Chairman's Annual Report to the Annual General Meeting held 20 Aprll 2026
This report has been prepared primarily for the purposes of it accompanying the
Annual Retum the Trustees have to provide to the Chanty Commission and also for a
wider audience in the ,￿ng'S Sutton Times,. It is intend&d to provide a brief overview
of the organisation and finan￿S of the Millennium Memorial Hall and Health Centre
during the operating year 1 January- 31 D￿rnber 2025.
The organlsatlon. trustees and Committee of Management
The trust deeds specify that the composrtion of the Committee of Pdanagement should
comprise four trustees elected at the Annual General Meeting together with up to four
more co-opted trustees, as well as Representats've Members appointed by a number
of village organisations (oryinalty 16 now 12).
The full committee continues to meet On￿ every three months - usualty on the third
Monday ofthe month in May. August. Novemberand February- to decide upon policy,
approve payments and to receive reports from the Hall Manager and the Management
Sub-commfftee.

The Sub-committee has continued to meet regularly betsveen full trustee meetings to
identrfy issues and make recornmendations.
The charitable twst conlinues to employ a Hall Manager, {18 hours per week) and a
cleaner, on a part-time basis (average of 10 hours per week).
Hall
During the last caFendar year the Iwo function halls have continued to be reasonabty
well used during the week by a mixture of regular societies and clubs and occasional
users.
However, the Halls remain underused at the weekend - something the trustees are
keen to address and to this end, are working towards signfficantty upgrading the
website to promote the hirirKJ of the halls.
Health Centr•
The income of the Hall continues to be heavity subsidised by the rentsl of seven rooms
within the Health Centre part of the building. The trUst￿S aim to ensure that, as far as

possible, the tenants continue to offer health or wellbeing servtces and it is pleasing
to note that there have been no tenant changes during the past twelve months.
The ground fioor ro(Yns continue to be used by an audiok)gist (iwo rooms). a medical
aesthetics clinician. a skin therapist and a hairdresser.
The first floor rooms continue to be occupied as the Parish Clerk's office and a clinical
psychologists practice.
Finance
As detailed in the Treasurerfs separate report. the total income for the building (ie the
Hall and the Health Centre) for the period 1 January - 31 December 2025, was
£72,184.
Totsl expenditure for the period was £75.905 - meaning there was a deficit of £3,721.
A8 reported last year. this is largely attributable to the cost of energy (£11,300 total for
gas and electricty) for which we now have to pay 20% VAT (previously charged at
5%) and business rates (£1,508) for which we now only get 80% relief (prevlously
In addition. over £34,000 was spent on maintenancelrepairs and some significant
building improvements which are detsiled later in the report.
Because of these financial pressures, the trustees felt that a 5% increase in renlal
charges with effect from 1 January and hiring fees from 1 April 2026 was reasonable.
For insurance rebuilding cx)sts the building is assessed at £3,300,000.
Resep4es remain healthy at just over £180.000 (actual value of CCLA shares at
31.12.2025 = £339,254).

refurbishment and redecoration of ground floor of Health Centre (£1,500)
upgrade of audio loop system in small hall (£1,000)
replacement of fire control and indicator panel (£850)
replacement of fluorescent lights'ng in large hall. corridor and Wcs with LED
lighting {£7.500)
installation of new gas boiler (£3,250)
upgrading of gas boiler heating system controls {£1.500)
website development (ongoing) (£2,000)
Personnel
I would like to place on record my thanks for the continued dedication and hard-wo
of the Secretsry. Ann Morton. our new Treasurer, Hazel Greaves (ably assisled by her
prede￿sSOr, Nicole Grundy) and Tim Inshaw.
I would also like to pay tribute to the valued contribution of Lynn Warburton (Over 508
Club, Tony Camey (sequen￿ Dancing Club) and Anne Hayter (Bridge Club) who are

stepping down as representative membws of the management committee after a
number of years.
Conclusion
The trustees recognise that after a quarter of a century of use the buikling is beginning
to show rts age and that serious consideration will have to be gtven to planning for its
long lemi upkeep and care. This may for example mean investing in upgrading the
roof insulation and refurbishing ts male and female toilets within the Hall. We are
keen to ensure the building remains the village's most valued mcxlem asset.
