TRUSTEE BOARD INTRODUCTION
Welcome to our 2024-2025, 3rd Hampton Hill Scout Group Annual Report. The report covers our financial accounts for the year up to 31 March 2025, however our narrative will extend a little to cover all activities leading up to our AGM on Sunday 21st September 2025.
I would firstly like to thank everyone involved in our Board of Trustees and our Operations Executive team for their work behind the scenes to make this group run so smoothly. Particularly our Secretary Sam has made inroads into streamlining our meetings and developing tracking tools to better increase our meeting efficiency. Our Treasurer Preeti has also made huge contributions in straightening out our financial situation with an annual budget and quarterly actuals which have allowed new insights into how we spend our funds. Clive and Fidelma have both been working to maximise the income from our minibus and HQ building respectively which has helped lessen our overheads.
We have continued to bed-in the new operating model with the new Trustee governance structure, giving separation between that and our operational activities.
This year saw the soft-launch of our new Nutkin Squirrels Drey which caters for ages 4-6. This is an important addition to our group, allowing us to strengthen our pipeline of new members into Beavers which has suffered fluctuating numbers, limiting our ability to re-launch our second colony. I look forward to Nutkin formally launching soon once we have secured volunteer and young leader support.
What a wonderful programme our volunteers have put on this year! Whether it was paddling up the Thames, completing the chip shop challenge or just relaxing around a campfire, our young people have been treated to a superb cross-section of activities this year. Many thanks to all section volunteers for all their hard work in planning and delivering such a successful programme, and to our Squirrels, Beavers, Cubs, Scouts, and Explorers who, through their attendance, commitment, and humour, make 3HH such a vibrant and active group.
Outside our Scouting sections, our Target Sports group have gone from strength to strength this year with yet more medals and trophies from their various competitions. Congratulations to all our winners and thank you to the small army led by Wend who give up Saturdays and evenings to train and challenge our squads.
After 6 years, we emphatically returned to Switzerland this month for our pilgrimage to the Kandersteg International Scouting Centre (KISC). This impressive venue is located deep within the Alps, allowing us to treat over 30 young members to glorious mountain panoramas, overnight adventures, rafting exploits, highwire challenges and toboggan races. I was fortunate to be able to join the leadership team in support of the event and witnessed the very best of Scouting with all volunteers giving their finest, and our Scouts making us proud with their behaviour, manners and adventure spirit.
Kandersteg also marked a significant moment for us, as this marks Paul’s part-retirement after many, many years of dedicated service in Beavers, then Scouts, and finally group leadership. Paul led the organisation of Kandersteg and it is testament to his skills and determination that we had such a successful week. On behalf of everyone within 3HH, may I thank Paul for his commitment over the years, and we look forward to him continuing to support us, albeit to a much-reduced degree!
We will continue to manage our finances with prudence and care by ensuring your money is put to the best use in maintaining 3HH and providing a great programme of activities for our members. Fundraising remains our “Achillies heel” and we are keen to seek out new volunteers to help drive new income opportunities. With last year’s major purchase of the minibus, we now need to rebuild our reserves, and it is with regret that we have had to further increase our termly subs by £5 to support increased contributions to this fund.
I would also like to restate our assurance that no young person should miss out on the Scouting experience due to financial challenges. If anyone finds themselves in such a situation, please speak to your section team leader in the first instance. We can help, and in total confidence.

And in closing, I would like to finally thank the senior volunteer team comprising Rich, Paul and Clive for making another strong year of reliable operation at 3HH. They have worked hard to ensure things run smoothly, and are often our unseen heroes. Thank you all.
Please continue to support the group in every way you can; being a committee member, taking on a volunteer role, attending a maintenance day, making cakes, helping us fundraise, paying your subs promptly, signing up for gift aid etc. The collective efforts of many, big and small, unite to create life-changing opportunities for our young members.

ACHIEVEMENTS AND REPORTS
Group Lead Volunteer (GLV)
Is there anything but a busy year at 3HH? It’s been a particularly busy one for me due to the preparations for Kandersteg in August 2025 stepping up and taking a considerable amount of my time. Happily, we have seen some stability in our section leadership teams, but this was made more challenging as Scouts HQ introduced a sea-change with a new adult membership system that generated a lot of confusion and extra activity with its demands to complete new training, much of which being revamped versions of ones already taken. This however was in response to the inquest findings on the loss of an Explorer Scout in Wales in 2018 and ensures all our volunteers have the proper checks in place, are trained sufficiently, hold the correct adventurous activity permits and that risk and safety assessments are conducted diligently.
The new membership system (it has no name, so has been universally dubbed ‘SWAN’ – System Without A Name) does have several benefits though, bringing a change in how we organise Scout Groups meaning we no longer have Leaders, or Assistant Leaders, but have ‘teams’ running each section. A stumbling block for many volunteers in the past was the necessity to complete ‘Wood Badge’ training, a three-year (or more) programme of modules, but this has now changed. All any volunteer now needs to complete are around five online basic training modules and complete a First Aid course (all free and done within Scouts) and if they choose, that’s all they need to do. There is still the option to complete the full Wood Badge training if people want, but no necessity and all training modules remain available if people feel a particular need or desire to complete them, Nights Away being one for example. In short, volunteering with Scouts has become a lot simpler with a focus on tasks rather than roles.
As mentioned, we have seen some stability in our volunteer teams this year and responses to request for help, especially in our Scout teams where we now have several new team members and in particular, Greg Marczyk brought his Polish Scouting experience to Claws Scouts, who also joined the Kandersteg volunteer team. Izzy Walford has also brought her Guiding and Explorer experience to Scouts. Little change within our Cub team, however now both Maggie and Otterlie in Snowdon have taken on new, more demanding jobs and hence have had to reduce their commitment to Cubs. As done successfully with the Scout team, ideally we need new people to join the Cub team and your involvement can be as little or as much as you like. For example, if a lot of the usual team are away, we still need a minimum of two adults to avoid cancelling a meeting at short notice and sometimes all a team member needs to do is just be there! Further new and active recruits have appeared in Beavers with Andy Brooman and Amanda Webb rejoining the Scout movement and bringing lots of experience with them.
Our new ‘Squirrels’ section opened its doors with a successful trial during the summer term. It’s been a slow start as we try and establish a new team to take the reins. Our plans remain to re-open the second Beaver Colony, but what we’re seeing is that the families on our waiting lists are on multiple waiting lists and the days of a 90% conversion rate when offering a space in the colony have gone.
My thanks to Richard Castle who has taken the Trustee Board by the scruff of the neck and with the good, strong set of Trustees, provided increased continuity with this team running the group in the background.
Whilst the new membership system has made it easier to volunteer with us, the trend we are seeing is less people coming forward so The Scout Association making volunteering easier is a blessing. We’re no longer looking for leaders who need to be there week in, week out but want people who can be part of a team and give whatever time and talents they have available. Please do help where you can and seriously consider our requests for help. As the saying goes, ‘every little helps’.
I can’t overlook Kandersteg 2025: If your child was there, you’ll know what a brilliant event it was… oh and a date for your diaries, we have a provisional booking in 2029, July 21[st] – 28[th] . We’ll need a volunteer to lead on this, but I will be able to support anyone who takes the lead.

Finally, after several years in post, I now step down as a member of the senior leadership team. Fear not though, I’ve been here since 1993 so I won’t be leaving the group anytime soon and you’ll still see me beavering away in the background.

Squirrels
In the Autumn of 2024, we ran two ‘come and meet the team’ sessions. This was a chance for potential Squirrels (those aged 4 to 6) to attend (with their grown-ups) to meet the volunteers and see the HQ.
They made, decorated and flew some colourful paper aeroplanes, played with a variety of our games equipment and had fun running around and meeting the other potential Squirrels. These sessions were well attended with the grown-ups getting a chance to ask questions and to receive some more information about how Squirrels will run at 3HH.
We ran some 5 trial sessions with 12 Squirrels in the Summer which were fantastic! The meetings were full of energy, enthusiasm and wonder! The Squirrels (supported by the grown-ups – who I think had as much fun as the Squirrels) were creative (making name/picture cards for the register, ‘Forky Friends’, Lego Animals, Paper Aeroplanes, Salt Dough Animals and Campfire Biscuits). We played some Team games and sang some songs (‘Grey Squirrel, Grey Squirrel Wag your Bushy Tail’).
We are actively seeking additional volunteers and to join the team and there are also spaces for Young Leaders. And its never too early to get names down onto the waiting list for any new potential Squirrels.

Beavers
This year has been a truly exciting one for our Beavers, filled with a mix of activities that encouraged exploration, learning, and personal growth. We placed a strong emphasis on partnering with local organisations, which helped us deliver more engaging experiences.
Throughout the year, our Beavers worked towards several Challenge Badges, including Adventure, Teamwork, and Outdoors. These badges helped them develop resilience, cooperation, and a love for nature. In addition, they pursued a wide range of Activity Badges, such as Experiment, Gardener, Animal Friend, Camp Craft, Explore, Collector, First Aid, and Cyclist. Each badge offered hands-on learning opportunities and encouraged the Beavers to try new things, ask questions, and build practical skills.
We were especially proud to see several Beavers complete their Personal Challenge Badges and go on to earn the Chief Scout’s Bronze Award — the highest award in the Beaver section. This achievement is a testament to their dedication, enthusiasm, and the progress they’ve made during their time with us.
The following are a few of the highlights for the year:
One of the standout moments of the year was our visit to the Twickenham Apiary. The Beavers were captivated by the fascinating world of bees, learning about colonies, pollination, and the critical role bees play in our ecosystem. It was a hands-on, sensory-rich experience that left a lasting impression.
In partnership with Friends of Bushy and Home Park, our Beavers became real-life nature detectives. They completed Nature Bingo by spotting seeds, insects, bird calls, and ant hills, learning to observe nature closely.
At Parklane Stables, the Beavers learned how to care for horses, what they eat, and some fun facts about their behaviour. This visit helped foster empathy and a deeper appreciation for animals.
A visit to the local fire station gave our Beavers a glimpse into the life of a firefighter. They explored fire engines, tried on gear, and learned about fire safety and emergency response.
Using sticks, leaves, and flowers, the Beavers built bug hotels to support local wildlife. Some were lucky enough to have immediate residents move in, sparking excitement and curiosity.
Physical activity and teamwork were front and centre during our wide games at the recreation ground. These games helped build camaraderie and gave the Beavers a chance to burn off energy!
Our Beavers took their outdoor skills to the next level by learning how to build tents, tie knots, pack for hikes, and safely make campfires.
While working on the Gardener Badge, the Beavers explored the life cycle of trees across seasons, planted daffodil bulbs, and visited a garden centre to learn about different gardening tools and techniques.
Science came alive through exciting experiments, including creating a fizzy volcano using everyday items and observing how plants grow under different conditions in our cress experiment.

During a fun and active evening, our Beavers earned their Cyclist Badge. They learned essential bike maintenance skills, including checking tyre pressure and bike maintenance. After mastering the basics, they enjoyed cycling around the recreation ground.
For first aid, our Beavers took part in a hands-on session focused on safety, awareness, and basic emergency skills. They learned how to treat minor cuts and scrapes, apply bandages, and understand when to seek adult help or call emergency services. The session also covered how to stay calm in stressful situations and how to communicate clearly with first responders.
We wrapped up the year with our beloved tradition — roasting marshmallows over open fires. It was a warm, joyful way to celebrate the friendships and achievements of the past year.
We also enjoyed some special events with our group:
In January, the Beavers celebrated the New Year with a lively party featuring circus skills entertainment. They were wowed by performers on unicycles and impressive tricks, and got hands-on learning to juggle, spin plates, and master the diabolo. A perfect start to the year!
Held at Hampton HQ, this half-day session focused on disability awareness and inclusion. The Beavers learned to write their names in Braille, recite the Beaver promise using sign language, and play blind football. They also explored stories of Paralympians and different types of support available for people with disabilities.
As part of their Air Activities Badge, the Beavers visited Brooklands Museum, exploring historic planes, cars, buses, and bikes. They stepped inside real aircraft, including Concorde and a Hawker Hunter jet, and learned about aviation communication using the NATO phonetic alphabet. A visit to the London Bus Museum and a full-size LEGO McLaren supercar rounded off a fun-filled, educational day.
Acknowledgements
Jane Riggs continues to lead the Beavers team alongside Gazal, with Andy and Amanda joining the leadership team this year. Elliot and Garan have moved on to support other groups after an excellent tenure with the Beaver leadership team. We extend heartfelt thanks to our fantastic Young Leaders — Alice, Issac, and Meg — for their excellent support throughout the year. We’re also deeply grateful to our parent volunteers who stepped in whenever needed. These evenings wouldn’t have been possible without the dedication, enthusiasm, and hard work of our volunteers and young leaders. Thank you for helping us make every session meaningful and memorable.

Cubs
We have 2 Cub Packs, Nevis meets each Monday and Snowdon on Wednesday during term time. In total, across both Cub Packs we have 44 Cubs, 9 Young Leaders and 8 volunteers. The two packs run the same programme each term and come together occasionally for joint activities and camps.
The team of volunteers plan the sessions/activities together, taking input from our Cubs as well as the more experienced volunteers and, of course, the sessions are run with the invaluable help of our Young Leaders (mostly Explorers from Peake ESU). Each of them is willing, enthusiastic and reliable, providing fantastic role models for our Cubs.
The year has seen our Cubs undertake the usual mixture of core scouting skills and activities, building plenty of fires, pitching the big green canvas patrol tents and using OS maps to stay on track.
This term has started well with 6 new Cubs joining us from Beavers. We covered mutual respect, fire alarm practice and ran forum sessions (where we gather “blue-sky inputs” from our Cubs) as well as the usual chaos of games in the hall.
We've also had a joint session at Albany Outdoors (Kingston) on the Dragon Boats.
Earlier this year the Cubs had two opportunities to come camping with us. In April (at Easter) we stayed at Tolmer’s Activity Centre (Hertfordshire) in the lodge dorms ... although we did provide canvas for those wishing to prove to themselves they could do it! In June, we set up camp at the HQ with the theme of "I'm a Cub, get me out of here". You can imagine the chaos.
This term our badgework focussed on Global/International issues with a close look at Portugal. We are also hosting a "Bring a Friend" evening which we hope will be well supported. Later this term we have an activity day at ly Behm Walton Firs.
As always, attracting and retaining volunteers has taken considerable
effort and time this year. We always welcome additional adult volunteers to join the team to help make this work for the Young People in our community. There are tasks suited to all, whether you can be available every week or just once each term. You can chat with any volunteer at the AGM, or at anytime to find out a little more. Please come and join our team, the kettle is always on.

Scouts
We run two troops, Claws and Talons, meeting on Tuesdays and Fridays. Our Scout intake is primarily made up of young people who have progressed from our own Cub packs. We are occasionally able to offer a few extremely restricted spots to young people over the age of 11 on our waiting list who are new to Scouting, but both troops are currently at or near their capacity.
Scouts participate in a diverse programme designed to help learn and apply life skills while participating in a variety of activities. Scouts gain the opportunity to share those skills with younger Scouts as they progress through the troop, creating possibilities for teamwork and leadership.
This year, as a first for 3HH, we took several Scouts to Brownsea Island for a couple of nights. They’ve also been very busy with lots of water sports including paddle boarding, a water assault course and water fights.
The Scouts enjoyed a varied programme of activities including:

Night navigation exercises on Esher Common (enduring downpours and very deep mud!)

A tour of St James’s Church, including trips to the very top of the bell tower

The Fire Station visit – including soaking Tim with the hoses!

The famous water rocket building (where we only lost one over a neighbour’s fence!)

Both troops visited Paxmead Riverside to do paddle boarding

A bee keeping visit

Campfire pizza
Easter Camp was at Ferny Crofts in the New Forest. Our Scouts enjoyed time together at camp and did all the typical camp activities including cooking on open fires, whittling, axe training, and a day hike to a castle.
In August we took 34 children to Switzerland for a week. The Scouts went on hikes into the mountains and took part in lots of activities that some would never have experienced before.
The Scouts spent some community service time in December at St James’s Church’s. This involved the annual leaf sweep, clearing the church roofs, gutters, and grounds of massive amounts of fallen leaves. This helps to enhance safety underfoot and preserves the fabric of the building drainage systems.
3HH Scouts welcomes everyone’s involvement in planning and
executing the Scout programme, so please let us know if you have a job, skill, or participate in an activity that you think may interest Scouts, or if you’d like to help at meetings and/or future camps.

Peake Explorer Scout Unit
Peake Explorers has now been going for five years and remains full with 26 Explorers now taking part.
We have had a brilliant year, including a very sunny summer camp in the New Forest and a winter Halloween themed camp closer to home in Walton Firs during October half term. As I write this report we are heading off tomorrow to our next summer camp in Shere.
Other highlights of our year include a stand-up paddle board session, mini golf, giant pioneering with go karts, a quiz where our parents came too, making some (actually very nice) scented candles, a lot of cooking and fires, and the usual weird and wonderful nights based on a combination of leader and Explorer imaginations!
We also awarded our first ever Chief Scout Diamond Award, which is a huge achievement, and have been able to support our Explorers in joining in with District / County opportunities including an Easter trip to Snowdonia.
We continue to supply a very helpful bunch of our Explorers to support as Young Leaders in the younger sections too. As a leadership team we really appreciate their incredible manners, friendships with each other and the fact that they make our lives very easy We’d like to thank them for being such an easy group to run, and helpful in planning and delivering their own programme.

Target Sports
What a busy year and as always, our scouts did their best on every occasion! The monthly ‘Second Saturday Shoot’ continues (frequently having 15 shooters turn up at a time) and our numbers were bolstered by seven new scouts completing the air rifle Youth Proficiency Scheme, with several showing long-term promise. As in the previous year, we continued inviting older cubs. I’m also delighted to continuing having adult Youth Proficiency Scheme Tutor Diploma trained support.
As always, we entered the Kingston District Scout Autumn and Spring Competitions, collecting several individual medals, although we didn’t retain any of the Spring trophies, we’ll be back next year!!! We did however, gain the individual U18 Top Shot for GLSW, well done Liv!
During the Richmond Upon Thames District competition (shooting at 10m), Lily came 2[nd] in the 12 & Under category; Digby 1[st] 14 & U; Talons came 1[st ] overall; and although Peake Explorers weren’t in the running (fielding a team of 4 shooters not 6), it was only Evie in the entire comp who stood unsupported to take her shots, and still came 8[th] in her age group out of 34!
The 46th National Scout Rifle Championships was an unusual event, in that at late notice it became a postal competition. 3HH and Peake always achieve amazing results, and this year was no exception. We held our own internal competition in October emulating the nationals (Matilda taking best U14 shot and taking top spot in all ages), we used the same cards to send off for the national championships.
The national results didn’t come out until Jan 25 and were worth the wait. Of note, Matilda came 2[nd] out of 161 shooters in U14 pre-charged pneumatic rifle (just missing out on first by one point), with George 3[rd] and Gabriel 6[th] . 3HH were guaranteed to win the Gold team rifle as overall national champions (unfortunately no

team awards were acknowledged, but Matilda and George won silver and bronze medals). In previous years there had been an U12 category and in 2023 the winning score was 75 but lumped into the U14’s in 2024 were two of our scouts, Sophie and Lily scored 80 (come on girls!!!). In every team category we attained a higher score than in 2023 and most significantly, taking the aggregates of rifle and pistol scores, 3HH had 5 scouts in the top 14 out of 111 shooters. (3HH still have the Junior Connaught, Gold pistol and second place rifle trophies if asked to return them!).
What next? Kingston autumn comp Sep 25, hopefully the 2025 nationals in Oct, the 3HH and Peake internal comp Oct 18, where we’ll also compete against 1[st] Hampton Hill, come on 3HH!

As a group we are blessed with an extensive array of camping equipment and many other assets. This enables the group to run camps and many other activities. It is vital that we maintain and replace items so that they remain serviceable and help facilitate all the fantastic events and activities for all the sections.
The last maintenance day was held on the 29[th] June 2025. The 4-man tents were inspected in advance of the trip to Kandersteg. A damaged tent was identified as beyond repair and disposed of. Two new additional 4- man tents were purchased, Decathlon QUECHA tent 100 XXL. One of the traditional canvas Troop Tent was reported to have a tear and is scheduled to be repaired by the end of September.
The plan is to continue to run maintenance days on a regular basis (termly), please watch out for these dates and do sign up for an hour to help us. In addition, we are always looking out for volunteers to take on tasks with managing our extensive camping and group assets, so please do come and speak with us if you can help.

Financial Review
Treasurer’s Statement FY 2024-2025
FY 2024-2025 has proven to be an eventful and financially sound year!
The biggest income highlight of the year was the receipt of £6.7k from Gift Aid tax credit that we managed to claim back for the past 3 years. Thank you once again to all of you who have completed the Gift Aid declaration, and I would encourage the others to do so promptly. It is an easy way to raise funds for the group without any extra cost to you.
A big thank you to the Miles Charity for their generous £5K grant to 3HH and Peake explorers, which will be used towards our continuous inclusion efforts and creating fun learning opportunities for all. Furthermore, thanks to Charities Aid Foundation (CAF) for their kind donation of £500.
Another positive impact on income has been the £1.2k from minibus rental and £3k from renting out our building. Both the minibus and building hire rates are a real steal deal so please spread the word to let everyone benefit from this.
Finally, we had £450 from bank interest and £80 from ‘easyfundraising’ donations. ‘Easyfundraising.org.uk’ is a charity shopping site that partners with over 7,000 brands. They will donate a part of what you spend to a cause of your choice. It won't cost you anything extra as the cost is covered by the brands. So please become a supporter of the cause called ‘3rd Hampton Hill Scout Group’ at easyfundraising.org.uk and help us raise some essential funds!
Our expenses were more or less comparable in amount to the previous year, though they were not necessarily the same expenses. The common big one was capitation (which is an annual membership fee paid by local Scout groups to the Scout Association (with District and County Levees on top) for every young member to fund core services), followed by insurance and electricity, all of which saw expected annual increases. Our badges expense was higher this year due to the purchase of anniversary badges and a restock of 3HH Group scarves. We also saw an increase in the repair cost due to the replacement of defunct lights in the camp store, replacement of loft ladder and balustrade installation.
More details will be available on our website when the accounts are published there.
Keeping in mind the constant increase in various expenses, the Trustees decided to increase the subs from £50/term to £55/term. We had hoped that we could avoid the rise this year, but with the need to rebuild our reserve after purchasing our wonderful minibus last year, we were left with little option. The start of the new Squirrel Drey will also have a positive impact.
Currently, we are holding a reserves fund of circa £64k. About £23k of this is the reserve for Kandersteg, which reflects all the money collected so far and will be used towards the related upcoming expenses. We continue to hold £10k to provide for a new trailer storage. We have increased the building fund to £20k to enable us to carry out remedial works as and when they arise. A new reserve in the amount of £1k has been created for trees maintenance and £6k for Minibus and Trailer replacement. This year we have listed the cumulative net Target Sports income of £1.5k as a separate reserve so that it can be easily tracked and used towards Target Sports specific expenses. Finally, we have a free reserve of about £3k to be used as deemed necessary.

Purpose And Objectives
The primary purpose of Scouting is “to encourage the physical, intellectual, social, emotional and spiritual development of young people so that they take a constructive place in society as responsible citizens, and as members of their local, national and international communities”.
In support of this, our specific objectives over the next 12 months are:

Rebuild reserves of funding.

Maintain and grow our teams of volunteers and Trustee Board by active recruitment and robust succession planning.

Continue to improve the Group’s facilities, equipment and infrastructure, improved use of land for further storage and delivery of programme.

Secure funding to achieve above.

Increase social and fundraising activities for all members with assistance from Parent/Social reps.
We are fortunate enough to have a volunteer Team with a wealth of experience. However, there is a continual need to recruit more adult volunteers into the Group to sustain the team and to cover succession planning. All Adult volunteers are DBS checked and undertake specific training (such as Safeguarding and Safety). Although the Group has been successful in attracting additional adult volunteers in the past year, the priorities are additional volunteers to take on specific tasks as we move to a more team based and taskbased model. https://www.3hhscouts.org.uk/join/volunteers
All volunteers who give their time to the Group help make it such a success and have a sense of achievement from being part of the Group. For adult volunteers there is regular training in Safety, Safeguarding and First Aid and other modular training. Task descriptions are available for anyone who would like to consider volunteering in any capacity. Training programmes and full support from the rest of the Leadership Team are available to all adults involved with the Group. Structure, Governance & Management
3rd Hampton Hill (St James) Scout Group is an autonomous charitable trust affiliated to The Richmond-uponThames District Scout Council and the County of Greater London South West Scout Council (GLSW) and to the Scout Association. The rules under which the Group operate are authorised by the Policy, Organisation and Rules (POR) of the Scout Association, which, in turn, are authorised by the Royal Charter.
The Group is supported and advised by the District Council (Richmond-upon-Thames) https://www.richmondscouts.org.uk the County https://glswscouts.org.uk and Scout Association Headquarters https://www.scouts.org.uk on all matters as needed or requested.
The Group Lead Volunteer is appointed by the District Lead Volunteer of Richmond-upon-Thames Scout District. The Chair and members of the Trustee Board are nominated by the Group Lead Volunteer and their appointment confirmed at the Annual General Meeting.
Other Trustees are elected or appointed each year, at the Annual General Meeting. All volunteers are subject to Enhanced Clearance through the Disclosure and Barring Service and are given training appropriate for their posts through the District and County Training Teams.
The Trustee board meets quarterly to discuss, plan and manage:

The maintenance of Group Property and assets

The raising of funds and administration of Group finance

The insurance of persons, property and equipment

Group public occasions
-
Assisting in the recruitment of volunteers and other adult support

Appointing any sub-committees that may be appropriate

Reviewing Health, Safety and Security of property, assets and people.
Day to day decisions affecting the operation (management) of the Group are made by the Group Lead Volunteer, after appropriate consultation (and using the Operational Board Meetings as a formal mechanism).
Day to day governance decisions are made by the Chair, after appropriate consultation and by agreement of the Trustee Board.
The Trustee board meets 4 times per year, and the Operational Board meets twice per term.
The Annual General Meeting and Group Review is normally held in September each year.
Financial Records
“The Trustees are responsible for the preparation of the Annual Report and Financial Statements in accordance with the Byelaws of the Scout Association and the Charity Commissioners. These require the Group to select and apply suitable accounting policies, make reasonable and prudent judgements, keep proper financial records, and to prepare financial statements on the “going concern” basis for each financial year in accordance with the Statement of Recommended Practice – Accounting and Reporting by Charities (Charities SORP 2005).
Individual Scout Groups, as independent charities, are responsible for preparing their own annual financial statements and holding their own Annual General Meeting. The Financial Statements have been subject to Independent Examination and Accounts are submitted to the Charity Commission in accordance with their rules each year.

Financial Investment Policy
The Trustees’ cautious approach to risk extends to its investments, and any significant reserves will only ever be held within highly secure, low-risk funds. Day to day funds are kept in a current account and cash is held for the shortest possible time before being paid into our bank account.
