The Scout Group has a Governance Document, reviewed annually.
The groups governing documents are those of The Scout Association. They
consist of the Royal Charter which in turn gives authority to the Bye Laws of the
association and The Policy Organisation and Rules (POR) of The Scout
Association.
The group is a trust established under the Association which are common to all
Scout Groups. The Trustees are appointed in accordance with the POR of The
Scout Association.
The group is managed by the Group Executive Committee, the members of which
are the “Charity Trustees” of the Scout Group – which is an educational charity.
As charity trustees they are responsible for complying with legislation applicable
to charities.
The group trustees are elected annually at the Group AGM.
The Group Executive Committee exists to support the Group Scout Leader in
meeting the responsibilities of their appointment and is responsible for:
The maintenance of Group Property. The raising of funds and the administration
of Group finances. The insurance of persons, property and equipment. Co-
ordination of Group public occasions. Assisting in the recruitment of Leaders and
other adult support. Appointing any sub-committees that may be required.
Appointing Group Administrators and Advisors other than those elected.
The Group Executive Committee are responsible for all matters involved in
running the Group including its dissolution if voted on by the membership at an
AGM or Special Meeting. The Chairman and GSL will prepare a report for the
meeting outlining how assets are to be distributed based on the principle of their
continued use for the purpose that they were originally obtained.
The Group Scout Leader is responsible for the appointment of volunteers into
roles within the group. Helpers can be appointed and then trained into roles as
assistant leaders or leaders. The GSL ensures appropriate training and checks
are carried out and is responsible for control of volunteers.
Collectively and individually they must:
- Use reasonable care and skill in their work as trustees.
- Use their personal skills and experience in their work as trustees.
- Obtain external professional, specialist advice when needed.
- Act honestly and reasonably in the interests of the charity at all times.
- Use charitable funds only in the furtherance of the charity’s objectives.
- Safeguard the charity’s finances ensuring that the charity is and will remain
solvent, and avoid undue risks.
- Ensure that the charity complies with charity law and the requirements of the
appropriate charity regulator.
- Ensure that the charity follows the rules set out in its governing document
(Policy, Organisation and Rules).
- Act with integrity and avoid any personal conflicts of interest or misuse of charity
funds or assets.

Objectives

THE PURPOSE OF SCOUTING Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. THE VALUES OF SCOUTING As Scouts we are guided by these values: Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes. Co-operation - We make a positive difference; we co-operate with others and make friends.

THE SCOUT METHOD Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: - enjoy what they are doing and have fun - take part in activities indoors and outdoors - learn by doing - share in spiritual reflection - take responsibility and make choices - undertake new and challenging activities - make and live by their Promise.

THE SCOUT PROMISE (for Scouts, Explorer Scouts, the Scout Network and adults) On my honour, I promise that I will do my best to do my duty to God and to The Queen, to help other people and to keep the Scout Law.

THE SCOUTING WAY The Group adhere to the policies of The Scout Association POR in relation to uniforms, badges and emblems (chapter 10), Awards (chapter 11) and Ceremonial Procedures (chapter 12).

Activities

The group ensures it meets the Charity Commission’s public benefit criteria in relation to advancement of education and citizenship / community development. The Group follow the guidance of The Scout Association in relation to its aims and goals covering specific development of its membership looking at the benefit targets of the Beaver, Cub, Scout and Explorer Sections. And further looks at the enhancement and fulfilment of the Leaders and helpers within the group aiming to allow their development and education within the defined parameters of the Groups activities.

The Group further commits to a general public benefit policy to help to achieve goals of interaction and cooperation beyond the main targets of The Scout Association. In doing this the Group interacts with all local faith and charity groups to develop greater public awareness of the community activities available to them.

The Group have policies and procedures in place to control its finances. The Group have separate funds for each of its sections and each section has a limit on the amount it can spend without it requiring individual approval of the Executive Committee.

The group have a positive investment philosophy maintaining the goal of constantly raising funds to improve its facilities and equipment to allow for greater access by the community it serves to facilities and activities. Finances are raised for the ongoing running of the group through membership subscriptions, donations, fundraising, and grants. Additional income raised through fundraising, grants and donations for capital expenditure.

Appendix A Scouts I st WATCHET SEA SCOUT GROUP CHAIRMAN AND GROUP SCOUT LEADERS REPORT - NOV 2025 This is the Chairman and Group Scout Leaders report on the past year since the AGM of November 2024. The year has been another good one for the Group. All the sections have had a full years programrne and we have been able to take advantage of our access to the water with lots of boating sessions for Scouts and Exploreis and a number of water based acttvities for the Cubs and Beavers. You have the reports from the Section Leaders and they outline what each Section has done through the year. The Leaders and helpers have again put in a lot of work setting up the programmes and running them. While we have a number of enthusiastic helpers each Section could occasionally use a bit of extra help, so if anyone can offer a hand if there is the need perhaps you can let us know and we can set up a list of those who we can call on ifwe need to. We have moved on a year from Transition to the Trustee status. In practi￿ it has not changed the way we work, but the rotation of Trustee roles and time limits on holding positions on the board will start to have an impact in the next few years. The Scouting National Bodies aim is to have a rotation of the comrnittee every three years. this can be extended to six years and in exceptional Circumstan￿ up to nine, but we do need other parents to be prepared to step forward over the next few years to allow some of us to rotate off the committee. The roles of Chairman, Treasurei and Secretary are also time limited so over the next few years we will need to bring new people in who can eventually take over those Trustee roles. The big change for us over the last year is the completion the new boating centre building. The construction started in the middle of December 2024 and the official opening was at the end of May 2024. Vilhile there still iemain a fewjobs to do on the building it is in full use and we are hoping to have a few working days now the boating season has finished so we can mop up the last remaining bits. We also achieved our target of getting a third minibus and that has proved very useful when we have had split events and even when we have had joint Section events where it now allows the majority of one or Sections to go together to camps or events away fiom Watchet. There remain other aieas of rnaIntenan￿ we have onty b￿n able to k￿p on top of and need to look at covering more extensive work rather than just patching up. Now the main concentration on the boating centre has finished it is hoped over the next year we can bring the HQ back up to a good standard of repair. so again in the New Year we hope to have a working day each month to get repairs and re- decoration completed. We also have equipment to rnaintain and pa￿nt help wtth cleaning, preparation and repair of some of those things would make it easier for us to keep all our kTt usable for the benefit of the Beavers, Cubs. Scouts and Explorers. If you are interested in being part of a maintenance or fun(kraising team please let us know. Our hope to work with the Wyndham Estate to get a site for a new HQ building is ongoing, but it is tied in with their planning application for housing at Parsonage Farm. That application remains un- detemined so we may have to wart a bit longer before there is an update on this.

Looking forward to next year we hope to continue with the same sort of programme and make the most of our new facilities and kit. The Camp next year wtll take place on the Isle of Wight and we will be taking three bus loads of youngsters together with all the kit we need in trailers and vans. We discussed the current level of subs at the lasl AGM and said we would need to increase them over the next year. We have now cornpleted an assessment of our costs and have a proposal to put forward. The background to tt is that we last increased subs in 2018 and rt was four or five years before that we had a previous increase. In 2018 we realised subs were running behind costs and agreed an increase half way between our costs and the level of subs at that time. So even in 2018 we were not meeting our costs with the money we took in. The plan was to do a small increase each year from then on to bring us back to Govering actual costs. But Covid got in the way of that and so we are now a further 300 behind due to cost increases over the last six or seven years. Vile have had to use fundraising to cover basiG Costs of running the Group over the last ten years when we hoped to be able to increase our capacities with the money we gaine(l from fundraising. Finally we need to approve the Groups updated Governan￿ Document. Not much has changed since last year so it is just minor changes that have come through the latest revisions to the Scout POR, mostly section number changes! 151 Watchet Sea Scout Grou Water Activities AGM Re ort- November 2024 to November 2025 Scouts Since the last AGM the scout group has been working hard on the new boating centre. November 2024 saw all the boating equipment moved from the boating compound up to Parsonage Farm where all the kayaks. power boats and sailing boats were stored inside buildings, together with the contents of the shipping containers. Late November saw the shipping containers lifted by crane and moved following an initial delay due to a breakdown of the lorry and then the re-siting of them at parsonage farm for other storage purposes. With the SUPF)Ort of parents and leaders and our skills instructors December saw the site cleared in the old mineral yard with the walls and concrete cleared of weeds and debris, allowing in Early January the digging out of the new building footings and then the pouring of the foundations. With the design and construction of the new building overseen and managed by group chair Chris Mitchell the new building soon took shape with a single contractor being supported by Chris and various parents assisting with various stages. This saw most weekends that were not already busy with other scouting activities being spent helping with the site and building work. Unfortunately we were not able to get back on the water for the nomial April season, and 50 having returned from Jersey we continued with the building enabling us to start moving equipment back into the centre and new compound in May. and with the official opening taking place on the 31 51 May by our Group President Mrjohn Russell. Following the opening the ￿ntre has been put into great use with visiting scout groups from across the UK. as well as Germanyjoining us and making use of our fantastic new facilities and the existing boating equipment. A replacement engine for safety boat Jubilee was purchased thanks to two grants from the Royal navy and a local trust following a mechanical breakdown that meant the engine was not economically vi3ble to repair. The new giant SUWS saw much use over the boating season including by the cubs and beavers as well a5 Williton Cubs, and our scouts and explorers having many sessions over the summer and early autumn. Due to the work involved and required in the new boating centre we had an overspend on the construction costs and where repairs to the pulling gigs and other boats have not happened this season and so this winter we hope to make good those repairs and get the boats all ready for next years Season. Help will be required with this including sanding down the boats and varnishing and painting at the barn at parsonage farm, as well as some small finishing off work on the new boating centre. One of our Power 8oats (RIBS) requires regluing the tubes to the V Hull and so is currently off of the water until such time as we can afford to buy the repair mastics to repair the boat and 50 hope this can be achieved before the next season. With the new building all of our kit is inside either the new building or inside at the farm, allowing us to further protect the equipment for all the groups members into the future. The smaller Topper Sailing dinghie5 will be a projert to replace as they are now showing their age on their sails and fittings and so grant funding will be sought for thi5 projert to see the group providing sailing into the future. August we ran another sailing course where 12 scouts and explorers passed various sailing stage awards and enabled us to pass our annual RYA inspection in September when our new centre was visited and we passed with no comments or actions required. Thi5 year we have been presented with the Sailing Club of the year award 2025 by the Bristol Channel Yachting Association which was presented to the group by the president during the Watchet Marina's opening weekend in August. A massive thank you to all those involved in the work undertaken in the preparation, the building, the cleaning, finishing off and also the fund raising for the extra bit5 we asked for help on, to provide facility and opportunities for all the young people well into the future who join the 1° Watchet Sea Scout Group. Beaver AGM Report November 2024 - November 2025 Winter terni 2024 The weeks leading up to Christmas were taken up with making decorations for the Christmas Tree festival at St Decuman's, the First aid badge and making volcanoes for the experiment badge. They also made Chrisitiia5 gifts and had a Christmas party. We had a couple of Beavers attend the Group camp fire Carol Service which was in St Decurnan's church due to the weather. Spring terni 2025 During th8 Spring term we covered the space badge and celebrated Chinese Year over a couple of weeks. We had an evening playing board games and had a hik8. meeting at Washford village hall and walking back to the HQ with hot chocolate and biscuits ha￿ay, Pancake day was celebrated with the Beavers cooking their own pancakes and ad¢ing the fillings that they liked. The Money skills badge was also covered over a couple of weeks and they still had time to have mother's day and Easter themed evenings. We had a g￿1 turnout of 8eavers for the St Georges Day Parade. Summer terni 2025 During the summer term they did some soap carving, went exploring on West Street Beach for the the explo￿ badge and started to learn how to do a c￿p]e of knots. We took 6 Beavers to the Somerset County Beavers Day at Noah's Ark Zoo where they had a great time Icoking at all the animals. We a150 vislted the coastguard station and were shown the rescue equipment and were taked to about how lo be safe in and around water in preparation for t)oating the following week They had a great time on the Canadian canoes and the giant SUPS where they jumped from one SUP into the water and onto the second. they all had a gol We had a walk across the memorial ground up to splash point where they had a bug hunt we finished the term with a visit to the Radio museum in Watchet. Our planned overnight camp (with tran visrt to Minehead) at our Watchet camp field did not go ahead as we only had a few Beavers who CCAJld make it. We decided to try a halloween sle8pover instead. Autumn temi 2025 We started back after the Summer with a kng chew and games then we concentrated on the outdoor and skills challenge badges with putting up tents. learning their telephone numbers and addresses. We had a fun evening learning all about Yhe Beaver. including some new camp fire songs. We have also done some experiments and craft activities including making spiders and ghosts for decorating the HQ for the sleepover and making tree pictures with autumn leaves. We celebrated Bonfire night with sparklers armd gam8s and 5 Bèavers attended the Remembrance Parade and we were very proud of them. We had 7 8eav8rs attend wr Halloween themed Slee$￿er over the half term, for most this was their first nights away badge (hopefully first of manyl). We did a circular walk along the mineral line turning off at kentsford Farm over the field to St Decuman's and along the back footpath back into Watchet. They made their own pizzas for tea. played games and cooked s'mores toasting marshmallows over a candle and watched a film. On the Thursday after breakfast we èxplored West Street Beach before a HallOw￿n themed party of games and foc*J. They all had a great time. General Since our last AGM Report Lina has stepped down as Team Lead for Beavers due to work commitrnents after the Summer temi and we thank Lina for all her hard vjork with the Beavers over the past years. Lyn has stepped up as Team Lead and during the year Lily and Lean have joined the Team. we also have a couple of parents who are happy to hdp when required. Numbers have been lower than usual during the y&w. we currently have 8 Beavers. 6 Beavers have moved up to Cubs during the year with two starting their link this term. 1stWatchet Cub Sco cubs During the last year we have provided a fun programme of activities and wonderful opportunities for the young people. In the Autumn term of 2024 we ￿lebrated. Bonfire N￿ht and Odd Sock Day as well as partaking in rifle shooting, hobbies badge, preparing for the St. Decuman's Christrnas Tree Festival, the Group Carol Service culminating with a Christmas Party. We had a reasonable tum out for the Remembrance Day Parade 2024 wilh 9 Cubs in attendance; all of whom looked very smart and were extremely well behaved. At the carol Servi￿ we had 6 Cubs, those who read did so very well. After the Christmas break we started back refreshed for a new tetms work. Cubs worked towards their Skills Challenge Badge: First Aid Badge: Internet Safety Badge: Scientist Badge and the Dis- ability Awareness Badge. We ￿lebrated Founders Day, Pancake Day. St Patrick's Day; World Wa- ter Day and had a go at soap carving. After a break for the Easter holidays we retumed to an evening of leaming about map reading, compass work and tracking signs. In the Summer Temi 2025 we managed to get the Cubs outside with more activities including: shooting" hiking: boating: cycling; den building- fire l¥ghting- athletics badge" backwoods cooking" tracking and outdoor games evening. In August we undertook our summer camp. We spent 3 nights under canvas at Halberton Scout HQ. It was a successful camp that everyone enjoyed which saw us enjoy the Tiverton Canal by using the SUPS and bell boats; a trip to Exeter Cathedral and rock climbing too. Our thanks to Mark foi stepping into covering the catering for the camp at the last minute and providing some delicious food. The Autumn Term of 2025 saw a mixlure of Scouting based skills and activities as well as badge work and fun activities for the Cubs to enjoy. These included welcome back & games evening: Shooting and games evening- junk modelling and sailing model boats" crochet and knot work: and the martial arts. We have also awarded 4 Chief Scouts Silver Awards Sin￿ our last report. Finally. a huge thank you to all who help facilitate our meetings. 15tWatchet Sea Scouts AGM Re ort- November 2024 to November 2025 Scouts Since the last AGM the scout troop has seen 7 move onto the explorerscout section leaving the current membership capped at a maximum of 40 scouts due to leader ratios during activtties and Space inside the HQ Currentty we have 35 scouts with a further 3 to move up to explorers shortly and 2 cub5 to Start with the troop. Activtiies over the last 12 months have included: December 2024- The Christmas Carol SeNice and a New Year Day Hike on Exmoor January a weekend camp in Portsmouth, visiting the Royal Navy Base and Historic Dockyard and HMS Excellent. Wilh ten pin bowling and a visit to the Submarine Museum at Gosport. With 3 new scout5 invested into Sea Scouting whilst afloat in the harbour, February a patrol of scouts attended a STEM Challenge event at RNAS Yeovilton. A night making pancakes using our Tran813 Stove5. Night time wide game5 A morning of laser quest at Cannington Night Navigation evenings on the Quantock Hills First Aid Training night5 Weekend cycle rides practise and selection for the Jersey Expedition including a cycle ride from Dawlish to Exmouth via Exeter. Easter a week spent on the Channel Island of Jersey undertaking cycling. hikin& expeditions. archery. high ropes course. kayaking stand up paddle boardin& camp fires. Heritage Award evenin85 learnin8 about local and national / international history and events. Inter Patrol Challenges including pioneerin& navigation exercises. VJ Parade In May Overnight Patrol Camp at Fairfield Numerous fund-raising events induding carwashes, litter picks and car parking duty at Dunster Fair. Rifle Shooting and ATchery 7 Scouts represented the troop at the Kings Birthday Parade known as Trooping of the Colourat Horse Guards Parade in London, whilst also visiting the imperial war museum and then Windsor and the Runnymead estate, visiting the JFK memorial and location of the signing of the magna carta. Visit to the Royal Navy College at Dartmouth and use of the ships navigation simulator followed by an afternoon climbing and bouldering. Overnight Hike Camp to Fairfield, cooking ration pack meals. BrowDsea Island Day Expedition by Sailing Dinghy, investing 3 x new 5COUts into the troop. A visit to the Oorset Water Activity park and fish and chips in Swanage. During thi5 years boating season (May to September) following the completion of our new wateractivity centre our troop have been afloat undertaking: Kayaking Canoeing Pulling Powerboating Dinghy Sailing Evenings Dinghy Sailing Course (3 days for Stage 2 and 3)

The group was well represented at the recent Trafalgar day service and at last weekends Remembrance Sunday parade. A large number of awards and badges have been gained in this time with 5 Chief Scouts Awards now having been gained, the hi8hest award a scout can gain before they move into the explorer section. We have planned attivities continuing into the new year and future includin& our main expedition to the Isle of Wight in April, another Brownsea Island Weekend Expedition by boat / canoe. A weekend expedition to Flatholm in the Bristol Channel by Rigid Inflatable Boat. light weight camping on the island. A Dartmoor hill walkin8 weekend as part of the Frosty Award

1st Watchet Mariner Explorer Scout Unit (RN63) Leaders Annual Report- November 2025 Over the past year the membership of our Explorer Group has averaged at approximately 20. We have moved a large cohort up from Scouts th5s year which should give us some stability in Ih numbers. We are still retaining Explorers until their 18 birthday in many cases, which is encouraging and this year 5 Explorers coming to the end of their own journey have immediately continued as leaders With Cubs and Scouts. Our number of Explorers atting as young leaders has dropped off a blt this year. but hopefully we can rebuild this number over the next year. Since our last AGM we have had 13 nights away, comprising of: Portsmouth weekend Jersey Expedition Police Emergency Exera5e at Wirnbleball Reservoir Trooping the Colour in London Two local camps at Parsonage Farm. Unfortunately this year we have had to cancel overnight tTiPS to South Devon and Brownsea due to clashes with exam timetables and poor weather. However. it is very rare for us to have to cancel trips.

Our Explorers have also made good progress on the following badges this year: Hikes Nautical Skills Navigator Paddle sports rime on the water Whilst in Explorers our young people get the opportunity to progress through three challenge badges, namely the Chief Scouvs Platinum Award, the Chief Scouvs Diamond Award and thc Kin¥s Scout Award. Each of these awards requires a lot of hard work and dedication in the

acquisition of new skills, voluntary service and an expedition. Over the past year we haven't been able to award any of these badges, but the Explorers have made some great progress with five Explorers completing expeditions in Jersey and several Explorers making good progre5S with the Duke of Edinburgh Scheme in tandern. We have continued to provide a wealth of water based artivities for our Explorers too. They have continued to make great progress with their Sailing and Powerboating. Also Stand Up Paddleboarding is growing in popularity amongst our young people. We went Paddleboarding on the River Tone for the first time this year and hope to do more next season. Ki Our Explorer5 play a bi8 role in planning our programmes and they have come up with some splendid ideas for the coming year. In January we are collaborating with some Explorers from Jersey to hold our own 'Monopoly Run., staying at Scout Park in North London for the first time. In April we'll also undertake our first expedition to the Isle of Wight.
