The Trustees of the Ilth Ipswich Scout Group are the officials of the Group Executive Committee. The
trustees are detailed at the front of this report.
Structure• governance and management
The Group's 8overning docurnents are those of The Scout Association. They consist of a Royal Charter, which
in turn 8ives authority to the Bye L3ws of the Association and The Policy, Organisation and Rules of The
Scout Associatlon.
The Group Ss a trust establlshed under Its rules whlch are common to all Scouts,
The Tru5tee5 are appointed in accordance wlth the Policy, Organlsatlon and Rules of The Scout Associatlon
& The Charity Commission.
The Group is managed by the Group Executive Committee, the members of which are the 'Charity Trustees,
of the Scout Group, which Is an educational charity. As charlty trustee5 they are responsible for complying
with legislation applicable to charities. This includes the re8iStration, keeping proper accounts and making
returns to the Charity Commission as appropriate,
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the
Group Scout Leader, individual section leaders and parents representation and meets every 2 months.
This Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of
their appointments and is responsible for:
The maintenance of group property,
The raising of funds and the administration of group flnance;
The insurance of persons, property and equipment;
Group public occasions;
Arranging accommodation and assistlng to flnd camplng grounds;
Assisting in the recruitrnent of leaders and other adult support;
Appointln8 any Sub committees that may be required;
Appointing group adrninistrators and advisors other than those who are elected.

The Group Executive Committee has identified the major risks to which they believe the Group is exposed,
these have been reviewed and systems have been established to mitigate against them. The rnain areas of
concern that have been identified are:
Reduction or loss of members. The Group provides activities for all young people aged 6 to 14. If there
was a reduction in mernbership In a particular section or the group as whole then there would have to
be a contraction, consolidation or closure of a section. In the worst case scenarlo. the cornplete closure
of the Group may be necessary.
Damage to the building, property and equipment. The Group would request the use of buildings, property
and equipment from neighbouring organisations such as the church, community centre and other Scout
Groups. Similar reciprocal arrangements exist with these organisations. The Group has sufficient buildings
and contents insurance in place to mitigate against permanent loss.
Injury to leaders, helpers, supporters and members. The Group throu8h the capitation fees contributes
to the Scout Association's national accident insurance policy. Risk Assessrnents are undertaken before all
activities are commenced.
Reduced Income from fund raising. The Group is primarily reliant upon income from subscriptions and
fundraising. The group does hold a reserve to ensure the continuity of activities should there be a major
reduction In income. The Committee could raise the value of subscriptions to Increase the income to the
group on an on-going basis, either temporarily or permanently.
Reduction or loss of leaders. The group is totally reliant upon volunteers to run and administer the
activities of the 8roup. If there was a reduction in the number of leaders to an unacceptable level in
particular section or the group as a whole then there would have to be a contraction, consolidation or
closure of a sertion. In the worst case scenario the complete closure of the Group may be necessary.
The group has in place systems of internal controls that are designed to provlde reasonable assurance
against material mismanagement or loss; these include comprehensive insurance policies to ensure that
in5urable risks are covered.

Objertlves and actlvltles
The Aim of The Scout Association is to promote the development of youn8 people in achieving their full
physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as rnembers of
their local national and international comrnunities. The method of achieving the Aim of the Association is by
providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law
and guided by adult leadership.
The Scout Group consists of the following Sertions:
Beaver colony
Cub Pack {Monday)
Cub Pack {Wednesday)
Scout Troop
Young Leaders
Scout Active Support
The Group Executive Committee, sub committee5, leaders and helpers work tO8ether to provide a high
standard of maintenance and care of all youn8 people, property, vehicles and equipment in their char8e.
Publlc beneflt
The Group rneets the Charity Cornmi5sion's public benefit criteria under both the advancement of education
and the advancement of cltizenship or community developrnent headin8S.
Flnanclal revlew
The Trustees have not forrnally set a target for reserves.
The current level of reserves held is £341,545 (last year: £302,361)
The Group Executive regularly monitors the levels of bank balances and the interest rates received to ensure
the Group obtains maximum value and income from its banking arrangements. Occasionally this may involve
using an account that requires a period of notice before funds may be withdrawn, before doing so the
Group Executive considers the cash flow requirements.

ort for 2024 AGM
When I wrote my report last year two of our former Scouts, and now Young Leaders in the Group, Kaya
Bhattachrjee and Ronnie Ransome, were In the closin8 Stages of fund raising prior to their trip to South
Korea to attend last yearfs World Scout Jamboree. While they tell me they enjoyed their experience,
unfortunately weather conditions were such that arrangements had to be changed early on in the Jamboree
rneaning that they weren't able to benefit from the total experience as they mi8ht have been.
I'm pleased to say that over the past year the Group ha5 grown in all Sections, to the point where we are
looking, (a8ain), at the possibility of starting a second Beaver Colony, as it's from there that a Group grows.
Also, we have a number of older Scouts for whom we rnay be able to start up again, an Explorer Unit.
Camping is an integral part of Scouting and I'm pleased to say that both Cub Packs and the Scout Troop have
several camps in the pipeline for this year. As is always the case, by the time of the AGM the Scout Troop
has already held a number of its camps, and ha5 more planned, culminating in their summer camp which,
this year, is to be held in Holland. While I have now reached a point where I think rny camping days are now
behind me, (rny body just can't take nights of laying on hard ground anymore), I do miss all that being at
camp brin8s and I wish all Sections every success with their camps this year,
As Is always the case my grateful thanks go to all those who are Involved In the leadershlp of the young
people in the Group, and the opportunities and experience5 they provide, whether they be uniformed or
otherwise. Similarly, I thank all mernbers of the Trustee Board who enable those of u5 providing Scouting
opportunities the chance to do so without having to worry about matters like insurance, buildin8
maintenance, etc.
Many of you will know that this is my final AGM as the Group Scout Leader, as having served ten years in
that role, I'm required to step down, While I wlll rernain very much part of the Group, and I will miss some
parts of the GSL role, l am looking forward to being able to continue to play a part Sn the life of Iith Ipswich
Scout Group.
As I come to the close of this report, I can't end without mentioning fireworks. Thanks to another great
result from last year's display financially the Group is stron8er than ever, and rny thanks go to all involved in
making our displays over the years so successful. l must also, a8ain, thank David De8iorgio, our Group
Treasurer. As I said last year the Prirne Minister could do much worse than having David as Chancellor of
the Exchequer.
