Structure, Governance and Management

Governing document:

The Charity’s governing documents are those of the Scout Association.

They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and to The Policy, Organisation and Rules of the Scout Association.

Governance and Constitution:

The Charity is a Trust established under the rules of the Scout Association that are common to all Scouts and is an educational charity.

The Trustees of the Charity, as listed earlier in this AGM Report, are appointed in accordance with the Policy, Organisation and Rules (POR) of the Scout Association.

The Group Trustee Board meet formally every term and is a team of volunteers who work together, as charity Trustees, to make sure the Scouts is run safely and legally. At the heart of their role is a focus on strategy, performance and assurance.

Members of the Group Trustee Board must act collectively as charity trustees of the Scout Group, and in the best interests of the charity’s members. Governance roles must be distinct to help manage conflicts of interest. This means that the roles of Group’s Chair and Treasurer must be kept separate and be done by two different people.

The Group Trustee Board must act in the charity’s best interests, acting with reasonable care and skill and take steps to be confident that:

a) The charity is:
well managed
carrying out its purposes for the public benefit
complying with the charity’s governing document and the law
managing the charity’s resources responsibly

b) the charity is operating compliant with POR and the local charity regulator, including effective management of each of the Key Policies listed in Chapter 2 of POR;

c) young people are meaningfully involved in decision making at all levels; and

d) the Group has sufficient resources (funds, people, property and equipment) available to meet the planned work of the Group including delivery of the high quality programme and resource requirements of the training programme as set out in Rule 4.2.2 of POR.

Administrative Matters

The Groups financial year is from 1[st] April to 31[st] March.

It is agreed that a maximum of 9 members can be appointed to the Trustee Board.

It is agreed that the quorum for future meetings will be four Trustee’s for Trust Board Meetings and Six Group Scout Council members (including 2 Trustees one of which must be either the Chair or GLV) for the AGM and other meetings.

Risk And Internal Control

The Charity has in place systems of internal control that are designed to provide reasonable cover against material mismanagement or loss; these include requiring two signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Objectives And Activities

The objectives of the Charity are to work as a unit of the Scout Association. The aim of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training based on the Scout Promise and Law and guided by adult leadership.

Subscriptions are charged for membership to cover the immediate running costs of the Charity and these do not unduly restrict membership. The Charity follows the principle that no one should be excluded from Scouting because of their inability to pay membership subscriptions or their contribution to the cost of events.

Two key principles that demonstrate that Scouting’s aims are for the public benefit are that through the Scout method young people develop towards their full potential and that there is a clear link between the benefits for young people and the purpose of Scouting. The safety of young people is taken very seriously and the benefits Scouting activities provide far outweigh the risks. Any private benefits from Scouting are incidental, other than those as a beneficiary.

The Group has continued to flourish with record numbers now attending regularly on Tuesdays (Beavers, Cubs and Explorers) and Fridays (Scouts). This is of course not done without the hard and often timeconsuming work of the leaders and young leaders, who ensure that the young members have an enjoyable Scouting experience, week in and week out. In addition, the planning and execution of the camps/nights away activities has continued to be a huge success.

A successful Scout group relies on its volunteers and leaders. 2nd Stoneleigh is no different from any other and will always welcome offers of assistance, either regular or occasional, at meetings and for events. If you are a parent, or have a relative, who might be interested in joining the leadership team, please speak to any of the leaders.

I would like to give special thanks to Bob Frisby who has stepped down as Group Treasurer after more than 25 years of service to the Group and all the leaders who give up their time to create great experiences for our young members.

’ – Group Lead Volunteer s Review Steph Howard

Another great year for 2nd Stoneleigh (St. John’s) Scout Group full of adventure, challenge and growth for our young people. Our Beaver Colony, Cub Pack and Explorer Unit meet on a Tuesday evening and the Scout Troop meets on a Friday evening. All Sections have been busy during the year; we have taken part in a number of District events and attended both the Remembrance service and a special service at St. John’s Church to celebrate St. George’s Day, where our Scouts led a debate on the values of St. George and the Dragon and all we renewed our Promise.

Our Beaver Scouts enjoyed our annual Spring Camp at Boidier Hurst and despite it becoming a mud bath took part in various activities including den building, wide games and of course sleeping in a tent with their friends - a fantastic adventure and for many their first taste of independence! The Beavers had a very busy year with various events including the District cowboy themed Beaveree at Little Acres, the Lizard Hike around Headley Heath and the Surrey Reach for the Stars camp at home.

Other activities during the year included a community litter pick in Cuddington Recreation Ground, completing our Emergency Aid and Navigator Stage 1 badges, cooking jam tarts, vanilla mug cakes and making bread dough, enjoying a night hike in Nonsuch Park, doing experiments, learning about gardening and making light shapes with sparklers. The Colony has remained steady in size from around 22-26 Beavers, with word of mouth bring interest from friends constantly. Jack has cemented himself as a firm favourite with our Beavers as our Young Leader, and he was joined by Layla in the Spring Term.

The Cub Pack has remained at a steady number of around 30 this year. We held a three-night camp at Boidier Hurst in May and despite the very wet weather the

Cubs enjoyed getting back to the wild including wide games, backwoods cooking and a hike on Headley Heath. The Cubs were lucky to be able to join Warspite for a Go Canoeing session on the River Thames. The Cubs joined the Beavers for a campfire to finish the term as we missed out at our wet camp.

The Cubs took over Epsom Fire Station for the evening, learning about the different vehicles and equipment. Other activities across the year included a chip shop survey, personal, fire and road safety badges, learning about money skills and earning their Navigator 2 badges. Our Cub Pack has been ably assisted across the year by our Young Leaders Dylan and William.

The Scout Troop has had an amazing year, with events including a PL/APL weekend away, District Challenge Hike, completing their model maker badge at Warhammer in Epsom, the London Monopoly Run, joining others from the District for Emergency Aid Stage 3, and of course et tg Scoutabout with 5,000 other Scouts and Guides at the South of er England Showground. Six of our oldest Scouts completed their Expedition Challenge by getting themselves by train and on foot to Boidier Hurst from the HQ and back again. a " a ¢

The Scouts also worked on their personal skills including learning about smoking, drugs and alcohol, diet

and sleep, and mental health awareness, including some mindfulness colouring. Ironing our scarves and learning to sew on our badges was a new skill for many. We made planters out of old tyres to spruce up our HQ, made camp gadgets and did some cooking and baking. A highlight of the year was planning and running our own Olympics night, with different ‘events’ for the Scouts and Explorers to compete in. The Troop continues to remain strong with around 30 to 35 Scouts attending each week.

Our Explorer Unit continues to grow in size as the Troop feeds through new members, and they now meet separately from the Scouts on a Tuesday evening allowing dedicated leader time and more space to spread out. The Explorers joined the District Challenge Hike, the London Monopoly Run, and enjoyed a trip to laser quest. We teamed up with Nonsuch ESU (4[th] Ewell) twice this year, for an evening of forensic science investigating a murder, and for a weekend at Theme Park Camp which included a silent disco, rodeo bull and bungee run, day trip to Thorpe Park, and a spectacularly close (and loud) thunder storm overnight that made the ground shake!

The Explorers also went on a chip shop hike, did some cooking, orienteering in Nonsuch Park, made paracord woggles, completed some team challenges and of course made fires and ate s’mores.

Summer Camp for the Scouts and Explorers was spent at Blackwell Court in Bromsgrove (West Midlands). We enjoyed lots of adventurous activities on the campsite and off, including gladiator challenge, pedal go karts, high all aboard, grass sledging, raft building and kayaking. We spent a day at the Black Country Museum and taking a barge ridge through the tunnels of the Dudley canals.

During the year our Beaver Scout Section gained 163 badges including two Chief Scout’s Bronze Award. Our Cub Scout Section gained 213 badges including five Chief Scout’s Silver Awards and our Scout Section

gained 233 badges with four Chief Scout’s Gold Award. The Explorer Unit earned 28 badges with our first Chief Scout’s Platinum Award!

Overall we provided 300 Nights Away for our young people over 15 different nights and across all sections within the Group.

In June we hosted a ‘Big Help Out’ day with our GirlGuiding friends to tidy up the outside space at the HQ. We cleared the brambles and weeds across the site rediscovering our side and back spaces to enable greater use of the areas, and completed some general maintenance tasks too. This is going to be an ongoing project (any help gratefully received!), but we made a great start and the HQ looked much smarter afterwards!

We are always on the lookout for additional hands to boost out leadership teams – even if you can only help once a month it would be appreciated! All sections and behind the scenes require extra help – please do read the descriptions of the help we need later in this Report.

At the end of this financial year we say goodbye to Bob « : 5 Frisby as our Group Treasurer. Bob has helped 2[nd] Stoneleigh for 25 years in this role, with other roles for the Group going back to 1991!

I would like to thank our fantastic small leadership team without whom we couldn’t run our fantastic Group. Thanks also to our Board of Trustees, supportive parents and our amazing young people for their continuing involvement in Scouting at 2nd Stoneleigh.

Financial Review

The Group has sufficient financial resources available to meet the planned work of the Group. The Charity has in place systems of internal control that are designed to provide reasonable cover against material mismanagement or loss; these include requiring two independent signatories for all payments and comprehensive insurance to ensure that all insurable risks are covered.

We had a concerted fundraising effort this year to enable the purchase of a new tent with a number of events. Our coffee morning at St John’s Church raised £500, our art afternoon raised £150, and our quiz night raised a fantastic £660. With a couple of donations from local parishioners and the sale of a trailer tent donated to us a number of years ago (which we weren’t able to use), we managed to raise about £1,800. We bought our new Patrol Tent on time for Summer Camp!

The Group have been very active during the year carrying out a range of events with associated income and expenditure. The majority of events are able to cover their costs without requiring subsidy from Group funds, meaning subscriptions can be kept as low as possible for all.

The Group is in a good financial position for us to cover the costs of the next financial year and we would like to thank our examiner for his work checking the accounts.

The Trustees confirm:

The Group has no debts.
There is no formal reserves policy applicable to this financial year.
The Group does not act as a custodian trustee for other parties.
The ‘Scout Association Trust Corporation’ (charity reference 306102) holds the Scout and Guide Headquarters land titles on behalf of and for the benefit of the Group as custodian trustee.

– Bob Frisby Thank You

At the end of the financial year we said goodbye to Bob Frisby as our Group Treasurer. Bob helped 2[nd] Stoneleigh in that role for 25 years, but started his time with us started well before as a trustee for our charity since 1991! Bob received the Award for Merit for his great service in 2018.

Bob played a vital role in keeping 2[nd] Stoneleigh afloat with financial scrutiny and governance, ensuring the bills were paid, money was available for trips and events, the accounts were completed and scrutinised and we reported to the Charity Commission as required every year.

Rather than providing a physical gift to say thank you, Bob requested that we offered some time to assist in gardening at his house. A group of Explorers and Scouts spent a morning during the Easter holidays weeding and tidying the borders in the back garden, trimming the bushes in the front garden and laying the first section of membrane and bark. A few weeks later, the Explorers returned on a Tuesday evening to finish the job, completing the borders and laying the remaining bark. This effort will hopefully help Bob and his wife Viv (our ex-Group Scout Leader) with being able to enjoy their garden again, acting as a reminder of all the effort that they have put into the Group over many years.

THANK YOU Bob for all that you have done for Scouting over 30-odd years across many roles but especially the last 25 years as our Treasurer!

– Roles Requiring Support Can You Help?

We have a fantastic team of volunteers at 2[nd] Stoneleigh but we desperately need to expand our team to help spread the tasks around a few more people, from tasks with the young people to those behind the scenes. We welcome offers of help in many ways and can be flexible to your skills and time availability.

We have a number of roles from weekly nights to working more independently. If something below interests you, please get in touch for a conversation, with no obligation. For the roles working with young people, we offer a 4-week trial period to see if the role is right for you. We have plenty of training and support available for you. Cub Team Members	Join our cracking Cubs Team to support our section for 8-10 year olds. Help with meetings on a Tuesday 6:30-8pm with running games and activities. Get involved with planning activities and collating resources.
Scouts Team Members/Leader	Join our super Scouts Team to support our section for 10-14 year olds. Help with meetings on a Friday 7-9pm with running games and activities. Get involved with planning activities and collating resources.
Explorers Team Members/Leader	Join our super Scouts Team to support our section for 14-18 year olds. Help with meetings currently on a Friday 7-9pm with running activities and getting the Explorers out and about more. Get involved with planning activities and collating resources. Potentially date/time will change as the Unit continues to grow.
HQ Gardeners/ Tidy- Uppers	A really flexible role as and when you can help. Keeping on top of the weeds, especially around our newly cleared firepit area, possibly some building maintenance related the back huts, keeping on top of the rubbish brought in by the foxes etc. Helping build the fire pit area.
Web Master	To support the Groupwith the upkeepof the website so it remains current.
Social Media Influencer	Could you help manage and update our social media presence? Help us to share all the good things we get up to and promote the Group.
Skills Demonstrators	Do you have an amazing skill that you can pass on to our young people? Could you help by running an activity? Perhaps you love hiking and can help with navigation, or teach the basics of photography, or you love fishing perhaps. Anything goes if the young people can learn something, and we can make it specific to anyof our sections to suityou.
The thing we missed off …	If you have a great idea that we have missed, make it known! Anything that can help us to provide and expand on our activities for the young people in our Group or help to develop their skills for life.
