STRUCTURE GOVERNANCE& MANAGEMENT
The District's governing documents are those of the ScoutAssociation. They consist of a Royal Charter,
which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and
Rules of the Scout Association.
The District is a Trust established under its rules which are common to all Scouts. The Trustees are
appointed in accordancewith the Policy, Organi5ation and Rules of The Scout Association.
The District is made up of 10 Groups, 3 Explorer Units, two Active Support Units, one supporting our
District Band. one supporting the District Campsite.
The District is managed by the District Trustee Board, the members of which are the 'Charity
Trustees, of the Scout District which 15 an educational charity. As charity trustees they are responsible
for complyi ng with legislation applicable to charities. This includes the registration, keepi ng proper
accounts and making returns to the Charity Commission as appropriate.
The District Trustee Board exists to support the District Lead Volunteer in meeting the
responsibilities of their appointment and is responsible for the maintenance of District property, the
raising of funds and the administration of District finance; the insurance of persons, property and
equipment as appropriate within the District. District public occasions, assisting in the recruitment of
leaders and other adult support, appointing any sub-committees that may be required appointing
Districtadministrators and advisers otherthan thosewho are elected.
Members of the Trustee Board must act as charity trustees of the Scout District and in the best
interests of its members.

The District Trustee Board has identified the major risks to which they believe the District is
exposed and these have been reviewed and systems established to mitigate against them. The
District has in place systems of internal controls that are designed to provide reasonable
assurance against material management or Ios5. These include two signatories for all payments
and a comprehensive insurance policy to ensure all insurable risks are covered.

Statement of Trustee's Responsibilitles
The law applicable to charities in England and Wales requires the Trustees to prepare financial
statements for each financial year that give a true and fair view of the charity's financial activities
during the year and of its financial position at the end of the year. In preparing financial statements
giving a true and fairview, the Trustees should follow best practice and..
(a) select suitable accounting policies and then apply them consistently
(bl make judgements and estimates that are reasonable and prudent
(cl state whether applicable accounting standards and statements of recommended practice have
been followed, subject to any departures disclosed and explained in the financial statements;
and
{dl prepare the financial statements on the going concern basis unless it is inappropriate to assume
that the charity wil I continue in busi ness
The Trustees are responsible for keeping accounting records which disclose with reasonable
accuracy the financial position of the charity and which enable them to ascertain the financial with
applicable Accounting Standards and Statements of Recommended Practice and the regulations
made under the Charities Act 2011. They are also responsible for safeguarding the assets of the
charity and hence for taking reasonable steps for the prevention and detection of fraud or other
irregu larities.

The District Scout Executive las CharityTrusteesl has always been mindful of its responsibilities in
Risk Management and. in accordance with the requirements of The Statement of Recommended
Practice ISORP 2005), is outlining the major risks and appropriate systems that are in place to
mitigate those risks.
The Executive has specialist sub-committees to managethese risks and highlyvalues the reputation
of Scouting. It seeks to enhance this reputation through effective publicity. care in recruitment
(including adoption of the Disclosure & Barring Service screening procedures), financial control,
management of adults., and by worlcing closely with the District and County Teams to amicably
resolve those few disputes which do arise.

Independent Examiner's Report to the Trustees of the
Arundel & Littlehampton District Scout Council
I report on the accounts of the District for the year ended 31 March 2024 which comprise the
statement of Financial Activities, the Balance Sheet and related notes set out on pages 1&2.
This report is made solely to the trustees in accordance with Section 145 of the Charities Act
2011. Mywork has been undertaken so that I might state to the charity's trustees those Inatters
l am required to state to them in an Independent Examiner's report and for no other purpose.
To the fullest extent permitted by law. I do not accept or assume responsibility to anyone other
than the charity and the charity's trustees for my examination work.
Respectlve responslbllities of Trustees and Examlner
The District's trustees are responsible for the preparation of the accounts. They consider that
an audit is not required for this year (under Section 144 of the Charities Act 2011 (the Charities
Actll and that an independent examination is needed.
It is my responsibility to:
Examine the accounts (under Section 145 of the Charities Act).
To follow the procedures laid down in the General Directions given by the Charity
Commissioners (under Section 14515){bl of the Charities Act). and
To state whether particular matters have come to my attention.
Basls of Independent Examiner's report
My examination was carried out in accordancewith the General Directions given bythe Charity
Commissioners. An examination includes a reviewof the accountingrecords kept bythe District
and a comparison of the accounts presented with those records. It also includes consideration
of any unusual items or disclosures in the accounts, and seeking explanations from you as
trustees concerning any such matters. The procedures undertaken do not provide all the
evidence that would be required in an audit, and consequently no opinion is given as towhether
the accounts present a 'true and fair, view and the report is limited to those matters set out in
the statement below.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention..
which gives me reasonable cause to believe that in, any material respect, the requirements
to keep accounting records in accordancewith Section 130 of the Charities Act'and
to prepare accounts which accord with the accounting records and comply with the
accounting requirements of the Charities Act have not been met., or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding
of the accounts to 31 March 2024 be reached.
