Election of trustees

Election of officers is made annually at the AGM each April in accordance with the trust deed. It states the named organisations which together may elect their members (no more than 8) or co-opted representations (no more than 7) to manage the Constable Hall as trustees.

This year the date of the Annual General Meeting is 23[rd] June. The delay id due to the COVID pandemic regulations .

The charity was established by the Trust Deed dated 21 January 1956, and is registered with the Charity Commission, No 304744. The charity’s address is Gandish Road, East Bergholt COLCHESTER CO7 6TP..

Objects, Organisation and activities

The charity is established to enhance the community life of the inhabitants of East Bergholt by providing communal facilities and promoting community projects of a charitable nature.

The Village Hall is available for hire by any individual or organisation in accordance with the standard hiring agreement and scale of charges adopted for the year. It is intended that the scale of charges be sufficient to generate enough income to meet all expenditure incurred in providing the Hall.

The charity is organised as an independent association of local residents with a managing committee comprising elected and nominated members. Activities

include the provision of the Village Hall as a permanent community facility and a variety of community projects as funds permit from time to time.

Activities undertaken and summary of performance in the year.

Since March 23[rd] 2020 the Constable Hall has been closed due to COVID restrictions and booking receipts for the January to March 2020 period were £ 6356 (2019 receipts were £ 16,370) The incoming resources for the year have been significantly boosted by Suffolk County Council’s COVID grants of £11,334. This has resulted in total incoming resources for the year o£17,690 (excluding capital grants).

The major ongoing hall running expenditure this year is on the following items:

The major project of 2020 was the complete restructuring and refurbishment of the kitchen which was funded by generous grants from Babergh Council, the East Bergholt Parish Council and the East Bergholt Community Council. The Constable Hall Committee also allocated funds to the project. The Table on p 11 (annexed) provides details of the funding and expenditure. The clearance of asbestos was an unforeseen but necessary expense which was included in the overall cost. The dayto-day management of the project was managed by the chairman (V. James) and the Committee thanks her for an excellent job which must have consumed much personal time.

The addition of the kitchen has resulted in an increase in the net book value by over £46,000 (to over£139,600). The resultant Capital depreciation on fixtures and fittings was £6943.

Once again, the Constable Hall Committee wishes to thank the East Bergholt Parish Council for their annual grant of £500 towards the running of the hall and payment of £13.50 for the rent of the playing field. It is much appreciated and not taken for granted.

The committee wish to thank Richard Cross for his sterling efforts in undertaking to paint those areas that need it. Work now remains to prepare the hall for new bookings as the hall has been closed and vacant for over a year.

Above all the committee wishes to re-engage with regular users and the committee will ensure the hall is in 1[st] Class condition when it opens soon.

The Constable Hall is meeting costs and making a surplus. The committee has not met face to face for a year and hopes to meet soon to address any outstanding repair issues,

Finances

The attached financial statements show that the current financial position of the hall is satisfactory and funds exist to make repairs and improvements. Receipts, especially from the COVID grants, have enabled the hall to maintain funds at a

good level throughout the year. The Committee are requested to accept these accounts as sound.
