INTRODUCTION FROM OUR CHAIR
Welcome to our 2024 3[rd] Hampton Hill Scout Group Annual Report. The report covers our financial accounts up to 31 March 2024, but unless otherwise stated, the narrative will cover all activities up to the AGM on Saturday 28th September 2024.
This year was one of change, particularly for 3HH where we bid farewell to Martin Riddell who has served as Chair for 15 years. His gentle guiding hand on proceedings, calling us to order and keeping us focussed on the big picture has been invaluable. Ever present, Martin got involved when his son joined Scouting. He wanted to put something back into the group. All those years later and 3HH has thrived under his leadership. Martin – it's been a pleasure getting to know you and on behalf of the entire team, thank you for everything you have done for us over the many years.
Martin leaves some sizeable shoes for me to try and fill. Having joined just before Covid-19 hit where I did much of my first year leading via Zoom videoconference (remember that?), I found my home in Beavers where I was patiently trained by Jane and Laura. That was the start of my journey at 3HH where I graduated to lead our new Maple Beaver Colony which ran on Thursdays. Following a change

of job, necessitating a daily commute to Crawley, I found a new home taking up the mantle as Chair from Martin in May this year.
For the scouting movement overall, we’ve seen our numbers bounce back to pre-covid levels and certainly the census data for the Richmond District (to which we belong) suggests that membership growth is on an impressive trajectory – one that will likely need new groups established (as there is a large waiting list in the District), new volunteers and new facilities.
But the year also brought sadness and reflection to Scouting, with the inquest into the tragic death of Explorer Scout Ben Leonard in 2018, who suffered a steep fall when walking on Great Orme. The coroner found fault with those in charge but also with the Scout Association. The result has been a significant national overhaul where additional training has been mandated and a much greater focus placed on risk assessments, safety rules and training support. 3HH too have re-evaluated its operation and have firmed up guidance on the way we perform risk assessments, ensuring we now have a central library for scrutiny and re-use. We certainly believe that this has been a positive change for the better in this regard.
This year saw several changes to the way we operate as 3HH. The guidelines around our charity status and governorship have been overhauled to mirror that of other charitable organisations and in line with Scout HQ Policy, Organisation and Rules. This has resulted in clearer separation between the Trustee Board (in ensuring we manage money well, follow policy, look after buildings, manage risks and help the charity operate well into the future) and the Operational Board (with focus on the day-day needs of our sections). We’re still finding our feet with the new separate meeting structures, but initial feedback has been positive.
In a bid to break down barriers for new volunteers, Scouting is also adopting a team structure and task-based approach, rather than defined roles. The idea behind this is to avoid intimidating “monster” roles and to spread the load around a team of volunteers that contribute what they can, but as a group, achieve big things. For example, site maintenance will move into a team formation. This will allow grass cutting, cleaning, pruning etc. To be spread around multiple roles to avoid one person becoming overloaded. We hope that with this change, it becomes far easier for new people to come forward, toe dip in a small way, taking on discrete/manageable tasks and putting something back into our small community and build their confidence to do more. I remain astounded by the creativity and energy from each of our sections this year. Whether it was the Valentine's fundraiser put on by our Cub Team or their equally novel “kip on a ship” event at HMS Belfast near Tower Bridge. Our Scouts have also been hard at work having recently snuck away to Brownsea island (the birthplace of Scouting) for a weekend of water fun and hammocks, or their crazy circus skills night where there was much juggling and unicycling and only a few bruises. Our Beavers enjoyed a variety of activities including a local litter pick, cycle skills and fun challenges such as building spaghetti bridges in our lovely, heated hall. And finally, our linked Explorer Scout Unit (Peake) continue to stretch our older young members with activities such as dragon boat racing and a Lego build challenge (they’re never too old for Lego!).
Our Target Sports group, operating within 3HH continued their winning streak bringing home medals and trophies and generally cleaning up everywhere. Congratulations to all our winners who did us all proud in the various competitions throughout the year.
From a finance perspective, we made a significant outlay in the form of a new minibus for the group as well as the installation of some much-needed heaters in the hall. Special thanks go to The Hampton Fund for their considerable contribution towards the minibus, and Martin’s tenacity in driving the

projects over the finish line. We are now in a position where we need to work hard to rebuild our reserve fund and with costs in general increasing across the board, we had to make the difficult decision to raise subs for the first time in 5 years by a small amount to cover our increased costs.
I would also like to restate our belief that no young person should miss out on the Scouting experience due to financial challenges. If anyone finds themselves in such a situation, please speak to your section team leader in the first instance. We can help, and in total confidence.
We will continue to manage our finances with appropriate prudence and care and ensuring your money is put to the best use to maintain the viability of 3HH and provide a great programme of activities for our members. Fundraising remains a big challenge and we are keen to assemble a team to help drive new income opportunities.
I would like to thank Rich, Paul, Clive and the entire leadership team for making another strong year of reliable operation at 3HH. They have worked hard as a team to enable the sections deliver to their programmes.
I would also like to thank our Board of Trustees and our Operations Executive team for their background roles; from managing the finances, taking the minutes, organising cleaning and bookings and hosting meetings.
My final thanks go to the Beavers, Cubs, Scouts, and Explorers who, through their attendance, commitment, and humour, make 3HH such a vibrant and active group.
Please continue to support the group in every way you can; being a committee member, taking on a leadership role, attending a maintenance day, making cakes, helping us fundraise, paying your subs promptly etc. The collective efforts of many, big and small, unite to create life-changing opportunities for our young members.

Achievements and Reports
Group Scout Leader (GSL)
What a busy year 2023-4 has been, lots of change at 3HH HQ, both physically and with the volunteer teams. We have a new Chair of the Trustee Board, Richard Castle, taking over from Martin Riddell who completed his tenure on a high, closing out projects with a new ULEZ compliant minibus and finally, some decent heating at the HQ. A new section opens in the autumn too, a recent addition to the Scout movement, Squirrels for 4-6 year olds.
In the volunteer teams we’re seeing a lot of change in Scouts, Selena & Pete bowed out of Claws and Jackie, Alex and Carl joined, with Woody moving up from Monday Cubs. In Talons, Adam Rees left at the end of the summer term and Andy Murdoch gradually bows out this autumn. Another Andy makes a welcome addition to the team to work with Jonathan, one of my former Scouts (and son of Wend and John Williamson) who brings a vast amount of traditional Scouting experience. In Cubs, whilst Snowdon continues to be brilliantly run by Maggie, Otterlie and Chantelle, Monday Cubs has continued to struggle to get fixed leaders and as we head towards the autumn term, its future is uncertain as we have no Cub Leader in place.
It may seem odd that we’re opening Squirrels when we’ve struggled to get leadership for Nevis Cubs, however Squirrels has a much greater demand for adult help; even if just one Squirrel turns up, we still need three adults. It's been found that Squirrels is quite a good recruiting tool however and this is one of the reasons we’re going ahead with it, hoping that this will breathe new life into Beavers too, enabling the reopening of our second colony as well as providing future leaders for older sections. Is your youngest on our waiting lists? Please get in touch if you’d like them to be.
There is a good, strong set of Trustees running the group in the background, an excellent team of volunteer leaders within the sections and if we can just get Nevis Cubs leadership sorted out, things will become much more settled.
Our main issue is a lack of volunteers meaning that our leaders end up having to take on running extra tasks like fund-raising and recruitment. We end up wearing many hats and in the end our focus on what we should be doing can wane, meaning less time & energy goes into planning and preparation and we end up not providing the fun, exciting programmes we’d like. We’ve spent the summer looking at this and have created a task list showing where we need help; we’re not looking for an ‘Administrator’, but someone who can update badge records for Cubs or Scouts, or perhaps keep social media channels alive with what we’re doing or posting recruitment adverts. We not advertising for a Finance Director, but someone who can seek out funding opportunities; we don’t want a maintenance coordinator, but someone who might have time to do a bit of groundworks, or the odd job in the HQ.
Looking ahead to 2025 we have much to look forward to, a return trip to Kandersteg (International Scout Centre in Switzerland) where we have over 30 young people coming who will be Scout or Explorer aged next year and a good team of leaders to enjoy this unique experience at this standing Jamboree site in Switzerland. We need your help to keep things running and ensure our leadership teams have the time and energy to really make your child’s time in the group a memorable one.

We combined the Maple and Willow Beavers into one colony on Thursdays as we started the Autumn term. This was done as the Thursday timing was more popular and the uptake on Fridays was very low. It was lovely for the Beavers to make new friends as we combined the colonies. It was a smooth transition for the leaders and parent helpers as the team has worked very cohesively in the last few years.
Our Beavers have had an exciting programme with an interesting mix of indoor and outdoor activities, including participation in district organised activities.
We have worked towards the Challenge badge for Adventure, Teamwork, World and Outdoors and activity badge for Book reader, Builder, Communicator, Campcraft and Cyclist.
Some of the highlights of our programme this year were:

Community litter pick-up where they learnt about keeping your environment clean and learning about their responsibility in the community

An evening with their friends in “bring a friend” session and made popcorn with them
-
Learning about Safety: Sessions around stranger Danger, Home and railway safety and fire safety
-
An exciting and muddy evening out on their bikes, including the proper ways of wearing a helmet and learning how to use the cycle air pump.

Making bug hotels with sticks, leaves and flowers (some were lucky to have some immediate residents!)
-
Completing a bridge construction and stacking challenge showing their builder skills and excellent teamwork
-
An exciting scavenger hunt around Bushy Park collecting pinecones, acorns, buttercups, daisies, three different shaped leaves, feathers, something round, something pretty amongst many other things. Turns out that Sycamore seeds and Conkers are most difficult to find in Bushy Park in June.

Practicing communication skills by learning home phone numbers, sending a text message, messaging across the hall with semaphores

Having fun learning how to flip pancakes

Played a lot of games including wide games at the rec and international game Kabaddi

Developing our camping skills: Building a tent, learning about knots, how to pack for a hike and making a campfire

Learning to plant a seed and nurture it. Hopefully, our Beavers saw some lovely sunflowers.

And of course, held our traditional end-of-term marshmallow roasting with open fires.
We also participated in two District events:

District Experiment Badge Session : This was a half a day session at the Whitton HQ where our Beavers participated along with members from other district Beaver colonies. In this session our Beavers were given their own Lab Book for recording the details of the hands-on science experiments that they carried out themselves. Some of the experiments they did were making volcanoes, making lava lamps, a colour symphony, blindfold Crisp tasting, Fun with magnets, electricity circuits, Skittle rainbows, foil boats (buoyancy test), rethink, reuse and recycle, NPL including rockets, pendulums and “Dolls of Confusion”. The sessions were finished with a demonstration of launching the water rockets and some of our Beavers got a chance to assist the scientists from NPL in the launch. These experiments will teach them about different areas of science many of which they will be able to reproduce for you at home.

District Beaver Jungle Fun Day: On Saturday 23rd September 2023 some of our Beavers participated in an all-day fun day at the Walton Firs Activity Centre, Surrey along with 200 Beavers from the Richmond borough. It was a day of outdoor adventure activities that ended with some fun campfire songs.
Plans are in place to recruit more Beavers and adults as part of a joint leadership team to reopen the Friday Colony.

We had some changes in our leadership team as Richard Castle has taken higher responsibilities as the Chair of the Trustee Board. Jane Riggs continues to lead the Beavers team. Gazal, Elliott and Garan have been providing superb support throughout the year and are all working towards their Wood Badge with many training modules already completed. Thank you to our fantastic Young Leaders Alice, Issac and Meg who have provided excellent support during the year. These evenings wouldn’t have been possible without the huge effort and contribution put in by all our volunteers and young leaders to whom we’re enormously grateful.

We have 2 Cub Packs, Nevis (Monday) and Snowden (Wednesday). Both packs run the same programme and the team plan and run sessions together.
a(, This year the Cubs chose to complete > ae —_ = their Skater, Gardener, Scientist and ~ > be of Cyclist badges. We had a few other badges thrown in for good measure | such as the ever-popular backwoods ; "he cooking, awareness, Hobbies and emergency. Athletics, Disability
Parents got involved with the Airfix modelling and our young leaders ran the show with their hobbies taster night. When we asked the cubs which activities they wanted to do for the summer, the theme was water! Hampton pool and a water fight. The wonderful Ros also organised water polo at the pool, which was a great success.
We have had a busy year with camps, an autumn and summer camp for the sixers and seconders to work on their scouting skills, with a spot of skateboarding thrown in. Winter Camp with hikes and ping pong. An activity packed Easter Camp where the cubs enjoyed climbing, zip line, the cave maze, the adventure course, ninja games and knot practise, with plenty of free time to sit up a tree in the beautiful woodland of Bentley Copse activity centre.

We had the epic ‘Kip on a ship’ where we took 29 Cubs to tour and sleepover on the HMS Belfast. The highlight of which was hoisting the ‘colours’ never to be repeated unless we all join the Navy!
Borough Camp was the crazy whirlwind that it usually is, with sports tournaments, instructor led activities such as caving and high wires and scout group activities. The backwoods cooking, branding and friendship bracelet bases were the most popular.
The Cub team continue to look for help with a number of tasks. Please speak to one of the team and look at the 3HH Web page for more details on how you can get involved.
A great year with more to come this year! Thank you to everyone that has helped out on Camps and in sessions.
3HH Cub leadership team
We run two Scout troops, Claws and Talons, meeting on Tuesdays and Fridays. Our Scout intake is primarily made up of young people who have progressed from our own Cub packs. We are occasionally able to offer a few extremely restricted spots to young people over the age of 11 on our waiting list who are new to Scouting, but both troops are currently at or near their capacity.
Scouts participate in a diverse programme designed to help learn and apply life skills while participating in a variety of activities. Scouts gain the opportunity to share those skills with younger Scouts as they progress through the troop, creating possibilities for teamwork and leadership.

Scouts enjoyed a varied programme of activities including:

Several cooking and baking activities (including using open fires, trangia stoves; pancake making etc)

Night navigation exercises on Bushy Park (passing the local deer at close quarters in the low visibility!),

Allotment pizza is always a favourite.

Circus Night - riding unicycles and juggling!

Household Cavalry visit

Fire station visit – including soaking Tim with the hoses!

The famous water rocket building where we only lost one over the hut roof.

Various craft evenings, including bridge building and stop motion movies.

A visit to the Feltham foodbank sorting out food and gifts for Mother’s Day.
Easter Camp was at Bentley Copse in Surrey. Our Scouts enjoyed time together at camp, and typical camp activities including cooking on open fires, whittling, axe training, climbing, archery and a day hike in the surrounding area.
Scouts now have a regular slot at the Riverside Vineyard Church, supporting their foodbank with a variety of activities including cleaning their shop, stacking shelves and sorting Christmas presents.
We returned to Borough camp this year at Walton Firs, a fantastic camp where together with Cubs the Scouts get to meet others from across the District and enjoy a variety of challenges and inter group competitions.
As a new leadership team, we hope to bring fresh ideas and energy to the group and this year we ran two additional weekend camps, one for the younger Scouts covering camp basics, and a second at Brownsea Island for the older scouts. Both were a great success and will be part of our annual programme.
We also said goodbye formally to three leaders, passing on our thanks for their support over many years, Pete and Selena Brown, and Adam Rees. It was a time to reflect also on the fact that we remain precarious in our current leadership team, and with pressures of work and family, may see some programme changes and joint nights as we endeavour to keep our two scout Troops running. For all of us who support Scouting, we would encourage parents to get involved, even if it is just as an occasional helper or taking on some tasks. For many of us this is the only thing we do in our busy lives that feels like we are truly giving back. The view from the current scout team is that it is hugely rewarding and when we are busy with family life it's often hard to see how to fit this in, but if you have a Scout already coming that you drop off and pick up, it's really not that much more to stay in between and support the group.
3HH Scouts welcomes everyone's involvement in planning and executing the Scout programme, so please let us know if you have a job, skill, or participate in an activity that you think may interest Scouts, or if you'd like to help in any capacity at meetings and/or future camps.

Target Sports at 3HH
What a busy year and as always, our scouts did their best on every occasion! The monthly ‘Second Saturday Shoot’ continues, and our numbers were bolstered by six new scouts completing the air rifle Youth Proficiency Scheme, with an Expert Shot and a Mastershot (highest grade) amongst them. For the first time ever, we had two of our 10-year-old Cubs join too. I’m delighted to have two adults, Maggie and Thomas complete the adult Youth Proficiency Scheme Tutor Diploma course.
Three of our shooters were selected as part of the GLSW team at the Intercounty Competition in April, that took place in the national shooting centre, Aldersley near Wolverhampton. A massive achievement to be selected from scouts across the county.
As always we entered the Kingston District Scout Autumn and Spring Competitions, and collected several medals, a clean sweep of rifle and pistol group and troop trophies, the overall GLSW best Troop trophy and the individual U14 and U18 Top Shots.
During the Richmond Upon Thames District competition, Claws came 3[rd] and one of our new shooters in the U12 age group had the highest score in the age group, but amazingly that was also the 3[rd] highest score of all shooters U18!
A team of 11 shooters, 3HH, Peake and Richmond Upon Thames District came to the 45th National Scout Rifle Championships. 3HH and Peake always achieve amazing results, and this year was no exception. We gained fifteen medals and three trophies, gold team pistol, silver team rifle and the coveted Junior Connaught making 3HH the overall national U14 champions, combining our rifle, pistol and field target scores.
Our Explorers came 4[th] in the Senior Connaught missing out by just one point. (The Junior and Senior Connaught trophies were presented to Baden Powell from his friend the Duke of Connaught (Prince Arthur, Queen Victoria’s third son). The Senior Connaught is the second oldest known trophy still active in Scouting, first presented in 1911, while the Junior Connaught was presented in 1925 and has also been won by teams in South Africa, Jamaica, Canada and New Zealand.) The year before we had the Chief’s Prize for the best overall U14 shooter, not something we kept this year, instead we came 2[nd] and 3[rd] with different scouts, showing the depth of talent running throughout the team.

We currently have a couple of our shooters in the GB Scout Target Shooting Team (a step up towards shooting for GB Juniors). This was where I met a young Tim Jeffery from a different Scout Group fifteen years ago. From the GB Scout Target Shooting team, he became a Paralympian and in Paris this year got bronze in 50m prone rifle. His bio says he started shooting as an 11-year-old Scout. We can all be proud of his small beginnings and look forward to the potential of your Scout!
A huge thanks to the leaders and helpers who make all this happen. As always, we could do with some more adults to support us, just let me know if you can help. Congratulations to the Scouts and Explorers who put the time and effort into their training.

Quartermaster’s Report
The Quarter master position was filled at the end of 2023 by Roger Hughes. So far in 2024 we have run two QM maintenance days at the HQ, reviewing equipment and ensuring the store is tidy and safe. The plan is to continue to run maintenance days on a regular basis. Items of equipment requiring attention are being notified to the QM to be inspected and repaired or disposed of, as appropriate.
We have invested in some useful additional items of equipment – 2 trolleys, which have already had significant use. We continue to review all out assets and have set aside a suitable budget to replace items and invest in new equipment as required.
We are always looking out for volunteers to take on tasks with managing our extensive camping assets, so please do come and speak with us if you can help. And, please sign up to help at our maintenance days. Thank You.

PEAKE EXPLORER SCOUT UNIT
Peake Explorers has now been going for four years and remains full with 29 Explorers now taking part. When we wrote our entry for this report last year we had just returned from the brilliant ‘Korea Camp’ run by District, which despite the rain was fantastic, including a very memorable trip to a zoo! This summer will see us head off to the New Forest and hopefully some sunshine.
Over the last year we have continued to deliver a wide-ranging programming, with ideas generated and led by our Explorers. Some highlights include dragon boat racing, golfing, a lot of fun with lego, incident hikes and of course plenty of fires and cooking! We are also very proud of three of our Explorers who successfully completed both their Duke of Edinburgh Silver award and Chief Scout Platinum Award, such was their participation in a wide range of activities, expeditions and volunteering.

FINANCIAL REVIEW – TREASURER’S STATEMENT FY 2023/2024
We have had another busy and successful year. The leadership team has worked hard to accomplish the financial goals set last year and continue working towards keeping our organisation financially sound.
The total gross receipts went up by £43k, £33k of which was due to the grants we were able to apply for and receive (£23k was the Hampton Fund Grant, £9k was the TFL Scrappage and £1k was the Local Area Fund Grant). A further £6k was from fundraising activities, mainly NPL and some from Cubs specific fundraising. This year we were successfully able rent out the HQ for party hires and yoga classes which brought in an additional £2k in income. The remaining increase of £2k was due to subs being collected on time and donations from St James’ Avenue and Sarah Walker. Furthermore, we have opened an Instant Savings Account which provides for 1.3% interest, and we have been holding the majority of our funds in this account to make the most of this opportunity.
During the year, the gross payments went up by £57k. The purchase of the new minibus contributed to £44k of the increase. We utilized the Hampton Fund Grant and the TFL Scrappage grant towards the minibus purchase. We are very excited about this addition and have designed contracts to rent it out when not in use, opening another door for revenue stream. The increase of £12k relates to the purchase and installation of the new heaters at HQ; this was much needed, and everyone has appreciated it during the winter months. The remaining £1k increase in payments is the net effect of increases in fundraising costs, electricity, professional fees for fire insurance evaluation, capitation charges and reductions in ICT, shooting equipment and maintenance, and vehicle repair expense.

Insurance and capitation (annual membership fees) remain the most significant costs for the group. With both these costs primarily controlled by the Scout Association it is not possible to switch providers or negotiate, but close cost control in other areas can help fund this. Keeping in mind the constant increase in various expenses and the need to build a reserve for unexpected expenses, the leadership has decided to increase the subs from £45/term to £50/term. We were able to keep this fee constant for a long time, but we now think this incremental change in the subs is important.
We are thrilled to announce that we are opening a Squirrel Drey which will bring in additional revenue. I would like to thank all who completed the Gift Aid declaration on OSM. We have submitted the paperwork required to change the Gift Aid Administrator and once that is accepted, we will file the claim, which will bring in some much-required funds. I would also like to draw your attention to ‘easyfundraising.org.uk’ which is a charity shopping site that partners with over 7,000 brands. They will donate a part of what you spend to a cause of your choice. It won't cost you anything extra as the cost is covered by the brands. We would like all of you to become a supporter of the cause called ‘3rd Hampton Hill Scout Group’ at easyfundraising.org.uk and raise some essential funds for us. We already have 25 supporters who have raised around £42!
We are holding a reserves fund of circa £32k. This has been adjusted to reflect the more accurate budgeted expenses that will be taking place this year. We have designated £10k towards a new capital project that will enable us to store our group trailer (used for transporting camp equipment) on our premises, as it will shortly no longer be able to be stored off-site. As we own our building, £15k of this balance is ring-fenced to enable us to carry out remedial works if they are required. The Local

Area Fund grant of £1k is reserved to buy camping equipment. We have reserved the deposits collected so far for the Kandersteg trip, amounting to £3k. Finally, we have a free reserve of about £3k to be used as deemed necessary.

PURPOSE AND OBJECTIVES
The primary purpose of Scouting is “to encourage the physical, intellectual, social, emotional and spiritual development of young people so that they take a constructive place in society as responsible citizens, and as members of their local, national and international communities”.
In support of this, our specific objectives over the next 12 months are:

Rebuild reserves of funding.

Maintain and grow our teams of volunteers and Trustee Board by active recruitment and robust succession planning.

Continue to improve the Group’s facilities, equipment and infrastructure, improved use of land for further storage and delivery of programme.

Secure funding to achieve above.

Increase social and fundraising activities for all members with assistance from Parent/Social reps.
We are fortunate enough to have a broad Leadership and Support Team with a wealth of experience. However, there is a continual need to recruit more adult volunteers into the Group to sustain the team and to cover succession planning. All Adult volunteers are DBS checked and undertake specific training (such as Safeguarding and Safety). Although the Group has been successful in attracting additional adult volunteers in the past year, the main priorities are additional volunteers to take on specific tasks as we move to a more team based and task-based model. The Leaders, Trustee Board and volunteers who give their time to the Group help make it such a success and have a sense of achievement from being part of the Group. For adult volunteers there is regular training in Safety, Safeguarding and First Aid and other modular training. Task descriptions are available for anyone who would like to consider volunteering in any capacity. Training programmes and full support from the rest of the Leadership Team are available to all adults involved with the Group. Contact the Group

STRUCTURE, GOVERNANCE & MANAGEMENT
3[rd] Hampton Hill (St James) Scout Group is an autonomous charitable trust affiliated to The Richmond-upon-Thames District Scout Council and the County of Greater London South West Scout Council (GLSW) and to the Scout Association. The rules under which the Group operate are authorised by the Policy, Organisation and Rules (POR) of the Scout Association, which, in turn, are authorised by the Royal Charter.
The Group is supported and advised by the District Council (Richmond-upon-Thames) https://www.richmondscouts.org.uk the County https://glswscouts.org.uk and Scout Association Headquarters https://www.scouts.org.uk on all matters as needed or requested.
The Group Scout Leader (GSL) is appointed by the District Commissioner (DC) of Richmond-uponThames Scout District. The Chair and members of the Trustee Board are nominated by the Group Scout Leader, and their appointment confirmed at the Annual General Meeting.
Other officers of the Trustee Board are elected each year, at the Annual General Meeting. All Section Leaders holding an appointment become members of the Group Executive Committee as a result of their respective offices. All adult leaders, sectional assistants and members of the Group Executive Committee are subject to Enhanced Clearance through the Disclosure and Barring Service and are given training appropriate for their posts through the District and County Training Teams.
The Trustee board meets approximately quarterly to discuss, plan and manage:

The maintenance of Group Property and assets

The raising of funds and administration of Group finance

The insurance of persons, property and equipment
-
Group public occasions
-
Assisting in the recruitment of leaders and other adult support

Appointing any sub-committees that may be appropriate

Reviewing Health, Safety and Security of property, assets and people.
Day to day decisions affecting the operation (management) of the Group is made by the Group Scout Leader, after appropriate consultation. Day to day governance decisions are made by the Chair, after appropriate consultation and by agreement of the Trustee Board. Leadership Team Meetings are held approximately once per term. The Annual General Meeting and Group Review is normally held in September each year.
Financial Records
“The Trustees are responsible for the preparation of the Annual Report and Financial Statements in accordance with the Byelaws of the Scout Association and the Charity Commissioners. These require the Group to select and apply suitable accounting policies, make reasonable and prudent judgements, keep proper financial records, and to prepare financial statements on the “going concern” basis for each financial year in accordance with the Statement of Recommended Practice – Accounting and Reporting by Charities (Charities SORP 2005).

Individual Scout Groups, as independent charities, are responsible for preparing their own annual financial statements and holding their own Annual General Meeting. The Financial Statements have been subject to Independent Examination and Accounts are submitted to the Charity Commission in accordance with their rules each year.
Financial Investment Policy
The Trustees’ cautious approach to risk extends to its investments, and its reserves are only placed with highly secure, low risk funds. Day to day funds are kept in a current account and cash is held for the shortest possible time before being paid into a bank or post office.

It is the intention of the Group to hold sufficient reserves in cash and short-term investments to:

Cover any adverse phasing of income and expenditure for approved Section and Group activities and events
