**Minutes of the District AGM held on Tuesday 1[st] December  2020 at 19.30, via Zoom.** 

## **Boxford Scouts & Guides - THE SPINNEY** 

_The Spinney was bought in 1981 by the supporters of the Scout and Guide movement in Boxford and was put in trust for the use and development of the Scout and Guide organisations in the village._ 

_It was realised at the time of the purchase that as well as providing a location for the Scout & Guide Headquarters the site, being approx. 7 acres, is ideal for camping and activities for youth organisations from outside the village._ 

_A management Committee was created to maintain and develop the site on behalf of both organisations, primarily for the Boxford members but also for Scouts and Guides nationally and internationally. This is a unique situation and it has only been the enthusiasm of those persons who have the interests of Scouting and Guiding at heart that has created what we have today._ 

_ALL the Scout and Guide Leaders and Spinney Management Committee members are volunteers._ 

_As the popularity of the Spinney has grown and we have increased the number of activities available the demand on voluntary help has also increased._ 

The year has been a non year owing to the covid pandemic. As with so many organisations we had to close the Spinney to all activities in April 2020. In October following the production of risk assessments etc we had one Group activity weekend in the hope of normal operations recommencing but this had to be cut short with the introduction of a second lockdown and activities remained closed to the end of the financial year in March. 

This obviously had an impact on our income but thanks to a grant from Babergh DC we have been able to meet our financial obligations and even make some improvements to the facility in preparation for reopening. 

In this current year we have begun taking bookings and making use of our facilities once again. We are in the process of improving the kitchen in the Vulpine Hut and in installing an outside washing up area for use by campers, in particular the overnight campers on expedition hikes.

## **1. Welcome:** 

Vincent Quattrucci took the Chair and welcomed attendees and commenced the meeting by reading the Scout law.

**3. The Minutes of the AGM on 10[th] July 2019** They had already been circulated and were approved by all. 

## **4. The District Treasurer presented the annual accounts** 

He confirmed that the mandate had now been completed at Barclays and the accounts had been finalised. He proposed 

a) The adoption of Barclays as our bankers 

b) That Passmore Weeks and Richardson should be approved as our external examiner Proposed: John Wiseman,    Seconded: Vincent Quattrucci   agreed by all 

## **5. District Commissioners report** : 

Contained within the booklet. Last year’s video of Scouting within the District was shared at the beginning and end of the meeting, reminding us of what Scouting had been like prior to the pandemic. She confirmed that St.Georges day would be virtual on Zoom, the Vicar was on board. She is aiming for Sudbury to be the District of excellence in 20/21. She mentioned the excellent work of the District Duke of Edinburgh’s Team, the number of awards achieved had risen. She thanked Steve Challis for all his hard work ensuring that the training needs in the District had been met. She then handed over to Keith Gleen, County representative for any comments. 

He said how difficult the past six months had been but thanked everyone for their support .There would be a change in numbers of members but face to face Scouting would happen again. He acknowledged the increase in top awards.

DC nominated Vincent Quattrucci, who accepted the nomination and would continue in post **8. Election of:** 

District Secretary: Jan Jennings (ex officio) to continue in post District Treasurer: John Wiseman (ex officio): to continue in post.                                     All in agreement

Awards** DC had posted out awards She would be presenting a new commendation to Stephen Spraggons. 

Vincent Quattrucci closed the meeting and thanked everyone for attending. He also passed on thanks to Charmain DC for all her hard work within the District, and also thanked Jan Jennings District secretary for her continued valued input. Vincent also thanked all members of the Exec Committee for their time and contributions.

Well, what can we say about this year!  We started the year with a red readiness level meaning that no one could meet face to face.  As the weeks passed and it became apparent that Covid was not going away our plans for the summer had to be postponed.  Our water activities day at Bures, our skills day at Bradfield Park and our day trip to the National Space Centre all put on the shelf for another time. 

However, this did not stop the Cub Packs in Sudbury District.  Using a plethora of virtual media, packs gradually started to meet back, some setting tasks at home via WhatsApp or Facebook and sharing photos afterwards and some using zoom to hold virtual meetings. 

All over the District Cubs were, baking, crafting, quizzing, doing scavenger hunts, putting on puppet shows, showing off their collections, building dens from cushions and blankets and spending the night in them, carrying out science experiments, playing bingo, completing escape rooms and so much more. 

Come September some pack did begin to meet face to face again but with some tough restrictions on numbers and activities and of course some heavy duty cleaning regimes.  But this was short lived as come the New Year we were again back to virtual meetings. 

We would like to say a very big thank you and well done to all our Cub Leaders who have changed their approach to scouting completely over the past year and have had to re-think the activities and programmes.  We would also like to say a big well done to all our Cubs who have embraced the changes and given their all to keep Cub Scouting going. 

We are now crossing our fingers that next year will see less restrictions and more Scouting.

## DC Report 2021 

I took over as District Commissioner in April 2017and I feel extremely proud to be your DC, Steve Cridland will now join me as joint DC of Sudbury and together we really looking forward to taking the District forward on a new adventure. 

What years 2020/21 has been lockdown then face to face then lockdown then face to face and now at last we are back to green and myself and Steve are looking forward to visit as many Groups as we can, Jenny Mullan will take on the DDC Support Role and we will be looking for another new DDC to join the team. 

When I took over as DC we didn’t know how Scouting was going to have to adapt and change, I have been amazed how leaders have managed over the last 12 months to provide incredible balanced and inspiring programs to all the young people in District, and a massive thank you to all the Leaders  in District, you are all truly amazing. 

I would like to congratulate all the Leaders who have received Long Service awards and Good Service awards and all those who have achieved Duke of Edinburgh and Top awards in 2020/21. 

Finally I would like to thank the District Executive Committee and the District Team for their continued Support. Let’s have another year of fantastic scouting, I don’t know what will happen, but we will pull together, help and support one another and have some fun along the way and offer #skillsforlife.

## **– Chairmans report 2020/21** 

Many thanks to you all for attending this years Sudbury District AGM and for all you, the volunteers, do throughout each and every year to enhance the Scouting experience for our young people. 

As we all know this past year has proved to be one of continued unique challenges we have all had to face and Scouting has been no exception to this. We have continued to evolve and change how things have been done as well as how we as a community are able to interact with each other. Scouting has shown some great resilience in these trying times and you have all stepped up to the plate and gone even further than has ever been asked before. I am proud to be associated with such a great group of dedicated people. I hope that in the coming months we are able to continue with some sort of semblance of normal activity. 

The District committee has met (online and face to face when able) on many occasions since our last AGM and all members have provided valuable input to help ensure the District continues to be as successful as it has been to this point and help to ensure that Scouting has been able to continue, in some form, over this time. It's fantastic to see all groups are making provisions and that this is being well received. 

I'm hoping to become more involved and get to know more of you as I'm still relatively new to the role of Chair, although, so far events have conspired against this on the whole. I hope that those of you having AGM's continue to invite me as I feel this is a great opportunity to get to know you. 

I'm hoping to spend time with many more of you over the next year, be it online or face to face, when safely able to do so, and would like to finish by once again truly thanking you for all you do and hope you continue to enjoy your time with Sudbury District.
