AGM Group Scout Leader Report 22nd Oxford Sea Scouts 6th September 2021 8.30pm
Welcome! Good to see all of those who are involved in some way with the 22nd Oxford Sea Scouts. Good to see we are now doing more F2F Scouting!
Thank you ! To all who have joined our journey and stayed with us on the journey through strange times. We say goodbye to some too, and some reassess how they are pursuing the journey in the future. There are so many individuals that need to be thanked across the Group. Thank you!
Here is a brief rundown of events since the last AGM, or at least just before:

August 2020 Summer Hols , lots of risk assessments approved, still further ones to be done hopefully as restrictions change. Gift aid getting up to date, and finances much tidier since Kate Stillborn started as Treasurer. During the Summer Sarah Williams accepted the role of Assistant Group Scout Leader to work alongside Lorraine Crowther the Group Scout Leader.

September 2020 Tentatively returning to F2F Scouting after the Holidays

October 2020 Half Term and went into local lockdown. Restrictions completely in place.

23rd October 2020 at 6.30pm AGM. First AGM for virtually a whole new Exec. Also, the first AGM to be done on zoom.

November 2020 Back to zoom meetings. Hopefully not for long.

December 2020 Christmas Hols School holidays finished and complete lockdown for England and no F2F Scouting. Back to zoom meetings for all sections.

January 2021 Sections frustrated as zooms continue. But still manage to produce fun sessions.

February 2021 Half Term and hope to be going back to F2F Scouting.

March 2021 End of March saw a return to face to face (F2F) Scouting.

April 2021 Easter Hols start to clear areas of items used outside while meeting outside in the winter. Emergency lighting and signage installed in the building.

May 2021 Beginning to get Duke of Edinburgh groups coming back to HQ to camp on the field.

June 2021 First sessions of leader paddles and sessions to boost leader confidence in the water and setting up boats.

Begin to take out the Explorers and Scouts out on the water. Thanks to everyone's efforts with risk assessments and getting them approved. Well-done getting the building and equipment ready and adapting to the changes required to the way the sessions are run too.

Keego Cubs had a great session presenting badges and a wonderful presentation to Andrew Frawley for his hard work too. Well-done Andrew! Along with length of service to Alex Yudin.
Emily Kerr is warmly welcomed into Neptune Beaver Colony. Look forward to her amazing enthusiasm.
SAS held their first meeting this year at John Dawson's house.... SAS BBQ. Great to see how they have survived Lockdowns etc.

July 2021 Enjoying regular F2F meetings with weather being sunny and dry. Wonderful time of reflection in the sections. Top awards presented to Young People and Adults alike, amazing achievements.

Great end of term events, Goliath had a wonderful presentation evening and party. Teresa Greening receiving a Top Award. Also, length of service to Michelle Williams. We say Goodbye to Tom Plant after many years as Cub Scout Leader of Kotick Cub Pack. We all hope to see him at sleepovers and other events, as he will be joining the SAS at the 22nd Oxford Sea Scouts. We then say Hello to Karen Holliday who is returning to Scouting after a break due to work commitments.

Also welcome to Mercury Scouts Dominic Dunn as a ASL (Assistant Scout Leader) transferred from Faversham Scouts.

SAS Held their campfire evening at 22[nd] Oxford Sea Scouts as the weather turned somewhat inclement. Great singing and fun had by all. Beginning discussions about how the SAS will be going forward in the future.

August 2021 Summer Hols Time to begin to enjoy getting out and about. Lots of families go away to see families and have a break. Leaders plan to get all sections back and assess what will be required to see it happen. Six-week Gig rowing course held at HQ inconjunct with Sea Scouts from Clifton Hampden. Great fun!

September 2021 AGM, Back to F2F Scouting
Other areas:
Programme Adaptability and creativity while zooming and F2F. All sections have the capability to zoom and continue Scouting Well done!
Most sections have managed to follow a programme that has produced some Tip Awards over Lockdowns.
Silvers (11), Gold (2) with some Bronze nearly there......
Census The census the beginning of the year was always going to be interesting. There was a fear, we had lost a serious amount of young people and adults alike. However, there were losses but not quite a severe as was expected:

Although it does look like we are gaining more Young People, we have sections with too few in and need to reassess. The reassessment would mean we look at the number of adults, so we can take more children off the waiting list. Better parent help rotas possibly.

Waiting List There is a waiting List and we are in the process of trying to get Young People off it to the sections. Now we are back doing F2F Scouting more people want to come on board again. Unfortunately, we need adults to volunteer to allow the sections to grow again. Due to creative leadership and rotas we just about run sessions, well done and thank you to those helping already.
Adult Volunteers It's wonderful to see a few new faces, and really appreciate the time and effort they give. We have sections that need help and would love to have helpers, and possibly new leaders. To be able to grow and be much more sustainable and productive we need help.
All sections need some help of some description, the leaders will let you know what help we need.
Non child contact roles in the Executive Committee, and sub committees, along with SAS. Although SAS can assist the sections too.
Training We tried to use the time to make sure all volunteers had achieved their basic mandatory training. Well-done, but we still have a way to go in a few areas, but mostly achieved.
Leaders are reassessing what training they need and would like to achieve. Lots of permits are coming up for renewal and need to be reassessed too. This is our main area to achieve this, Autumn. This will guarantee we can do nights away and camping etc.
Top Awards for Adults There were a few adults awards this year, due to restrictions presentations proved to be difficult. There are some who received them by post and those presented in a zoom session. Not always the best way, but still those that received them please understand how much we really do appreciate you. Without you we could not do this.
Group Website to be launched very soon …… Sarah Williams has been very busy setting up a Group website which has been long time coming. This should speed up processes for the parents. Waiting list easier to access as it is linked to Online Scout Manager. Parent areas are hopefully easy to use. This will have areas that will need fine tuning and adapted as we go live with it. We have shown this to leaders and others adults in the Group and feel it’s an amazing start……..... Watch this space! Well-done Sarah!
Working with an amazing Executive The team has been together a year and have been working hard with finances and forecasting for the future. Learning about the history of the group to sort out historical leases and building a wonderful future at Meadow Lane. Building relationships with neighbours, and local the local community. Looking after the premises keeping it safe for our Group to return after the holidays.
With the Leaders, helpers, and Executive Committee of the 22nd Oxford Sea Scouts we look forward to new ideas and adventures.

Treasurer’s Report and Accounts Summary – Financial Year 2020
This report summarises the accounts produced for the Financial Year Jan- Dec 2020 and should be read alongside the accounts summary.
Overall, 22[nd] Sea Scouts strengthened its cash position in the year despite the pandemic. Income was boosted by a 10k Government grant (Covid-19) and expenditure reduced considerably as scouting activity moved online.
The audited accounts are a roll-up of the following 11 Bank Accounts: Group Current, Group Saver, Group Camp, Quartermasters, Fellowship, Beavers, Monday Cubs x 2, Wednesday Cubs, Scouts, Thursday Scouts

Income in 2020
Total income in the year from subscriptions, payments for activities and trips, hires, grants, donations, Gift Aid and ISIS Canoe Club rental income is £46,070.35. This compares with income in 2019 of £51,215.

Subscription income decreased from £19,011.52 in 2019 to £17,276.82 in 2020 as numbers fell slightly due to Covid-19.

£520 was received for HQ Hire compared to £4,545.50 in the prior year.

There was no fundraising income in 2020 compared to 2019 when £2,708 was raised.
However, income increased notably in two areas

Gift Aid recovered in 2020 was £11,724 compared to £5596.73 in 2019 as we caught up on prior years claims

A £10,000 Government (Covid) grant was obtained

Total expenditure in the year was £30,276 .43 compared to £47,070 in the prior year.

Capitation costs increased slightly by £335 as well as utility bills by £1,051 as some fell out of contract in the year.

Three gazebos at a cost of £3,787 were purchased in 2020 compared to expenditure of £1,963 on equipment purchases the prior year.
However, the above increases were offset by

A reduction of £9,009 on expenditure on camps, activities and trips.

Ground and building maintenance - £3,260 spent in 2020 (which includes the additional costs of PPE and cleaning). £6,497 was spent on ground and building maintenance and tent washing in 2019.
Cash Held at Year End
The total cash held in all the Group accounts at Dec 2020 year end is £69,913.85 of which £13,185 is held in reserve and £22,963 is within section accounts. This compares to a total in all bank accounts at the end of 2019 of £54,119.93.
Thank you to all the section treasurers for collating all the financial data and keeping accurate records. Thanks also to Dave Northover for his support and time as our external auditor.
