Trustees’ Annual Report for the year ended 31[st] December 2022 Major Activities and Achievements in the period
The Group, which has been in continuous existence since 1938, is part of the Scout Association of the United Kingdom. The governing document is that of conveyance dated 30 January 1951 upon the trusts of The Boy Scouts Association Trust Deed 18 June 1935. It follows the Association’s progressive training scheme to help young people from the age of 4yrs up to 14yrs to achieve their individual potentials and to become responsible citizens. Training is coupled with having fun. Badges and awards are presented as they complete various tasks within the training programme.
At the beginning of the period the Group’s registered membership with the Scout Association was 84 young members (Beaver Scouts, Cub Scouts, Scouts & Young Leaders) plus 14 Adult Leaders, Assistant Leaders and Skills Instructors: a grand total of 98. At the end of the period membership was 110 young members, 18 Adult Leaders a total of 128. Numbers are up this year as more meetings were held face-to-face and young members returned. The Group remains one of the largest in the District. Additionally, there are 10 ex-officio, nominated or co-opted non uniformed adult Trustees. All adults in the Group are unpaid. All activities, as well as costs of running of the Headquarters and purchase of the equipment are funded via subs received from parents and fund raising activities undertaken by the Group.
Young members attend meetings and activities organised by their Sections and by the Group as a whole. They also participate in activities with members of other Groups in the Blackwater Valley Scout District. Our Annual General Meeting on 4[th] May 2022 was held at our Scout Hut as Covid restrictions were lifted. Numerous badges and awards have been presented. Social activities included Group Jamboree, Summer and Autumn camps. The Group was also able to run a Christmas Shopping Evening in December and helped at the Lakeside Fun Day, Wheels Days, Summer Fair, Lion Brewery Music Festival and Christmas Fantasia. We had a trip to the Pantomime and held our own Carol Service at St Mary’s Church. The Group also helped to run the Sunflower Café for Ukrainian refugees and several young Ukrainian children joined our sections. Risk Assessments have been approved by District. The Group prides itself on the harmonious relationship that exists between all the adults, both uniformed and non-uniformed. It has a record of retaining these adults, some of whose years of service are in double figures.
The Group was unable to hold a Fund Raising Quiz Evening during 2022 due to the pandemic but the Guildford Lottery continued. A donation of £1000 was received from the Millennium Oak Trust, £1750 donation from Surrey Street Rodders and £1000 donation from the Lion Brewery Music Festival was also received.
The Group has also developed a ‘Big Idea’ for a new Scout HQ and Small Group Community meeting place, which we have placed on the Surrey County Council’s ‘Common Place Map’. This is now being followed through with a bid for a grant to realise our idea. We have had lots of communication with other local organisations or and local businesses, who are supporting our idea. In the meantime, maintenance of the Group Headquarters continued throughout the period. The Group is currently holding around £50,000 in reserves; these have been earmarked towards the cost of the new Scout HQ.
The Group is a Trust established under rules that are common to all Groups within the Scout Association and Trustees are appointed in accordance with the Policy, Organisation and Rules of the Association. The trustees have had regard to the Charity Commissions guidance on public benefit. The Accounts have been drawn up on a Receipts and Payments basis, which is consistent with the previous year. It is believed that they show a sound financial position with adequate reserves for normal activities.
Trustees, who are members of the Executive Committee, have existing or past associations with the Group. Any vacancies within the Committee are advertised among the community and nominations are considered by the Executive Committee. Chairman, Treasurer and Group Secretary are elected each year.

Independent Examiner's Report to the Trustees of 1[st] Ash Vale Scout Group
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2022 which comprise the Statement of Financial Activities, the Balance Sheet and related notes set out on pages 1 to 3.
This report is made solely to the trustees in accordance with Section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s trustees for my examination work.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Group/District and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
