The Group is man&Jed by the Group Executive Committee. the members
of vthich are the 'Charity Trustees, of the Scout Group which is an
educational charity. As charity trust88S they are r88ponsible for complying
ith legislation applicable to charities. This includes the registration,
keeping proper accounts and making retums to the Charity Commission
as appropriate.

The Committee consists of 3 independent representatives, Chair.
Treasurer and Secretsry together with the Group Scout Leaders, Indlvldual

Executive CoMM￿e8. Irainiro within the first 5 months of jolning the
commlttee.
This Group Executive Committee exists to support the Group Scout
Leader in meeting the responsibilities of the appointments and Is
responsible for.

Assisting in the recruitment of leaders and other adult support.

Risk and Internal Control
The Group Executive Committee has identified the major rfsks to vthlch
ey believe the Group Is exposed, these have been revlewed and
systems have been establlshed to mltlgate agalnst them. The maln areas
of concem that have been Idenllfied are:
Damage to the building, property and equipment. The Group would
request the use of buildings. property and equlpment from neighbouring
organisations such as the church, community c8ntr8 and other Scout
Groups. Similar reciprocal arrangements exist with these organisations.
he Group has sufficient buildings and contents insurance in place to
mitigate against pennanent loss.
Injury to leaders, h8lp8rs, support8rs and members. The Group through
the capitation fees contributes to the Scout Associations national accident
insurance policy. Risk Assessments Sre undertaken before all actlvltles.
Reduced Income from fund ralslng. The Group Is prlmarfly reliant upon
income from subscriptions and fundraising. The group does hold a reserve
to ensure the continuity of activities should there be a major reduction In
Income. The Committee could raise the value of subscrlpllons to incr8as8
e income to th8 group on an ongoing basis, 8lth8r t8mporarily or
permanently.
Reduction or loss of leaders. The group is totally reliant upon voiunt8ers to
run and admlnlster the activiti8s of the group. If there was a reduction in
the number of leaders to an unac￿ptab1e level in a particular section or
the group as a whole then there would have to be a contractlon,
¢onsolldatlon or closure of a sectlon. In the worst case scenarlo the
complete closure of the Group. However we have a strong and
esiablished young leaders section as well as several new leaders who
have joined over the last few years.
Reduction or loss of m8mb8rs. The Group provides activities for all young
people aged 6 to 14.5. If there was a reduction in membership in a
particular section or the group as whole then there would have to be a
contraction, consolidatlon or closur8 of a s8Ction. In the worst case
S￿nariO the complete closure of the Group. However. looking forward. Y
believe that our new HQ will act as a hub and we expect to see a splke In
new member appllcatlons as we wlll have a flagshlp HQ for the area.

Summary of the main activities in
relation to these objects
All seclions take part in regular camping activities. with the exception of
younger Beaver Scouts who sleep indoors and also undertake a number
of outings and activities. There are varlous programmes of fund raising
across th8 Group for both the Group itself and local, national and Scouting
charities. The sectional Leader teams ensure that the temly programmes
are planned to provide a suitable balance of activlues.

The total membership of th8 Group as at 31st January 2024 was 70 wlth
12 names on the waiting list. The Leaders and helpers involved continue
o provide a progressiv8 and challenging programme of events and
aclivities. Fund raising including Gift Aid has continued to provida the
necessa
finance for the Grou
's activities.

Reservos Pollcy
he Group's policy on reserves is to hold sufficient resources to continue
he charitable activities of the group should income and fundraising

group should hold a Sum equivalent to between 6 and 12 months running
costs. circa £16000.

Investment Pollcy
The Group does not have sufficient funds to invest in longer tenn
investments. The Group has therefore adopted a rlsk averse strategy to
the Investment of Fts funds. All funds are held In banks approved by the
executlve and revlewed from tlme to tlme.

the Interest rates re¢elved to ensure the group obtsins maximum value
and income from its banking arrangements. Occasionally this may involve

requirements.

The Group has been offered a long term lease of land at Ashford Sports
Club. we have been granted pemiission to build and our fundraising is
now underway. We have been granted a sum of £899.645 by Surrey
County Council and our build will begin within the forthcoming financial
