The Scout Group has a Governance Document, reviewed annually.
The groups governing documents are those of The Scout Association. They
consist of the Royal Charter which in turn gives authority to the Bye Laws of the
association and The Policy Organisation and Rules (POR) of The Scout
Association.
The group is a trust established under the Association which are common to all
Scout Groups. The Trustees are appointed in accordance with the POR of The
Scout Association.
The group is managed by the Group Executive Committee, the members of which
are the “Charity Trustees” of the Scout Group – which is an educational charity.
As charity trustees they are responsible for complying with legislation applicable
to charities.
The group trustees are elected annually at the Group AGM.
The Group Executive Committee exists to support the Group Scout Leader in
meeting the responsibilities of their appointment and is responsible for:
The maintenance of Group Property. The raising of funds and the administration
of Group finances. The insurance of persons, property and equipment. Co-
ordination of Group public occasions. Assisting in the recruitment of Leaders and
other adult support. Appointing any sub-committees that may be required.
Appointing Group Administrators and Advisors other than those elected.
The Group Executive Committee are responsible for all matters involved in
running the Group including its dissolution if voted on by the membership at an
AGM or Special Meeting. The Chairman and GSL will prepare a report for the
meeting outlining how assets are to be distributed based on the principle of their
continued use for the purpose that they were originally obtained.
The Group Scout Leader is responsible for the appointment of volunteers into
roles within the group. Helpers can be appointed and then trained into roles as
assistant leaders or leaders. The GSL ensures appropriate training and checks
are carried out and is responsible for control of volunteers.
Collectively and individually they must:
- Use reasonable care and skill in their work as trustees.
- Use their personal skills and experience in their work as trustees.
- Obtain external professional, specialist advice when needed.
- Act honestly and reasonably in the interests of the charity at all times.
- Use charitable funds only in the furtherance of the charity’s objectives.
- Safeguard the charity’s finances ensuring that the charity is and will remain
solvent, and avoid undue risks.
- Ensure that the charity complies with charity law and the requirements of the
appropriate charity regulator.
- Ensure that the charity follows the rules set out in its governing document
(Policy, Organisation and Rules).
- Act with integrity and avoid any personal conflicts of interest or misuse of charity
funds or assets.

Objectives

THE PURPOSE OF SCOUTING Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. THE VALUES OF SCOUTING As Scouts we are guided by these values: Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes. Co-operation - We make a positive difference; we co-operate with others and make friends.

THE SCOUT METHOD Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: - enjoy what they are doing and have fun - take part in activities indoors and outdoors - learn by doing - share in spiritual reflection - take responsibility and make choices - undertake new and challenging activities - make and live by their Promise.

THE SCOUT PROMISE (for Scouts, Explorer Scouts, the Scout Network and adults) On my honour, I promise that I will do my best to do my duty to God and to The Queen, to help other people and to keep the Scout Law.

THE SCOUTING WAY The Group adhere to the policies of The Scout Association POR in relation to uniforms, badges and emblems (chapter 10), Awards (chapter 11) and Ceremonial Procedures (chapter 12).

Activities

The group ensures it meets the Charity Commission’s public benefit criteria in relation to advancement of education and citizenship / community development. The Group follow the guidance of The Scout Association in relation to its aims and goals covering specific development of its membership looking at the benefit targets of the Beaver, Cub, Scout and Explorer Sections. And further looks at the enhancement and fulfilment of the Leaders and helpers within the group aiming to allow their development and education within the defined parameters of the Groups activities.

The Group further commits to a general public benefit policy to help to achieve goals of interaction and cooperation beyond the main targets of The Scout Association. In doing this the Group interacts with all local faith and charity groups to develop greater public awareness of the community activities available to them.

Section E Financial review

Brief statement of the charity’s As a Royal Navy recognised Scout Group, it is incumbent upon us to retain policy on reserves reserves as specified by the Royal Navy.

Further financial review details The Group have policies and procedures in place to control its finances. The Group have separate funds for each of its sections and each section has a limit on the amount it can spend without it requiring individual approval of the Executive Committee.

The group have a positive investment philosophy maintaining the goal of constantly raising funds to improve its facilities and equipment to allow for greater access by the community it serves to facilities and activities. Finances are raised for the ongoing running of the group through membership subscriptions, donations, fundraising, and grants.

So 2022 has marked a return to almost nomial lrfe with a full year of the groups sections meeting up arKI performing normal ath.Vrt￿. wrth a few COVKI protocols being observed. It has been incredible that the group has maintained activities throughout the Covid peti(xl when online actNthes were all that could be done. Wrth meeting fully in person allowed in 2022 rt is good to note that the group has lost very few young people and in fact has gained more than rt has losL so we are running at almost full capaoty based on facilth.es and equipment available. with young people waiting to Join when spaces become available. We were currentty in discussions over wssibly srtes for a new HQ to inuease our capacty and the types of acts'vities the group can run themselves. While these discussions are in their infancy there looks to be a reasonable level of hope for us 9ett]"ng a new much largei HQ. Funding enquiries have also been submiited and the principle of a funding package to allow a new HQ to be built while maintaining the groups ath'vits'es in the old HQ are kx)king promising. This is by no means assured but there is a very real possitM"Itty this Wa￿ could develop to a live project wrthin the next few years. The new minibuses purchased at Ihe end of 2020 have been used fully for the first time over the last year and although Ihere has been a few issues they were proving their worth and have been a great benefft to the group. Due to the increasing number of members work has also started fundraising for the third minibus. The limrt of a maximum of 30 young people on tn-ps using the busses d￿5 now hinder Scouts and Explorers doing Joint actIv￿eS away from vtstchet. With some signfficant support for this goal. particularty from the Ccx)p. we hope to achieve this aim in 2023. Funding for new and replacement equipment has also continued over the year and the group has l)een able to update where necessary. Work to the buildings has also been funded an with help from leaders and parents a number of Maintenan￿ projects have been completed. There remains further work to do so rt is hoped help can again be relied on for working weekertrds that wll be set up in the corning year. The future is looki'ng good for the group and the support it can give to local young people is set to increase over the coming year. We want to thank all the groups leaders and helpers for their commrtment and to all the parents for their continued support during Covid and through the last year. Beavers AGM Report 2021 – 2022

Summer Holidays 2021

Beavers have not had any camping over Covid period so during summer holidays we have organised day camp for them to give them camping experience. We have build tents, learnt to tie knots, played wide games, made camp fire and cooked on the fire. After lunch time Beavers got into they sleeping bags ready for their story, because of Covid restrictions they had to go home after days activities, they enjoyed the experience and all of them had lovely day.

Autumn Term 2021

After the Summer holidays we welcomed Beavers with games and bugs, Magpie brought her bug and spider collection, they could handle them and learn more about them, we played games after.

We went out on the West beach to do pond dipping in the rock pool, found lots of different creatures and shared what we found with each other, learnt more about sea life and what kind of creatures live in the sea. On the next session Beavers made puppets and done puppet show in teams, creating different stories. We covered pioneering by building variety of structures with wooden sticks, tying them together with string using knots they have learnt over the summer.

Winter Term 2021

We had very poor attendance for Remembrance parade, only 6 Beavers took part. All Beavers looked smart and showed excellent behaviour.

We entered St Decuman's Christmas tree festival, the theme was 'Christmas Tree Festival Cards'. Beavers created Christmas cards by using paper marbling, they cut marbled paper to the shapes and made cards.

11 Beavers attended the annual Group Carol and Christingle Service at the Methodist Church where most of them took part with the Beavers reading.

Beavers done night hike, they have listened stories about constellations and tried to find constellations in the sky by lying down on the memorial ground, they played hide and seek with torches in the dark. For the Christmas activity Beavers have made presents for parents and siblings, Beavers have made mint creams and decorated biscuits.

When Beavers returned after Christmas holidays they have covered musicians badge, creating instruments and playing music with them. Some of the Beavers have brought their own instruments to show their skills.

This year's Chinese Year was Tiger, so we took this opportunity to talk about endangered Tigers and had games to celebrate Chinese New Year.

Beavers created Valentine's cards to give to their loved ones. We have finished Winter term with Talent Show, all Beavers had a chance to show their talents, joke telling, signing, dancing, poem reading, instrument playing and creative art.

Spring Term 2022

We have started Spring term with pancake day, Beavers cooked pancakes over the candles and covered safety in the kitchen. For mothers day Beavers have painted glass jars, where we put some flowers inside of them to give to mums. Next session we did a hike, covered navigation badge, we were very impressed with Beavers enthusiasm to learn to use compass and read the map, they all had a go to understand how to read compass. We completed navigation and safety badges at HQ with more activities and map reading week after.

We were planning to do Easter activities outdoor but with poor weather we had to change and stay at HQ, we did egg hunt and Easter activities.

After Easter holidays Beavers covered Health and fitness badge by learning healthy life style and taking part in team games, understanding the importance of fitness. On the next couple sessions they have visited Fire station and done boating.

For communication badge Beavers have made Morse's code machines, they have created a circuit to attach light on one end and battery on the other end, they used their fingers to turn light on and off so they were able to send Morse's code by using light, they have spelled their names using lights.

Summer Term 2022

During Summer term Beavers covered money badge, done boating, shooting, and sports games.

10 Beavers took part into County Camping, they have done lots of different activities, like caving, tobogganing, axe throwing, crate stacking, done camoing activities and cooked on fire. It was very fun but exhausting two days.

General

Our colony consists of 22 Beavers and we still have long waiting list. Over the year we lost 6 Beavers, enrolled 20 Beavers and 14 Beavers moved up to Cubs. We have awarded 10 Bronze Awards. A total of 231 badges have been awarded to Beavers over the year. At the end of the Summer Holidays we had to say goodbye to Sarah Darwin, we are thanking her for the time she has given to us, she made Beavers laugh, was always happy and funny and delivered loads of good quality sessions, Beavers will certainly miss her. We have two young leaders, Erika and Bella and hope to see more input from the in the next year.

1[st ] Watchet Cub Scouts AGM Report - 2021 & 2022

Since our last report we have enjoyed a fun filled programme as we got back to ‘normal’ post pandemic. This has seen us ramping up our activities and providing wonderful opportunities for the young people.

Our Autumn term saw a mixture of Scouting based skills and activities as well as badge work and fun activities for the Cubs to enjoy. We enjoyed several hikes, a fun evening of cooking on trangias and backwoods cooking and an evening of learning how to erect tents.

One of our young leaders led an evening on how to pack a bag for camp; tracking and knot work. The badges we had worked towards over the term included the Emergency Aid Badge and the Communicator Badge. We also enjoyed doing Christmas activities; decorating a Christmas Tree for the St. Decuman’s Christmas Tree Festival and culminating with the group carol service where the Cubs took part with a reading.

In the Spring Term of 2022 we celebrated Chinese New Year and held several night hikes around the local area. We also completed the Chefs Badge and Scientists Badge. Other events included Pancake Day activities, making pancakes culminating in a pancake race. Mothers Day was marked with cubs making posies and cards.

We had a reasonable turn out for the Groups St. George’s Day Parade with 13 Cubs in attendance.

The Cubs also attended the County Cub Day in May which was held at Crealy in which 14 Cubs attended from our group; we had a super time with both Cubs and Leaders thoroughly enjoying themselves.

As we moved into the Summer Term, we managed to get the cubs outside with more activities including: den building, hiking, cycling, shooting, making and floating mini rafts. The cubs also had several opportunities to get out on the water, which they thoroughly enjoyed. Our thanks go to Simon and all the boating helpers for giving up their time to help us get afloat.

We finished the summer with a camp, our first ‘proper camp’ since Covid. This year we used Halberton Scout HQ, just outside Tiverton in Devon. This was a lovely site beside the canal which allowed us to use this for some super walks. During the camp we spent a day at Crealy, visited Tiverton Castle and did some pioneering activities.

We look forward to the coming year with all the fun activities that will be held.

Since the last AGM the Scout Troop has been very busy and earning many badges and completing various challenging activities.

The Troop Has 43 members, numbers have increased greatly since the last AGM. The Leadership Team currently comprises of a team of 10, some of whom are shift workers and some away studying at university.

The first couple of months saw scouts continue online via zoom. Activities included, hobbies, diy and model makers badges, scouting skills, games and Quizzes and starting some boating theory before we started being able to meet again.

April 2021 saw the scouts meeting outside again with some, kayaking, pulling and power boat evenings May started with Paddle boarding and climbing at Exeter. A challenge evening. Raft building and a raft race. June was more boating evenings and a trip to Dorset water Park

July started with an evening of cycle maintenance followed by some boating. A Hot weekend camp to Dartmoor where scouts hiked, cycled and went climbing. Scouts also helped fund raise by parking cars at a very wet Dunster fayre.

August began with an overnight camp. A visit to Dorset water Park and fund raising by picking up litter after the music festival.

September scouts had some indoor meetings learning essential scouting skills, about being a scout and how evenings are started and finished. A weekend trip to Flat Holm scouts travelled by power boat to the island, camped and cooked meals, they learnt about the history of the island and enjoyed a campfire on the beach. During September scouts also boated and had a night navigation hike on the Quantocks.

October a camp skills evening at the HQ, was followed by an overnight camp. VHF radio evening and other skills meetings at the HQ helped tick off badgework for scouts. Scouts also attended the annual seafarers service.

November A challenge evening at the festival field made the scouts work as patrols completing a variety of tasks which would come in helpful when they attended the scout county challenge event. During HQ evenings scouts completed stages 2, 3 and part of 4 of the First aid badge. Scouts also Car washed, had a trip to flip out at wellington and took part in the Remembrance Day parade.

December began with an opportunity to visit Jake (Leader and former scout), aboard HMS Severn and also visit HMS Victory. Scouts also took part in the Group Carol Service.

January 2022 the new year began with scouts learning VHF communications and gaining the communications badge. A cycle practice for the Trip to Jersey. Capsize practice at Blue anchor swimming pool. And a trip to go outdoors to learn more about equipment for scouting.

February an evening at the HQ saw scouts talking about scout equipment and learning about navigation. A Cold weekend on Dartmoor where scouts used navigation on a hike and also went climbing. One watch did A cooking challenge at the HQ whilst the other went rifle shooting at Williton Rifle club. They would do the opposite the following week.

March a serving officer from the army came to the HQ to talk to the scouts about actions on Dday and current military equipment. Another practice cycle ride and cycle maintenance took place ready for jersey. Practice in putting tents up. A Night hike. and a fundraising Skittles evening.

April kit for Jersey was loaded. Then an enjoyable week in Jersey with many activities, gained the scouts many badges and was a great experience for them. A trip to Exeter where scouts went paddle boarding and climbing. And St George’s day service and parade where all members renewed there promise.

May scouts in pairs carried all their kit to blue anchor, pitched tents cooked food camped and carried all kit back to HQ. Completed a coast path hike from North hill to McDonald’s where they had supper. A pioneering evening where scouts constructed flag poles. Fundraised by washing cars, followed by some boating.

June started with group boating, scouts and families were invited to join in. Some scouts started the Master at Arms badge at Williton rifle club. An overnight camp with some boating. And more car wash fundraising.

July scouts constructed rafts and the following week raced them in the harbour. They enjoyed a game of rounders. Went to Plymouth Naval Docks and were escorted around HMS Richmond by Jake and crew mates. Fund raised by helping park cars at the busiest Dunster Fayre also scouts helped raise money for Harvey an explorer who is attending the World Jamboree. August began with a 3 day sailing course for some scouts. A trip to Woolacombe beach bodyboarding. Fundraising by picking up litter after Watchet Carnival and Music Festival. As well as a number of boating sessions.

September scouts visited the Coastguard station and also the old lifeboat moored in the Marina. At the weekend scouts cycled and camped near Swanage followed by a trip to Dorset water Park.

Over the past year the membership of our Explorer Group has averaged at approximately 18. We have been moving young people up from Scouts promptly to try and ease some strain on the Scout Group waiting list, whilst at the same time retaining members up until their 18[th] Birthday. Five of our Explorers also act as Young Leaders with Cubs and Beavers, both in Watchet and Williton.

Over the last year we have had 16 nights away, comprising of:

Our Explorers have also made good progress on the following badges this year:

Whilst in Explorers our young people get the opportunity to progress through three challenge badges, namely the Chief Scout’s Platinum Award, the Chief Scout’s Diamond Award and the Queen’s Scout Award. Each of these awards requires a lot of hard work and dedication in the acquisition of new skills, voluntary service and an expedition. Over the past year we have awarded four Platinum Awards and four Diamond Awards, with four of our Explorers now embarking on the Queen’s Scout Award, which is a great achievement for the group.

We have continued to provide a wealth of water based activities for our Explorers too. They have continued to make great progress with their Sailing and Powerboating, but we have particularly pushed our paddle sports this year and enjoyed taking our paddles on the road. We have been Stand Up Paddleboarding in Exeter and Jersey, Canadian Canoeing at Wimbleball Reservoir, Kayaking in Taunton and finally undertaken a 9 km paddle up the Salcombe Estuary by Kayak and Canadian Canoe.

Our Explorers play a big role in planning our programmes and they have come up with some splendid ideas for the coming year, in addition to our planned Normandy Cycling Expedition at Easter.
