STRUCTURE GOVERNANCE & MANAGEMENT
The District’s governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of the Scout Association.
The District is a Trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is made up of 10 Groups, 3 Explorer Units, two Active Support Units, one supporting our District Band, one supporting the District Campsite.
The District is managed by the District Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The District Trustee Board exists to support the District Lead Volunteer in meeting the responsibilities of their appointment and is responsible for the maintenance of District property, the raising of funds and the administration of District finance; the insurance of persons, property and equipment as appropriate within the District. District public occasions, assisting in the recruitment of leaders and other adult support, appointing any sub-committees that may be required appointing District administrators and advisers other than those who are elected.
Members of the Trustee Board must act as charity trustees of the Scout District and in the best interests of its members.

Risk & Internal Control
The District Board of Trustees has identified the major risks to which they believe the District is exposed and these have been reviewed and systems established to mitigate against them. The District has in place systems of internal controls that are designed to provide reasonable assurance against material management or loss. These include two signatories for all payments and a comprehensive insurance policy to ensure all insurable risks are covered.

INTRODUCTION
Over the past year, Arundel & Littlehampton Scout District has encountered many obstacles, and met all of them head on. These are acutely challenging times for the Charity sector, as we are far from immune to flagging socio-economic conditions.
During this year we will have prepared even more young people with skills for life, supported by our amazing Leaders and Volunteers that deliver inspiring programmes week after week.
We have grown more inclusive, shaped by the young people themselves and have made a bigger impact in our local communities.
As Scouters (whether uniformed or non-uniformed) we actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
We all act with care, respect, integrity, cooperation, exploring our own and other’s beliefs ensuring that all involved understand that everyone’s view of the word is different.
The plan is to build on the success of this year and to continue to grow, become more inclusive, to continue to be shaped by young people and to make an even bigger impact in our local communities.
Nationally and Internationally, Scouting has continued to grow and evolve for 117 years and within this District we want to continue that positive trend bringing skills for life to as many young people as we can.
Scouting is open to all and we now have 951 Youth Members within the District with plans to grow even more over the next 12months.
Nationally, the Skills for Life Strategy has been extended until 2035 with
7 programmes of work to help us to achieve this:

We approach the coming year with a renewed sense of purpose and possibility, guided by the lessons of the past and fuelled by a shared commitment to providing high-quality programmes for all our young people. We extend our heartfelt gratitude to all who support us, whose unwavering generosity of time has been the cornerstone of our success.

DISTRICT LEAD VOLUNTEER REPORT 2025
I cannot believe that it has been a year already since we last gathered at Arundel Castle for our 2024 AGM. The last 12 months really have flown by! During the year April 2024 to April 2025, we have encountered a lot of changes and challenges, not least the ‘Transformation’. Hopefully everyone has now been able to have a good look at the new membership system and have figured out what they need to use. I know this has not been easy for some of us, me included. My thanks go to Mark Guy for all his efforts in getting us ready and for the post launch training dates. I also need to say a huge thank you to Sally Holmes and Jo Dommett for keeping us compliant with training. At the time of writing, I believe we have no outstanding mandatory learning. This has been a huge effort, and I really do appreciate the work has been done by everyone to get us to this stage.
At last year’s AGM we showed slides of our vision for the Campsite regeneration project with the current focus being on the building of new toilet facilities. I am extremely pleased to be able to report that the new building is very close to nearing completion. This is in no small part down to the efforts of Jason Cook and Matthew Spurling who have given many hours and their expertise to this project. Phase two will be to convert the existing female facilities into a shower block. Any help with that would be gratefully received. Regular maintenance and the installation of a new multi-use cabin have been overseen by our Campsite Team. Huge thanks to them for their continued support. Keep an eye out for future working party dates. Any help on site would always be welcome.
The District remained the same size as the previous year at Census time, however, I know that we have seen growth since then. We now have four Squirrel Dreys across the District – Ferring, 4[th] Littlehampton, Yapton & Ford and Angmering. Squirrels is proving to be hugely popular. Both youth and adult numbers have increased in the groups that have introduced Squirrels so far. My challenge to the remaining groups is to have Squirrels up and running before the next District AGM!
We are always in need of more volunteers across the District, whether that be as Leaders, Trustees, helpers or advisors. If you know of anyone who could take on a District role, or fancy it yourself, please let us know.
Finally, a huge thank you to everyone for everything they do to support Scouting in Arundel and Littlehampton. I look forward to working with you all in the coming year.

Statement of Trustee’s Responsibilities
The law applicable to charities in England and Wales requires the Trustees to prepare financial statements for each financial year that give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing financial statements giving a true and fair view, the Trustees should follow best practice and:

(a) select suitable accounting policies and then apply them consistently
-
(b) make judgements and estimates that are reasonable and prudent
-
(c) state whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements; and
-
(d) prepare the financial statements on the going concern basis unless it is inappropriate to assume that the charity will continue in business
The Trustees are responsible for keeping accounting records which disclose with reasonable accuracy the financial position of the charity and which enable them to ascertain the financial with applicable Accounting Standards and Statements of Recommended Practice and the regulations made under the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud or other irregularities.
Consideration of Risks
The District Scout Executive (as Charity Trustees) has always been mindful of its responsibilities in Risk Management and, in accordance with the requirements of The Statement of Recommended Practice (SORP 2005), is outlining the major risks and appropriate systems that are in place to mitigate those risks.
The Board has specialist sub-committees to manage these risks and highly values the reputation of Scouting. It seeks to enhance this reputation through effective publicity; care in recruitment (including adoption of the Disclosure & Barring Service screening procedures), financial control, management of adults; and by working closely with the District and County Teams to amicably resolve those few disputes which do arise.

Independent Examiner's Report to the Trustees of the Arundel & Littlehampton District Scout Council
I report on the accounts of the District for the year ended 31 March 2025 which comprise the Statement of Financial Activities, the Balance Sheet and related notes set out on pages 1&2.
This report is made solely to the trustees in accordance with Section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s trustees for my examination work.
Respective responsibilities of Trustees and Examiner
The District trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 144 of the Charities Act 2011 (the Charities Act)) and that an independent examination is needed.
It is my responsibility to:

Examine the accounts (under Section 145 of the Charities Act);

To follow the procedures laid down in the General Directions given by the Charity Commissioners (under Section 145(5)(b) of the Charities Act); and
-
To state whether particular matters have come to my attention.
Basis of Independent Examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the district and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view, and the report is limited to those matters set out in the statement below.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention:

which gives me reasonable cause to believe that in, any material respect, the requirements to keep accounting records in accordance with Section 130 of the Charities Act; and to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or

to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to 31 March 2025 be reached.

Present: District President - His Grace, The Duke of Norfolk; District Leaders, Civic and other distinguished guests together with members of the District Scout Council, Scouts, parents and other guests.
Ian Buckman, District Lead Volunteer [D.C.], received the District standards

His Grace, the Duke of Norfolk welcomed those present and opened the meeting His Grace explained the absence of Julie Dixon, District Chairman/Treasurer and explained that Prue Payne, District Secretary would be taking the chair for this meeting.

GOVERNANCE

[a] The minutes of the previous year’s Annual General Meeting had been reviewed by the District Board of Trustees and were proposed as read, the District Scout Council were asked to agree that they were a true record of that meeting. Seconder: Julia Ferris.; all present voted in favour. None against. The minutes were thus approved

[b] ‘stand in’ Chairman, explained that for Governance purposes the District Scout Council has to Adopt the model Constitution from Policy, Organisation and Rules [P.O.R.] of the Scout Association. She proposed that the District Scout Council adopt the model Constitution from Chapter 5 Rule 4 of P.O.R [as outlined in the annual report]. The adoption of the Model Constitution was seconded and all those present approved it.
[c] The members of the Arundel & Littlehampton District Scout Council were asked to note the Scout District’s financial year as 1[st] April to 31[st] March.
[d] The members of the Arundel & Littlehampton District Scout Council were asked to approve appointed and community members of the District Scout Council – this they did.
[e] The members of the Arundel & Littlehampton District Scout Council were asked to agree the number of members elected to the Arundel & Littlehampton Scout District Board of Trustees as 4. This recommendation was seconded and all those present approved it.
[f] The members of the Arundel & Littlehampton District Scout Council agreed the quorum for each District Scout Council meetings (including the A.G.M) and meetings of any subcommittees as per item 5[a] on the A.G.M. Agenda. The proposal was seconded and agreed by all those present.
REVIEW

[a] Ian Buckman, District Lead Volunteer, gave his review of Scouting in the Arundel & Littlehampton Scout District for the past year.

[b] The Annual Report for the year ending 31[st] March 2024 had been approved.

Roger Eve, Finance Committee Member explained that due to a bereavement in Julie Dixon’s family the annual Statement of Accounts for the year ending 31[st] March 2024 has not yet been completed nor approved by the Arundel & Littlehampton Board of Trustees or been reviewed by the Independent Examiner. As soon as the accounts have been approved they will be

submitted to the Board of Trustees for their approval and circulated to the District Scout Council member.
Roger Eve, Finance Committee Member, stated that in this instance family obligations have been put to the forefront.
He thanked Julie Dixon for taking the role of District Treasurer
MAKING APPIONTMENTS
Prue Payne, explained that the District Scout Council must ensure the charity is correctly set up during the period until the next A.G.M. particularly in appointing the Board of Trustees to ensure good Governance for the Charity over the next year.

a. Ian Buckman, District Lead Volunteer, nominated Julie Dixon as interim District Chair

b. Julie Dixon was appointed District Treasurer, following recommendation from the open selection process initiated by the District Trustee Board.

c. Following recommendations from the open selection process initiated by the District Trustee Board the following members were elected: Gill Hart; Sally Holmes; Jill Gladman; John Hodges; Bob Purcell; Mary Harvey and Prue Payne.

d. d. [i] Ian Buckman asked his Grace, The Duke of Norfolk, to continue as District President. His Grace kindly agreed and said a few words. [ii] District Vice Presidents of the Arundel & Littlehampton Scout District confirmed for a further 12 months were Angus Attle; Mrs Ruth Fraser; Mrs Wendy Squires and Mrs Pan Spencer.

e. An Independent Examiner was to be appointed

f. Tash Spencer, Beaver Scout Leader @ 7[th] Littlehampton and Katie Frost, District Media; were proposed and seconded to represent the Arundel & Littlehampton Scout District on the County Scout Council. A show of hands approved the nominations. None against.

Prue Payne declared the Business part of the Annual General meeting closed at 7.50 hrs. as there was no further business

Gary Cooke, World Scout Jamboree 2023 Contingent Leader and Annie then gave a presentation of this District’s Contingent adventures/challenges in South Korea at the 2023 World Scout Jamboree.

Ian Buckman, District Lead Volunteer, then introduced Tom Dalton, County Lead Volunteer, who addressed the meeting. Phoebe Woolard, County Youth Commissioner to address the meeting which they did.

Ian Buckman, District Commissioner, together with Tom Dalton, County Lead Volunteer, then made several presentations, service awards and photographs were taken of the Gold Chief Scout awardees attending the meeting.

Ian Buckman presented District Commissioner Commendations to Julia Ferris for her role as A.D.C. Cubs and the support she has given the District; Katie Frost for her work on the District media and Prue Payne as District Secretary for the past 25 years – the role has now been abolished by the Scout Association.

Ian Buckman, District Commissioner, then thanked His Grace for continuing as District President. The District Team for their work over the past 12 months. To everyone present this evening; to the District Scout Band for their musical accompaniment this evening and to all volunteers across the District who provide fantastic opportunity for all the young people .

There followed the ‘handing over’ of the District Standards from Yapton Scout Group to Angmering Scout Group.

Ian Buckman, District Lead Volunteer, thanked Yapton for their work as ‘Duty Group’ and look forward to greeting Angmering as ‘Duty Group’ over the next 12 months. He then invited those present to join him in the Castle Restaurant for refreshments provided by Yapton Scout Group.
