Thank you for taking the time to join us with the 2022 AGM for the 22[nd] Oxford Sea Scouts.
Apologies for not doing a F2F meeting, but on Zoom. We have only just started to meet with the Exec F2F recently. However, we are finding it increasingly difficult to get everyone in the same room at the same time.

Group
I have personally helped maintain the 22[nd] Oxford Sea Scouts as the Group Scout Leader, however it is a huge learning curve. Despite lower figures for young people, we have more to move on through into the sections. This can only be achieved by having adults in place who are committed and trained. Those who have endured the COVID – 19 years are working tirelessly to accommodate the modern day needs of the young people and adapting to the training where they can.
Our adults are now finding their way now we are back completely back to f2f Scouting. Some of us will move on to different things, while others remain. We need to ask for adult helpers who may develop to new leadership.
However, we are finding out where we need to improve, and sing our praises when things go well. We are now on a new journey as an evolving team. Well done to all and thank you!
Programme!
Catch up, since last AGM 6[th] September 2021, lots of different things have taken place: September 2021: Back F2F Scouting, back to basics, Night Hikes, Forums, Glass painting, Adventure Challenge.
October 2021: Helping our Community, First aid, Halloween, Communicator Badge, Cooking on gas, ½ term . November 2021: Hobbies and interests, fire building, Remembrance Sunday Parade, helping out with the Parade with SAS , pioneering and climbing December 2021: Christmas parties and fun, personal challenges, kelly kettles. Looking to 2022 and how we getting on
January 2022: restrictions and sections feeling easier about trying things. Chef’s badge, fitness, climbing,skills challenge. February 2022: Climbing and Archery in all sections. Winter Olympics, Expedition training, History of Scouting. March 2022: Swedish Night, Personal Challenges, Mother’s Day, Easter crafts, Air pollution, Patrol games takeover.
April 2022: Easter Holidays. Easter Extravaganza, Water campaign. May 2022: Back on the water hurray, Paddle skills, water safety, mini beasts, Jubilee activities, Bring your adult to Beavers Night......... list goes on.

District Sixer and Seconder Camp 19/03/2022 Spires District, 22[nd] Oxford Sea Scouts HQ Cub and Scout Spring Camp 11/05/2022, Youlbury.
Scout Active Support, or as we know it SAS, or just recently Friends of the 22[nd] . The SAS is evolving from an adopted Fellowship Group, to possibly something new. The wonderful group of adults who are members are deciding how they as a group of people see themselves meeting up, and whether they want to stay as an active Scout Active Support (or something else). As a group of people over the years have offered and still do to the Group in many ways. We look forward to how this evolves in the future.
Top Awards! County Awards Day!
Bronze, Silver and Golds well done to all. First face to face Awards Day at Youlbury activity Centre, all awards were from the beginning of Lockdown to beginning of 2022. It was wonderful to see some of our young people claiming their certificates and woggles from the County and District.

In the process of moving young people into the lower sections from the waiting list .*
Waiting List
Waiting List will be having a designated person working with sections to keep numbers of young people constant with the number of leaders.
We are in the process of lowering the number appearing on the waiting list.
Leaders/ Assistant/ Leadership
We still have a need for more trained adults, with so called Full Roles. These must have First Aid, safeguarding training, Safety training, Module 1, GDPR, and to have DBS carried out. Most adults are now finding the online training better to do and keep updated.
We have some changes in our main leadership at the 22[nd] Oxford Sea Scouts: Lorraine Crowther GSL (continues) really feels the need to have added support for the future. Sarah Greenwills (Williams) DGSL (Goliath SL) Will continue for a while and work alongside...... Andrew Frawley (CSL Keego) who will be assisting (to become a DGSL dependant on an appointment meeting and approval). There are areas both excel with and will compliment each other, and support the GSL.
Simon Parfitt will officially become the Group Quartermaster.
We also had a wedding this year and celebrated the union of Sarah Williams and Teresa Greening. Who are now known as Sarah and Teresa Greenwills, Hurray!
Recruitment!
Within the Group there is a need for adults. A recruitment drive is now beginning in all areas of the Group. At the moment work is happening in Neptune Beavers, need a leader, but amazing parents are signing up to the Parent Help rota....
Mercury Scouts still need a Scout leader willing take the section forwards. Well done to the assistant leaders in there at the moment and others who help out. Cubs need some sectional support too especially Keego pack. Executive committee need more members and a chairperson too. Scan the QR code for joining instructions yeahhhhh!
Executive Committee!
Our amazing small Executive Committee have been gradually sorting out areas that have proved to be very challenging. Lease renewal still in discussion, but lots of historical information gained by retracing our steps. Work carried out by our Chairperson Catherine King. Thank you, Catherine, for all that you do. (Will be sadly stepping down after the AGM, but will carry out a detailed handover.)

Created the Group website which is being used by all. Thank you for the website’s creation by Sarah Greenwills. Look out for the QR codes around the building to speed up access. Thanks to the website we now are growing the waiting list we now need to address. Looking at further additions to the website too in the future.
Kate Browne keeps the admin together for the Executive committee, and where else she can. Many thanks indeed.
Finances are now up to date along with Gift aid collection. This will be the first year we can simply claim one year rather than multiple. Well done to Kate Stilborn who not only deals with the group accounts but most of the sectional accounts too. Thank you.
Paul Crowther keeping the premises in reasonable state, so it can be maintained further in the future. Amazing job and thank you.
These are the non leadership members of the Executive committee, we need a few more members to help lighten the load.

Treasurer’s Report and Accounts Summary – Financial Year 2021
This report summarises the accounts produced for the Financial Year Jan- Dec 2021 and should be read alongside the accounts summary.
Overall, 22[nd] Sea Scouts strengthened its cash position in the year despite further lock downs due to the pandemic.
The audited accounts are a roll-up of the following 11 Bank Accounts: Group Current, Group Saver, Group Camp, Quartermasters, Fellowship, Beavers, Monday Cubs x 2, Wednesday Cubs, Scouts, Thursday Scouts.
During the year the Quartermasters account was closed due to inactivity and the funds transferred into the Group Current Account.
Income in 2021
Total income in the year from subscriptions, payments for activities and trips, hires, grants, donations, Gift Aid and movements of cash intra group is £44,908.17. Excluding intra group cash movements of £13,750.91, (capitation transfers and quartermasters account ) income was £31,157.26
Subscription income decreased from £17,276.82 in 2020 to £16073.56 in 2021 as numbers fell again due to Covid-19.
HQ Hire increased from £520 to £1,876 year on year but was still considerably off the £4,545 achieved in 2019 prior to Covid-19.
Also, of note was a one-off refund from British Gas of £1,066 as we had been on an estimated bill and usage had declined in the pandemic and no meter readings taken for some time. (We have since moved gas and electric onto a smart reader)
Expenditure in 2021
Total expenditure in the year was £39,342,62. Excluding intra group transfers (capitation and the group transfer for the quartermasters account of £13,750.91) expenditure was £25,591.71.
Capitation costs remained virtually the same cost as last year as cost increases were offset by a reduced census. Light, heat and phone reduced by £1051 year on year as the benefits of new contracts kicked in. Ground and buildings maintenance costs increased year on year by £3,742 due to investments made in improving health and safety and the premises. In 2020 £4,806 was spent on camps, trips and activities. In 2021 this reduced to £1,513 due to ongoing uncertainty over the pandemic. (This compares to a spend of £18k in 2019). There was an encouraging increase in spend on badges to £1054 against £786 the prior year as face-to-face scouting resumed.
Cash Held at Year End
The total cash held in all the Group accounts at Dec 2021 £75,479.40. £51,609.18 is held across three group accounts and the remainder is held across the section accounts.
This compares to a total at year end 2020 of £69,913.85.
Summary and year ahead
The accounts are in a healthy position as we approach increased inflation, increased costs and a cost-of-living crisis. Exiting the lockdowns puts the group in a far better position to increase funding through hires so that we can continue to invest in the premises and equipment available for the scouts as well as training for the section leaders.
During 2022 the Group will invest in accounting software to improve reporting, budgeting and save time. Work will continue on agreeing how to manage reserves, further improving financial controls and updating bank mandates as well as continuing to manage contracts and costs by taking the time to get good value quotations for planned works.
Thank you to all the section treasurers and section leaders for collating all the financial data, scanning receipts, shopping prudently and keeping accurate records. Thanks also to Dave Northover for his support and time as our external auditor.
