(This year circumstances have meant the earliest AGM date was June 2022) It states the named organisations which together may elect their members (no more than 8) or co-opted representations (no more than 7) to manage the Constable Hall as trustees. This year the date of the Annual General Meeting is 29[th] June. The charity was established by the Trust Deed dated 21 January 1956, and is registered with the **Charity Commission, No 304744.** The charity’s address is Gandish Road, East Bergholt COLCHESTER CO7 6TP. ## **Objects, Organisation and activities** **Charity Commission, No 304744.** The charity is established to enhance the community life of the inhabitants of East Bergholt by providing communal facilities and promoting community projects of a charitable nature. The Village Hall is available for hire by any individual or organisation in accordance with the standard hiring agreement and scale of charges adopted for the year. It is intended that the scale of charges be sufficient to generate enough income to meet all expenditure incurred in providing the Hall. The charity is organised as an independent association of local residents with a managing committee comprising elected and nominated members. Activities include the provision of the Village Hall as a permanent community facility and a variety of community projects as funds permit from time to time. ## **Activities undertaken and summary of performance in the year.** The Constable Hall re-opened to our customers in 01/01/2021 in accordance with the COVID regulations at the time. Booking receipts only started to pick up in the latter half of the year and resulted in booking income of £4913 (2020 receipts were £ 6356) The incoming resources for the year have been significantly boosted by Suffolk County Council’s COVID grants of £13171. Other generous business local council grants have added significantly to the income throughout the year. This has resulted in total incoming resources for the year o£ £35,793 and increased our Current and Business accounts to £13014 and £21,277 respectively. This will allow the committee to consider expenditure on major projects it has been considering for some time such as improving/repairing the external fabric of the Hall. The major ongoing hall running expenditure this year is on the following items: - 1) Repairs and maintenance of £4415 included £3523 expenditure on a major repair/sanding of the main hall floor. - 2) Public liability insurance at £1,199(2019=£1,140) - 3) Legal expenses of £1311 to advise and progress the new CIO constitution to completion. (See below) The major project of 2021 was a thorough refurbishment and new décor for the Benneworth lounge. It was funded from the Community Account using much of the generous grant from Babergh Council. The Benneworth project has nearly completed and has so far cost around £14,700 of which £13,100 was funded by ‘COVID related income grants. The committee are very keen to use both COVID and Business grant monies promptly to improve facilities and encourage customers to use them. ## **Charity Commission, No 304744.** The refurbishment of the Benneworth Lounge has, this year, added just over £13,000 to result in a net book value of over £139,600). The resultant capital depreciation on fixtures and fittings was £7602. Sallie Davies has been leading the move to revise the original Constable Hall Constitution (circa 1956) and it is likely that the CIO Constitution draft may be accepted by the Charity Commission next year. This will be a significant milestone for the committee. Thank you Sallie. Once again, the Constable Hall Committee wishes to thank the East Bergholt Parish Council for their annual grant of £500 towards the running of the hall and payment of £13.50 for the rent of the playing field. It is much appreciated and not taken for granted. The committee have been agreeing the boundary between the Sports Pavilion and the Constable Hall Premises with their respective committees. An agreement is expected shortly. The parish council have also taken an active interest on this activity. ## **Above all the committee thank our regular and new users for their custom. The committee has made major improvements to all hall rooms (main hall, kitchen, toilets and Benneworth Lounge) to ensure the hall is in 1[st] Class condition for a wide variety of users.** The Constable Hall is meeting costs and making a surplus. The committee will continue to improve the premises throughout 2022 and beyond. ## **Finances** The attached financial statements show that the current financial position of the hall is satisfactory and funds exist to make repairs and improvements. Receipts, especially from the COVID related and business grants, have enabled the hall to maintain funds at a high level throughout the year.
