ANNUAL REPORT

Governing Document : Royal Charter 4th January 1912, as amended 19 July 1991

Objectives : To promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities.

Trustees:

All served from 1st January to 31st December 2024 unless noted.

At our Annual General Meeting on 22 June 2024, Patrick Lane-Spollen and John Roscoe stepped down as Trustees. The Board of Trustees would like to thank them for the valuable support they have given the group during their time as Trustees. *Following changes to the recommended composition of Boards of Trustees from the Scout Association, the role of Secretary will no longer be a Trustee. Alex has agreed to remain in role and will continue to attend and keep minutes of our BoT meetings.

Group Leadership Team

During the year, further appointments were made to our Group Leadership Team to meet the evolving needs of the Group.

ANNUAL REPORT

As part of the Scout Association’s transformation programme, the role of Group Scout Leader was renamed as Group Lead Volunteer in December 2024, the role of Deputy Group Scout Leader ceased to exist, and Scout groups were asked to move towards a more distributive form of leadership. This resulted in little change for us as we had already embraced such a structure back in 2022.

We now have Group Team Leaders to help coordinate programme and activities across our section teams (Beavers, Cubs, Scouts) and have added a Group Team Leader for Squirrels, we added a Group Youth Lead to help us better capture views of our Membership and be more youth shaped, and during the year we started establishing the Phoenix Service Team, headed by Chris Hill, to provide support to our Group Leadership Team and Section Teams with administrative matters, fundraising and managing the site and premises.

GROUP LEAD VOLUNTEERS REPORT

Overview

2024 was another strong year for the Group. We reported a record 278 Young People as Members in the year-end census; we established our new Network Scout section for 18-24 year olds, the Flamin’ Duckies, which allows our older Explorers to carry on Scouting with us once they turn 18, working towards further top Scouting Awards and helping to deliver our programme to the Younger Sections either as Skills Instructors or as a member of a section leadership team; we further increased the number of adult volunteers; across our sections we ran a wide and interesting programme filled with plenty of off-site visits, with every Young Person offered at least one opportunity to camp; and we repaid the last of the loans taken out to build our Headquarters building, so are debt free once again.

Camping

Our Squirrels enjoyed camping with their parents on our meadow at their Summer Camp, and Beavers had a similar opportunity at our annual Family Camp. Our Cubs had several opportunities to camp without parents as we again ran a Winter Camp at Walton Firs which included activities such as archery, caving, climbing and crate stacking, our Water Activity Weekend at TYM covering 4 water sports and our Solstice Camp here at P&H, all of which brought members of our 4 Cub Packs together.

Our Scouts also had plenty of opportunity to camp across the District Water Weekend at TYM, our South Coast Adventure Weekend to Swanage, which included a day trip to Brownsea Island, and a hill walking weekend in Brecon, all of which brought members of our 4 Scout Troops together. In addition, our Phoenix 2 Troop held their own Spring Camp and our Phoenix 3 Troop held their annual expedition weekend in the New Forest.

Water_Activities

We had another busy boating season with Beavers rowing on Jubilant, Cubs also rowing on Jubilant and undertaking kayaking, paddleboarding, bellboating and dragonboating upriver with Albany; and our Scouts enjoyed pulling, kayaking and paddleboarding with our own Skills Instructors from our site here in Petersham. We also purchased 2 new bellboats towards the end of the year to provide additional opportunities for our younger sections to get out on the water. A key focus for 2025 is further growing our group of in-house Skills Instructors so that we can run more water activities ourselves as this helps to keep the costs of such activities down and accessible to all.

In September, we entered a team of leaders and boat club members into the Great River Race from Millwall to Petersham, as we do each year, but in 2024 the Explorers and Duckies also entered a crew each. Well done to both teams who completed the course, an excellent achievement which will undoubtably be the furthest they have ever rowed in one go.

Explorers

Our affiliated Explorer Unit, Erik Armstrong, continued to flourish, opening a third section during the year to accommodate the much higher number of our Young People who now wish to continue Scouting with us when they come to the end of the Scout section at age 14.

Young_Leaders

We continue to grow our pool of Young Leaders and all sections from Beavers through to Scouts now have at least one, most of them two. This helps our teenage Members to develop their leadership,

teamwork and communication skills, and our younger members love having them around. Thank you to Jim Huggett for coordinating all of these placements.

German_Friends

During the summer, we continued to build our relationship with the Pfadbunderbund Süd Scouts in Germany and sent a large contingent of leaders and 22 Explorers to join them at their sommercamp in the Black Forest region of Southern Germany. We are looking forward to welcoming our German Friends back to the UK in October, where they will spend some time with us followed by a joint camp in the New Forest.

Kenya_Expedition

The highlight of my year was leading a joint party of Duckies and Explorers to Kenya in August where we volunteered at a school for the poorest in Nakuru, Kenya, helped kit out their recently established Scout Group, and whilst there also paid our respects to the founder of Scouting, Lord Robert BadenPowell, who is buried alongside his wife in Nairi, where he chose to spend his final days in retirement.

A key part of such international trips for any participant is fundraising to cover the cost of attending and presenting to others about their experiences once they return, and this can often teach the participants more #SkillsForLife than they obtain on the trip itself. During the year our team ran many BBQ’s and tuck shops at camps and events attended by our Younger Members, ran a Mothers’ day Cream Team event, an Italian night, and Fathers’ Day BBQ, completed an epic sponsored hike over 50km along the Thames Footpath from the Thames Barrier in the East to our base here in Petersham, and packed bags in local supermarkets. Thank you to all those who attended one their events, bought something or made a small donation.

This was a very emotional trip for both Young People and Leaders and I am delighted that we have agreed to continue fundraising to be able to provide further support to the new Scout Group to help it flourish.

I would like to finish by saying thank you to our team of volunteers, including those who run our weekly section meetings, our Skills Instructors, our Group Leadership team, our Trustees who act as critical friends, our new Service Team who are aiming to help reduce the administrative burden on our front line volunteers, our maintenance team, those who fundraise for us, and those parents who supported us at our Big Help Out events. A key objective for 2025 is improving the volunteer experience, introducing a better induction process, better information sharing and more regular social opportunities so that our volunteers get to know each other better.

We have no employees and everyone who helps run the group does so on a voluntary basis. Modern life is busy, and everyone is time constrained, but scouting is having a resurgence nationally and certainly here in Petersham because parents value the #SkillsForLife and happy memories their children get from being Members. Adults can have fun with us too, so over the next 12 months, please do consider how you can help us, in whatever way, whether it’s just joining the next Big Help Out, or training for a water activity permit with us.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR TO 31 DECEMBER 2024

1. Basis of Accounting

These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts.

The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014.

Expenditure on the planning and construction of the replacement HQ building is capitalised. The final completion payment was made during the year after which we have started to apply depreciation to the carrying value of the asset to reflect the fact that it will have a finite lifetime.

2. Income

Apart from subscriptions and other occasional lettings, the charity was funded by the fundraising activities of the Executive Committee and parents of Young People.

Grants and donations are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS102 SORP).

3. Uniforms

Uniforms are written off on purchase and a physical control is maintained on movements.

4. Maintenance Costs

Grounds and premises maintenance expenditure covers items spent on our Main Headquarters Building, the grounds and access road, fences, hedges and grass cutting.

5. General & Designated Funds

General funds are available at the discretion of the Trustees for the purposes of the charity. Designated funds are funds set aside by the Trustees for a specific purpose, but which may be varied at the discretion of the Trustees. A designated New Building Fund is in place for upgrading the premises.

None of the Trustees have been paid any remuneration or received any other benefits from an employment with the charity or have sought to claim or been paid expenses for fulfilling their role of Trustee and there have been no related party transactions in the reporting period.

INDEPENDENT EXAMINER’S REPORT

to the Trustees of the Petersham & Ham Sea Scout Group

I report on the accounts of the Petersham & Ham Sea Scout Group for the year ended 31st December 2024

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

• examine the accounts under section 145 of the 2011 Act

Basis of independent examiner’s report

My examination was carried out in accordance with the general Directions given by the Charity Commission.

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the next statement.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements:

• to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
