The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organization and Rules of The Scout Association. The Group is a trust, established under its rules which are common to all Scouts 

- The Trustees are appointed in accordance with the Policy, Organization and Rules of The Scout Association

The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group, which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities 

The Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of his / her appointment, which include(but are not restricted to) : 

- The maintenance of the Group’s property and equipment 

- The raising of funds and the administration of the Group’s finances 

- The insurance of persons, property and equipment 

- Group public occasions 

- Assisting with the recruitment of Leaders and other adult support 

## **Supporting bodies:** 

Our supporting parent body is Walton & Weybridge Scout District, which is responsible for the overall management of scouting in Walton-on-Thames, Weybridge & Hersham 

## **Risk and Internal Controls:** 

The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered 



## **Section C                    Objectives and activities** 

The objectives of the group are as a unit of The Scout Association. The aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual **Summary of the objects of the** potentials, as individuals, as responsible citizens and as members of their **charity set out in its** local, national and international communities **governing document** 

The method of achieving the Aim of The Association is by providing an enjoyable and attractive scheme of progressive training, based upon The Scout Promise and The Scout Law and guided by trained adult leadership. The Scout Group provides activities for 6 to 14 year olds and aims to support the provision of activities for 14 to 25 year-olds, through the District-managed Explorer Scout and Network Scout provisions 

The Group meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings

We are extremely grateful to many volunteers we have that help out with a number of events that we hold during the year. Many of these do not even have children in the Scouts movement anymore but they still contribute which is always well received. Without their help and those of the parents whose children are active Scouts we wouldn’t be able to do as much as we do in terms of outbound events.

Where appropriate we will continually look to Elmbridge and other organisations for any grants that we can take advantage of to help support our aims and objectives of the group.

**Summary of the main** The past year has seen a continued strong membership. We remain the **achievements of the charity** largest of the 7 groups in Walton & Weybridge Scout District. **during the year** Notable highlights are Beavers Thames Mariners bell boating was held in April 2019.which was the first water-based activity carried out in Beavers. The Beavers leader (Nicola)  achieved nights away permit- for indoors which was great news. Cubs The majority of the Cubs took part in Dry Slope skiing at Sandown. They did 3 x 2 hour lessons over 3 Wednesday evenings. They started on the learner slope & the majority were on the large slope by the end of the 3 weeks, amazing! For those who didn't do skiing we did a mixture of Golf lessons with a pro golfer & Safari Golf at Hersham Golf Club, and an evening of games at the hut. We also had 3 camps, 1 night Survival camp at Walton Firs, District camp at Polyapes & Pack camp at Walton Firs. Taking part in lots of activities, fire lighting, wide games, cooking & taking part in the Jubilee cup. Scouts Following on from previous years the Scout group once again ran the highly successful Beer Festival in July at its new venue at Vaux Mead. In choosing this new location we were able to provide more facilities and capacity. It met all our expectations and was extremely well attended and has now set the benchmark for further festivals in the future. During the year there were numerous activities and events: An Expedition Challenge (January) - Wye Valley, South Wales Advanced Camp (February) - Cairngorms, Scotland Ski Trip (April) - Zermatt, Switzerland Whitsun Camp (May) - Cornwall Summer Camp (August) - Snowdonia, North Wales Survival Camp (October) - Box Hill Outdoor Laser Challenge (December) - Essex Plus a couple of District-run activities (football competition, water activities day) and 39 weekly meetings in between. In December 2019 we undertook an online governance review from a company called Digiboard. Every member of the exec team was asked to complete the review with their feedback on a series of searching questions remained anonymous to everyone. This gave everyone the opportunity to be very open and candid about their comments and thoughts on a number of issues. The service provider then gave us a summary of the findings which we have discussed as a group and implemented some of the ideas and findings.

The Group’s policy on reserves is to hold sufficient resources to continue the Charitable Activities of the Group, should income and fundraising activities fall short. The Group Executive Committee considers that the group should hold a sum equivalent to 2 year’s primary running costs, circa £20,000

Subscriptions are charged within the group for membership, to cover the immediate running costs of the Group and a yearly administrative charge by Walton & Weybridge District, Surrey County Scout Council and The Scout Association which are reviewed on a an annual basis. These subscriptions do not unduly restrict membership and it is the Group’s principle that no one should be excluded from scouting, because of their inability to pay membership subscriptions or camp fees.
