA guidelines in regard to: 

Safety - Policies and procedures are in place to provide scouting in a safe manner without risk to health, so far as is reasonably practicable 

Vetting - Policies and procedures are in place to check all adult volunteers to ensure that only adults appropriate for a role are permitted to undertake responsibilities in Scouting and that regular reviews are undertaken of adult volunteers to ensure their continued suitability 

Child Protection - The trustees have in place policies and procedures to safeguard the welfare of all Members by protecting them from neglect and from physical, sexual and emotional harm. As part of the child protection policy the trustees have in place further measures with regard to antibullying strategies. 

## **Achievements and performance** 

## **Summary** 

The District in 2020 comprised 

11 Scout Groups each with at least 

one Beaver  Colony (6-8years) one Cub Pack (8-10years) one Scout Troop (10-14years) 

5 District  Explorer units (14-18years) 

1 District Network section (18-15years). 

In January 2020 there was a total youth membership (6-18years) 875 of supported by an adult membership of 334 leaders and administrators January 2021 show a total youth membership (6-18years) of  694 supported by an adult membership of  320 leaders and administrators. 



## **Crawley District Scouts Report 2020** 

There will not be separate reports this year due to the pandemic each section has little to report. 

The January 2021 census figures show a drop in youth members during 2020 but this is what we expected given the situation with the pandemic.  Figures in brackets are 2020’s - Beavers 188 (248), Cubs 238 (312), Scouts 205 (213), Explorers 63 (87) Total 694 (860).  There has been an overall drop of around  20%  with  some  groups  retaining  members  better  than  others.  In reality these figures are not as low as expected, however, until we return to face to face Scouting it is difficult to know the true number which will return. The largest reduction has been in the younger sections as it has been hard to take in new members when meeting online only. 

2020 has obviously been a very challenging year for all Groups and a HUGE THANKS goes out to all those involved who have done what they can to keep Scouting alive in Crawley during lockdown.  Many leaders have had to step outside their comfort zone and learn new skills, especially as far as zoom is concerned and have come up with imaginative and engaging programmes. Others  have  delivered  home  packs  for  members  to  do  where  they  were unable to engage on zoom. 

## **Beavers** 

Yvonne Seetayah took over as ADC Beavers just before lockdown started and has unfortunately therefore not been able to get around and meet leaders and engage with them.  She did at very short notice get some Beavers to record messages of thanks for the NHS which was very much appreciated. 

## **Cubs** 

Unfortunately the position of ADC Cubs is still vacant. 

## **Scouts** 

George Dyson has kept in touch with Scout Leaders and interviewed Chief Scout Gold achievers via zoom meetings. 

## **Explorers/Young Leaders** 

Welcome to the following leaders to the District Explorer Team: Colin Maddocks returns to SRF as an Assistant Leader; Katie Schollar joins SRF as a section assistant; Phil Osborn and Nicole Granger join Shackleton Explorers as sectional assistants; Mark Sears and Russell Stallibrass join Ray Mears Young Leader Unit as Assistant Leaders.  All Explorer Units have operated a complete set of virtual and face to face meetings (when allowed) over the past year. 

Young Leaders did continue with training sessions online initially but this didn’t proof to be an effective way of learning and it was decided to stop until face to face could return. 

Congratulations to Imogen Mason and Caitlin Pitt on gaining their Queen Scout Awards, sadly they were not able to attend the St George’s Day at Windsor or the County Dinner 



## **Network** 

Congratulations to Tom Corney on gaining his Queen Scout Award, sadly he was not able to attend the St George’s Day at Windsor or the County Dinner. 

## **Youth Commissioners** 

Jack Sharp was appointed as District Youth Commissioner with deputies Chloe Mayhew, Katie Schollar and George Bowron **Stanford** 

Kevin Ives stepped down as Deputy District Commissioner but has taken on the role of warden for Stanford campsite.  Just we had the electric cable repaired and were about to open again we had to close because of lockdown. Mick Hill has therefore not been able to engage the SAS in work parties during the year.  However, operating within Covid restrictions, Kevin, Mick and  Eddy  Hills  have  visited the  site frequently and kept  up with  routine maintenance. 

## **Appointments Committee** 

Our Adults Appointments Team have also risen to the challenge of zoom and carried out appointment reviews online. 

There  has  been  a  huge  push  on  training  and  some  have  risen  to  the challenge better than others taking the downtime to complete training online. No leader will be able to return to face to face Scouting if their Safety and Safeguarding training is not in date. 

## **Crawley District Scouts Council** 

The District Executive have met six times during 2020 all but one being by zoom. 

These meetings have concentrated on how Groups have been coping during lock down.  Encouraging Groups to apply for the various Government grants and applying directly for grants to support  Stanford campsite which has been closed  for  most  of  the  year,  with  no  income.  Ensuring  that  everyone understood what they had to do to operate safely under the rapidly changing circumstances  especially  the  necessary  risk  assessments  required  .   We would like place on record our thanks to Keith Hole for his unstinting help and practical advice on risk assessments. 



## **Other optional information** 

The District is joint leasholder of one HQ buildings with one of the Groups and is the sole leasholder of the Stanfords Campsite which is operated for the benefit of the whole District.

To follow the protedures laid down in the General Directions given by the Charity Commissioners lunder

To state whether particular matters have come to my attention.

My examination was carried out in accordance with the General Directions given by the Charity Commissioners.
An examination includes a review of the accoLtnting records kept by the Group/District and a comparison of the
accounts presented with those records. It also intludes consideration of any unusual items or disclosures in the
accounts, and seeking explanations from you as trustee5 concerning any such matters. The procedures
undertaken do not provide all the evidence that would be reqLEired in an audit, and consequently no opinion is
given as to whether the accounts present a 'true and fairf view and the report is limited to those matters set out
