Scouting in the United Kingdom is organised into Scout Groups, Districts and Counties.

The Group was registered with The Scout Association on 26 May 2009 after the merger of the 5[th] Ilford North and the 16[th] Ilford North Scout Groups.

It's registration number is 46961 and the Group is registered with the Charity Commission of England and Wales, Charity Number 303805.

This is the Group's 14[th] Annual Report.

B: Structure, Governance and Management

Administrative Information

The Group is part of the Redbridge Scout District, within the Scout Association. The Scout Group meets at The Stockade, David's Way, Hainault, Essex, which is the Group's headquarters.

The trustees of the Group are the Executive Committee which is made up of appointed leaders (ex-officio) and elected representatives of parents from each section in the Group.

Structure, Governance and Management

The Groups governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organisation and Rules.

The Group is managed by the Group Executive Committee, the members of which are the 'Charity Trustees' of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Committee consists of three independent representatives, Chair, Treasurer and Secretary, together with the Group Scout Leaders, individual section leaders and parent representatives and currently meets every four to six weeks.

C: Objectives and Activities

The Scout Association provides adventurous activities and personal development opportunities for over 500,000 young people aged 6-25 years and soon to be even younger with the new Squirrels section. The Group does this for the young people of Hainault and Fairlop.

Locally, Nationally and Internationally, The Scout Association's aim is to promote the physical, intellectual, social and spiritual well-being of its members, by helping them to achieve their full potential. At the Group, we believe our young people develop most when they take part in an activity, when they are given responsibility, when they take acceptable risks and when they are left to think for themselves.

This is all achieved through the provision of exciting and adventurous activities as part of a Balanced Programme based on The Scout Promise, Law and Skills for Life – Our Vision for 2025, guided by adult leadership, parent support, Young Leaders and Active Support.

The group prides itself on being a forward looking and outgoing Group, which takes part in as many outdoor activities as possible. This year we again met that challenge head-on with our Youth Members' gaining badges and working towards the Chief Scout Awards. To acquire these awards the youth member must attain a number of challenge awards which require months of work each.

We are looking forward to organising overnight stays and a weeklong summer Group Camp.

The Group meets the charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. We are a key stakeholder in our area and continue to aspire to be instrumental in shaping the future of Hainault, by providing our facilities, skills and knowledge through our method of Scouting. We are committed to providing a bold and confident programme for our young people and we are lucky in that all of our adults and young leaders share the same vision. As parents, we would really like you become part of that adult group – please talk to your group leader for more details.

D: Achievements and Performance

Group Scout Council

Chair of the Board of Trustees Report Jenny Norwood, Chair

As ever, this report is presented to you at our September AGM, looking back on the year before. The Group has been busy as you will see in Mark’s report below, and I thank all of our hard working volunteers, whether they be working directly with the children or behind the scenes, but financially, this year has been tough and so we are looking again at fees and other options. More of this at the AGM and in the autumn.

I have already indicated that I will be stepping down as Chair and am pleased to report that we have had interest in both this role and others, although you will see on the list of officers that we have a few seats to fill.

Group Scout Leader/Leaders Report Mark Carter

We have had another action packed year with us running a number events which included:-

April 2023 - The Beavers put there Green Cross Code in practice with hike from the Stockade to
Chigwell Row Campsite.
May 2023 - This month saw us celebrating the coronation of King Charles lll
June 2023 - Beaver & Cubs Gilwell Funday
July 2023 - Scouts & Explorers Environmental Camp at Hargreaves
August 2023 - Both Scout troops were joined by the Explorers in attending Summer Camp at
Belchamps for a week of great activities.
September 2023 - Group AGM for 2022-23 at Hargreaves with Climbing, Archery, Tomahawks and Air
Riffle shooting.
October 2023 - Forest & River Beavers had Halloween party.
November 2023 - The whole group took part in the Redbridge Remembrance Day parade in Newbury
Park.
The Beavers and Cubs attended Gilwell park to take part in a joint hike.
December 2023 - All sections were invited to enjoy Christmas Camp including dinner and panto
January 2024 - The start of a new meant a number of new badges with the sections working on
Communicator, Teamwork, Artist, Cyclist.
February 2024 - Everyone had a Bowl whilst taking part in the worldwide Scout Ten Pin Bowling
Competition - Jambowlree
March 2024 - Beavers attended the District Eggcellent Fun Day.
The Group took part in the Great Tommy Sleepout helping to raise over £1000.

E: Year Accounts

The accounts have been prepared but have not yet been audited and so draft accounts are to be considered at the AGM.

Our total funds have come in slightly under last year’s and you will see in the Receipts table that our largest increase in expense has been the building with utility, refuse and insurance costs all going up. You will have all seen this in your own home expenses and it is no different here.

The balance sheet shows the building account balance heavily reduced, but to counter that the general account balance is better because although the membership fees collected were lower, we have the deposits for summer camp already paid and have not yet been billed our Scout Association membership fee. Timing on this invoice has changed so that we paid just before the end of the previous financial year. This invoice accounts for £6000+ expenditure and so we would have shown a substantial loss.

The accounts were prepared jointly by the Treasurer, Manish Joshi, and Diane Meakin who was previously in this role.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF 1[st] Hainault Scouts Group

Independent examiner's report to the trustees of 1[st] Hainault Scouts Group

I report to the charity trustees on my examination of the accounts of 1[st] Hainault Scout Group (the Trust) for the year ended 31[st] Mach 2024.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the 2011 Act and in carrying out my examination, I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by Section 130

of the Act; or

  1. the accounts do not accord with those records; or

  2. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
